आरक्षित श्रेणी के कर्मचारियों अर्थात् अनुसूचित जाति/अनुसूचित जनजाति अभ्यर्थियों के संबंध में उनकी पदोन्नति उनकी जाति स्थिति के सत्यापन के अधीन अनंतिम है। कर्मचारियों के कार्यमुक्त होने के समय कार्यालय-प्रमुख उनसे इस आशय का वचन-पत्र लेंगे और एक महीने के अंदर जाति-स्थिति का सत्यापन सुनिश्चित करेंगे। सत्यापन के बाद कार्मिक एवं प्रशिक्षण विभाग के दिनाक 27.02.1981 के कार्यालय ज्ञापन सं. 36011/16/80-स्थापना (एससीटी), दिनांक 14.10.1987 के का.ज्ञा. सं. 42012/8/87-स्थापना (एससीटी) तथा दिनांक 16.06.1989 के कार्या. ज्ञापन सं. 36012/36 (22)/89-स्थापना (एससीटी) में निहित अनुदेशों के अनुसार संबंधित अधिकारियों की सेवा-पंजियों में आवश्यक प्रविष्टियां अनिवार्य रूप से की जानी चाहिए।
पोस्टमास्टर जनरल, जिनके क्षेत्रों को इन कर्मचारियों को आबंटित
किया गया है, यह सुनिश्चित करेंगे।
क्षेत्रीय पोस्टमास्टर जनरल, मुंबई/पुणे/नागपुर/ औरंगाबाद और गोवा क्षेत्र आबंटित कर्मचारियों के बारे में आगे तैनाती आदेश जारी करेंगे।
क्षेत्रीय पोस्टमास्टर जनरलों/मंडल-प्रमुखों से अनुरोध है कि वे यह सुनिश्चित करें कि कर्मचारियों के विरुद्ध कोई अनुशासनिक/सतर्कता मामला लंबित/अवेक्षित न हो और कर्मचारी को वेतन-वृद्धि रोके जाने, वेतन-ग्रेड इत्यादि में कमी करने जैसा दण्ड न मिला हो। ऐसे मामलों की सूचना तुरंत सर्किल कार्यालय, मुंबई को दी जानी चाहिए और कर्मचारी को पदोन्नत पद के लिए कार्यमुक्त नहीं किया जाना चाहिए।
पदोन्नति प्राप्त कर्मचारी को इस विषय पर जारी आदेशों के अनुसार एक महीने के अंदर वेतन-नियतन के लिए अपना विकल्प देना होगा। एक बार दिया गया विकल्प अंतिम माना जाएगा।
यह सुनिश्चित किया जाए कि यदि कोई कर्मचारी सहायक अधीक्षक डाक संवर्ग में स्थानापन्न रूप में कार्य कर रहा हो, उसकी स्थानापन्न व्यवस्था पहले समाप्त की जाए और बाद में इस ज्ञापन के अनुसार उसे नियमित पदोन्नति दी जाए।
संबंधित पोस्टमास्टर जनरल/मंडल-प्रमुख 15 दिनों के अंदर कर्मचारियों को कार्यमुक्त करेंगे। ऐसा न करने पर यह मान लिया जाएगा कि कर्मचारियों को पदोन्नति में रूचि नहीं है और उनके नाम सूची से निकाल दिए जाएंगे और उनकी पदोन्नति के मामले में एक वर्ष तक विचार नहीं किया जाएगा। ऐसे मामलों में क्षेत्रीय पोस्टमास्टर जनरल/मंडल-प्रमुख कर्मचारियों की पदोन्नति से संबंधित अस्वीकृति-पत्र इस ज्ञापन के जारी होने की तारीख से एक महीने के अंदर आगे की कार्यवाई के लिए अवश्य भिजवाएंगे।
आबंटन/तैनाती मे बदलाव के लिए कर्मचारियों द्वारा किया गया कोई भी अनुरोध तब तक स्वीकार नहीं किया जाएगा जब तक वे पदोन्नति पर अपना पद ग्रहण नहीं कर लेते। कर्मचारियों को कार्यालय व्यवस्था के अंतर्गत कार्यमुक्त किया जाना चाहिए और उन्हें उनकी नई तैनाती तुरंत ग्रहण किए जाने का निदेश दिया जाना चाहिए।
सभी कर्मचारियों को अपने कार्यमुक्त होने के समय निर्धारित प्रपत्र में अपना स्व-मूल्यांकन मंडल-प्रमुख अथवा नियंत्रण प्राधिकारी को प्रस्तुत कर देना चाहिए। इसी प्रकार रिपोटग अधिकारी निर्धारित अवध्ि के अंदर कर्मचारियों की वार्षिक गोपनीय रिपोर्टें भी लिखेंगे और पुनरीक्षण अधिकारी द्वारा वार्षिक गोपनीय रिपोर्टों का पुनरीक्षण किए जाने के बाद ही वे उनकी गोपनीय रिपोर्टें नए कार्यालय को भेजेंगे। वे इस बारे में रिपोर्ट भी भेजेंगे।
आवश्यक कार्य ग्रहण रिपोर्ट सभी संबंधितों को यथासमय भेजी जानी
चाहिए।

Head of the office will take an undertaking from the officials to this effect at the time of their relieving and ensure verification of caste status within one month. officials are allotted will please ensure the same.
The Regional Postmasters General will issue further posting order in respect of officials alloted to Mumbai/ Pune/Nagpur/Aurangabad and Goa Region.
The Regional Postmasters General/Divisional Heads are requested to ensure that no disciplinary/vigilance case is pending/contemplated against the officials and no officials are undergoing any punishment such as stoppage of increments, reduction to lower stage of Pay/Grade etc. Such cases may be intimated to CO, Mumbai immediately and the officials should not be relieved for their promotional posts.
The officials on promotion shall exercise option for fixation of pay within one month as per the extent orders on the subject. The option once exercised shall be final.
It may be ensured that in case of officials officiating in ASP cadre, his officiating arrangement may be terminated first and his regular promotion as per the above said memo may be given thereafter.
The Postmasters General/Divisional Heads concerned will relieve the officials within 15 days failing which it will be presumed that the officials are not interested in promotion and their names will be deleted and their case will not be considered for promotion for 1 year. In such cases, Regional Postmasters General/Divisional Heads will forward their declination of promotion letter to this office within one month from the date of issue of this memo positively for further disposal.
Any request from the officials for change in allotment/ posting will not be entertained unless they join their promotional posts. The officials should be relieved under office arrangement and directed to join their new posting immediatly.
All the officials at the time of their relief should submit their self appraisal in the prescribed form to their Divisional Head or to the controlling authority. Similarly, the reporting officers will also write the ACRs of the officials within the stipulated time and forword the ACRs to the new office only after the ACRs are reviewed by the Reviewing Officer. They should send a report on this.
Necessary charge reports may be sent to all concerned
in due course.
