राष्ट्रीय रक्षा अकादमी तथा नौसेना अकादमी परीक्षा ( II) , 2013

फा. सं. 7/ 1/2013- प. 1 ( ख ) राष्ट्रीय रक्षा अकादमी के थल सेना, नौ सेना और वायु सेना स्कंधों के लिए 2 जुलाई, 2014 से शुरू होने वाले 132वें पाठ्यक्रम हेतु और नौ सेना अकादमी के 94वां भारतीय नौसेना अकादमी कोर्स ( आई एन ए सी ) में प्रवेश हेतु संघ लोक सेवा आयोग द्वारा 11 अगस्त, 2013 को एक परीक्षा आयोजित की जाएगी । भारतीय नौसेना अकादमी में भर्ती उम्मीदवारों को 4 वर्ष का बी.टेक. कोर्स करना होगा तथा रिक्तियों/पदों की उपलब्धता के आधार पर नौसेना के कार्यपालक और तकनीकी विभाग में भर्ती का अवसर भी दिया जा सकता है ।

आयोग यदि चाहे तो उपर्युक्त परीक्षा की तारीख में परिवर्तन कर सकता है । इस परीक्षा के परिणाम के आधार पर भरी जाने वाली रिक्तियों की संख्या इस प्रकार होगी:--

राष्ट्रीय रक्षा अकादमी 300 ( 195 थल सेना के लिए, 39 नौसेना के लिए और 66 वायु सेना के लिए)

55 भारतीय नौसेना अकादमी (10+2कैडेट एंट्री स्कीम )

योग 355

रिक्तियां अनंतिम हैं तथा राष्ट्रीय रक्षा अकादमी कोर्स की प्रशिक्षण क्षमतानुसार इनमें परिवर्तन किया जा सकता है ।

विशेष ध्यान : (i ) प्रत्येक उम्मीदवार को अपने ऑनलाइन आवेदन प्रपत्र में अपने वरीयता क्रम के अनुसार ( 1 से 4 ) सेवाओं का स्पष्ट उल्लेख करना चाहिए । उसे यह भी सलाह दी जाती है कि वह जितनी चाहे उतनी वरीयताओं का उल्लेख करें, ताकि योग्यता क्रम में उनके रैंक को ध्यान में रखते हुए, नियुक्ति करते समय उनकी वरीयताओं पर भली- भांति विचार किया जा सके ।

(ii) उम्मीदवारों को ध्यान रखना चाहिए कि केवल उन्हीं सेवाओं पर उनकी नियुक्ति हेतु विचार किया जाएगा जिनके लिए वे अपनी वरीयता

व्यक्त करते हैं, अन्य सेवा व सेवाओं पर नहीं । उम्मीदवार द्वारा अपने प्रपत्र में पहले निर्दिष्ट वरीयता में वृद्धि/परिवर्तन के अनुरोध को आयोग स्वीकार नहीं करेगा ।

(iii) आयोग द्वारा आयोजित लिखित परीक्षा तथा उसके बाद सेवा चयन बोर्ड द्वारा लिखित परीक्षा में योग्यता प्राप्त उम्मीदवारों के लिए आयोजित बौद्धिक और व्यक्तित्व परीक्षण के परिणाम के आधार पर उपर्युक्त कोर्स में प्रवेश दिया जाएगा ।

2. परीक्षा के केन्द्र :

परीक्षा निम्नलिखित केन्द्रों पर आयोजित की जाएगी :

अगरतला, अहमदाबाद, ऐजल, इलाहाबाद, बंगलौर, बरेली, भोपाल , चंडीगढ़ , चेन्नई , कटक, देहरादून, दिल्ली , धारवाड़, दिसपुर, गंगटोक, हैदराबाद, इम्फाल, ईटानगर, जयपुर, जम्मू, जोरहाट, कोच्चि, कोहिमा, कोलकाता, लखनऊ , मदुरै, मुंबई, नागपुर, पणजी ( गोवा ) , पटना, पोर्ट- ब्लेयर, रायपुर, रांची, सम्बलपुर, शिलांग , शिमला, श्रीनगर, तिरुवनंतपुरम, तिरुपति, उदयपुर और विशाखापट्टनम ।

आवेदक यह नोट करें कि चेन्नई, दिल्ली , दिसपुर, कोलकाता और नागपुर केन्द्रों के सिवाय प्रत्येक केन्द्र पर आवंटित उम्मीदवारों की संख्या की अधिकतम सीमा निर्धारित होगी । केन्द्रों का आवंटन " पहले आवेदन करो पहले आवंटन पाओ " पर आधारित होगा तथा यदि किसी विशेष केन्द्र की क्षमता पूरी हो जाती है तब वहां किसी आवेदक को कोई केन्द्र आवंटित नहीं किया जाएगा । जिन आवेदकों को निर्धारित अधिकतम सीमा की वजह से अपनी पसंद का केन्द्र नहीं मिलता है तब उन्हें शेष केन्द्रों में से एक केन्द्र का चयन करना होगा । अतएव आवेदकों को यह सलाह दी जाती है कि वे शीघ्र आवेदन करें जिससे उन्हें अपनी पसंद का केन्द्रमिले ।

ध्यान दें : उपर्युक्त प्रावधान के बावजूद स्थिति के अनुसार आयोग के पास अपने विवेकानुसार केन्द्रों में परिवर्तन करने का अधिकार सुरक्षित है।

जिन उम्मीदवारों को इस परीक्षा में प्रवेश दे दिया जाता है उन्हें समय - सारणी तथा परीक्षा स्थल ( स्थलों ) की जानकारी दे दी जाएगी । उम्मीदवारों को ध्यान रखना चाहिए कि केन्द्र में परिवर्तन से सम्बद्ध अनुरोध को स्वीकार नहीं किया जाएगा ।

3. पात्रता की शर्तें :

(क) राष्ट्रीयता :

उम्मीदवार या तो:--

1. भारत का नागरिक हो , या

2. नेपाल की प्रजा हो , या

3. भूटान की प्रजा हो , या

4. भारत में स्थायी रूप से रहने के इरादे से 1 जनवरी , 1962 से पहले भारत आया हुआ तिब्बती शरणार्थी हो; या

5. भारतीय मूल का व्यक्ति जो भारत में स्थायी रूप से रहने के उद्देश्य से पाकिस्तान , बर्मा, श्रीलंका, पूर्वी अफ्रीकी देशों जैसे कीनिया, उगाण्डा तथा तंजानिया, संयुक्त गणराज्य, जांबिया, मलावी, जैरे तथा इथियोपिया या वियतनाम से प्रवर्जन कर के आया हो।

परन्तु उपर्युक्त वर्ग 2 , 3 , 4 और 5 के अंतर्गत आने वाला उम्मीदवार ऐसा व्यक्ति हो जिसको भारत सरकार ने पात्रता प्रमाणपत्र प्रदान किया हो, पर नेपाल के गोरखा उम्मीदवारों के लिए यह पात्रता प्रमाणपत्र आवश्यक नहीं होगा ।

(ख) आयु-सीमाएं, लिंग और वैवाहिक स्थिति :

केवल ऐसे अविवाहित पुरुष उम्मीदवार जिनका जन्म दो जुलाई , 1995 से पहले न हुआ हो तथा पहली जनवरी , 1998 के बाद न हुआ हो, पात्र हैं।

आयोग जन्म की वह तारीख स्वीकार करता है जो मैट्रिकुलेशन या माध्यमिक विद्यालय छोड़ने के प्रमाणपत्र या किसी भारतीय विश्वविद्यालय द्वारा मैट्रिकुलेशन के समकक्ष माने गए प्रमाणपत्र या किसी विश्वविद्यालय द्वारा अनुरक्षित मैट्रिकुलेटों के रजिस्टरों में दर्ज की गई हो और यह उद्धरण विश्वविद्यालय के समुचित प्राधिकारी द्वारा प्रमाणित हो । मूल प्रमाणपत्र साक्षात्कार के समय प्रस्तुत करने होंगे ।

आयु के संबंध में कोई अन्य दस्तावेज जैसे जन्म कुण्डली , शपथ-पत्र, नगर निगम से और सेवा अभिलेख से प्राप्त जन्म संबंधी उद्धरण तथा अन्य ऐसे ही प्रमाणपत्र स्वीकार नहीं किए जाएंगे ।

अनुदेशों के इस भाग में आए हुए ' मैट्रिकुलेशन/उच्चतर माध्यमिक परीक्षा प्रमाणपत्र ' वाक्यांश के अंतर्गत उपर्युक्त वैकल्पिक प्रमाणपत्र सम्मिलित हैं ।

टिप्पणी-1: उम्मीदवार यह ध्यान रखें कि आयोग उम्मीदवार की जन्म की उसी तारीख को स्वीकार करेगा जो कि आवेदन-प्रपत्र प्रस्तुत करने की तारीख को मैट्रिकुलेशन/उच्चतर माध्यमिक परीक्षा प्रमाणपत्र या समकक्ष प्रमाणपत्र में दर्ज है और इसके बाद उसमें परिवर्तन के किसी अनुरोध पर न तो विचार किया जाएगा और न उसे स्वीकार किया जाएगा ।

टिप्पणी-2 : उम्मीदवार यह भी नोट कर लें कि उनके द्वारा किसी परीक्षा में प्रवेश के लिए जन्म की तारीख एक बार घोषित कर देने और आयोग द्वारा उसे अपने अभिलेख में दर्ज कर लेने के बाद उसमें बाद में या बाद की किसी अन्य परीक्षा में परिवर्तन करने की अनुमति किसी भी आधार पर नहीं दी जाएगी ।

टिप्पणी-3 : उम्मीदवारों को ऑनलाइन आवेदन प्रपत्र के संबंधित कॉलम में जन्म तिथि भरते समय उचित सावधानी बरतनी चाहिए । यदि बाद की किसी अवस्था में, जांच के दौरान उनके द्वारा भरी गई जन्म तिथि की उनके मैट्रिक या समकक्ष परीक्षा के प्रमाणपत्र में दी गई जन्म तिथि सेकोई भिन्नता पाई गई तो आयोग द्वारा उनके विरुद्ध नियम के अधीन अनुशासनात्मक कार्रवाई की जाएगी ।

टिप्पणी-4: उम्मीदवारों को इस बात का वचन देना है कि जब तक उनका सारा प्रशिक्षण पूरा नहीं होगा तब तक वे शादी नहीं करेंगे । जो उम्मीदवार अपने आवेदन की तारीख के बाद शादी कर लेता है उसको प्रशिक्षण के लिए चुना नहीं जाएगा । चाहे वह उस परीक्षा में या अगली किसी परीक्षा में भले ही सफल हो । जो उम्मीदवार प्रशिक्षण काल में शादी कर लेगा उसे वापस भेजा जाएगा और उस पर सरकार ने जो पैसा खर्च किया है सब उससे वसूल किया जाएगा ।

(ग ) शैक्षिक योग्यताएं :

(i) राष्ट्रीय रक्षा अकादमी के थल सेना स्कंध के लिए : किसी राज्य शिक्षा बोर्ड अथवा विश्वविद्यालय द्वारा आयोजित स्कूली शिक्षा प्रणाली 10+2की 12 वीं कक्षा उत्तीर्ण अथवा समकक्ष ।

(ii ) राष्ट्रीय रक्षा अकादमी के वायु सेना और नौ सेना स्कंधों तथा भारतीय नौ सेना अकादमी की 10+ 2 कैडेट एंट्री स्कीम के लिए किसी राज्य शिक्षा बोर्ड अथवा विश्वविद्यालय द्वारा आयोजित भौतिकी और गणित सहित स्कूली शिक्षा प्रणाली 10 + 2 की 12वीं कक्षा उत्तीर्ण अथवा समकक्ष ।

जो उम्मीदवार स्कूली शिक्षा प्रणाली 10+ 2 के अधीन 12वीं कक्षा अथवा समकक्ष परीक्षा में बैठ रहे हैं, वे भी आवेदन कर सकते हैं ।

ऐसे उम्मीदवार जो एसएसबी साक्षात्कार में अर्हता प्राप्त कर लेते हैं लेकिन एसएसबी साक्षात्कार के समय मैट्रिक/10 + 2 या समकक्ष प्रमाणपत्र मूल रूप से प्रस्तुत नहीं कर पाते, उन्हें विधिवत अनुप्रमाणित फोटोप्रति "अपर महानिदेशालय, भर्ती, सेना मुख्यालय , वैस्ट ब्लाक- III , आर. के. पुरम, नई दिल्ली-110066 " को तथा नौ सेना अकादमी के उम्मीदवारों के मामले में " नौसेना मुख्यालय , डीएमपीआर, ओआई एण्ड आर अनुभाग, कमरा सं. 204 , ' सी ' स्कंध , सेना भवन , नई दिल्ली -110011 " को 10 जून , 2014 तक भेजना होगा । ऐसा न करने पर उनकी उम्मीदवारी रद्द कर दी जाएगी । अन्य वे सभी उम्मीदवार जो मूल रूप में अपने मैट्रिक और 10 + 2 पास या समकक्ष प्रमाणपत्र एसएसबी साक्षात्कार के समय प्रस्तुत कर चुके हैं तथा एसएसबी प्राधिकारियों द्वारा उनका सत्यापन करवा चुके हैं उन्हें सेना मुख्यालय या नौसेना मुख्यालय , जैसा भी मामला हो , इन्हें फिर से प्रस्तुत करना अपेक्षित नहीं है ।

ऐसे मामलों में जहां बोर्ड/ विश्वविद्यालय के द्वारा अभी तक प्रमाणपत्र जारी नहीं किए गए हों, शिक्षा संस्थाओं के प्रधानाचार्य के द्वारा दिये गये मूल प्रमाणपत्र भी स्वीकार्य होंगे , ऐसे प्रमाणपत्रों की प्रमाणित सत्य प्रतिलिपियां/फोटोस्टेट प्रतियां स्वीकार नहीं की जायेंगी । अपवाद की परिस्थितियों में आयोग किसी ऐसे उम्मीदवार को इस नियम में निर्धारित योग्यताओं से युक्त न होने पर भी शैक्षिक रूप से योग्य मान सकता है बशर्ते कि उनके पास ऐसी योग्यताएं हों, आयोग के विचार से जिनका स्तर, उसे इस परीक्षा में प्रवेश देना उचित ठहराता हो ।

टिप्पणी-1 : वे उम्मीदवार जो 11 वीं कक्षा की परीक्षा दे रहे हैं । इस परीक्षा में बैठने के पात्र नहीं हैं ।

टिप्पणी-2 : वे उम्मीदवार, जिन्हें 12 वीं कक्षा या समकक्ष परीक्षा में अभी तक अर्हता प्राप्त करनी है और जिन्हें संघ लोक सेवा आयोग ने परीक्षा में बैठने की अनुमति दे दी है, नोट कर लें कि उनको दी गई यह विशेष छूट है । उन्हें 12वीं कक्षा या समकक्ष परीक्षा उत्तीर्ण करने का प्रमाण निर्धारित तारीख 10 जून, 2014 तक प्रस्तुत करना है और बोर्ड/ विश्वविद्यालय द्वारा परीक्षा के देर से आयोजित किये जाने , परिणाम घोषणा में विलंब या अन्य किसी कारण से इस तारीख को और आगे बढ़ाने से संबद्ध किसी भी अनुरोध को स्वीकार नहीं किया जायेगा ।

टिप्पणी-3 : जो उम्मीदवार रक्षा मंत्रालय द्वारा रक्षा सेवाओं में किसी प्रकार के कमीशन से अपवर्जित हैं, वे इस परीक्षा में प्रवेश के पात्र नहीं होंगे , अगर प्रवेश दे दिया गया तो भी उनकी उम्मीदवारी रद्द कर दी जाएगी ।

टिप्पणी-4 : वे उम्मीदवार जो आईएनएसबी/पीएबीटी में पहले फेल हो चुके हैं , वायु सेना के लिए योग्य नहीं हैं ।

