सा.का.नि. 65.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और केन्द्रीय हिमशीतित वीर्य उत्पादन और प्रशिक्षण संस्थान हेस्सारघट्‌टा तकनीकी अध्किारी, भर्ती नियम, 1991 को, उन बातों के सिवाय अध्क्रिांत करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, कृषि मंत्राालय, पशुपालन, डेयरी और मात्स्यिकी विभाग के अध्ीन केन्द्रीय हिमशीतित वीर्य उत्पादन और प्रशिक्षण संस्थान हेस्सारघट्‌टा में तकनीकी अध्किारी समूह 'क' राजपत्रिात पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम केन्द्रीय हिमशीतित वीर्य उत्पादन और प्रशिक्षण संस्थान हेस्सारघट्‌टा तकनीकी अध्किारी ;समूह 'क' पदद्ध भर्ती नियम, 2013 है ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण, वेतन बैंड, ग्रेड वेतन या वेतनमान.—उक्त पद संख्या, उसका वर्गीकरण और उसका वेतन बैंड और ग्रेड वेतन या वेतनमान वह होगा, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा और अन्य अर्हताएं, आदि.—उक्त पद पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिदष्ट हैं ।

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया हैऋ या ;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

शिथिल की जा सकती हैद्ध टिप्पण : आयु-सीमा अवधारित करने के लिए निर्णायक तारीख भारत में अभ्यथयों से आवेदन प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी । ;न कि वह अंतिम तारीख जो असम, मेघालय, अरफणाचल प्रदेश, मिजोरम, मणिपुर, नागालैंड, त्रिापुरा, सिक्किम, जम्मू-कश्मीर राज्य के लद्‌दाख खंड, हिमाचल प्रदेश के लाहौल और स्पीति जिले तथा चम्बा जिले के पांगी उप-खंड, अंदमान और निकोबार द्वीप या लक्षद्वीप के अभ्यथयों के लिए विहित की गई है।द्ध

सीध्े भर्ती किए जाने वाले व्यक्तियों के लिए अपेक्षित शैक्षिक सीध्े भर्ती किए जाने वाले परिवीक्षा की अवध्,ि और अन्य अर्हताएं

टिप्पण 1 ः अर्हताएं अन्यथा सुअहत अभ्यथयों की दशा में उन कारणों के लिए जो लेखब( किए जाएं । संघ लोक सेवा आयोग के विवेकानुसार शिथिल की जा सकती है ।

टिप्पण 2 : अनुभव संबंध्ी अर्हता ;अर्हताएंद्ध उन कारणों के लिए जो लेखब( किए जाएं । संघ लोक सेवा आयोग के विवेकानुसार अनुसूचित जातियों और अनुसूचित जनजातियों के अभ्यथयों की दशा में तब शिथिल की जा सकती है जब चयन के किसी प्रक्रम पर संघ लोक सेवा आयोग की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यथयों के पर्याप्त संख्या में उपलब्ध् होने की संभावना नहीं है ।

वांछनीय : पशु आनुवंशकीय तथा प्रजनन या पशु चिकित्सा प्रसूती विज्ञान तथा स्त्राीरोग विज्ञान या पशुजीव प्रौद्योगिकी में स्नातक डिग्री ।

भर्ती की प(ति : भर्ती सीध्े होगी या प्रोन्नति द्वारा या प्रतिनियुक्ति/ प्रोन्नति या प्रतिनियुक्ति या स्थानान्तरण द्वारा भर्ती की दशा में स्थानान्तरण द्वारा तथा विभिन्न प(तियों द्वारा भरी जाने वाले रिक्त पदों वे श्रेणियां जिनसे प्रोन्नति या प्रतिनियुक्ति या आमेलन की प्रतिशतता

