a ) किसी भी व्युत्पन्न खंड में " ट्रेडिंग गॅबर्स " के रूप में पंजीकृत सदस्यों के लिए BMC शुरू की जाएगी ।

स्पष्टीकरणः मेंबर्स की प्रोफाइलिंग को निम्न उदाहरण के साथ समझाया जा सकता है.- एक परिदृश्य पैदा हो सकता है, जिसमें , एक मेम्बर , "स्टॉक ब्रोकर्स " और साथ ही एक "ट्रेडिंग मेंबर्स " के रूप में पंजीकृत हैं और एक प्रमुख के रूप में कैश सेगमेंट पर मालिकाना ट्रेडिंग कर रहे हैं और यह भी कि वह डेरिवेटिव सेगमेंट में ग्राहकों की ओर से केवल लेनदेन. और एक एजेंट के रूप में व्यापार कर रहे हैं। इसके अलावा , मेंबर्स एल्गोरिथत्म ट्रेडिंग की सुविधा का लाभ नहीं प्राप्त कर सकते । ऐसे मामले में , इस तरह के मेंबर्स की प्रोफ़ाइल को " मालिकाना ट्रेडिंग और Algo के बिना ग्राहक की तरफ से ट्रेडिंग " के रूप में मूल्यांकन किया जाएगा। इस तरह के मेंबर्स के लिए लागित BMC डिपॉजिट ₹ 25 लाख होगी।
c) ऊपर तालिका 3 (c) में निर्धारित आवश्यक BMC डिपॉजिट सभी एक्सचेंजों , जिनकी राष्ट्रव्यापी ट्रेडिंग टर्मिनल हों , उनके मेंबर्स / स्टॉक ब्रोकर्स पर लागु होगी ।
d ) उन एक्सचेंजों जिनके राष्ट्रव्यापी ट्रेडिंग टर्मिनल ना हों , के मेंबर्स / स्टॉक ब्रोकर्स के लिए लागित आवश्यक डिपॉजिट आवश्यक BMC डिपॉजिट की 40% की होगी।
e) BMC डिपॉजिट को एक्सचेंजों के किसी भी सेगमेंट में आकस्मिकव्यय को पूरा करने के लिए रखा जाएगा । वो मेम्बर जो एक ही एक्सचेंज में एक से अधिक सेग्मेंट्स में पंजीकृत है, BMC डिपॉजिट की आवश्यकता सभी सेग्मेंट्स के लिए अड़ीटिव नहीं होगी और विभिन्न सेग्मेंट्स में . उच्चतम लागत वाली BMC डिपॉजिट होगी।
f) कोई भी जोखिम ऐसे BMC डिपॉजिट पर प्रदान नहीं किया जाएगा । उपयुक्त BMC डिपॉजिट की आवश्यकता को निर्धारित करने के लिए , सेबी निर्धारित मानदंडों से ज्यादा और ऊपर और उनकी धारणा पर आधारित जुड़े जोखिम का मूल्यांकन करने की, स्टॉक एक्सचेंजों की अनुमति दी जाएगी ।
g) न्यूनतम 50 % जमा राशि नकदी और नकदी के समकक्ष के रूप में होगी । मौजूदा दिशा निर्देश, संपार्श्विक रचना पर वैसे ही लागु रहेंगे ।

3. इसके अलावा , क्लियरिंग कारपोरेशन , कैश और F &O सेगमेंट में किसी भी संस्था की कॉरपोरेट बॉन्ड के ढांचे को लेनदेन के लिए संपार्श्विक के रूप कीस्वीकृति के लिए सक्षम करते हुए ,सुनिश्चित करेगा किः:
बांड AA या इस से ऊपर की रेटिंग (या इसी तरह की नामपद्धति रेटिंग ) जो की रेटिंग एजेंसियों द्वारा मान्यता प्राप्त हो , उसके साथ का होगा ।
ii ) बांड डीमेटीरियालिज़ड फॉर्म में होना चाहिए ।

एथिक्स कमेटी
निदेशक मंडल द्वारा एथिक्स कमेटी का गठन किया जायेगा, जो संचालक मंडल की देखरेख में Securities Contracts ( Regulation) (StockExchanges and Clearing Corporations ) Regulations , 2012 के अनुसूची- II भाग B में निर्दिष्ट कोड निर्धारित करने के लिए जिम्मेदार होगी ।

1. एथिक्स कमेटी कोड के कार्यान्वयन के लिए प्रक्रियाओं को बनायेगी और उपरोक्त कोड के तहत आवश्यक खुलासे के लिए रिपोर्टिंग फार्मेट्स निर्धारित करेगी ।
ii . अनुपालन अधिकारी एथिक्स कमेटी द्वारा निर्धारित आवश्यकताओं पर अमल करेगा.