(घ ) शारीरिक मानकः

उम्मीदवार को राष्ट्रीय रक्षा अकादमी तथा नौसेना अकादमी परीक्षा (II) , 2013 हेतु परिशिष्ट- II में दिए गए शारीरिक मानकों के दिशा- निर्देशों के अनुरूप शारीरिक रूप से स्वस्थ होना चाहिए ।

वे उम्मीदवार जिन्होंने या तो इस्तीफा दे दिया है या जिन्हें सशस्त्र बल के किसी प्रशिक्षण संस्थान से अनुशासनात्मक कार्रवाई के तहत् निकाल दिया गया हो , आवेदन करने की योग्यता नहीं रखते हैं ।

4. शुल्क:

उम्मीदवारों को रु . 100/- ( रुपए एक सौ मात्र ) फीस के रूप में (अ.जा./अ.ज.जा. उम्मीदवारों/टिप्पणी 2 में उल्लिखित जे.सी.ओ./ एन. सी.ओ./ओ.आर. के बच्चों को छोड़कर जिन्हें कोई शुल्क नहीं देना होगा ) या तो स्टेट बैंक ऑफ इंडिया की किसी भी शाखा में नकद जमा करके या स्टेट बैंक ऑफ इंडिया/स्टेट बैंक ऑफ बीकानेर एंड जयपुर/स्टेट बैंक ऑफ हैदराबाद/स्टेट बैंक ऑफ मैसूर/स्टेट बैंक ऑफ पटियाला/स्टेट बैंक ऑफ त्रावणकोर की नेट बैंकिंग सेवा का उपयोग करके या वीजा/मास्टर क्रेडिट/डेबिट कार्ड का उपयोग करके भुगतान करना होगा ।

ध्यान दें-1 : उम्मीदवारों को नोट करना चाहिए कि शुल्क का भुगतान ऊपर निर्धारित माध्यम से ही किया जा सकता है । किसी अन्य माध्यम से शुल्क का भुगतान न तो वैध है न स्वीकार्य है । निर्धारित माध्यम/शुल्क रहित आवेदन ( शुल्क के भुगतान से छूट प्राप्त रहित आवेदन को छोड़कर) एकदम अस्वीकृत कर दिए जाएंगे ।

ध्यान दें-2 : एक बार शुल्क अदा किए जाने पर वापस करने के किसी अनुरोध पर विचार नहीं किया जा सकता है और न ही किसी दूसरी परीक्षा या चयन के लिए आरक्षित रखा जा सकता है ।

ध्यान दें-3 : जिन आवेदकों के मामले में बैंक से भुगतान संबंधी विवरण प्राप्त नहीं हुए हैं उन्हें अवास्तविक भुगतान मामला समझा जाएगा और उनके आवेदन पत्र तुरन्त अस्वीकृत कर दिए जाएंगे । ऐसे सभी आवेदकों की सूची ऑनलाइन आवेदन पत्र प्रस्तुत करने के अंतिम दिन के बाद दो सप्ताह के भीतर आयोग की वेबसाइट पर उपलब्ध करा दी जाएगी । आवेदकों को अपने शुल्क भुगतान का प्रमाण ऐसी सूचना की तारीख से 10 दिनों के भीतर दस्ती अथवा स्पीड पोस्ट के जरिए आयोग को भेजना होगा । दस्तावेज के रूप में प्रमाण प्राप्त होने पर, शुल्क भुगतान के वास्तविक मामलों पर विचार किया जाएगा और उनके आवेदन स्वीकार कर लिए जाएंगे , बशर्ते वे पात्र हों ।

टिप्पणी-1 : अनुसूचित जातियों/अनुसूचित जनजातियों और टिप्पणी -2. में उल्लिखित उम्मीदवारों को शुल्क नहीं देना होगा तथापि अन्य पिछड़ी श्रेणियों के उम्मीदवारों को शुल्क में कोई छूट नहीं है तथा उन्हें निर्धारित शुल्क का पूरा भुगतान करना होगा ।

टिप्पणी-2 : थल सेना में सेवारत/ भूतपूर्व जूनियर कमीशन प्राप्त अफसरों/गैर कमीशन प्राप्त अफसरों/अन्य रैंकों तथा भारतीय नौसेना/ भारतीय वायु सेना के समकक्ष रैंकों के अफसरों के बच्चों को निर्धारित शुल्क देने की जरूरत नहीं होगी यदि वे मिलिट्री स्कूल ( जिन्हें पहले किंग 372

जार्ज स्कूल के नाम से जाना जाता था ) /सैनिक स्कूलों की सोसायटी द्वारा चलाए जाने वाले सैनिक स्कूलों में शिक्षा पा रहे हैं । ( विशेष ध्यान दें : ऐसे सभी उम्मीदवारों को संबद्ध प्रिंसीपलों से शुल्क में छूट हेतु उनकी पात्रता का प्रमाण- पत्र प्राप्त करना होगा और एस.एस.बी. परीक्षण/साक्षात्कार के लिए अर्हक घोषित किए गए उम्मीदवारों द्वारा एस. एस. बी. परीक्षण/साक्षात्कार के समय सत्यापन हेतु प्रस्तुत करना होगा ) ।

5. आवेदन कैसे करें:

उम्मीदवार www.upsconline.nic.in वेबसाइट सुविधा का प्रयोग कर ऑनलाइन आवेदन करें । ऑनलाइन आवेदन भरने के लिए विस्तृत निर्देश उपर्युक्त वेबसाइट में उपलब्ध हैं ।

टिप्पणी-1 : आवेदकों को केवल एक ही आवेदन- पत्र प्रस्तुत करने

का परामर्श दिया जाता है । तथापि , किसी अपरिहार्य परिस्थितिवश यदि वह एक से अधिक आवेदन पत्र प्रस्तुत करता है , वह यह सुनिश्चित कर लें कि उच्च आर आई डी वाला आवेदन पत्र हर तरह अर्थात् आवेदक का विवरण, परीक्षा केन्द्र, फोटो, हस्ताक्षर, शुल्क आदि से पूर्ण है । एक से अधिक आवेदन पत्र भेजने वाले उम्मीदवार यह नोट कर लें कि केवल उच्च आर आई डी ( रजिस्ट्रेशन आई डी) वाले आवेदन पत्र ही आयोग द्वारा स्वीकार किए जाएंगे और एक आर आई डी के लिए अदा किए गए शुल्क का समायोजन किसी अन्य आर आई डी के लिए नहीं किया जाएगा ।

टिप्पणी-2 : सभी उम्मीदवारों को चाहे वे पहले ही सरकारी सेवा में हों, जिनमें सशस्त्र सेना बल के उम्मीदवार भी शामिल हैं और भारतीय नौसेना के नौसैनिक ( बाल एवं परिशिल्पी शिक्षार्थियों सहित ) , राष्ट्रीय इंडियन मिलिट्री कॉलेज ( जिसे पहले सैनिक स्कूल, देहरादून कहा जाता था ) के कैडेट्स , मिलिट्री स्कूलों ( जिन्हें पहले किंग जार्ज स्कूल कहा जाता था ) और सैनिक स्कूलों की सोसायटी द्वारा चलाए जाने वाले सैनिक स्कूलों के छात्रों, सरकारी स्वामित्व वाले औद्योगिक उपक्रम अथवा इसी प्रकार के अन्य संगठनों अथवा निजी रोजगार में कार्यरत उम्मीदवारों को आयोग को सीधे ऑनलाईन आवेदन करना होगा ।

विशेष ध्यान दें--( क ) जो व्यक्ति पहले से ही स्थायी या अस्थायी

हैसियत से सरकारी सेवा में हों या आकस्मिक या दैनिक दर पर नियुक्त व्यक्तियों को छोड़कर कार्य प्रभारित कर्मचारी या जो लोक उद्यमों में सेवारत हैं , ( ख ) सशस्त्र सेना बल में कार्यरत उम्मीदवार भारतीय नौसेना के नौसैनिक (बाल एवं परिशिल्पी शिक्षार्थियों सहित ) , और ( ग ) राष्ट्रीय इंडियन मिलिट्री कॉलेज ( जिसे पहले सैनिक स्कूल , देहरादून कहा जाता था ) के कैडेट्स, मिलिट्री स्कूलों ( जिन्हें पहले किंग जार्ज स्कूल कहा जाता था ) और सैनिक स्कूलों की सोसायटी द्वारा चलाए जाने वाले सैनिक स्कूलों को छात्रों को अपने कार्यालय/विभाग अध्यक्ष, कमांडिंग अधिकारी, संबद्ध कॉलेज/स्कूल के प्रिंसीपल , जैसा भी मामला हो , को लिखित रूप में सूचित करना होगा कि उन्होंने इस परीक्षा के लिए आवेदन किया है ।

उम्मीदवार नोट करें कि यदि आयोग को उनके नियोक्ता/संबद्ध प्राधिकारी से इस परीक्षा के लिए आवेदन करने वाले/बैठने वाले उम्मीदवारों की अनुमति रोकने संबंधी कोई पत्राचार प्राप्त होता है तो उनके आवेदन पत्र अस्वीकृत किए जा सकते हैं/उम्मीदवारी निरस्त की जा सकती है ।

टिप्पणी-3 : उम्मीदवार को अपने आवेदन प्रपत्र में परीक्षा के लिए केन्द्र भरते समय सावधानी पूर्वक निर्णय लेना चाहिए। यदि कोई उम्मीदवार

आयोग द्वारा प्रेषित ई- प्रवेश प्रमाणपत्र में दर्शाये गये केन्द्र से इतर केन्द्र में बैठता है तो उस उम्मीदवार के प्रश्नपत्रों का मूल्यांकन नहीं किया जाएगा तथा उसकी उम्मीदवारी रद्द की जा सकती है ।

टिप्पणी-4 : जिन आवेदन प्रपत्रों के साथ निर्धारित शुल्क संलग्न नहीं होगा ( उपर्युक्त पैरा 4 के अंतर्गत शुल्क माफी के दावे को छोड़कर ) या जो अधूरे भरे हुए हों, उनको एकदम अस्वीकृत कर दिया जायेगा और किसी भी अवस्था में अस्वीकृति के संबंध में अभ्यावेदन या पत्र - व्यवहार कोस्वीकार नहीं किया जायेगा । उम्मीदवार को अपने आवेदन प्रपत्रों के साथ आयु तथा शैक्षिक योग्यता, अनुसूचित जाति, अनुसूचित जनजाति, अन्य पिछड़ी श्रेणियां और शुल्क में छूट आदि का प्रमाणपत्र प्रस्तुत नहीं करना होगा । इसलिए वे इस बात को सुनिश्चित कर लें कि वे परीक्षा में प्रवेश के लिए पात्रता की सभी शर्तों को पूरा करते हैं या नहीं । अतः परीक्षा में उनका प्रवेश भी पूर्णतः अनन्तिम होगा । यदि किसी बाद की तारीख को सत्यापन करते समय यह पता चलता है कि वे पात्रता की सभी शर्तें पूरी नहीं करते हैं तो उनकी उम्मीदवारी रद्द हो जाएगी। परीक्षा के लिखित भाग के परिणाम के नवम्बर, 2013 में घोषित होने की संभावनाहै ।

साक्षात्कार के लिये बुलाये गये सभी उम्मीदवारों को सेवा चयन बोर्ड (एसएसबी) के समक्ष मैट्रिक परीक्षा का मूल प्रमाणपत्र अथवा समकक्ष परीक्षा के प्रमाणपत्र प्रस्तुत करने होंगे । जो उम्मीदवार सेवा चयन बोर्ड के साक्षात्कार में अर्हता प्राप्त कर लेंगे उन्हें साक्षात्कार के तुरंत बाद मूल प्रमाणपत्रों को प्रस्तुत करना होगा । जांच पड़ताल के बाद मूल प्रमाणपत्र लौय दिए जाएंगे, जो उम्मीदवार पहले ही10+ 2 परीक्षा उत्तीर्ण कर चुके हैं , वे सेवा चयन बोर्ड हेतु अपना 10+ 2 परीक्षा उत्तीर्ण करने का मूल प्रमाणपत्र या अंक सूची अवश्य लाएं ।

यदि उनका कोई भी दावा असत्य पाया जाता है तो उनके विरुद्ध आयोग द्वारा निम्नलिखित उपबंधों के अनुसार अनुशासनात्मक कार्रवाई की जा सकती है :

जो उम्मीदवार आयोग द्वारा निम्नांकित कदाचार का दोषी घोषित होता है या हो चुका है:

(i) किसी प्रकार से अपनी उम्मीदवारी का समर्थन प्राप्त करना, या

(ii) किसी व्यक्ति के स्थान पर स्वयं प्रस्तुत होना , या

(iii) अपने स्थान पर किसी दूसरे को प्रस्तुत करना , या

(iv) जाली प्रलेख या फेर - बदल किए गये प्रलेख प्रस्तुत करना, या

(v) अशुद्ध या असत्य वक्तव्य देना या महत्वपूर्ण सूचना को छिपा कर रखना , या

(vi) परीक्षा के लिए अपनी उम्मीदवारी के संबंध में किसी अनियमित या अनुचित लाभ उठाने का प्रयास करना, या

(vii) परीक्षा के समय अनुचित तरीके अपनाना , या

(viii) उत्तर पुस्तिकाओं पर असंगत बातें लिखना जो अश्लील भाषा या अभद्र आशय की हों , या 373 भारत का राजपत्र, मई 4, 2013 ( वैसाख 14, 1935)

8. आयोग/ थल सेना/नौ सेना/वायु सेना मुख्यालय के साथ पत्र- व्यवहारः (ix) परीक्षा भवन में और किसी प्रकार का दुर्व्यवहार करना , या

निम्नलिखित मामलों को छोड़कर आयोग अन्य किसी भी मामले में उम्मीदवार के साथ पत्र - व्यवहार नहीं करेगा ।

(x) परीक्षा चलाने के लिए आयोग द्वारा नियुक्त कर्मचारियों को परेशान करना या अन्य प्रकार की शारीरिक क्षति पहुंचाना, या

(xi) परीक्षा के दौरान मोबाइल फोन/पेज़र या किसी अन्य प्रकार का इलैक्ट्रानिक उपकरण या यंत्र अथवा संचार यंत्र के रूप में प्रयोग किए जा सकने वाला कोई अन्य उपकरण प्रयोग करते हुए या अपने पास रखे पाया गया हो , या

(xii) उम्मीदवारों को परीक्षा देने की अनुमति देते हुए प्रेषित प्रवेश प्रमाण पत्रों के साथ जारी अनुदेश का उल्लंघन करना , या

(i ) पात्र उम्मीदवारों को परीक्षा प्रारंभ होने के तीन सप्ताह पूर्व ई- प्रवेश प्रमाण पत्र जारी किया जाएगा । ई- प्रवेश प्रमाण पत्र आयोग की वेबसाइट www.upsc.gov.in पर उपलब्ध होगा जिसे उम्मीदवार डाउनलोड कर सकते हैं । डाक द्वारा कोई प्रवेश प्रमाण पत्र नहीं भेजा जाएगा । ई-प्रवेश- प्रमाण पत्र/ई - प्रवेश पत्र डाउनलोड करने के लिए उम्मीदवार के पास उसके महत्वपूर्ण विवरण अर्थात् आर.आई.डी. तथा जन्म तिथि अथवा अनुक्रमांक ( यदि प्राप्त हुआ हो ) तथा जन्म तिथि अथवा नाम, पिता का नाम तथा जन्म तिथि उपलब्ध होने चाहिएं ।

(xiii) ऊपर खण्डों में उल्लिखित सभी या किसी कदाचार को करने की कोशिश करना या करने के लिए उकसाना ।

वह अपने को दण्ड- अभियोजना का शिकार बनाने के अतिरिक्त

(क) आयोग की जिस परीक्षा का उम्मीदवार है उसके लिए आयोग द्वारा अयोग्य ठहराया जा सकता है ।

और/या

(ख) स्थाई रूप से या किसी निर्दिष्ट अवधि के लिये अपवर्जित किया जा सकता है :