सीध्ी भर्ती द्वारा टिप्पण 1 : वेतन बैंड 3, 15600—39100 रु. + ग्रेड वेतन 5400 रु. के वेतनमान पर पद के उन्नयन से पूर्व, 6500—10500 रु. के पूर्व पुनरीक्षित वेतनमान में नियुक्त किए गए तकनीकी अध्किारी के नियमित पद धरण करने वाले की उपयुक्तता, उन्नत पद पर नियुक्ति के लिए आयोग द्वारा आरंभिक निर्धरण में ली जाएगी । यदि वे नियुक्ति के लिए उपयुक्त निर्धरित किए जाते हैं तो वे या वह पद पर आरंभिक गठन पर नियुक्त समझे जाएंगे । यदि उन्नत वेतनमान पर नियुक्ति के लिए उपयुक्त नहीं निर्धरित किए जाते हैं तो वे या वह पुनरीक्षित वेतन संरचना के वेतन बैंड-2, 9300—34800 रु. + ग्रेड वेतन 4600 रु. में बने रहेंगे तथा उसका या उनके मामले प्रत्येक वर्ष पुनरीक्षित किए जाएंगे । टिप्पण 2 : प्रतिनियुक्ति या लम्बी बीमारी या अध्ययन छुट्‌टी या किन्हीं अन्य परिस्थितियों में एक वर्ष या उससे अध्कि अवध् िके लिए बाहर रहने के कारण हुई रिक्तियों को केन्द्रीय सरकार के ऐसे अधिकारियों में से प्रतिनियुक्ति के आधर पर भरा जा सकेगा जो मूल काडर या विभाग में नियमित आधर पर सदृश पद धारण किए हुए हैं और स्तंभ ;7द्ध के अध्ीन सीध्े भर्ती किए जाने वाले व्यक्तियों के लिए विहित शैक्षिक अर्हताएं रखते हैें ।

G.S.R. 65.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Frozen Semen Production and Training Institute, Hessarghatta, Technical Officer Recruitment Rules, 1991, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Technical Officer, Group 'A' Gazetted post in the Central Frozen Semen Production and Training Institute under the Ministry of Agriculture, Department of Animal Husbandry, Dairying and Fisheries, namely :—

1. Short title and commencement.—(1) These rules may be called the Central Frozen Semen Production and Training Institute, Technical Officer (Group 'A' post) Recruitment Rules, 2013.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and pay band and grade pay or scale of pay.—The number of the said post, its classification and the pay band, grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and other qualifications.—The method of recruitment to the said post, age- limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post: .

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen, the Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1.—The suitability of the regular holders of the post of Technical Officer appointed in the pre-revised scale of Rs. 6500—10500, prior to upgradation of this post to Pay Band 3 in the scale of Rs. 15600—39100 with Grade Pay of Rs. 5400, will be initially assessed by the Commisssion for appointment to the upgraded post. If assessed suitable he or they shall deemed to have been appointed to the post at the initial constitution. If assessed not suitable for appointment to the upgraded scale of pay, he or they shall be continue in the revised pay structure in pay band 2, Rs. 9300—34800 with grade pay of Rs. 4600 and his or their case would be reviewed every year.

Note 2.—Vacancies caused by the incumbent being away on deputation or long illness or study leave or under other circumstances for a duration of one year or more may be filled on deputation basis from the officers of the Central Government holding analogous posts on regular basis in the parent cadre or Department and possessing the educational qualifications proposed for direct recruits under column (7).

(The maximum age limit for appointment by deputation shall not be exceeding 56 years as on the date of receipt of applications).

1. (1) These Rule may be called the Stenographer (group 'D') Regional Station for Forage Production and Demonstration and Central Fodder Seed Production Farm, Hessarghatta, Bangaluru (Group 'C' posts) Recruitment (Amendment) Rules, 2013.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Stenographer (group 'D') Regional Station for Forage Production and Demonstration and Central Fodder Seed Production Farm, Hessarghatta, Bangaluru, (Group 'C' posts) Recruitment Rules, 2011, in the schedule, under column '7' under the heading skill test norms, the following entry shall be substituted namely :—

"DICTATION : 10 minutes at the rate of eighty words per minute; Transcription : Fifty minutes (English) Sixty Five minutes (Hindi) on computer".