उद्देश्य और सिद्धांत
व्यापार / व्यावसायिक नैतिकता को एक न्यूनतम स्तर पर स्थापित करने के लिए, निदेशक या कार्यकर्ता निष्पक्ष और पारदर्शी बाजार में जगह की स्थापना के लिए कोड ऑफ़ एथिक्स का पालन करेगा । और यह निम्नलिखित मौलिक सिद्धांतों पर आधारित है:
1. एक्सचेंज और निवेशकों से संबंधित मामलों से निपटने के लिए निष्पक्षता और पारदर्शिता लाना ।
2. नियामक एजेंसियों और एक्सचेंज द्वारा निर्धारित सभी कानूनों/ नियम और विनियम का अनुपालन करना ।
3. यथोचित परिश्रम का प्रयोग करते हुए अपने कर्तव्यों का प्रदर्शन करना ।
4. निदेशकों / पदाधिकारियों के स्वहित और एक्सचेंज और निवेशकों के हितों के टकराव से बचना ।

एक्सचेंज के निदेशक और "प्रमुख प्रबंधन कर्मी" का आचरण, व्यापार के जीवन में अनुकरणीय होना चाहिए . जो एक्सचेंज के अन्य सदस्यों केलिए एक मानक स्थापित करे।

एक्सचेंज के' निदेशक और "प्रमुख प्रबंधन कर्मी ", अधिकारियों या एक्सचेंज के प्रशासनिक स्टाफ, प्रौद्योगिकी , सेवा प्रदाताओं और एक्सचेंज के विक्रेताओं , या एक्सचेंज में किसी भी सूचीबद्ध कंपनी का पक्ष लेने या देने में अपने पद का उपयोग नहीं करेंगे ।

एक्सचेंज के निदेशकों को , निदेशक मंडल द्वारा समय- समय पर निर्धारित एक आवधिक आधार पर (जो मासिक हो सकता है) , उनके और उनके परिवार के सदस्यों के सभी प्रतिभूतियों में लेनदेन का, संचालक मंडल को खुलासा करना होगा ।

अध्यक्ष और निदेशकों की एक्सचेंज के रोज़ के कामकाज में भूमिका:
i. अध्यक्ष और निदेशक, एक्सचेंज के रोज़ के कामकाज में दखल नहीं देंगे और अपनी भूमिका केवल नीतिगत मुद्दे पर फैसला लेने और
जोमुद्दे निदेशक मंडल द्वारा तय किये गए हों उन तक ही सीमित रखेंगे ।
ii. अध्यक्ष और निदेशक को एक्सचेंज द्वारा की जाने वाली रोज़ की जाने वाली गतिविधियाँ पर अपना प्रभाव डालने से रोका गया है ।
iii. अध्यक्ष और निदेशक, कर्मचारियों की नियुक्ति और पदोन्नति के कार्य में सीधे शामिल तबतक नहीं होंगे जब तक विशेष रूप से ऐसा करने का निर्णय ,संचालक मंडल द्वारा नहीं लिया गया हों ।

निदेशक केवल विशिष्ट कमेटी जिसका वो हिस्सा है, उस की ही जानकारी ले सकता है या तब जब निदेशक मंडल द्वारा उन्हें अधिकृत किया