(ii) यदि किसी उम्मीदवार को परीक्षा प्रारंभ होने से एक सप्ताह पूर्व तक ई - प्रवेश प्रमाण पत्र अथवा उसकी उम्मीदवारी से संबद्ध कोई सूचना न मिले तो उसे आयोग से तत्काल संपर्क करना चाहिए । इस संबंध में जानकारी आयोग परिसर में स्थित सुविधा काउंटर पर व्यक्तिगत रूप से अथवा दूरभाष सं. 011-23385271 /011-23381125/ 011-23098543 से भी प्राप्त की जा सकती है । यदि उम्मीदवार से ई - प्रवेश प्रमाण पत्र प्राप्त होने के संबंध में कोई सूचना आयोग कार्यालय में परीक्षा प्रारंभ होने से कम से कम एक सप्ताह पूर्व तक प्राप्त नहीं होती है तो इसके लिए उम्मीदवार ई- प्रवेश प्रमाण पत्र प्राप्त न होने के लिए वह स्वयं ही जिम्मेदार होगा।

(1) आयोग द्वारा उनकी किसी परीक्षा या चयन के लिए;

(2) केन्द्र सरकार द्वारा उनके अधीन किसी नियुक्ति के लिए; और

(iii) सामान्यतः किसी भी उम्मीदवार को परीक्षा में ई- प्रवेश प्रमाण पत्र के बिना बैठने की अनुमति नहीं दी जाएगी । ई - प्रवेश प्रमाण पत्र प्राप्त होने पर इसकी सावधानीपूर्वक जांच कर लें तथा किसी प्रकार की त्रुटि/ असंगति होने पर आयोग को तुरंत इसकी जानकारी दें ।

( ग) यदि वह पहले से ही सरकारी नौकरी में हो तो समुचित नियमों के अधीन अनुशासनात्मक कार्रवाई की जाएगी ।

किसी कोर्स में प्रवेश विभिन्न कोसौँ की शैक्षिक योग्यता के आधार पर उनकी पात्रता तथा उम्मीदवार द्वारा दिये गये वरीयता क्रम को ध्यान में रखकर दिया जाएगा ।

किंतु शर्त यह है कि इस नियम के अधीन कोई शास्ति तब तक नहीं दी जाएगी जब तकः

(i) उम्मीदवार को इस सम्बन्ध में लिखित अभ्यावेदन, जो वह देना चाहे, प्रस्तुत करने का अवसर न दिया गया हो , और

उम्मीदवारों को ध्यान रखना चाहिए कि परीक्षा में उनका प्रवेश उनके द्वारा आवेदन प्रपत्र में दी गई जानकारी के आधार पर रहेगा । यह पात्रता की शर्तों के सत्यापन किए जाने पर आधारित होगा ।

(ii) उम्मीदवार द्वारा अनुमत समय में प्रस्तुत अभ्यावेदन पर, यदि कोई हो, विचार न कर लिया गया हो ।

6. आवेदन करने की अंतिम तारीख :

(iv) यदि उम्मीदवार को किसी दूसरे उम्मीदवार से संबंधित ई- प्रवेश प्रमाण पत्र मिल जाए तो उसे आयोग को तुरंत सही ई - प्रवेश प्रमाण पत्र जारी करने के लिए नोटिस में लाना चाहिए । उम्मीदवारों को यह नोट कर लेना चाहिए कि उन्हें किसी दूसरे उम्मीदवार को जारी ई - प्रवेश प्रमाण पत्र के आधार पर परीक्षा देने की अनुमति नहीं दी जाएगी ।

ऑनलाइन आवेदन 3 जून , 2013 रात्रि 11.59 बजे तक भरे जा सकते हैं जिसके पश्चात् लिंक निरुपयोज्य होगा ।

7. यात्रा भत्ता :

(v) उम्मीदवार के आवेदन प्रपत्र की स्वीकार्यता तथा वह उक्त परीक्षा में प्रवेश का पात्र है या नहीं है इस बारे में आयोग का निर्णय अन्तिम होगा ।

(vi) उम्मीदवार ध्यान रखें कि ई-प्रवेश प्रमाण पत्र में कहीं-कहीं नाम तकनीकी कारणों से संक्षिप्त रूप में लिखे जा सकते हैं ।

(vii) उम्मीदवार को यह सुनिश्चित अवश्य कर लेना चाहिए कि आवेदन में उनके द्वारा दी गई ई - मेल आई डी मान्य और सक्रिय हो ।

किसी विशेष प्रकार के कमीशन अर्थात् स्थायी अथवा अल्पकालिक के लिए एसएसबी साक्षात्कार हेतु प्रथम बार उपस्थित होने वाले उम्मीदवार भारतीय सीमा के अंदर आरक्षण एवं स्लीपर प्रभारों सहित एसी- III टायर आने-जाने के रेल के किराए अथवा बस के किराए के हकदार होंगे । जो उम्मीदवार समान प्रकार के कमीशन के लिए पुनः आवेदन करते हैं, वे किसी परवर्ती अवसर के लिए यात्रा भत्ता के हकदार नहीं होंगे ।

महत्वपूर्ण : आवेदन के सम्बन्ध में सभी पत्र- व्यवहार परीक्षा नियंत्रक, संघ लोक सेवा आयोग , धौलपुर हाऊस, शाहजहां रोड, नई दिल्ली -110069 के पते पर करना चाहिए और उसमें निम्नलिखित विवरण अवश्य होना चाहिए:

विशेष ध्यान ( 2 ) : यदि किसी परीक्षा की समाप्ति के बाद किसी

उम्मीदवार का पत्र/पत्रादि प्राप्त होता है या जिसमें उसका पूरा नाम और अनुक्रमांक नहीं दिया गया है तो उस पर ध्यान नहीं दिया जायेगा, और उस पर कोई कार्रवाई नहीं की जाएगी ।

उम्मीदवार को भेजे गए सम्मन - पत्र द्वारा सूचित तारीख को सेवा चयन बोर्ड के समक्ष साक्षात्कार के लिए पहुंचना है । साक्षात्कार को स्थगित करने से संबद्ध अनुरोध पर केवल अपवादात्मक परिस्थितियों में और प्रशासनिक सुविधा को ध्यान में रखकर ही विचार किया जायेगा जिसके लिए निर्णायक प्राधिकरण सेना मुख्यालय होगा । इस प्रकार के अनुरोध उस चयन केन्द्र के प्रशासनिक अधिकारी को संबोधित होने चाहिए जहां से साक्षात्कार हेतु अह्वान- पत्र ( कॉल लेटर ) प्राप्त हुआ है । सेना/नौ सेना/वायु सेना मुख्यालय में प्राप्त पत्रों पर कोई कार्रवाई नहीं की जाएगी । लिखित परीक्षा में अर्हता प्राप्त उम्मीदवारों के सेवा चयन बोर्ड के साक्षात्कार जनवरी , 2014 से अप्रैल, 2014 के पहले सप्ताह में अथवा भर्ती निदेशालय की सुविधानुसार किए जाएंगे।

9. लिखित परीक्षा के परिणाम की घोषणा, अर्हता प्राप्त उम्मीदवारों का साक्षात्कार, अन्तिम परिणामों की घोषणा और अन्तिम रूप से अर्हता प्राप्त उम्मीदवारों का प्रशिक्षण पाठ्यक्रमों में प्रवेश :

संघ लोक सेवा आयोग लिखित परीक्षा में आयोग के स्वनिर्णय पर निर्धारितन्यूनतम अर्हक अंक प्राप्त करने वाले उम्मीदवारों की एक सूची तैयार करेगा । ये उम्मीदवार बुद्धिमत्ता परीक्षण तथा व्यक्तित्व परीक्षण के लिए सेवा चयन बोर्ड के सामने हाजिर होंगे जहां राष्ट्रीय रक्षा अकादमी के थल सेना, नौ सेना स्कंधों और भारतीय नौ सेना अकादमी 10+2 कैडेट एंट्री स्कीम के उम्मीदवारों की अधिकारी क्षमता तथा वायु सेना के उम्मीदवारों का पाईलट एप्टीट्यूड परीक्षण तथा अधिकारी क्षमता का मूल्यांकन किया जाएगा । वायु सेना को प्रथम वरीयता देने वाले उम्मीदवारों के मामले में लागू पीएबीटी सेवा चयन बोर्ड से अर्हता प्राप्त उन सभी उम्मीदवारों के लिए भी जिन्होंने वायु सेना एक वरीयता के रूप में दी है उनकी योग्यता और इच्छा के आधार पर किया जाएगा ।

दो चरणों की चयन प्रक्रिया

मनोवैज्ञानिक अभिरूचि परीक्षण और बुद्धिमत्ता परीक्षण पर आधारित दो चरणों की चयन प्रक्रिया चयन केन्द्रों/वायुसेना चयन बोडौँ में प्रारंभ कर दी गई है। सभी उम्मीदवारों को चयन केन्द्रों/वायु सेना चयन केन्द्रों पर पहुंचने से पहले दिन प्रथम चरण परीक्षण में रखा जाएगा । केवल उन्हीं उम्मीदवारों को द्वितीय चरण/शेष परीक्षणों के लिए प्रवेश दिया जाएगा जिन्होंने पहला चरण उत्तीर्ण कर लिया होगा । वे उम्मीदवार जो चरण- II उत्तीर्ण कर लेंगे उन्हें इन प्रत्येक में से ( i ) अपनी जन्मतिथि के समर्थन के लिए मैट्रिक उत्तीर्ण या समकक्ष प्रमाणपत्र; और ( ii ) शैक्षिक योग्यता 375

जो उम्मीदवार सेवा चयन बोर्ड के सामने हाजिर होकर वहां परीक्षण देंगे वे अपने ही जोखिम पर इन परीक्षणों में शामिल होंगे और सेवा चयन बोर्ड में उनका जो परीक्षण होता है उसके दौरान या उसके फलस्वरूप अगर उनको किसी व्यक्ति की लापरवाही से या अन्यथा कोई चोट पहुंचती है उसके लिए वे सरकार की ओर से कोई क्षतिपूर्ति या सहायता पाने के हकदार नहीं होंगे । उम्मीदवारों के माता- पिता या अभिभावकों को इस आशय के एक प्रमाणपत्र पर हस्ताक्षर करने होंगे ।

स्वीकार्यता हेतु थल सेना/नौ सेना/नौ सेना अकादमी और वायुसेना के उम्मीदवारों को ( i ) लिखित परीक्षा तथा ( ii ) अधिकारी क्षमता परीक्षण में अलग - अलग न्यूनतम अर्हक अंक प्राप्त करने होंगे , जो क्रमशः आयोग तथा सेवा चयन बोर्ड द्वारा उनके स्वनिर्णय के अनुसार निर्धारित किए जाएंगे । वायु सेना के उम्मीदवारों के अतिरिक्त सेवा चयन बोर्ड अर्हता प्राप्त सभी उम्मीदवारों को अपनी इच्छानुसार पात्रता और वायु सेना एक वरीयता के रूप में दी हो , पीएबीटी में अलग अर्हता प्राप्त करनी होगी।

10. प्रशिक्षण कोर्स में प्रवेश के लिए अनर्हताएं :

जो उम्मीदवार राष्ट्रीय रक्षा अकादमी अथवा भारतीय नौ सेना अकादमी की 10+ 2 कैडेट एंट्री स्कीम के किसी पहले कोर्स में प्रवेश पा चुके थे पर अधिकारी सुलभ विशेषताओं के अभाव के कारण या अनुशासनिक आधार पर वहां से निकाल दिये गये थे उनको अकादमी में प्रवेश नहीं दिया जाएगा ।

किंतु जिन उम्मीदवारों को अस्वस्थता के आधार पर पहले राष्ट्रीय रक्षा अकादमी , भारतीय नौ सेना अकादमी से वापस ले लिया गया था या जिन्होंने अपनी इच्छा से उक्त अकादमी छोड़ दी हो उन्हें अकादमी में प्रवेश मिल सकता है बशर्ते कि वे स्वास्थ्य तथा अन्य निर्धारित शर्तें पूरी करते हों ।

11. उम्मीदवार को अपना आवेदन प्रपत्र प्रस्तुत कर देने के बाद उम्मीदवारी वापस लेने से संबद्ध उसके किसी भी अनुरोध को किसी भी परिस्थिति में स्वीकार नहीं किया जाएगा ।

12. (परीक्षा की योजना , स्तर और पाठ्य विवरण)

(क) परीक्षा की योजनाः

अर्हता प्राप्त उम्मीदवारों को इन शर्तों पर उनके द्वारा लिखित परीक्षा तथा सेवा चयन बोर्ड के परीक्षणों में प्राप्त कुल अंकों के आधार पर एकल संयुक्त सूची में रखा जाएगा । राष्ट्रीय रक्षा अकादमी की थल सेना, नौ सेना, वायु सेना में और भारतीय नौ सेना , अकादमी की 10 + 2 कैडेट एंट्री स्कीम में प्रवेश के लिए अंतिम रूप से नियतन/चयन, उपलब्ध रिक्तियों की संख्या को देखते हुए उम्मीदवारों की पात्रता , शारीरिक स्वास्थता और योग्यता/ सह- वरीयता के अनुसार होगा । वे उम्मीदवार जो एक से अधिक सेवाओं/ पाठ्यक्रमों में प्रवेश पाने के पात्र हैं , उनके नियतन/चयन पर, उनके द्वारा दिए गए वरीयता- क्रम के संदर्भ में विचार किया जाएगा और किसी एक सेवा/ पाठ्यक्रम में उनके अंतिम रूप से नियतन/चुन लिए जाने पर, उनके नाम पर शेष सेवाओं/पाठ्यक्रमों में प्रवेश के लिए विचार नहीं किया जाएगा ।

विशेष ध्यान : वायु सेना के प्रत्येक उम्मीदवार का पायलट एप्टीट्यूड परीक्षण केवल एक बार किया जाता है । अतः उसके द्वारा प्रथम परीक्षण में प्राप्त ग्रेड वायु सेना चयन बोर्ड के सामने बाद में होने वाले साक्षात्कार में स्वीकार किया जाएगा । जो उम्मीदवार पायलट एप्टीट्यूड के प्रथम परीक्षण में असफल हो जाता है वह राष्ट्रीय रक्षा अकादमी परीक्षा के वायु सेना विंग या जनरल ड्यूटी ( पायलट ) ब्रांच या नेवल एयर आर्म में प्रवेश के लिए आवेदन नहीं कर सकता ।

जिन उम्मीदवारों का किसी पिछले राष्ट्रीय रक्षा अकादमी कोर्स में पायलट एप्टीट्यूड परीक्षण हो चुका है तो उन्हें इस परीक्षा के वायु सेना विंग के लिए तभी आवेदन करना चाहिए, अगर उन्होंने यह प्रशिक्षण उत्तीर्ण कर लिया हो । अलग - अलग उम्मीदवारों को परीक्षा के परिणाम किस रूप में और किस प्रकार सूचित किए जाएं इस बात का निर्णय आयोग अपने आप करेगा और परिणाम के संबंध में उम्मीदवारों से कोई पत्र - व्यवहार नहीं करेगा ।

परीक्षा में सफल होने मात्र से अकादमी में प्रवेश का कोई अधिकार नहीं मिलेगा । उम्मीदवार को नियुक्ति प्राधिकारी को संतुष्ट करना होगा कि वह अकादमी में प्रवेश के लिए सभी तरह से उपयुक्त है ।

2. सभी विषयों के प्रश्न- पत्रों में केवल वस्तुपरक प्रश्न ही होंगे । गणित और सामान्य योग्यता परीक्षण के भाग-ख के प्रश्न-पत्र ( परीक्षण पुस्तिकाएं ) द्विभाषी रूप हिन्दी और अंग्रेजी में तैयार किये जाएंगे ।

3. प्रश्न-पत्रों में, जहां भी आवश्यक होगा केवल तोल और माप की मीटरी पद्धति से संबंधित प्रश्नों को ही पूछा जाएगा ।