;3द्ध चारा उत्पादन और निदर्शन के लिए क्षेत्राीय केंद्र तथा केन्द्रीय चारा बीज उत्पादन पफार्म सहायक, हसरगट्‌टा बेंगलूर ;समूह 'ग' पदद्ध भर्ती नियम, 2011 की अनुसूची के स्तंभ 7 में, फ्आवश्यकय् शीर्ष के अध्ीन, फ्किसी कृषि पफार्म में कार्य करने का कम से कम एक वर्ष का अनुभवय् शब्दों के स्थान पर, फ्केन्द्रीय सरकार या राज्य सरकार या पब्लिक सेक्टर उपक्रम के किसी कृषि पफार्म में कार्य करने का कम से कम एक वर्ष का अनुभवय् शब्द रखे जाएंगे ।

G.S.R. 67.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Farm Assistant at Regional Station for Forage Production and Demonstration and Central Fodder Seed Production Farm, Hessarghatta, Bengaluru (Group 'C' posts) Recruitment Rules, 2011, namely :—

(1) These rules may be called the Farm Assistant at Regional Station for Forage Production and Demonstration and Central Fodder Seed Production Farm, Hessarghatta, Bengaluru (Group 'C' posts) Recruitment Amendment Rules, 2013.

(2) They shall come into force on the date of their publication in the Official Gazette.

(3) In the Farm Assistant at Regional Station for Forage Production and Demonstration and Central Fodder Seed Production Farm, Hessarghatta, Bengaluru (Group 'C' posts) Recruitment Rules, 2011, in the Schedule, in Column 7, under the heading 'Essential', for the words "at least one year's experience of work at an Agriculture Farm", the words "at least one year experience of work at an Agriculture Farm of Central or State Government or public sector undertaking" shall be substituted.

सा.का.नि. 68.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और भारत सरकार मुद्रणालय एवं शाखा ;कैंटीन कर्मचारी समूह 'ग' और समूह 'घ' पदद्ध भर्ती नियम, 1997, उन बातों के सिवाए अध्क्रिांत करते हुए जिन्हें ऐसे अध्क्रिमण के पहले किया गया है या करने का लोप किया गया है, शहरी विकास मंत्राालय, मुद्रण निदेशालय के अध्ीन, भारत सरकार मुद्रणालयों एवं शाखाओं में कैंटीन कर्मचारियों के समूह 'ग' के पदों पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌्‌ :—

1. संक्षिप्त नाम तथा प्रारंभ होना.—;1द्ध इन नियमों का संक्षिप्त नाम शहरी विकास मंत्राालय, मुद्रण निदेशालय, भारत सरकार मुद्रणालय तथा शाखाएं ;कैंटीन कर्मचारियों के समूह 'ग' पदद्ध भर्ती नियम, 2013 है ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. लागू होना.—ये नियम, इन नियमों के साथ संलग्न अनुसूची के स्तंभ ;1द्ध में विनिदष्ट पदों पर लागू होंगे ।

3. आरंभिक गठन.—इन नियमों के लागू होने के समय, इन नियमों के द्वारा अध्क्रिमित नियमों के अंतर्गत नीचे सारणी के स्तम्भ ;2द्ध में विनिदष्ट पदों को नियमित आधर पर धरित करने वाले सभी व्यक्तियों को इन नियमों के अंतर्गत उक्त सारणी के स्तंभ 3 में विनिदष्ट पदों पर नियुक्त किया गया समझा जाएगा तथा उनके द्वारा इन नियमों के लागू होने से पूर्व की गई सेवा को प्रोन्नति हेतु पात्राता के विनिश्चय तथा सेवाओं अन्य निबंध्न और शर्तों के लिए गणना में लिया जाएगा, अर्थात्‌्‌ :—

4. पद संख्या, वर्गीकरण तथा वेतन-बैंड, ग्रेड वेतन तथा वेतनमान.—उक्त पदों की संख्या, उनका वर्गीकरण तथा उनसे संबंधित वेतन-बैंड, ग्रेड वेतन या वेतनमान वे होंगे जो इन नियमों से उपाब( अनुसूची केे स्तंभ ;2द्ध से ;4द्ध में विनिदष्ट हैं ।

5. भर्ती की प(ति, आयु-सीमा, शैक्षणिक अर्हताएं आदि.—भर्ती की प(ति, आयु-सीमा, शैक्षणिक अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ;5द्ध से ;13द्ध में विनिदष्ट हैं ।

6. निरर्हता.—कोई व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या पत्नी जीवित है, विवाह किया है, या

;खद्ध जिसने अपने पति या पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया हैऋ

