सं. 35-प्रोफेशनल प्रैक्टिसेस ग्रुप/2012-- नियंत्रक-महालेखापरीक्षक के (कर्त्तव्य, शक्तियां तथा सेवा की शर्ते) अधिनियम, 1971 की धारा 23 द्वारा प्रदत्त शक्तियों का उपयोग करते हुए नियंत्रक-महालेखापरीक्षक ने लेखापरीक्षा और लेखा, 2007 पर विनियमों में संशोधन करने के लिए और भी निम्नांकित विनियम बनाने का निर्णय लिया है, नामतः--
1. (1) इन विनियमों को लेखापरीक्षा और लेखा पर (संशोधन), 2012
कहा जायेगा।
(2) ये विनियम, शासकीय राजपत्र में इनके प्रकाशन की तारीख से लागू होंगे।
2. लेखापरीक्षा और लेखा पर विनियम के अध्याय 15 के अंतर्गत विनियम
210(2) को निम्नांकित रूप से प्रतिस्थापित किया जाए :
''लेखापरीक्षा प्रतिवेदन की एक हस्ताक्षरित प्रति भारत के राष्ट्रपति के सचिव अथवा राज्य या संघ राज्य क्षेत्र जहां विधान सभा है के राज्यपाल

अथवा संघ राज्य क्षेत्र के प्रशासक को जैसा मामला हो, उन्हें सूचित करते हुए कि मंत्रालय/वित्त विभाग को अपेक्षित प्रतियां भेज दी गई हैं एक साथ भेजी जायेगी''।

(viii) कुलपति द्वारा संस्तुत एक नामिका में से कार्यकारिणी परिषद् द्वारा नामित ऐसे दो प्रतिष्ठित अकादमिक सदस्य जो विश्वविद्यालय की सेवा में नहीं हों।
(ix) कोर्ट द्वारा नामित कोर्ट का एक सदस्य
(ix) कुलपति द्वारा वरिष्ठता और चक्रानुक्रम के अनुसार नामित पांच केन्द्राें के निदेशक
(x) कुलपति द्वारा अध्ययन स्कूलों के अधिष्ठाताओं में से वरिष्ठता के अनुसार चक्रानुक्रम से नियुक्त चार सदस्य
(xi) अधिष्ठाता, छात्र कल्याण
(xii) कुलपति द्वारा वरिष्ठता के अनुसार चक्रानुक्रम से नियुक्त ऐसा एक आचार्य (प्रोफेसर) जो अधिष्ठाता नहीं हो
(xiii) कुलपति द्वारा वरिष्ठता के अनुसार चक्रानुक्रम से नियुक्त ऐसा एक सह-आचार्य (एसोसिएट प्रोफेसर) जो अधिष्ठाता नहीं हो
(xiv) कुलपति द्वारा वरिष्ठता के अनुसार चक्रानुक्रम से नियुक्त एक सहायक आचार्य (असिस्टेंट प्रोफेसर)
2. कार्यकारिणी परिषद् के पदेन सदस्यों को छोड़कर सभी सदस्य तीन वर्षों की अवधि के लिए पद धारण करेंगे।
3. कार्यकारिणी परिषद् की बैठक की गणपूर्ति कार्यकारिणी परिषद् के कम से कम दो बाह्य सदस्यों सहित आधे सदस्यों से पूरी होगी।
(x) कुलपति द्वारा प्रत्येक स्कूल से वरिष्ठता के अनुसार चक्रानुक्रम से नामित ऐसे दो आचार्य (प्रोफेसर) जो अधिष्ठाता अथवा विभागाध्यक्ष/केन्द्रों के प्रमुख नहीं हों और न ही कार्यकारिणी परिषद् के सदस्य हों
(xi) कुलपति द्वारा वरिष्ठता के अनुसार चक्रानुक्रम से नामित ऐसे दो सह-आचार्य (एसोसिएट प्रोफेसर) जो अधिष्ठाता अथवा कुलानुशासक अथवा विभागाध्यक्ष अथवा केन्द्र निदेशक नहीं हों और/अथवा जो न ही कार्यकारिणी परिषद् के सदस्य हों
(xii) कुलपति द्वारा वरिष्ठता के अनुसार चक्रानुक्रम से नामित ऐसे दो सहायक आचार्य (असिस्टेंट प्रोफेसर) जो कार्यकारिणी परिषद् के सदस्य नहीं हों
(xiii) शैक्षणिक परिषद् द्वारा शैक्षिक प्रगति, विकास और उद्योग सहलग्नता में उनके विशेष ज्ञान के लिए सहयोजित ऐसे दस सदस्य जो विश्वविद्यालय की सेवा में नहीं हों