स्थितिका दुरुपयोग
निदेशक / बोर्ड कमेटी के निर्वाचित सदस्य अपने पद का उपयोग संगठन में, स्वयं या परिवार के सदस्यों के व्यापार या किसी आर्थिक लाभ के लिए नहीं करेगा ।
419A ii .
एक व्यक्ति "फिट और उचित व्यक्ति" माना जाएगा, अगर;
a) . ऐसे व्यक्ति का निष्पक्षता और ईमानदारी के रिकॉर्ड सहित सामान्य प्रतिष्ठा है जो यहाँ तक सीमित नहीं है:
(!) वित्तीय अखंडता;
(ii) अच्छीप्रतिष्ठा और चरित्र , और
ईमानदारी;
(iii)
b). अगर उस में निम्न में से कोई एक अयोग्यता हो-
(i ) व्यक्ति या इसके किसी पूर्णकालिक निर्देशकों या प्रबंध भागीदारों को एक अदालत द्वारा किसी भी अपराध जिसमे नैतिक अधमता, आर्थिक अपराध, या प्रतिभूति कानूनों के खिलाफ कोई अपराध शामिल है, के लिए दोषी पाया गया हो;
(ii) समापन के लिए व्यक्ति के खिलाफ एक आदेश पारित किया गया हो;
(iii) व्यक्ति या इसके किसी पूर्णकालिक निर्देशकों या प्रबंध भागीदारों को दिवालिया घोषित किया गया हो और उस से मुक्त ना हुए हों;
(iv) व्यक्ति या इसके किसी पूर्णकालिक निर्देशकों या प्रबंध भागीदारों को, प्रतिभूति और विनिमय बोर्ड (सेबी) या किसी अन्य नियामक प्राधिकारी द्वारा पूंजी बाज़ार में प्रतिभूतियों में निपटने या पूंजी बाजार तक पहुँचने पर रोक या विवर्जित होने का आदेश पारित किया किया गया हो और अवधि के तीन साल, आदेश में विनिर्दिष्ट अवधि की समाप्ति की तारीख से बीत नहीं गया हो;
(v) व्यक्ति या इसके किसी पूर्णकालिक निर्देशकों या प्रबंध भागीदारों पर सेबी या किसी अन्य नियामक प्राधिकारी द्वारा पारित कोई अन्य आदेश जो प्रतिभूति बाजार पर असर करता हो , और आदेश की तारीख से तीन साल की अवधि नही गुजर चुकी हो;
(vi ) व्यक्ति को सक्षम न्यायालय द्वारा अस्वस्थ मस्तिष्क का होना पाया गया हो, और अभी भी वैसा हो; और

(vii ) व्यक्ति आर्थिक रूप से मजबूत नहीं है;
(viii) बोर्ड द्वारा दर्ज किसी भी अन्य लिखित रूप में कारण , जो बोर्ड की राय में , ऐसे व्यक्ति के निदेशक के रूप में नियुक्त किया गया है;

कंपनियों की प्रतिभूतिया, एक्सचेंज के सामान्य खंड में तभी कारोबार करेंगी अगर उन कंपनियो ने प्रोमोटर और प्रोमोटर समूह की 100% शेयर होल्डिंग को डीमैट फार्म में 30 अप्रैल, 2012. से पहले हासिल की है और स्टॉक एक्सचेंज को इस बारे में रिपोर्ट की है उन सभी मामलों में जहा कंपनिया उपरोक्त मानदंडो को पूरा नहीं करती , प्रतिभूति के व्यापार में वह कंपनिया टरेड फॉर टरेड सेगमेंट में रहेगी. :
(i ) प्रमोटर की 100% शेयर होल्डिंग को डीमैट रूप में छुट
सेबी का फैसला है कि प्रोमोटर की 100 % शेयर होल्डिंग , डीमैट रूप में हो उसके अनुपालन के लिए निम्नलिखित छूट को ध्यान में रखा जाएगा । इस तरह की छूट उन मामलों में लागू होगी जहां: - a ) प्रोमोटर जिन्होंने अपने शयेरों को भौतिक रूप में बेच दिया है और वो शेयर अभी तक कंपनी के साथ हस्तांतरण के लिए दर्ज नहीं किये गए हैं ; या
b ) प्रमोटरों / प्रमोटर समूह के हिस्सेदारी का भाग /पूरी हिस्सेदारी से संबंधित मामला किसी भी न्यायालय /ट्रिब्यूनल के समक्ष न्यायाधीन हैं, या
C) किसी भी प्रमोटर की मौत के कारण शेयरों को डीमैट रूप में में नहीं बदला जा सकता है ; या
d) प्रमोटर को आवंटित शेयर को लिस्टिंग के लिए स्टॉक एक्सचेंजों से अंतिम मंजूरी का इंतजार हैं और लंबित रहने की अवधि 30 दिन से कम है या जो शेयर , स्टॉक एक्सचेंजों से अंतिम सूची के लिए अनुमोदन की प्राप्ति पर डीमैट रूपांतरण के लिए लंबित हैं और लंबित रहने की अवधि 15 दिन से कम है ।
उपर्युक्त पैरा ( a ) to (d ) के तहत इस तरह की छूट का लाभ उठाने के लिए , कंपनियों को स्टॉक एक्सचेंज से आवश्यक दस्तावेजी सबूत के साथ संपर्क करना होगा ।