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

7. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

8. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए विनिश्चयों/आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य प्रवर्गों के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

टिप्पण 1 : अनुरूप अर्हता अन्यथा सुअहत अभ्यथयों की दशा में सक्षम प्राध्किारी के विवेकानुसार अर्हता में छूट दी जा सकती है ।

टिप्पण 2 : अनुभव संबंध्ी अर्हता सक्षम प्राध्किारी के विवेकानुसार अनुसूचित जातियों/अनुसूचित जनजातियों के अभ्यथयों की दशा में तब शिथिल की जा सकती है जब चयन के किसी प्रक्रम पर यह राय है कि उसके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव वाले उन समुदायों के अभ्यथयों के पर्याप्त संख्या में उपलब्ध् होने की संभावना नहीं है ।

प्रतिनियुक्त व्यक्ति के पास स्तंभ ;7द्ध के अंतर्गत सीध्ी भर्ती वाले व्यक्तियों के लिए विहित शैक्षिक अर्हताएं तथा अनुभव होना चाहिए ।

टिप्पण 1 : प्रतिनियुक्ति की अवध्,ि जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर पद पर प्रतिनियुक्ति की अवध् िहै, साधरणतया तीन वर्ष से अध्कि नहीं होगी ।

टिप्पण 2 : पोषक प्रवर्ग के ऐसे विभागीय अध्किारी, जो प्रोन्नति की सीध्ी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए पात्रा नहीं होगा । इसी प्रकार, प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के लिए पात्रा नहीं होंगे ।

G.S.R. 68.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Government of India Presses/Branches (Group 'C' and 'D' posts of canteen employees) Recruitment Rules, 1997, except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to Group 'C' posts of canteen employees of the Government of India Presses and Branches under the Directorate of Printing, Ministry of Urban Development, namely :—

1. Short title and commencement.—(1) These rules may be called the Ministry of Urban Development, Directorate of Printing, Government of India Presses and Branches (Group 'C' posts of canteen employees) Recruitment Rules, 2013.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.

3. Initial Constitution.—All the persons appointed at the commencement of these rules holding the posts specified in column (2) in the table below on regular basis under the rules superseded by these rules shall be deemed to have been appointed to the posts specified in column (3) of the said table under these rules and the services rendered by them before the commencement of these rules shall be taken into account for deciding the eligibility for promotion and other terms and conditions of services, namely :—

4. Number of posts, classification and pay band, grade pay and pay scale.—The number of said posts, their classification and the scale of pay attached thereto shall be as specified in columns (2) to (4) and annexure of the said Schedule.

5. Method of recruitment, age-limit, educational qualifications, etc.—The method of recruitment, age-limit, educational qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

6. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts: .

7. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

8. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(a) 12th Pass or equivalent with Commerce. Age : No Two years for Direct Recruits; (b) A typing speed of 35 w.p.m. in English or Educational Qualification : 12th Nil for promotees. 30 w.p.m. in Hindi on computer ( 35 w.p.m. and Class Pass or equivalent. 30 w.p.m. correspond to 10500 Key Depression per Hour or 9000 Key Depression per Hour on an average of 5 key depressions for each word.)

Note 1: The qualifications are relaxable at the discretion of the competent authority in case of candidates otherwise well qualified.

Note 2 : The qualifications regarding experience are relaxable at the discretion of the competent authority in case of candidates belonging to the Scheduled Castes or the Scheduled Tribes, if at any stage of selection the competent authority is of the opinion that sufficient number of candidates belonging to the said communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them.

Two week training on Organizational Behaviour, Communication Skill and Accounting Practices shall be mandatory for the Canteen Attendant for promotion to the post of Clerk from ISTM or any other recognised Institutes.

Deputation :

(i) Officers of the Central Government holding analogous posts on regular basis,

(ii) Canteen Attendant with at least three years regular service in the Pay Band-1 of ` 5200—20200 + Grade pay of ` 1800.

The deputationists should possesses the educational qualifications and experience prescribed for direct recruits under column (7).

Note 1 : The period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department or the Central Government shall ordinarily not exceed three years. The maximum age limit for deputation is 56 years as on the closing date of receipt of applications.

Note 2 : The department officials in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.