No. PPG/35-2012—In exercise of powers conferred by Section 23 of CAG (DPC) Act, 1971, the Comptroller and Auditor General hereby make the following Regulations further to amend the Regulations on Audit and Accounts, 2007, namely :— 1. (1) These Regulations may be called Regulations on
Audit and Accounts (Amendments), 2012 (2) They shall come into force on the date of their publication in official Gazette.
2. In the Regulations on Audit and Accounts, 2007
The Regulation 210(2) under Chapter 15 of the Regulation on Audit and Accounts may be substituted as below :
"A signed copy of the audit report shall simultaneously be sent to the Secretary, to the President of India or the Governor of the State or Union Territory having legislative assembly or the Administrator of Union Territory, as the case may be, informing him of requisite copies having been sent to the Ministry/Department of Finance" Note :— The Regulation on Audit and Accounts were published in the Gazette of India, Extraordinary, Part-III—Section 4 dated 20.11.2007.

EXECUTIVE COUNCIL
No. 3-2/CUHP/GA/2010/1848—
11(1) The Executive Council shall consist of the following
members :—
(i) Vice-Chancellor.
(ii) Pro-Vice-Chancellor.
(iii) Secretary, Deptt. of Higher Education, MHRD,
COI or his/her nominee.
(iv) Chairman, UGC or his/her nominee.
(v) Secretary of the State Government dealing with
matters relating to Higher Education.
(vi) Four persons of distinction in academics to be
nominated by the Visitor.
(vii) Three serving or retired Vice-Chancellors of Central Universities/Directors of other Central Educational Institutions from other States to be nominated by the Executive Council on the recommendation of the Vice-Chancellor.
(viii) Two eminent academicians, not in the service of the University, to be nominated by the Executive Council from amongst a panel recommended by the Vice-Chancellor.
(ix) One member of the Court to be nominated by the
Court.
(x) Four members from amongst the Deans of Schools of Studies, by rotation according to seniority, to be appointed by the Vice-Chancellor.
(xi) Dean Students' Welfare.
(xii) One Professor who is not a Dean by rotation according to seniority, to be appointed by theVice- Chancellor.
(xiii) One Associate Professor who is not a Dean by rotation according to seniority, to be appointed by the Vice-Chancellor.
(xiv) One Assistant Professor by rotation according to seniority, to be appointed by the Vice-Chancellor.
(2) All member of the Executive Council, other than the ex- officio members, shall hold office for a term of three years.
(3) One half of the Executive Council including at least two external members shall form quorum for a meeting of the Executive Council.
ACADEMIC COUNCIL
13(1) The Academic Council shall consist of the following members :—
(i) The Vice-Chancellor.
(ii) The Pro-Vice-Chancellor.
(iii) Deans of Schools of Studies.
(iv) The Dean Students' Welfare.
(v) The Proctor.
(vi) The Librarian.
(vii) One member of the Court to be nominated by the
Court.
(viii) Ten Heads of teaching Departments according to seniority and rotation to be nominated by Vice- Chancellor.
(ix) Five-Directors of Centres according to seniority and
rotation to be nominated by Vice-Chancellor.
(x) Two Professors, who are not Deans or Heads of the Departments/Centres and are not members of the Executive Council, from each School, by rotation according to seniority to be appointed by Vice- Chancellor.
(xi) Two Associate Professors, who are not Deans or Proctor or Heads of Departments or Director of Centres and/or who are not members of the Executive Council, by rotation according to seniority to be appointed by the Vice-Chancellor.
(xii) Two Assistant Professors, who are not members of the Executive Council, by rotation according to seniority to be appointed by the Vice-chancellor.
(xiii) Ten persons, not in the service of the University, to be co-opted by the Academic Council for their special knowledge in educational progress, development and industry linkage.
(2) All member of the Academic Council, other than the ex- officio members, shall hold office for a term of three years.
(3) One half of the total members of the Academic Council, including at least two external members, shall form the quorum for the meeting of the Academic Council.