4. उम्मीदवारों को प्रश्न- पत्रों के उत्तर अपने हाथ से लिखने चाहिए । किसी भी हालत में उन्हें प्रश्न - पत्र के उत्तर लिखने के लिए लिखने वाले की सहायता सुलभ नहीं की जायेगी ।

5. परीक्षा के एक अथवा सभी विषयों के अर्हक अंकों का निर्धारण आयोग की विविक्षा पर रहेगा ।

6. उम्मीदवारों को वस्तुपरक प्रश्न- पत्रों ( प्रश्न- पुस्तिकाओं ) के उत्तर लिखने के लिये केलकुलेटर अथवा गणितीय अथवा लघुगणकीय सारणियां प्रयोग करने की अनुमति नहीं है, अतः ये उन्हें परीक्षा भवन में नहीं लानी चाहिए ।

अवकलन के प्रतिलोम के रूप में समाकलन, प्रतिस्थापन द्वारा समाकलन तथा खंडशः समाकलन , बीजीय व्यंजकों सहित मानक समाकल, त्रिकोणमितीय, चरघातांकी तथा अतिपरवलयिक फलन निश्चित समाकलनों का मानांकन वक्ररेखाओं द्वारा घिरे समतल क्षेत्रों के क्षेत्रफलों का निर्धारण-अनुप्रयोग ।

सामान्य ज्ञान के प्रश्न- पत्रों में मुख्य रूप से भौतिकी, रसायन शास्त्र, सामान्यविज्ञान, सामाजिक अध्ययन, भूगोल तथा सामायिक विषय आयेंगे । इस प्रश्न- पत्र में शामिल किए गए विषयों का क्षेत्र निम्न पाठ्य- विवरण पर आधारित होगा । उल्लिखित विषयों को सर्वांग पूर्ण नहीं मान लेना चाहिए तथा इसी प्रकार के ऐसे विषयों पर भी प्रश्न पूछे जा सकते हैं जिनका इस पाठ्य विवरण में उल्लेख नहीं किया गया है । उम्मीदवार के उत्तरों में विषयों को बोधगम्य ढंग से समझने की मेघा और ज्ञान का पता चलना चाहिए ।

महत्वपूर्ण व्यक्ति- भारतीय और अन्तर्राष्ट्रीय , इनमें सांस्कृतिक कार्यकलापों और खेलकूद से संबंधित महत्वपूर्ण व्यक्ति भी शामिल हैं ।

सशस्त्र सेना में सभी प्रकार के कमीशन के लिए प्रवेश पाने वाले असैनिक उम्मीदवार चयन बोर्ड द्वारा अपनी जांच के दौरान किसी क्षति या संक्रमित रोग होने पर सेना के स्रोतों से सरकारी खर्च पर बाह्य-रोगी चिकित्सा के हकदार होंगे , वे अस्पताल के अधिकारी - वार्ड में सरकारी खर्च पर अंतरोगी चिकित्सा के भी पात्र होंगे , बशर्ते कि-- टिप्पणी : इस प्रश्न-पत्र के भाग ( ख ) में नियत अधिकतम अंकों में सामान्यतः खण्ड क, ख , ग , घ, ङतथा च प्रश्नों के क्रमशः लगभग 25% , 15 %, 10 %, 20%, 20% तथा 10% अंक होंगे ।

(ग ) चिकित्सा बोर्ड उम्मीदवार को प्रेषण हेतु दाखिल करना अपेक्षित समझे ।

उम्मीदवार की बुनियादी बुद्धि की जांच करने के लिए साक्षात्कार के अतिरिक्त मौखिक तथा लिखित परीक्षा ली जाएगी । उनके ग्रुप परीक्षण भी किए जाएंगे , जैसे ग्रुप परिचर्चा, ग्रुप योजना, बहिरंग ग्रुप कार्यकलाप तथा उन्हें निर्दिष्ट विषयों पर संक्षिप्त व्याख्यान देने के लिए कहा जाएगा । ये सभी परीक्षण उम्मीदवारों की मेघाशक्ति की जांच के लिए हैं । मोटे तौर पर ये परीक्षण वास्तव में न केवल उसके बौद्धिक गुणों की जांच के लिए अपितु इनसे उसकी सामाजिक विशेषताओं तथा सामयिक घटनाओं के प्रति दिलचस्पी का भी पता चलेगा ।

परिशिष्ट- II

राष्ट्रीय रक्षा अकादमी और नौ सेना अकादमी में प्रवेश के लिए उम्मीदवारों को शारीरिक मानक के मार्गदर्शक संकेत

सेवा चयन बोर्ड द्वारा अनुशंसित उम्मीदवार को सेवा के चिकित्सा अधिकारियों के बोर्ड द्वारा स्वास्थ्य परीक्षा करानी होगी । अकादमी में केवल उन्हीं उम्मीदवारों को प्रवेश दिया जाएगा जो चिकित्सा बोर्ड द्वारा स्वस्थघोषित कर दिये जाते हैं । चिकित्सा बोर्ड का कार्यवृत्त गोपनीय होता है, जिसे किसी को नहीं दिखाया जाएगा । किन्तु अयोग्य / अस्थायी रूप से अयोग्य घोषित उम्मीदवारों को उनके परिणाम की जानकारी चिकित्सा बोर्ड के अध्यक्ष द्वारा दे दी जाएगी तथा उम्मीदवारों को चिकित्सा बोर्ड सेअपील करने का अनुरोध करने की प्रक्रिया भी बता दी जाएगी । अपील चिकित्सा बोर्ड के दौरान अयोग्य घोषित उम्मीदवारों को समीक्षा चिकित्सा बोर्ड के प्रावधान के बारे में सूचित किया जायेगा ।

टिप्पणी : उम्मीदवारों को निर्धारित शारीरिक मानकों के अनुसार शारीरिक और मानसिक रूप से स्वस्थ होना आवश्यक है । इस संबंध में मार्गदर्शक संकेत नीचे दिये गये हैं । बहुत से अर्हताप्राप्त उम्मीदवार बाद में स्वास्थ्य के आधार पर अस्वीकृत कर दिये जाते हैं, अतः उम्मीदवारों को उनके अपने हित में सलाह दी जाती है कि वे अन्तिम अवस्था पर निराशा से बचने के लिए आवेदन प्रपत्र भेजने से पहले अपने स्वास्थ्य की जांच करा लें।

(क) उम्मीदवारों का शारीरिक तथा मानसिक स्वास्थ्य ठीक होना चाहिए तथा उन्हें ऐसी बीमारी/ अशक्तता से मुक्त होना चाहिए जिससे उनके कुशलतापूर्वक सैन्य कार्य करने में बाधा पड़ सकती हो ।

(ख) उनमें कमजोर शारीरिक गठन/ दैहिक दोष या वजन की कमी नहीं होनी चाहिए । उम्मीदवार ज्यादा वजन और मोटा नहीं होना चाहिए ।

उम्मीदवारों को परामर्श दिया जाता है कि सेवा चयन बोर्ड से अनुशंसा के बाद सैनिक अस्पताल में चिकित्सा परीक्षा में शीघ्र निर्णय के लिए छोटी -मोटी कमियों/बीमारियों को दूर कर लें ।

कुछ ऐसे दोष/बीमारियां नीचे दर्शाई गई हैं :--

(क) कान का मैल

(ख) डेवियेटिड नेजल सेप्टम

(ग ) हाइड्रोसिल/फीमोसिस

(घ) अधिक भार/कम भार

(ग) कद कम से कम 157.5 सेंमी. ( वायु सेना के लिए 162.5 सेंमी. ) का हो । गोरखा और भारत के उत्तर पूर्व के पर्वतीय प्रदेशों, गढ़वाल तथा कुमाऊं के व्यक्तियों का 5 सेंमी . कम कद स्वीकार्य होगा । लक्षद्वीप के उम्मीदवारों के मामले में न्यूनतम कद में 2 सेंमी. की कमी भी स्वीकार्य की जा सकती है । कद और वजन मानक नीचे दिए जाते है।

उपर्युक्त सारणी -1 में दिए गए औसत वजन का ± 10 प्रतिशत ( नौ सेना के लिए ± 6 किलोग्राम ) कम ज्यादा वजन सामान्य सीमा के अंदर माना जाएगा । किन्तु भारी हड्डियों वाले लंबे चौड़े व्यक्तियों तथा पतले पर अन्यथा स्वस्थ व्यक्तियों के मामले में गुणवत्ता के आधार पर इसमें कुछ छूट दी जा सकती है ।

टिप्पणी-1 : ऐसे मामलों में जहां चिकित्सा बोर्ड यह प्रमाणित कर देता है कि उम्मीदवार प्रशिक्षण पूरा होने तक बढ़कर अपेक्षित मानक तक हो सकता है कद में 2.5 सेंमी. की ( नौ सेना के लिए 5 सेंमी. ) छूट दी जासकती है ।

राष्ट्रीय रक्षा अकादमी के उम्मीदवार की कम उम्र के कारण 5.0 सेंमी. तक ऊंचाई में 2.65 सेंमी. (न्यूनतम ) एक टांग की लंबाई में और 1.0 सेंमी. (न्यूनतम ) तक बैठे हुए ऊंचाई में गुंजाइश दी जा सकती है बशर्ते कि चिकित्सा बोर्ड ने प्रमाणित कर दिया हो कि उम्मीदवार में बढ़ोत्तरी हो सकती है और राष्ट्रीय रक्षा अकादमी में प्रशिक्षण पूरा होने तक यह अपेक्षित स्तर प्राप्त कर सकता है ।

(घ) छाती भली प्रकार विकसित होनी चाहिए, पूर्ण रूप से फुलाया हुआ सीना 81 सेंमी. से कम नहीं होना चाहिए । पूरा सांस लेने के बाद इसका न्यूनतम फुलाव 5 सेंमी. होना चाहिए। माप इस तरह फीता लगाकर की जाएगी कि इसका निचला किनारा सामने चूचक से लगा रहे और फीते का ऊपरी भाग पीछे स्कंध फलक ( शोल्डर ब्लेड) के निम्न कोण (लोअर एंगिल ) को छूते रहना चाहिए । छाती का एक्स- रे करना जरूरी है । इसे यह जानने के लिए किया जाएगा कि छाती का कोई रोग तो नहीं है।

(ङ) हड्डियों या जोड़ों में कोई अप विकास या उनकी कार्यप्रणाली में कोई विकृति नहीं होनी चाहिए ।

मेरुदण्ड की स्थितियां

(च) मेरुदण्ड अथवा त्रिक- श्रेणिफलक संधि संबंधी रोग या अभिघात का पूर्व चिकित्सीय इतिहास, अभिदृश्यक लक्षणों सहित या उनके बिना जो उम्मीदवार को शारीरिक रूप से सक्रिय जीवन सफलतापूर्वक जीने से रोक रहे हों के मामले में भारतीय वायु सेना में कमीशन नहीं दिया जाएगा । मेरुदण्ड अस्थिभंग/अन्तरा कशेरूका चक्रिश्स भ्रंश का इतिहास तथा इन स्थितियों के लिए किए गए शल्य चिकित्सकीय उपचार स्वीकार्य नहीं होंगे । चिकित्सा परीक्षा के दौरान निम्नलिखित स्थितियां पाए जाने पर उम्मीदवार वायु सेना सेवा के लिए योग्य नहीं माने जाएंगे : --

(1) मेरुदण्ड का कणिकालगुल्मीय रोग

(ii) संधिशोथ संरूप/कशेरूकासन्धिग्रह

-रुमेटॉइड सन्धिशोध तथा संबद्ध विकार

- बद्ध कशेरूकासन्धिशोथ

-अस्थिसंधिशोथ , कशेरूकासंधिग्रह तथा अपविकसित संधि रोग

-संधिहीन आभवात ( यथा पूर्ण कफ की विक्षति, टेनिस कर्पूर, पुनरावर्ती कटिवेदना आदि)

(xii) ग्रैव, अभिपृष्ठ या कटि मेरुदण्ड में किसी भी स्तर पर अर्ध कशेरूका तथा/अथवा अपूर्ण रोध ( संयुक्त ) तथा ग्रैव , अभिपृष्ठ या कटि मेरुदण्ड में एक से अधिक स्तर पर पूर्ण कशेरूका रोध

(xiii) सभी स्तरों पर एकपार्षीय त्रिकास्थि संयोजन अथवा कटि कशेरूका भवन ( पूर्ण या अपूर्ण ) तथा द्विपार्वीय अपूर्ण त्रिकास्थिसंयोजन अथवा कटि कशेरूका भवन

(xiv) विशेषज्ञ द्वारा विचार की गई कोई अन्य असामान्यता ।

(छ) हल्का काईफोसिस या लोडोसिस जहां विरूपता मुश्किल से दिखाई देती है जहां दर्द की या हरकत में रुकावट की शिकायत नहीं है, स्वीकृति में बाधा नहीं बनेगा ।

(ज) दिखाई पड़ने वाले स्कोलिओंसिस के या अन्य किसी तरह की असामान्यता या मेरुदण्ड की विरूपता का जो मामूली से अधिक हो- संदेह होने पर मेरुदण्ड का उपयुक्त एक्स - रे लिया जाना है और परीक्षार्थी को विशेषज्ञ की सलाह हेतु प्रस्तुत करना है ।

(झ ) एक्स-रे परीक्षा के बाद पाई गई निम्नलिखित अवस्थाएं थल सेना में प्रवेश हेतु अयोग्यता का कारण मानी जाएंगी : --

1. मेरुदण्ड की ग्रैन्यूलोमेंट्स बीमारी

2. आर्थराइटिडीस/स्पोन्डिलोसिस

3. कावपद्धति से यथामापित स्कोलियोसिस जो 15 डिग्री से अधिक हो । ( थल सेना के लिए 10 डिग्री )

4. मामूली से ज्यादा काइफोसिस/लोडॉसिस

5. स्पेण्डिलोसथेसिस/स्पेण्डिलिससिस/स्पेण्डियलोलिसिस

6. एरनिएटिड न्यूक्लिअस, पलपोसस

7. कशेरूक का संपीडन विभंग

8. श्वैरमेन की बीमारी

9. प्रदर्शनीय तंत्रकीय या परिसंचारी अभाव के साथ ग्रेव पर्शुका 10. एक से अधिक स्तर पर श्मोले के नोड की उपस्थिति

11. शीर्षघरानुकपाल ( अटलांटो-आक्सीपीटल ) तथा अटलांटो अक्षीय असंगतियां

12. ' एक पक्षीय अथवा द्विपक्षीय अपूर्ण स्कारलाइजेशन '

13. एस.वी. 1 तथा एल.वी. 5 के इतर स्पाईनाबाइफिडा

14. विशेषज्ञ द्वारा मानी गई कोई अन्य अपसामान्यता ।

(ञ) उम्मीदवार मानसिक विकृति या दौरे पड़ने का पिछला रोगी नहीं होना चाहिए ।

(ट) उम्मीदवार सामान्य रूप से सुन सके । उम्मीदवार को इस योग्य होना चाहिए कि वह शांत कमरे में प्रत्येक कान से 610 सें.मी. की दूरी से जोर की कानाफूसी सुन सके । कर्ण नासिका की पिछली या अब की बीमारी का कोई प्रमाण न हो । वायु सेना के लिए श्रव्यतामितिक परीक्षण किये जाएंगे । 250 एच. जैड, 8000 एच. जैड के बीच की आवर्तियों में श्रव्यतामितिक सुनने की कमी 20 डेसिबल से अधिक नहीं हो । वाणी में किसी प्रकार की हकलाहट नहीं होनी चाहिए ।

(ठ) हृदय या रक्त वाहिकाओं के संबंध में कोई क्रियात्मक या आंगिक रोग नहीं होना चाहिए । रक्त दाब सामान्य हो ।

(ड) जिगर या तिल्ली बढ़ी हुई न हो, उदर के आंतरिक अंग की कोई बीमारी होने पर उम्मीदवार अस्वीकृत कर दिया जाएगा ।