एल्गोरिथ्मके कारोबार पर स्टॉक एक्सचेंजों और स्टॉक ब्रोकरों के लिए व्यापक दिशा निर्देश
1. स्टॉक एक्सचेंजों को एल्गोरिथम व्यापार की अनुमति देने से पूर्व निम्नलिखित को सुनिश्चित करना होगाः
(i ) स्टॉक एक्सचेंजों के पास सिस्टम का लोड प्रबंधित करने के लिए व्यवस्था, प्रक्रिया और सामर्थ्य इस तरीके के होना चाहिए जिस से कि सभी स्टॉक ब्रोकर को प्रतिक्रिया करने के लिये अनुरूप समय प्राप्त हो सके । स्टॉक एक्सचेंज लगातार अपने सिस्टम के प्रदर्शन का अध्ययन करेगा और यदि आवश्यक हो , अपने सिस्टम की अपग्रेडेशन करवाएगा , इसके सहित अपनी सरवेलेंस सिस्टम की आवधिक अपग्रेडेशन करवाएगा ताकि एल्गोरिथम व्यापार के माध्यम से उत्पन्न व्यापार की गति और डेटा की मात्रा के साथ तालमेल रखा जा सके ।
(ii ) बाजार में क्रमबद्ध व्यापार के रखरखाव को सुनिश्चित करने के लिए , स्टॉक एक्सचेंजों द्वारा , प्रभावी आर्थिक हतोत्साहन , स्टॉक ब्रोकर के एल्गो सौदे के अनुपात में उच्च दैनिक व्यापार के लिए रखा जायेगा । इसके अलावा , स्टॉक एक्सचेंज एल्गोस द्वारा निकले किसी भी संभावित उदाहरणों की पहचान और उसे रोकने के लिए निगरानी प्रणालियां बनाएगा ।
(iii) स्टॉक एक्सचेंज यह सुनिश्चित करेगी कि सभी एल्गोरिथम सौदे भारत में स्थित ब्रोकर सर्वर के माध्यम से जरूर निकले होने चाहिए और स्टॉक एक्सचेंजों के पास एल्गोरिथम सौदों और ट्रेड से उत्पन्न जोखिम को नियंत्रण करने के लिए उचित जोखिम नियंत्रण तंत्र होना चाहिए । न्यूनतम जोखिम क्रम स्तर को नियंत्रण करने के लिए निम्न शामिल होंगे:
a. प्राइस जाँच - सौदे से उद्धृत प्राइस, एक्सचेंज द्वारा सुरक्षा के लिए. निर्धारित प्राइस बैंड का उल्लंघन नहीं करेगी । जिन प्रतिभूतियां के प्राइस बैंड नहीं है, वहां डमी फिल्टर को प्रभावी पूर्व चेतावनी प्रणाली के रूप में कीमतों में आई अचानक वृद्धि का पता लगाने के लिए उपयोग में लाया जायेगा ।
b. मात्रा की सीमा जाँच सौदे से उद्धृत मात्रा सुरक्षा के लिए एक्सचेंज द्वारा परिभाषित सौदे के अनुसार अधिकतम अनुमय मात्रा का उल्लंघन नहीं करेगी ।
(iv ) व्यवस्थित व्यापार और बाजार की ईमानदारी के हित में , स्टॉक एक्सचेंज दुष्क्रिय एल्गोस की पहचान के लिए एक प्रणाली बनाएगा (अर्थात जिनसे लूप या रनअवे की स्थिति पैदा होती है )और उपयुक्त कदम उठाएगा, जिसमें कि मेम्बर को सलाह देना , इन एल्गोस को बंद करना और प्रणाली में इस तरह से निकले दुष्क्रिय एल्गोस के किसी भी बकाया सौदे को हटाना शामिल होगा । इसके अलावा, संकटकाल में स्टॉक एक्सचेंज, ब्रोकर टर्मिनल को बंद करने की स्थिति में होनी चाहिए ।
(v) स्टॉक ब्रोकर के टर्मिनल जो कोलेटरल्स के क्षय होनेपर अक्षम हो जाते हैं , उन्हें स्टॉक एक्सचेंज द्वारा जोखिम प्रबंधन प्रक्रियाओं के अनुसार मैन्युअल रूप से सक्षम किया जाएगा ।
(vi) स्टॉक एक्सचेंज एल्गो के द्वारा प्रयोग की जाने वाली ट्रेडिंग रणनीतियां के बारे मेंपूछताछ, निगरानी, जांच , आदि के लिए जानकारी प्राप्त कर सकती है ।
(vii ) स्टॉक एक्सचेंज सेबी को प्रस्तुत की जाने वाली मासिक विकास रिपोर्ट (एमडीआर) में स्टॉक एक्सचेंज पर हुई एल्गोरिथम ट्रेडिंग की रिपोर्ट अन्य बातों के साथ साथ एल्गोरिथम व्यापार के कारोबार का विवरण , कुल व्यापार के प्रतिशत के रूप में एल्गोरिथम ट्रेडिंग का उपयोग करने वाले स्टॉक ब्रोकर की संख्या / ग्राहक, दुष्क्रिय एल्गोस के संबंध में की गयी कार्रवाई, प्राप्त और संसाधित शिकायत आदि, यदिकोई हो , शामिल होगी ।
(viii ) स्टॉक एक्सचेंज बाजार की शुरुआत से पहले अपने सिस्टम की घड़ी को परमाणु घड़ी के साथ इस तरह से सिंक्रनाइज़ करेगी ताकि 783 THE GAZETTE OF INDIA , JUNE 1 , 2013 ( JYAISTHA 11 , 1935 )