(ढ) यदि किसी उम्मीदवार को हर्निया है और उसकी शल्य चिकित्सा न की गई हो तो वह उम्मीदवार अनुपयुक्त होगा , ऐसे मामले में जहां हर्निया की शल्य- क्रिया की गई हो , पाठ्यक्रम आरंभ होने से पहले अंतिम चिकित्सीय परीक्षण के पहले कम से कम छः महीने बीत गए हों ।

(ण ) हाइड्रोसील, वेरिकोसिल या पाइल्स का रोग नहीं होना चाहिए ।

(त) मूत्र की परीक्षा की जाएगी और यदि इसमें कोई असमानता मिलती है तो इस पर उम्मीदवार अस्वीकृत हो जाएगा ।

( थ ) अशक्तता लाने या आकृति बिगाड़ने वाले चर्म का ऐसा रोग होने पर उम्मीदवार अस्वीकृत कर दिया जाएगा ।

(द) उम्मीदवार को दूर - दृष्टि चार्ट को ऐनक लगाकर या ऐनक हटाकर अच्छी आंख में 6/6 तथा खराब आंख में 6/9 की दृष्टि पढ़ने में समर्थ होना चाहिए । मायोपिया 2.5 डी तथा हायपरमेट्रोपिया 3.5 डी (एस्टिगमेटिज्म सहित ) से अधिक नहीं होना चाहिए । यह जानने के लिए कि आंख में कोई रोग तो नहीं है आंख की आंतरिक परीक्षा औपथलमेस्कोप से की जाएगी । उम्मीदवार के दोनों नेत्रों की दृष्टि अच्छी होनी चाहिए । वर्ण दृष्टि का मानक सी.पी. स्थल सेना के लिए सीपी III होगा । उम्मीदवार में लाल व हरे रंगों को पहचानने की क्षमता होनी चाहिए । उम्मीदवारों को इस आशय का प्रमाणपत्र देना होगा कि उसे या इसके परिवार के किसी सदस्य को जन्मजात रतौंधी आने का रोग नहीं हुआ है ।

जिन उम्मीदवारों ने दृष्टि की तीक्ष्णता में सुधार करने के लिए रेडियल केरीटोटोमी करवाई हो या जिनके पास से इसे करवाने का प्रमाण मिलेगा उन्हें सभी तीनों सेवाओं से स्थाई रूप से बहिष्कृत कर दिया जाएगा । जिन उम्मीदवारों ने वर्तन दोष ( रिप्रेक्टिव एरर ) को ठीक करवाने के लिए लेसिक सर्जरी करवाई हुई है, वे रक्षा सेवाओं के लिए स्वीकार्य नहीं होंगे ।

वायु सेना के लिए दृष्टि मानक :

(न ) उम्मीदवार के पर्याप्त संख्या में कुदरती व मजबूत दांत होने चाहिए । कम से कम 14 दांत बिन्दु वाला उम्मीदवार स्वीकार्य है । जब 32 दांत होते हैं तब कुल 22 दांत बिन्दु होते हैं ।

उम्मीदवार को तीव्र पायरिया का रोग नहीं होना चाहिए ।

(प) वायुसेना के उम्मीदवारों के लिए रूटीन ईसीजी सामान्य सीमा में होने जरूरी हैं ।

(फ) ' शारीरिक उपयुक्तता ' प्रतिशत उम्मीदवारों को सलाह दी जाती है कि नीचे दी गई क्रियाओं के दैनिक पालन के द्वारा वे अपना शारीरिक स्वास्थ्य अच्छा बनाए रखें :

द्विनेत्री दृष्टि--अच्छी द्विनेत्री दृष्टि होनी चाहिए ( उत्तम आयाम तथा गहराई सहित संयोजन तथा स्टीरियोप्सिस )

जिन उम्मीदवारों की लेसिक शल्य चिकित्सा हुई है , उन्हें भारतीय वायु सेना की उड़ान शाखा में नियुक्ति हेतु योग्य नहीं माना जाएगा ।

(ध ) यू.एस.जी. उदर जांच की जाएगी तथा किसी प्रकार की जन्मगत संरचनात्मक असामान्यता या उदर के अंगों का रोग पाए जाने पर सशस्त्र सेना से अस्वीकृत किया जा सकता है ।

(ग) दण्ड- बैठक (प्रत्येक कम से कम बीस- बीस बार )

(घ) ठोढ़ी को ऊंचाई तक छूना ( कम से कम आठ बार )

(ङ) 3 से 4 मीटर रस्सी पर चढ़ना ।

परिशिष्ट- III सेवा आदि का संक्षिप्त विवरण

1. अकादमी में भर्ती होने से पूर्व माता- पिता या संरक्षक को निम्नलिखित प्रमाणपत्र पर हस्ताक्षर करने होंगे ।

(क) इस आशय का प्रमाणपत्र कि वह यह समझता है कि किसी प्रशिक्षण के दौरान या उसके परिणामस्वरूप यदि कोई चोट लग जाए या ऊपर निर्दिष्ट किसी कारण या अन्यथा आवश्यक किसी सर्जिकल आपरेशन या संवेदनाहरण दवाओं के परिणामस्वरूप उसमें कोई शारीरिक अशक्तता आ जाने या उसकी मृत्यु हो जाने पर वह या उसके वैध उत्तराधिकारी को सरकार के विरुद्ध किसी मुआवजे या अन्य प्रकार की राहत का दावा करने का हक न होगा ।

(ख ) इस आशय का बंधपत्र कि, यदि उम्मीदवार को राष्ट्रीय रक्षा अकादमी से इस आधार पर बर्खास्त या निकाला या वापस किया गया कि उसने उक्त राष्ट्रीय रक्षा अकादमी में प्रवेश लेने के लिए अपने आवेदन- प्रपत्र में जानबूझ कर गलत विवरण दिया अथवा महत्वपूर्ण जानकारी को छिपाया अथवा उसे उक्त राष्ट्रीय रक्षा अकादमी से अनुशासनिक आधार पर बर्खास्त या निकाला अथवा वापस किया गया अथवा उक्त राष्ट्रीय रक्षा अकादमी में प्रशिक्षण के दौरान विवाह के कारण अथवा किसी ऐसे कारण से जो कैडेट के नियंत्रण में है, वह अपने प्रशिक्षण की अवधि पूरी नहीं करता अथवा वह कैडेट, ऊपर बताए गए के अनुसार किसी कमीशन को स्वीकार नहीं करता तो गारंटीकर्ता तथा कैडेट अलग - अलग तथा संयुक्त रूप से तत्काल सरकार को वह रोकड़ राशि देने के लिए बाध्य होंगे जो सरकार नियत करेगी । किंतु यह राशि उस व्यय से अधिक नहीं होगी जो सरकार ने कैडेट के प्रशिक्षण के दौरान उस पर खर्च की है तथा कैडेट द्वारा सरकार से प्राप्त किए गए वेतन तथा भत्ते सहित सारी राशि पर ब्याज भी लगेगा जिसकी दर सरकार द्वारा दिए गए ऋण पर लगने वाली ब्याज दर, जो उस समय लागू है, के समान होंगी ।

2. आवास , पुस्तकें, वर्दी , बोर्डिंग और चिकित्सा सहित प्रशिक्षण के खर्च को सरकार वहन करेगी , उम्मीदवार के माता- पिता या संरक्षक से यह आशा की जाती है कि उम्मीदवार का जेब खर्च वे खुद वहन [भाग III-खण्ड 1 भारत का राजपत्र , मई 4, 2013 ( वैसाख14, 1935)

रहे और वह संतोषजनक प्रगति करता रहे और उसके माता - पिता की आय निर्धारित सीमा से कम रहे । जिन कैडेटों को यह छात्रवृत्ति दी जाएगी उन्हें सरकार से अन्य वित्तीय सहायता नहीं दी जाएगी ।

(2 ) कर्नल कैंडिल फ्रैंक मेमोरियल छात्रवृत्ति : यह 360 रुपये प्रति वर्ष की छात्रवृत्ति उस मराठा कैडेट को दी जाएगी जो भूतपूर्व सैनिक का पुत्र है। यह छात्रवृत्ति सरकार से प्राप्त होने वाली किसी वित्तीय सहायता के अतिरिक्त होती है ।

(3) कौर सिंह मेमोरियल छात्रवृत्ति : दो छात्रवृत्तियां उन दो कैडेटों को प्रदान की जाती हैं जिन्हें बिहार के उम्मीदवारों में उच्चतर स्थान प्राप्त हो। प्रत्येक छात्रवृत्ति 37 रु. प्रति मास की होगी तथा अधिकतम 4 वर्ष के लिए राष्ट्रीय रक्षा अकादमी , खड़कवासला में प्रशिक्षण के दौरान तथा उसके बाद भारतीय सेना अकादमी, देहरादून तथा वायु सेना फ्लाईंग कॉलेज तथा भारतीय नौ सेना अकादमी , इझीमाला में जहां कैडेट को प्रशिक्षण के लिए राष्ट्रीय रक्षा अकादमी , प्रशिक्षण पूर्ण करने पर भेजा जाएगा , दी जाती रहेगी । छात्रवृत्ति तभी मिलती रहेगी जब कैडेट उपर्युक्त संस्थाओं में अच्छी प्रगति करता रहे ।

करेंगे--सामान्यतः इन खर्चों को 400 रुपये से अधिक होने की संभावना नहीं है । यदि किसी कैडेट के माता - पिता या संरक्षक इस खर्च को पूरा या आंशिक रूप से बर्दाश्त करने में असमर्थ हों तो पहले और दूसरे वर्ष के लिए रु. 400 तक और राष्ट्रीय रक्षा अकादमी में तीसरे वर्ष के प्रशिक्षण के लिए रु . 400 और थल सेना/नौ सेना/वायु सेना प्रशिक्षण प्रतिष्ठानों में आगे के वरिष्ठ प्रशिक्षण प्रतिष्ठानों के लिए रु . 400 तक सरकार द्वारा वित्तीय सहायता दी जा सकती है । ऐसा कोई कैडेट वित्तीय सहायता लेने का हकदार नहीं होगा जिसके माता- पिता अथवा अभिभावक की आय 1500/- रुपये प्रतिमाह से अधिक तथा 2000/- रुपये प्रतिमाह है और यदि उनका एक से अधिक लड़का/ आश्रित नौ सेना और वायु सेना में स्थापित राष्ट्रीय रक्षा अकादमी , भारतीय सैन्य अकादमी, अधिकारी प्रशिक्षण अकादमी तथा इनके सदृश प्रशिक्षण में एक ही समय प्रशिक्षण ले रहा है । यदि उम्मीदवार के माता - पिता या संरक्षक सरकार से किसी प्रकार की वित्तीय सहायता प्राप्त करने के इच्छुक हों तो अपने पुत्र/संरक्षित के राष्ट्रीय रक्षा अकादमी में प्रशिक्षण के लिए अंतिम रूप से चुने जाने के तुरंत बाद अपने जिले के जिला मजिस्ट्रेट के माध्यम से एक आवेदन - पत्र देना चाहिए जिसे जिला मजिस्ट्रेट अपनी अनुशंसा सहित राष्ट्रीय रक्षा अकादमी, खड़कवासला, पुणे ( 411023 ) के कमांडेंट को अग्रेषित कर देगा।

3. अकादमी में प्रशिक्षण के लिए अंतिम रूप से चुने गये उम्मीदवारों कोअपने आगमन पर कमांडेंट, राष्ट्रीय रक्षा अकादमी के पास निम्नलिखित राशिजमा करनी होगी:--

(7 ) बिहारी लाल मंदाकिनी पुरस्कार यह 500 रुपये का नकद पुरस्कार सर्वोत्तम बंगाली लड़के को अकादमी से प्रत्येक कोर्स के लिए मिलता है, आवेदन पत्र कमांडेंट, राष्ट्रीय रक्षा अकादमी से मिलते हैं ।

4. राष्ट्रीय रक्षा अकादमी में निम्नलिखित छात्रवृत्तियां/वित्तीय सहायता उपलब्ध है:

(8 ) उड़ीसा सरकार छात्रवृत्तियां : तीन छात्रवृत्तियां--एक थल सेना, एक नौ सेना तथा एक वायु सेना के कैडेट के लिए प्रत्येक 80 रु . प्रति मास के हिसाब से उड़ीसा सरकार द्वारा उन कैडेटों को दी जाएंगी जो उड़ीसा राज्य के स्थायी निवासी हैं । इनमें से दो छात्रवृत्तियां कैडेटों की योग्यता तथा आय के साधन के आधार पर दी जाएंगी जिनके माता -पिता या अभिभावक की आय रु . 5000 प्रति वर्ष से अधिक न हो तथा तीसरी छात्रवृत्ति बिना उसके माता- पिता या अभिभावकों की आय को ध्यान में रखते हुए सर्वोत्तम कैडेट को दी जाएगी ।

( 1) परशुराम भाऊ पटवर्धन छात्रवृत्ति यह छात्रवृत्ति महाराष्ट्र तथा कर्नाटक के कैडेटों को दी जाती है । जिनके माता - पिता की आय सभी साधनों से रु. 350 तथा रु. 500 प्र.मा. के बीच हो । छात्रवृत्ति की राशि सरकारी वित्तीय सहायता के बराबर होगी । जब तक कैडेट राष्ट्रीय रक्षा अकादमी या अन्य कमीशन पूर्व प्रशिक्षण प्रतिष्ठानों में रहेगा तब तक के लिए वह प्राप्त होगी किंतु शर्त यह है कि कैडेट का व्यवहार अच्छा 383 भारत का राजपत्र, मई 4, 2013 ( वैसाख 14, 1935)

(20) तमिलनाडु सरकार की छात्रवृत्ति : तमिलनाडु सरकार ने राष्ट्रीय रक्षा अकादमी में प्रति कोर्स रु. 30 प्रतिमास की एक छात्रवृत्ति तथा साथ में रु. 400 सज्जा भत्ता ( कैडेट के प्रशिक्षण की पूरी अवधि के दौरान केवल एक बार ) देना शुरू किया है जो उस कैडेट को दिया जाएगा जो तमिलनाडु राज्य का हो तथा जिसके अभिभावक/संरक्षक की मासिक आय रु. 500 से अधिक न हो । पात्र कैडेट अपना आवेदन कमांडेंट, राष्ट्रीय रक्षा अकादमी को वहां पहुंचने पर प्रस्तुत कर सकते हैं ।

(iii ) वे किसी भी अन्य स्रोत से वित्तीय सहायता/ छात्रवृत्ति/ निःशुल्क प्रशिक्षण प्राप्त न कर रहे हों।

(21) कर्नाटक सरकार की छात्रवृत्तियां कर्नाटक सरकार ने प्रति वर्ष 18 ( अठारह ) छात्रवृत्तियां जनवरी से शुरू होने वाले कोसौँ के लिए 9 और जुलाई से शुरू होने वाले कोसौँ के लिए 9 , कर्नाटक राज्य के उन कैडेटों को दी है जो सैनिक स्कूल, बीजापुर या राष्ट्रीय इण्डियन मिलिट्री कालेज, देहरादून में अपनी शिक्षा पूरी करके राष्ट्रीय रक्षा अकादमी में आते हैं । इन छात्रवृत्तियों की राशि 480 रुपये प्रति वर्ष है । रु. 480 प्रति वर्ष की चार ( 4 ) और छात्रवृत्तियां ( दो प्रतिसत्र ) कर्नाटक राज्य के उन छात्रों को दी गई हैं जो सैनिक स्कूल , बीजापुर या राष्ट्रीय इण्डियन मिलिट्री कालेज , देहरादून के अलावा अन्य संस्थानों पर अपनी शिक्षा पूरी करके राष्ट्रीय रक्षा अकादमी में आते हैं ।

(22 ) एलबर्ट एक्का छात्रवृत्ति : बिहार सरकार ने राष्ट्रीय रक्षा अकादमी में रु. 50/ - प्रतिमास की 25 योग्यता छात्रवृत्तियां राष्ट्रीय रक्षा अकादमी में छः समयावधि के पूरे समय के वास्ते एक बार और रु. 650/- वस्त्र तथा उपस्कर के वास्ते देना शुरू किया है । जिस कैडेट को उपर्युक्त योग्यता छात्रवृत्ति मिलती है वह सरकार से कोई अन्य छात्रवृत्ति या वित्तीय सहायता का पात्र नहीं होगा । पात्र कैडेट राष्ट्रीय रक्षा अकादमी में आने पर कमांडेंट को आवेदन प्रस्तुत कर सकते हैं ।