उसकी घड़ी में कम से कम एक माइक्रोसैकेण्ड की परिशुद्धता और कम से कम+/- मिलीसैकेण्ड की सटीकता हो।
2. स्टॉक एक्सचेंज यह सुनिश्चित करेगी कि स्टॉक ब्रोकर केवल स्टॉक एक्सचेंज की पूर्व अनुमति पर ही एल्गोरिथम व्यापार की सुविधा प्रदान करेगी। स्टॉक एक्सचेंज,स्टॉक ब्रोकर के सिस्टम का प्रारंभिक अनुरूपता के परीक्षण में प्रयुक्त करने के लिए यह सुनिश्चित करेगी किनीचे उल्लेखित जाँच जगह में हैं और ये कि स्टॉक ब्रोकर का सिस्टम क्रमबद्ध व्यापार प्रतिभूति बाजार की अखंडता की सुविधा प्रदान कर रहा है । इसके अलावा, स्टॉक एक्सचेंज उचित समय- समय पर अनुरूप परीक्षण करेगा और उसके बाद स्टॉक ब्रोकर को परीक्षण के परिणाम व्यक्त करेगी । उन स्टॉक ब्रोकरों जिनको पहले से ही एल्गोरिथम ट्रेडिंग प्रदान की हुई है वहाँ स्टॉक एक्सचेंज यह सुनिश्चित करेगी कि इस परिपत्र में निर्दिष्ट जोखिम नियंत्रण का स्टॉक ब्रोकर द्वारा कार्यान्वित किया गया है । इसके अतिरिक्त, स्टॉक ब्रोकर द्वारा ,स्टॉक एक्सचेंज को प्रस्तुत की गयी वार्षिक प्रणाली लेखापरीक्षा रिपोर्ट में एक विशिष्ट रिपोर्ट यह सुनिश्चित करने के लिए कि सभी कुछ सही जगह पर है, भी शामिल होगी ।
ऐसी लेखा परीक्षा प्रणाली स्टॉक एक्सचेंजों द्वारा पैनल में शामिल प्रमाणित सूचना प्रणाली लेखा परीक्षक (CISA) द्वारा कार्यान्वित की जानी चाहिए । इसके
अलावा, यदि आवश्यक हो, स्टॉक एक्सचेंज स्टॉक ब्रोकर को लेखापरीक्षा रिपोर्ट और जल्दी अंतराल पर प्रस्तुत करने के लिए भी कह सकती है ।
3. स्टॉक ब्रोकर , जो एल्गोस द्वारा उत्पन्न सौदे करने के इच्छुक हैं , वो स्टॉक एक्सचेंज को निम्नलिखित न्यूनतम स्तर के जोखिम नियंत्रण को अपने बलबूते पर लागू करने के सम्बन्ध में संतुष्ट करेगाः
(i ) प्राइस जाँच- सुरक्षा के लिए एल्गो सौदे , स्टॉक एक्सचेंज द्वारा निर्धारित प्राइस बैंड के उल्लंघन में जारी नहीं किया जाएगा ।
(ii) मात्रा की जांच- सुरक्षा के लिए एल्गों सौदे, स्टॉक एक्सचेंज द्वारा परिभाषित सीमित मात्रा के उल्लंघन में जारी नहीं किया जाएगा ।
(iii) सौदा प्राइस की जाँच- सुरक्षा के लिए एल्गो सौदे, स्टॉक एक्सचेंज द्वारा परिभाषित 'प्रति सौदा प्राइस' के उल्लंघन में . जारी नहीं किया जाएगा ।
(iv ) संचयी खुला सौदा प्राइस की जाँच व्यक्तिगत ग्राहक के संचयी खुला सौदा प्राइस के स्तर की जांघ, क्लाइंट्स के लिए ब्रोकर द्वारा निर्धारित की जा सकती है । क्लाइंट्स के लिए संचयी खुला सौदा प्राइस, स्टॉक ब्रोकर के सिस्टम से जारी किये गए गैर निष्पादित सौदे काकुल प्राइस होगा।