( 15) उत्तराखंड- जेब खर्च

(23 ) फ्लाईंग आफिसर डीवी पिंटू स्मारक छात्रवृत्ति : ग्रुप कैप्टन एम. वशिष्ठ ने राष्ट्रीय रक्षा अकादमी में वरीयताक्रम में प्रथम तीन स्थान पाने वाले कैडेटों को पहला सेमेस्टर पूरा करने पर दूसरे सत्र के समाप्त होने तक, एक सत्र के लिए 125/- रु. प्रतिमाह की दर से तीन छात्रवृत्तियां प्रारंभ की हैं । सरकारी वित्तीय सहायता प्राप्त करने वाले कैडेट उपर्युक्त छात्रवृत्ति पाने के हकदार नहीं होंगे । पात्र कैडेट प्रशिक्षण पर पहुंचने के बाद कमांडेंट, राष्ट्रीय रक्षा अकादमी को अपना आवेदन पत्र भेज सकते हैं।

(24) भूतपूर्व सैनिकों के आश्रितों के लिए वित्तीय सहायता-- महाराष्ट्र राज्य

महाराष्ट्र के भूतपूर्व सैनिक अधिकारियों /कर्मचारियों के उन आश्रितों के, जो राष्ट्रीय रक्षा अकादमी/ भारतीय सैनिक अकादमी/वायु सेना अकादमी/नौ सेना अकादमी में कैडेट के रूप में प्रशिक्षण ले रहे हैं, प्रशिक्षण प्रतिष्ठान द्वारा निर्धारित जेब खर्च निम्नलिखित दरों पर दिया जाएगा :

भूतपूर्व अधिकारी : प्रशिक्षण की संपूर्ण अवधि के दौरान कुल जेब खर्च का 50 प्रतिशत ।

भूतपूर्व जूनियर कमीशन प्रशिक्षण की संपूर्ण अवधि के दौरान कुल प्राप्त अधिकारी जेब खर्च का 75 प्रतिशत ।

अन्य रैंकों के भूतपूर्व सैन्यकर्मी : प्रशिक्षण की संपूर्ण अवधि के दौरान कुल जेब खर्च का 100 प्रतिशत ।

आश्रितों के माता- पिता/अभिभावकों को अपने आवेदन पत्र संबंधित जिला सैनिक कल्याण अधिकारी को प्रस्तुत करने चाहिए और इसके साथ उन्हें अकादमी से प्राप्त प्रमाण पत्र भी भेजने चाहिए जिनमें जेब खर्च की दरें दर्शाई गई हों , जिनके आधार पर आवेदक के माता- पिता को इस राशि का भुगतान किया जाएगा ।

इन छात्रवृत्तियों की शर्तें राष्ट्रीय रक्षा अकादमी , खड़कवासला, पुणे-411023 से प्राप्त की जा सकती हैं ।

5. चुने हुए उम्मीदवारों के अकादमी में आने के बाद तत्काल उनके लिए निम्नलिखित विषयों में एक प्रारंभिक परीक्षा होगी:--

(क) अंग्रेजी

(ख) गणित

दोनों प्रकार का प्रारंभिक प्रशिक्षण दिया जाएगा । 10+ 2 कैडेट एंट्री स्कीम को भारतीय नौसेना अकादमी से प्रशिक्षण प्राप्त करने ( पासिंग आउट) पर बी. टेक डिग्री प्रदान की जाएगी ।

7. राष्ट्रीय रक्षा अकादमी में पास होने के बाद थल सेना कैडेट भारतीय सेना अकादमी, देहरादून में, नौसेना कैडेट, भारतीय नौसेना अकादमी इझीमाला में और वायु सेना कैडेट, ए.एफ.ए. हैदराबाद जाएंगे ।

8. भारतीय सेना अकादमी में सेना कैडेटों को ' जेन्टलमैन कैडेट ' कहा जाता है और उन्हें एक वर्ष तक कड़ा प्रशिक्षण दिया जाता है ताकि वे इन्फैन्ट्री के उप यूनिटों का नेतृत्व करने योग्य अफसर बन सकें । प्रशिक्षण सफलता से पूरा करने के बाद जेन्टलमैन कैडेटों को उनके शेप- वन (SHAPE-एक ) शारीरिक दृष्टि से योग्य होने पर लेफ्टिनेंट के पद पर स्थायी कमीशन दिया जाता है ।

9. नौ सेना कैडेटों के राष्ट्रीय रक्षा अकादमी में पास होने पर उन्हें नौ सेना का कार्यपालक शाखा के लिए चुना जाता है, भारतीय नौसेना अकादमी इझीमाला में एक वर्ष की अवधि के लिए और आगे प्रशिक्षण दिया जाता है जिसके सफलतापूर्वक पूरा करने के बाद उन्हें उप लेफ्टिनेंट के रैंक में पदोन्नत किया जाता है ।

10. वायु सेना कैडेटों को हवाई उड़ान का डेढ़ वर्ष का प्रशिक्षण दिया जाता है । तथापि उन्हें एक वर्ष का प्रशिक्षण पूरा होने पर अनन्तिम रूप से फ्लाईंग अफसर के रूप में कमीशन प्रदान किया जाता है । उनके बाद छः महीने का प्रशिक्षण सफलतापूर्वक पूरा करने पर उन्हें एक वर्ष की अवधि के लिए परिवीक्षा पर स्थायी रूप से कमीशन अफसर के रूप में समाहित कर दिया जाता है ।

सेवा की शर्तें :

11. सेना अधिकारी एवं वायु सेना व नौ सेना के समकक्ष रैंक

(i ) कैडेट प्रशिक्षण हेतु नियत वृत्तिका

(ग) विज्ञान

(घ) हिन्दी

(क) , (ख ) तथा ( ग ) के लिए परीक्षा का स्तर, भारतीय विश्वविद्यालय या हायर सैकेंडरी शिक्षा बोर्ड की हायर सैकेंडरी परीक्षा के स्तर से ऊंचा नहीं होगा ।

(घ ) पर लिखित विषय की परीक्षा में यह जांचा जायेगा कि उम्मीदवार को अकादमी में भर्ती होने के समय हिन्दी का कितना ज्ञान है । अतः उम्मीदवारों को सलाह दी जाती है कि प्रतियोगिता परीक्षा के उपरांत अध्ययन के लिए उदासीन न हो जाएं ।

प्रशिक्षण :

6. तीनों सेनाओं अर्थात् थल सेना , नौ सेना और वायु सेना के लिए चुने गए उम्मीदवारों को 3 वर्ष के लिए शैक्षिक तथा शारीरिक दोनों प्रकार का प्रारंभिक प्रशिक्षण राष्ट्रीय रक्षा अकादमी में दिया जाता है जो एक सर्व सेना संस्था है । पहले ढाई वर्ष का प्रशिक्षण तीनों सेनाओं के लिए समान है । सफल होने पर कैडेटों को जवाहरलाल नेहरू विश्वविद्यालय , दिल्ली द्वारा बीएससी/ बीएससी ( कम्प्यूटर )/बीए डिग्री प्रदान की जायेगी ।

नौसेना अकादमी के लिए चयनित उम्मीदवारों को भारतीय नौसेना अकादमी, इझीमाला में 4 वर्ष की अवधि के लिए शैक्षिक तथा शारीरिक जेन्टलमैन कैडेट, सेवा अकादमियों , अर्थात् भारतीय सैन्य अकादमी तथा अधिकारी प्रशिक्षण अकादमी , की पूरी प्रशिक्षण अवधिके दौरान 21,000/ - रु. प्रतिमाह ( 15,600/- रुपये पे बैंड के वेतन के रूप में तथा 5,400/- रुपये का ग्रेड पे ) की वृत्तिका पाने के हकदार होंगे ।

अधिकारियों की उनकी योग्यता के आधार पर विशेष निर्धारित योग्यता होने पर रु. 6,000/- , 9,000 / - , 15,000/- या 20,000/- रु . का एकमुश्त योग्यता अनुदान देय है । सेना उड़ान कोर में कार्यरत सेना वायुयान चालकों (पायलटों ) को उनकी शैक्षिक योग्यता के आधार पर नीचे दिए अनुसार योग्यता वेतन देय हैं :

(i) मास्टर उड़ान अनुदेशक 500/- रु. प्रतिमाह

(ii) वरिष्ठ उड़ान अनुदेशक, श्रेणी-1--400/- रु. प्रतिमाह

(iii ) वरिष्ठ उड़ान अनुदेशक, श्रेणी- II--280/- रु. प्रतिमाह

(iv) मास्टर ग्रीन कार्डधारक वायुयान चालक--400/- रु. प्रतिमाह

(v) ग्रीन कार्डधारक वायुयान चालक-280/- रु. प्रतिमाह

इस समय एक अधिकारी वेतन के अलावा निम्नलिखित भत्ते प्राप्त करता है :

(क) महंगाई भत्ता सिविल राजपत्रित अधिकारियों पर समय- समय पर लागू होने वाली समान दरों से और उन्हीं शर्तों के अधीन स्वीकार्य होगा ।

(ख) 400/- रु. प्रति माह की दर से किट रख - रखाव भत्ता।

(ग ) तैनाती के क्षेत्र एवं रैंक के आधार पर कार्यस्थल क्षेत्रों में तैनात अधिकारी 6,780/ - रु. से 8,400/- रु. प्रतिमाह की दर से प्रतिपूरक अति सक्रिय कार्यस्थल क्षेत्र भत्ता 4,200/- रु. से 5,200/-रु. प्रतिमाह की दर से प्रतिपूरक कार्यस्थल क्षेत्र भत्ता तथा 1,600/- रु. से 2,000/- रु. प्रतिमाह की दर से प्रतिपूरक संशोधित कार्यस्थल क्षेत्र भत्ता के लिए पात्र होंगे ।

(घ) प्रतिपूरक कार्यस्थल क्षेत्र भत्ते के अतिरिक्त अधिकारियों को 9,000 फीट और उससे अधिक की ऊंचाई पर स्थित क्षेत्रों में तैनात अधिकारियों को1,060/- रु. प्रतिमाह से 11,200/- रु. प्रतिमाह तक की रेंज में हाई एल्टीट्यूड भत्ते के पात्र होंगे जो अधिकारी के रैंक और तैनाती के स्थान पर निर्भर करेगा ।

(ङ) परिधान भत्ता: एक समय किट के लिए 14,000/- रु. की दर से आरंभिक भत्ता और प्रति तीन वर्षों के लिए 3,000/ - रुपये ।

(च) परिवहन भत्ता अधिकारियों को ए-1/ए वर्ग के शहरों में परिवहन भत्ता 3,200/- रुपये उस पर मंहगाई भत्ता प्रतिमाह तथा अन्य स्थानों पर 1,600/- रुपये उस पर मंहगाई भत्ता दिया जाएगा । रक्षा बलों के लिए निर्दिष्ट भत्तों के मामले में, इन भत्तों की दरों को 25% से आगे बढ़ाया गया है क्योंकि महंगाई भत्ता 50 % से ऊपर चला गया है ।

12. (क ) सेना सामूहिक बीमा राशि एक अनिवार्य सामूहिक योजना है जो कैडेटों, जिनमें राष्ट्रीय रक्षा अकादमी के नौसेना और वायुसेना कैडेट शामिल हैं, द्वारा कमीशन- पूर्व प्रशिक्षण आरंभ करने की तारीख से राष्ट्रीय रक्षा अकादमी में प्रशिक्षण पूरा होने तक तीन वर्ष के लिए एक बार में रु. 4,250/- की अग्रिम एकमुश्त राशि की अदायगी पर रु. 8 लाख के लिए बीमा कवर प्रदान करती है । पदावनति के मामले में , ऐसा होते ही प्रत्येक पदावनति अवधि के लिए रु. 770/- की अतिरिक्त बीमा राशि का भुगतान करना होगा । विकलांगता के कारण जिन्हें चिकित्सीय आधार पर राष्ट्रीय रक्षा अकादमी से बाहर कर दिया जाता है उन मामलों में 100 प्रतिशत विकलांगता के लिए बीमाकृत राशि के 50 प्रतिशत तक का लाभ दिया जाता है अर्थात् 100 प्रतिशत विकलांगता के लिए 4 लाख रु. जो कि 20 प्रतिशत विकलांगता के लिए 80,000/- रु. तक आनुपातिक रूप से कम हो जाता है । 20 प्रतिशत से कम विकलांगता के कारण बाहर किए जाने वाले कैडेटों को 50,000/- का अनुग्रह अनुदान दिया जाएगा और प्रशिक्षण के अंतिम वर्ष के दौरान 20 प्रतिशत से कम विकलांगता के कारण अशक्त ठहराए जाने पर बाहर किए गए कैडेटों को 1 लाख रु. काअनुग्रह अनुदान दिया जाएगा । मदिरापान , नशे की लत तथा भर्ती से पहले हुए रोगों से उत्पन्न विकलांगता के लिए विकलांगता लाभ और अनुग्रह अनुदान देय नहीं होंगे । इसके अतिरिक्त, अनुशासनिक आधार अथवा अवांछनीय माने जाने अथवा स्वेच्छा से अकादमी छोड़ने वाले कैडेट भी विकलांगता लाभ और अनुग्रह अनुदान के लिए पात्र नहीं होंगे ।

(ख) बीमा: भारतीय सैनिक अकादमी में वजीफा ( स्टाइपेंड) प्राप्त कर रहे जेंटलमैन कैडेटों का नियमित अधिकारियों पर यथा लागू मुख्य एजीआई योजना के अनुसार पहली अप्रैल , 2011 से 40 लाख रु. के लिए बीमा किया जाता है । विकलांगता के कारण जिन्हें चिकित्सीय आधार पर भारतीय सैनिक अकादमी से बाहर कर दिया जाता है । उन मामलों में 100 प्रतिशत विकलांगता के लिए बीमाकृत राशि के 50 प्रतिशत का लाभ दिया जाता है अर्थात् 100 प्रतिशत विकलांगता के लिए 20 लाख रु. के लिए बीमा किया जाएगा । जो 20 प्रतिशत विकलांगता के लिए 4 लाख रु. तक आनुपातिक रूप से कम हो जाता है और तथापि, 20 प्रतिशत से कम विकलांगता के लिए 50,000/- रु. के अनुग्रह अनुदान का भुगतान किया जाएगा । मदिरापान, नशे की लत तथा भर्ती से पहले हुए रोगों से उत्पन्नविकलांगता के लिए विकलांगता लाभ और अनुग्रह देय नहीं होंगे । इसके अतिरिक्त, अनुशासनिक आधार अथवा अवांछनीय माने जाने अथवा स्वेच्छा से अकादमी छोड़ने वाले कैडेट भी विकलांगता लाभ और अनुग्रह अनुदान के लिए पात्र नहीं होंगे ।

No. 7/1/2013 E.I (B)-An Examination will be conducted by the Union Public Service Commission on 11th August, 2013, for admission to the Army, Navy and Air Force wings ofthe NDA for the 132nd Course , and for the 94th Indian NavalAcademy Course ( INAC) commencing from 2nd July, 2014. The candidates Joining Indian Naval Academy would undergo 4 years B. Tech Course and would be given an opportunity to join Executive and Technical Branches of the Navy subject to availability of vacancies .

The date of holding the examination as mentioned above is liable to be changed at the discretion of the Commission .

The approximate number of vacancies to be filled on the results of this examination will be as under :-

Vacancies are provisional and may be changed depending on the availability of training capacity of National Defence Academy.

N.B. (i) A candidate is required to specify clearly in the Online Application Form the Services for which he wishes to be considered in the order of his preference [ 1 to 4] . He is also advised to indicate as many preferences as he wishes to opt so that having regard to his rank in the order of merit due consideration can be given to his preferences when making appointments .

(ii ) Candidates should note that they will be considered forappointment to those services only for which they express their preferences and for no other service(s) . No request for addition/alteration in the preferences already indicated by a candidate in his application will be entertained by the Commission.

(iii) Admission to the above courses will be made on the results of the written examination to be conducted by the Commission followed by intelligence and personality test by the Services Selection Board of candidates who qualify inthe written examination .

2. CENTRES OF EXAMINATION :

The Examination will be held at the following Centres :

Agartala, Ahmedabad, Aizawl , Allahabad, Bangalore , Bareilly, Bhopal , Chandigarh, Chennai , Cuttack, Dehradun, Delhi , Dharwad, Dispur, Gangtok , Hyderabad, Imphal , Itanagar, Jaipur , Jammu , Jorhat , Kochi , Kohima, Kolkata, Lucknow, Madurai , Mumbai , Nagpur, Panaji (Goa), Patna, Port Blair, Raipur, Ranchi , Sambalpur, Shillong, Shimla, Srinagar, Thiruvananthapuram , Tirupati , Udaipur and Vishakhapatnam.

Applicants should note that there will be a ceiling on the number of candidates allotted to each of the centres except Chennai , Delhi , Dispur, Kolkata and Nagpur. Allotment of Centres will be on the first- apply- first - allot basis and once the capacity of a particular centre is attained, the same will be frozen. Applicants , who cannot get a centre of their choice due to ceiling , will be required to choose a Centre from the remaining ones . Applicants are , thus , advised that they may apply early so that they could get a Centre of their choice.

N.B.: Notwithstanding the aforesaid provision, Commission reserve the right to change the Centres at their discretion if the situation demands .

Candidates admitted to the examination will be informed of the time table and place or places of examination . Candidates should note that no request for change of centre will begranted.

3. CONDITIONS OF ELIGIBILITY :

(a) Nationality : A candidate must either be :

(i) a citizen of India, or

(ii) a subject of Bhutan, or

(iii) a subject of Nepal , or

(iv) a Tibetan refugee who came over to India before the 1st January, 1962 with the intention of permanently settling in India, or

(v) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka and East African Countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi , Zaire and Ethiopia or Vietnam with the intention of permanently settling in India.

Provided that a candidate belonging to categories ( ii ) , (iii) , (iv) and (v) above shall be a person in whose favour a certificate of eligibility has been issued by the Government ofIndia.

Certificate ofeligibility will not, however, be necessary in the case of candidates who are Gorkha subjects of Nepal .

(b) Age Limits , Sex and Marital Status :

Only unmarried male candidates born not earlier than 2nd July, 1995 and not later than 1st January, 1998 are eligible.

The date of birth accepted by the Commission is that entered in the Matriculation or Secondary School Leaving Certificate or in a certificate recognised by an Indian University as equivalent to Matriculation or in an extract from a Register of Matriculates maintained by a University which must be certified by the proper authority of the University or in the Higher Secondary or an equivalent examination certificates . These certificates are required to be submitted only after the declaration of the result of the written part of the examination . No other document relating to age like horoscopes , affidavits , birth extracts from Municipal Corporation , service records and the like will be accepted. The expression Matriculation/Higher Secondary Examination Certificate in this part of the instruction includes the alternative certificates mentioned above .

Such candidates who qualify the SSB interview but could not produce Matriculation/ 10+2 or equivalent certificate in original at the time of SSB interview should forward duly attested Photocopies to ' Addl . Directorate General of Recruiting, Army HQ, West Block.III , R.K. Puram, New Delhi - 110066' and for Naval Academy candidates to 'Naval Headquarters , DMPR, OI & R Section, Room No. 204, ' C' Wing, Sena Bhavan, New Delhi- 110011 ' by 10th June , 2014 failing which their candidature will be cancelled. All other candidates who have produced their Matriculation and 10+2 pass or equivalent certificates in original at the time of attending the SSB interview and have got the same verified by the SSB authorities are not required to submit the same to Army HQ or Naval HQ as the case may be . Certificates in original issued by the Principals of the Institutions are also acceptable in cases where Boards/Universities have not yet issued certificates . Certified true copies/photostat copies of such certificates will not be accepted.

NOTE 1 : Candidates should note that only the date of birth as recorded in the Matriculation/Higher Secondary Examination Certificate available or an equivalent certificate on the date of submission of applications will be accepted by the Commission and no subsequent request for its change will be considered or granted .

Inexceptional cases the Commission may treat a candidate, who does not possess any of the qualifications prescribed in this rule as educationally qualified provided that he possesses qualifications , the standard of which in the opinion of the Commission , justifies his admission to the examination .

NOTE 2 : Candidates should also note that once a date of birth has been claimed by them and entered in the records of the Commission for the purpose of admission to an Examination, no change will be allowed subsequently or at any subsequent examination on any ground whatsoever.

NOTE 1 : Candidates appearing in the 11th class exam are not eligible for this examination .

NOTE 3 : The candidates should exercise due care while entering their date of birth in the respective column ofthe OnlineApplication Form for the Examination . If on verification at any subsequent stage any variation is found in their date of birth from the one entered in their Matriculation or equivalent Examination certificate , disciplinary action will be taken against them by the Commission under the Rules .

NOTE 2 : Those candidates who have yet to qualify in the 12th class or equivalent examination and are allowed to appear in the UPSC Examination should note that this is only a special concession given to them . They are required to submit proof of passing the 12th class or equivalent examination by the prescribed date (i.e. 10th June, 2014) and no request for extending this date will be entertained on the grounds of late conduct of Board/University Examination, delay in declaration of results or any other ground whatsoever.

NOTE 4 : Candidates must undertake not to marry until they complete their full training. A candidate who marries subsequent to the date of his application though successful at this or any subsequent Examination will not be selected for training. A candidate who marries during training shall be discharged and will be liable to refund all expenditure incurred on him by the Government.

(c) Educational Qualifications :

NOTE 3 : Candidates who are debarred by the Ministry of Defence from holding any type of Commission in the Defence Services shall not be eligible for admission to the examination and if admitted, their candidature will be cancelled.

NOTE 4 : Those candidates who have failed INSB/PABT earlier are not eligible for Air Force .

(i) For Army Wing of National Defence Academy :-12th Class pass of the 10+2 pattern of School Education or equivalent examination conducted by a State Education Board or a University.

(d) Physical Standards :

Candidates must be physically fit according to physical standards for admission to National Defence Academy and Naval Academy Examination ( II) , 2013 as per guidelines given in Appendix- II .

(ii) For Air Force and Naval Wings of National Defence Academy and for the 10+2 Cadet Entry Scheme at the Indian Naval Academy :-12th Class pass of the 10+2 pattern of School Education or equivalent with Physics and Mathematics conducted by a State Education Board or a University.

(e) A candidate who has resigned or withdrawn on disciplinary grounds from any of the training academies of Armed Forces is not eligible to apply.

Candidates who are appearing in the 12th Class under the 10 +2 pattern of School Education or equivalent examination can also apply for this examination.

(xii) violating any of the instructions issued to candidates alongwith their Admission Certificates permitting them to take the examination, or

(xiii) attempting to commit or as the case may be abetting the Commission of all or any of the acts specified in the foregoing clauses , may in addition to rendering himself liable to criminal prosecution be liable

(a) to be disqualified by the Commission from the examination for which he is a candidate and/or

(b) to be debarred either permanently or for a specified period

(i) by the Commission from any examination or selection held by them;

(ii) by the Central Government from any employment under them ; and

(c) if he is already in service under Government to disciplinary action under the appropriate rules.

Provided that no penalty under this rule shall be imposed except after:-

(i) giving the candidate an opportunity of making such representation , in writing as he may wish to make in that behalf; and

(ii) taking the representation, if any , submitted by the candidate within the period allowed to him into consideration .

6. LAST DATE FOR SUBMISSION OF APPLICATIONS :

The Online Applications can be filled upto 3rd June, 2013 till 11.59 PM after which the link will be disabled.

7. TRAVELLING ALLOWANCE :

Candidates appearing for SSB interview for the first time for a particular type of Commission i.e. Permanent or Short Service , shall be entitled for AC III Tier to and fro railway fare or bus fare including reservation cum sleeper charges within the Indian limits . Candidates who apply again for the same type of Commission will not be entitled to travelling allowance on any subsequent occasion.

8. CORRESPONDENCE WITH THE COMMISSION/ ARMY/NAVAL/AIR HEADQUARTERS :

The Commission will not enter into any correspondence with the candidates about their candidature except in the following cases:

IMPORTANT : All Communications to the Commission should invariably contain the following particulars .

1. Name and year of the examination.

2. Registration ID (RID).

3. Roll Number (if received).

4. Name of candidate (in full and in block letters).

(i) The eligible candidates shall be issued an e- Admission Certificate three weeks before the commencement of the examination. The e- Admission Certificate will be made available in the UPSC website [ www.upsc.gov.in] for being downloaded by candidates . No Admission Certificate will be sent by post. For downloading the e-Admission Certificate/e -Admit Card the candidate must have his vital parameters like RID & Date of Birth or Roll No. (if received) & date of birth or name, father's name & Date of Birth available with him.

5. Postal Address as given in the application.

N.B. ( i) : Communications not containing the above particulars may not be attended to .

N.B. (ii) : If a letter/communication is received from a candidate after an examination has been held and it does not give his full name and roll number, it will be ignored and no action will be taken thereon . Candidates recommended by the Commission for interview by the Services Selection Board who have changed their addresses subsequent to the submission of their applications for the examination should immediately after announcement of the result of the written part of the examination notify the changed address also to :-

(ii) If a candidate does not receive his e -Admission Certificate or any other communication regarding his candidature for the examination one week before the commencement of the examination , he should at once contact the Commission . (iii) No candidate will ordinarily be allowed to take the examination unless he holds a certificate of admission for the examination. On receipt of e-Admission Certificate, check it carefully and bring discrepancies/ errors , if any, to the notice of the UPSC immediately. The courses to which the candidates are admitted will be according to their eligibility as per educational qualifications for different courses and the preferences given by the candidates .

9. ANNOUNCEMENT OF THE RESULTS OF THE WRITTEN EXAMINATION, INTERVIEW OF QUALIFIED CANDIDATES, ANNOUNCEMENT OF FINAL RESULTS AND ADMISSION TO THE TRAINING COURSES OF THE FINALLY QUALIFIED CANDIDATES :

Subject to these conditions the qualified candidates will thenbe placed in a single combined list on the basis of total marks secured by them in the Written Examination and the ServicesSelection Board Tests . The final allocation/selection for admission to the Army, Navy, Air Force of the National Defence Academy and 10+2 Cadet Entry Scheme of Indian Naval Academy will be made upto the number of vacancies available subject to eligibility, medical fitness and merit- cum-preference of the candidates . The candidates who are eligible to be admitted to multiple Services /Courses will be considered for allocation/selection with reference to their order or preferences and in the event of their final allocation/ selection to one Service/Course, they will not be considered for admission to other remaining Services/Courses.

The Union Public Service Commission shall prepare a list of candidates who obtain the minimum qualifying marks in the written examination as fixed by the Commission at their discretion. TWO- STAGE SELECTION PROCEDURE

Candidates who have been given the Pilot Aptitude Test for any previous N.D.A. course should submit their application for this examination for the Air Force Wing only if they have been notified as having qualified in the PilotAptitude Test.

The form and manner of communication of the result of the examination to individual candidates shall be decided by the Commission at their discretion and the Commission will not enter into correspondence with them regarding the result.

Two- stage selection procedure based on Psychological Aptitude Test and Intelligence Test has been introduced at Selection Centres /Air Force Selection Boards . All the candidates will be put to stage-one test on first day of reporting at Selection Centres/Air Force Selection Boards . Only those candidates who qualify at stage one will be admitted to the second stage/remaining tests . Those candidates who qualify stage II will be required to submit theOriginal Certificates along with one photocopy each of: (i ) Original Matriculation pass certificate or equivalent in support of date of birth , ( ii ) Original 10+2 pass certificate or equivalent in support of educational qualification .

Success in the examination confers no right of admission to the Academy. A candidate must satisfy the appointing authority that he is suitable in all respects for admission to theAcademy.

10. DISQUALIFICATION FOR ADMISSION TO THE TRAINING COURSE :

Candidates who were admitted to an earlier course at the National Defence Academy, or to the 10 + 2 Cadet Entry Scheme of Indian Naval Academy but were removed therefrom for lack of officer - like qualities or on disciplinary grounds will not be admitted to the Academy.

Candidates who were previously withdrawn from the National Defence Academy or Indian Naval Academy on medical grounds or left the above Academy voluntarily are however, eligible for admission to the Academy provided they satisfy the medical and other prescribed conditions .

11. NO REQUEST FOR WITHDRAWAL OF CANDIDATURE RECEIVED FROM A CANDIDATE AFTER HE HAS SUBMITTED HIS APPLICATION WILL BE ENTERTAINED UNDER ANY CIRCUMSTANCES .

All these tests are intended to judge the mental calibre of a candidate . In broad terms , this is really an assessment of not only his intellectual qualities but also his social traits and interests in current affairs .

GUIDELINES FOR PHYSICAL STANDARDS FOR ADMISSION TO THE NATIONAL DEFENCE ACADEMY.

NOTE : CANDIDATES MUST BE PHYSICALLY AND MENTALLY FIT ACCORDING TO THE PRESCRIBED PHYSICAL STANDARDS . THE GUIDELINES FOR THE SAME ARE GIVEN BELOW.

A candidate recommended by the Services Selection Board will undergo a medical examination by a Board of Service Medical Officers . Only those candidates will be admitted to the academy who are declared fit by the Medical Board.The proceedings of the Medical Board are confidential and will not be divulged to anyone . However, the candidates declared unfit will be intimated by the President of the Medical Board and the procedure for request for an Appeal MedicalBoard will also be intimated to the candidate .

Candidatesdeclared unfit during Appeal Medical Board will be intimated about the provision of Review Medical Board.

(d) Chest should be well developed. Fully expanded chest should not be less than 81 cms . The minimum range of expansion after full inspiration should be 5 cms. The measurement will be taken with a tape so adjusted that its lower edge should touch the nipple in front and the upper part of the tape should touch the lower angle of the shoulder blades behind . X-Ray of the chest is compulsory and will be taken to rule out any disease of the chest.

(e) There should be no maldevelopment or impairment of function of the bones or joint .

SpinalConditions

(f) Past medical history of diseases or injury of the spine or sacro iliac joints , either with or without objective signs which have prevented the candidate from sucessfully following a physically active life , is a cause for rejection for commissioning in IAF. History of spinal fracture /prolapsed intervertebral disc and surgical treatment for these conditions will entail rejection. The following conditions detected radiologically during medical exam will disqualify a candidate for Air Force service :

(i) Granulomatous disease of spine

(ii) Arthritidies/spondylosis

Rheumatoid arthritis and allied disorders

Ankylosing spondylitis

Osteoarthrosis , spondylosis and degenerative joint disease

Non articular rheumatism (e.g. lesions ofthe rotator cuff, tennis elbow, recurrent lumbago etc.)

Miscellaneous disorders including SLE , dermatomyositis , polymyositis , vasculitis .

(iii) Spondylolisthesis/ spondylolysis .

(iv) Compression fracture of vertebrae .

(v) Scheuerman's disease (Adolescent kyphosis )

(vi) Loss of cervical lordosis when associated with clinically restricted movements of cervical spine.

(vii) Unilateral/Bilateral cervical ribs with demonstrable neurological or circulatory deficit.

(viii) Scoliosis more than 15 degree as measured by Cobb'smethod.

(ix) Herniated necleus pulposus .

(x) Presence of schmorl's nodes at more than one level.

(xi) Atlanto-occipital and atlantoaxial anomalies .

(xii) Hemi vertebrae and/or incomplete block (fused) vertebrae at any level in cervical, dorsal or 400

lumbar spine and complete block ( fused) vertebrae at more than one level in cervical or dorsal spine.

(xiii) Unilateral Sacralisation or lumbarisation (Complete or incomplete) at all levels and bilateral incomplete sacralisation or lumbarisation.

(xiv) Any other abnormality if so considered by the specialist.

(g) Mild Kyphosis or Lordosis where deformity is barely noticeable and there is no pain or restriction of movement will not preclude acceptance.

(h) In case of noticeable Scoliosis or suspicion of any other abnormality or spinal deformity, more than mild, appropriate X- rays of the spine are to be taken and the Examinee referred for specialist's advice .

(i) The following conditions detected on X- ray examination will be disqualifying for entry to Armed Forces :

(1) Granulomatius disease of spine .

(ii) Arthritidies/ spondylosis

(iii) Scoliosis more than 15 degree as measured by Cobb'sMethod ( 10 degree for Army) .

(iv) More than mild Kyphosis/Lordosis

(v) Spondylolisthesis/ Spondylosis/Spondylolysis

(j) A candidate should have no past history of mental breakdown or fits .

(k) The hearing should be normal . A candidate should be able to hear a forced whisper with each ear at a distance of 610 cms . in a quiet room . There should be no evidence of present or past disease of the ear, nose and throat. Audiometric test will be done for AF. Audiometric hearing loss should not be greater than 20 db in frequencies between 250 and 8000 Hz . There is no impediment of speech.

(1) There should be no signs of functional or organic disease of the heart and blood vessels. Blood pressure should be normal .

(m) There should be no enlargement of liver or spleen. Any evidence of disease of internal organs of the abdomen will be a cause for rejection.

(n) Un-operated hernias will make a candidate unfit. In case ofHernia which has been operated, a minimum of 6 months must have passed prior to final medical examination before commencement of the course .

(o) There should be no hydrocele , varicocele or piles .

(p) Urine examination will be done and any abnormality if detected will be a cause for rejection.

(q) Any disease of skin which is likely to cause disability or disfigurement will also be a cause for rejection.

(r) A candidate should be able to read in a distant vision chart 6/6 in better eye and 6/9 in worse eye with or without glasses. Myopia should not be more than 2.5 D and hypermetropia not more than 3.5 D including Astigmatism . Internal examination of the eye will be done by means of opthalmoscope to rule out any disease of the eye . A candidate must have good binocular vision . The colour vision standard will be (CP- III) for Army. A candidate should be able to recognise red and green colours . Candidates will be required to give certificates that neither he nor any member of his family has suffered from congenital night blindness . Candidates who have undergone or have the evidence of having undergone Radial Keratotomy, to improve the visual acuity will be permanently rejected for all the Services . Candidates who have undergone Laser Surgery for correction of refractive error are also not acceptable to defence services.

(c) Pushups and sit ups (minimum 20 each)

(d) Chin ups (minimum 08)

(e) Rope climbing 3.4 metres .

APPENDIX - III

(BRIEF PARTICULARS OF THE SERVICE ETC. )

1. Before a candidate joins the Academy, the parent or guardian will be required to sign :-

(a) A certificate to the effect that he fully understands that he or his son or ward shall not be entitled to claim any compensation or other relief from the Government in respect ofany injury which his son or ward may sustain in the course of or as a result of the training or where bodily infirmity or death results in the course of or as a result of a surgical operation performed upon or anesthesia administered to him for the treatment of any injury received as aforesaid or otherwise.

(b) A bond to the effect that if, on account of his dismissal or discharge or withdrawal from National Defence Academy for knowingly furnishing false particulars or suppressing material information in his application for admission to the said National Defence Academy or in the event of his being dismissed or discharged or withdrawn on disciplinary grounds from the said, National Defence Academy or for any reason not beyond the control of the cadet, he does not complete the prescribed period of training, or he , the cadet, does not accept a Commission if offered as conventated above , then the Guarantors and the cadet shall jointly and severally be liable to pay forthwith to Government in cash sums as the Government shall fix but not exceeding such expenses as shall have been incurred by the Government on account of the Cadet on his training and all the money received by the Cadets as pay and allowance from the Government together with interest on the said money calculated at the rate in force for Government loans .

2. The cost of training including accommodation, books, uniforms, boarding and medical treatment will be borne by the Government . Parents or guardians of cadets , will however, be required to meet their pocket and other private expenses . Normally, these expenses are not likely to exceed Rs. 400.00 p.m. If in any case a cadet's parents or guardian is unable to meet wholly or partly even this expenditure financial assistance upto Rs . 400.00 p.m. for the 1st and 2nd years , Rs . 400.00 p.m. for the 3rd year training at NDA and Rs . 400.00 p.m. for the further specialised training in Army/Navy/Air Force Training Establishments may be granted by the Government . No cadet whose parent's or guardian's income exceeds Rs . 1500/- per month and Rs . 2000/ - per month if more than one son/ward simultaneously undergoing training at NDA , IMA, OTA and corresponding training establishment in the Navy and Air Force would be eligible for the grant of financial assistance.

The parent/guardian of a candidate desirous of having financial assistance from the Government should immediately after his son/ward having been finally selected for training at the National Defence Academy submit an application through the District Magistrate of his District who will forward the application with his recommendation to the Commandant, National Defence Academy, Khadakwasla, Pune-411023 .

3. Candidates finally selected for training at the Academy will be required to deposit the following amount with the Commandant, National Defence Academy, on their arrival there :-

4. The following Scholarships/Financial Assistance are tenable at the National Defence Academy.

( 1 ) PARASHURAM BHAU PATWARDHAN SCHOLARSHIP- This scholarship is granted to boys who belong to MAHARASHTRA AND KARNATAKA and whose parents income is between Rs . 350.00 and 500.00 per month from all sources . The value of the scholarship is equal to the Government financial assistance . It is admissible for the duration of a Cadet's stay in the National Defence Academy and other Pre-commission training establishment subject to the Cadet's good conduct and satisfactory progress in the training and his parents income remaining below the prescribed limit . Cadets who are granted this scholarship , will not be entitled to any other financial assistance from the Government .

(2) COLONEL KENDAL FRANK MEMORIAL SCHOLARSHIP- This scholarship is of the value of Rs. 360.00 per annum and awarded to a MARATHA cadet who should be the son of an ex - serviceman . The scholarship is in addition to any financial assistance from the Government .

(3) KAUR SINGH MEMORIAL SCHOLARSHIP-Two scholarships are awarded to cadets who obtain the highest position amongst candidates from BIHAR. The value of each scholarship is Rs . 37.00 per mensem tenable for a maximum period of 4 years during the training at the National Defence Academy, Khadakwasla and thereafter at the Indian Military Academy, Dehra Dun and the Air Force Flying College ; and Indian Naval Academy, Ezhimala where the cadets may be sent for training on completion of their training at the National DefenceAcademy. The scholarship will, however, be continued subject to maintaining good progress at the above institution.

(4) ASSAM GOVERNMENT SCHOLARSHIP-Two scholarships will be awarded to the cadets from ASSAM. The value of each scholarship is Rs . 30.00 per mensem and is tenable for the duration of a cadet's stay at the National Defence Academy. The scholarships will be awarded to the two best cadets from ASSAM without any reference to the income of their parents . The cadets who are granted this scholarship will not be entitled to any other financial assistance from the Government .

(5) UTTAR PRADESH GOVERNMENT

SCHOLARSHIPS- Two scholarships each of the value of Rs . 30.00 per month and an outfit stipend of Rs . 400.00 are awarded to two cadets who belong to UTTAR PRADESH on merit-cum -means basis and are tenable for a period of three years subject to satisfactory performance by the cadets atNational Defence Academy. Cadets who are granted these Scholarships are not entitled to any other financial assistance from Government.

(6) KERALA GOVERNMENT SCHOLARSHIPS-One merit scholarship of the value of Rs . 480/- per annum for the entire period of training at NDA, will be awarded by the State Government of Kerala to a Cadet who is domiciled resident of the State of KERALA and who secures the first position in the All India UPSC Entrance Examination to NDA irrespective of the fact whether he has passed out from RIMC or from any of the Sainik Schools in India . The financial position of a Cadet's father/guardian is not taken into consideration.

(7) BIHARI LAL MANDAKINI PRIZE- This is cash prize of Rs . 500.00 available for the best BENGALI boy in eachCourse ofthe Academy. Application Forms are available with the Commandant, National Defence Academy.

(8) ORISSA GOVERNMENT SCHOLARSHIPS-These scholarships , one for the Army, one for the Navy and the other for the Air Force of the value of Rs . 80.00 each per month will be awarded by the Government of Orissa to the cadets who are permanent residents of the State of ORISSA. Two of these scholarships will be awarded on the basis of merit-cum-means of the cadets whose parent's or guardian's income does not exceed Rs . 5,000/- per annum and the other one will be given to the best cadet irrespective of his parent's or guardian's income .

(20) TAMIL NADU GOVERNMENT SCHOLARSHIP-

The Government of Tamil Nadu has instituted at NDA one scholarship per course of the value of Rs . 30/- per month plus an outfit allowance of Rs . 400/- (one only during the entire period of cadet's training) to be awarded to a cadet belonging to the State of TAMIL NADU whose parent's/ guardian's monthly income does not exceed Rs . 500/- . The application by an eligible cadet can be made to the Commandant, National Defence Academy on their arrival .

(21) KARNATAKA GOVERNMENT SCHOLARSHIPS-

TheGovernment of Karnataka has awarded 18 Scholarships (Eighteen Scholarships) 9 in respect of course commencing from January and 9 in respect of course commencing from July every year for award to cadets from Karnataka State who join the National Defence Academy after completion of their education at the Sainik School , Bijapur or at the Rashtriya Indian Military College, Dehra Dun. The value of the scholarship shall be Rs . 480/- (Rupees Four Hundred and Eighty) each per annum . Four more scholarships (two per term) at the rate of Rs . 480/- per annum for the cadets of Karnataka State who join NDA after completion of education other than at Sainik School , Bijapur /RIM College, Dehra Dun have been awarded.

(22) ALBERT EKKA SCHOLARSHIP-The Government ofBihar has instituted at NDA 25 Merit Scholarships at Rs . 50/- per month for entire period of six terms at the NDA and Rs . 650/- one time towards clothing and equipment . The cadet awarded the above merit scholarship would not be eligible for any other scholarship or financial assistance from the Government . The application by an eligible cadet canbe made to the Commandant, National Defence Academy on their arrival.

(23 ) FG OFFICER DV PINTOO MEMORIAL SCHOLARSHIP-Gp Capt M Vashishta has instituted 3 scholarships of Rs . 125/- each per month at NDA for one term to be awarded to the first three cadets in the order of merit on completion of their first semester till end of second term. The cadets in receipt of Govt . Financial Assistance will not be eligible for the above scholarships . The application for eligible cadets can be made to the Commandant, NDA on arrival .

(24) FINANCIAL ASSISTANCE TO WARDS OF EX - SERVICEMEN- MAHARASHTRA STATE

The wards of Maharashtrian ex - service officers/men who are undergoing training as Cadets at NDA/IMA/ Air Force Academy and Naval Academy will be given pocket expenses prescribed by the Training Establishment at the following rates :

Ex-Officers: 50% of total pocket expenses for entire duration of training.

Ex-JCOs :

The parents/guardians of the wards should submit their applications to their respective Zila Sainik Welfare Office alongwith the certificates obtained from the academy, showing the rates of pocket money, based on which the amount will be remitted to the applicant's parents .

Terms and conditions governing these scholarships are obtainable from the Commandant, National Defence Academy, KHADAKWASLA, PUNE -411 023 .

5. Immediately after the selected candidates join the Academy, a preliminary examination will be held in the following subjects :

(a) English;

(b) Mathematics;

(c) Science;

(d)Hindi.

The standard of the examination in the subjects at (a) , (b) and(c) will not be higher than that of the Higher Secondary Examination of an Indian University or Board of Higher Secondary Education . The paper in the subject at (d) is intended to test the standard attained by the candidate in Hindi at the time of joining the Academy.

8. At the I.M.A. Army Cadets are known as Gentlemen Cadets and are given strenuous military training for a period of one year aimed at turning officer capable of leading infantry Sub - units . On successful completion of training Gentlemen Cadets are granted Permanent Commission in the rank of Lt subject to being medically fit in " SHAPE " one .

9. The Naval cadets are selected for the Executive Branch of the Navy, on passing out from the National Defence Academy and are given further training at Indian Naval Academy, Ezhimala for a period of one year on successful completion of which they are promoted to the rank of Sub Lieutenants .

10.Air Force Cadets receive flying training for a period of 1½ years . However , at the end of 1 year of training they are given provisional Commission in the rank of Flying Officer.After successful completion of further training of six months they are absorbed as permanent commissioned officers on probation for a period of one year.

6. The selected candidates for the three services , viz . , Army, Navy and Air Force are given preliminary training both academic and physical for a period of 3 years at the National Defence Academy which is an Inter- Service Institution . The training during the first two and half years is common to the cadets of three wings . The cadets on passing out will be awarded B.Sc./B . Sc . (Computer )/ B.A. degree from Jawaharlal Nehru University, Delhi .

The selected candidates of the Naval Academy will be given preliminary training both academic and physical, for a period of 04 years at Indian Naval Academy, Ezhimala . The cadets of 10 + 2 Cadet Entry Scheme will be awarded a B. Tech Degree on successful completion of training .

Inaddition to pay, an officer at present receives the following allowances :

(a) DearnessAllowances are admissible at the same rates and under the same conditions as are applicable to the Civilian Gazetted Officers from time to time .

(b) A kit maintenance allowance of Rs . 400/- p.m.

(c) Depending upon rank and area of posting, officer posted to Field Areas will be eligible for compensatory Highly Active Field Area Allowance at the rate of Rs . 6,780/- to Rs . 8,400/- p.m. , Compensatory Field Area Allowance at the rate of Rs . 4,200/- to Rs . 5,200/- p.m. and Compensatory Modified Field Area Allowance at the rate of Rs . 1,600/- to Rs . 2,000/- p.m.

(d) In addition to the Compensatory Field Areas Allowance, officers posted to areas situated at a height of 9000ft. and above are entitled for High Altitude Allowance inthe range ofRs . 1,060/- p.m. to Rs . 11,200/- p.m. depending upon rank of the officer and place of posting .

(e) Uniform allowance : Initial allowance for one time kit @Rs . 14,000/- and Rs . 3,000/- for every three years .

rates of these allowances have been further enhanced by 25% as Dearness Allowance has gone up by 50% " .

12. (a) Army Group Insurance Fund is a compulsory contributory group scheme , which provides insurance cover for Rs . 8 Lac on payment of one time premium of Rs. 4250/- for 3 years paid in advance in lump sum by the cadets including Naval and Air Force Cadets of NDA from the date of joining for Pre - commission training till completion oftraining at NDA . In case of relegation, an additional premium of Rs . 770/- per relegated term will be paid immediately on occurrence . For those who are medically boarded out of NDA on account of Disability, the cover provided is 50 per cent of the insured amount for 100 per cent disability i.e. Rs . 4 lac for 100 per cent disability which is proportionately reduced to Rs . 80,000 for 20 per cent disability. Cadets being boarded out with less than 20 per cent will be given an ex - gratia grant of Rs. 50,000/- and Rs . 1 lac for cadet invalided out with less than 20 per cent disability during last year of training. Disability due to alcoholism , drug addiction and due to the diseases of pre - enrolment origin will not qualify for disability benefits and ex - gratia. In addition , a cadet withdrawn on disciplinary grounds or as undesirable or voluntarily leaves the Academy will also not be eligible for disability benefits and ex- gratia .

(b) At IMA when in receipt of stipend , the Gentlemen Cadets are provided insurance cover of Rs . 40 lac wef 01 Apr 2011 as per main AGI scheme as applicable to regular officers . Those who are medically boarded out of IMA on account of disability, the cover provided is 50 per cent of the insured amount for 100 per cent disability, i.e. Rs . 20 Lac for 100 per cent disability which is proportionately reduced to Rs . 4 lac for 20 per cent and an ex- gratia grant of Rs . 50,000/- for less than 20 per cent disability.