(v) स्वचालित निष्पादन की जाँच एल्गो, आगे के लिए सौदों को जारी करने से पहले इसके द्वारा किये गए सभी निष्पादित , गैर निष्पादित और अपुष्ट सौदों का हिसाब रखेगा । इसके अलावा , एल्गो सिस्टम के पास लूप या रनअंवे की स्थिति से निकलने के लिए पूर्व निर्धारित निष्पादक पैरामीटर होना चाहिए।
(vi ) सभी एल्गोरिथम सौदे, ऑडिट ट्रेल को स्थापित करने के लिए स्टॉक एक्सचेंज द्वारा प्रदान किये गए एक अद्वितीय पहचान के साथ टैग कियेजायेंगे । :
4. एक्सचेंज द्वारा पहले से ही की गयी अन्य जोखिम प्रबंधन की जाँच जारी रहेगी और एक्सचेंज अगर जरुरत समझेगी तो एल्गो व्यापार के लिए इस जांच का मूल्यांकन फिर से कर सकती है ।
5. स्टॉक ब्रोकर , जो एल्गोस द्वारा उत्पन्न सौदे का उपयोग करने के इच्छुक हैं , संबंधित स्टॉक एक्सचेंजों को एक वचन पत्र प्रस्तुत करना होगाकि-
(i ) स्टॉक ब्रोकर के पास एल्गोरिदम के प्रयोग के माध्यम से व्यापार करने के लिए, उचित प्रक्रिया , प्रणाली और तकनीकी क्षमता है ।
(ii ) स्टॉक ब्रोकर के पास एल्गोरिदम का दुरुपयोग या अनाधिकृत उपयोग की सुरक्षा के लिए प्रक्रिया और व्यवस्था है ।
(iii) स्टॉक ब्रोकर के पास ऐसी वास्तविक निगरानी प्रणाली होनी चाहिए जो व्यवहार के प्रतिकूल निकले एल्गोरिदम की पहचान कर सके। स्टॉक ब्रोकर इस तरह की घटनाओं के बारे में स्टॉक एक्सचेंज तुरंत सूचित करेगा ।
(iv) स्टॉक ब्रोकर , ऑडिट ट्रेल की सुविधा के लिए सभी व्यापारिक गतिविधियों का लॉग रखेगा । स्टॉक ब्रोकर , एल्गोरिथ्म व्यापार के माध्यम से निष्पादित नियंत्रण के मानकों, आदेशों, ट्रेडों और ट्रेडों से उत्पन्न डेटा बिंदुओं का रिकॉर्ड बनाएगा ।
(v) स्टॉक ब्रोकर , किसी भी संशोधन या अनुमोदित एल्गो में परिवर्तन या एल्गो के लिए प्रयोग किए गए सिस्टम के बारे में स्टॉक एक्सचेंज कोसूचित करेगा ।
स्टॉक एक्सचेंज, यदि आवश्यक हो, ऐसे संशोधित एल्गो की अनुरूपता या फिर परिपत्र में निर्दिष्ट आवश्यकताओं के लिए सिस्टम की तलाश करेमी

सार्वजनिक पेशकश ( आईपीओ) और शेयरों के अन्य वर्ग के लिए सामान्य ट्रेडिंग सेशन में व्यापारिक नियंत्रण
ट्रेडिंग के पहले दिन में उच्च अस्थिरता और कीमतों के भारी उछाल का अवलोकन करने के बाद आईपीओ और री- लिस्टिड स्क्रिप पर व्यापारिक नियंत्रण के लिए एक रूपरेखा बनाने का निर्णय लिया गया है, जो कि सामान्य ट्रेडिंग सेशन में इस प्रकार से लागू होगी ट्रेडसमय

a . 250 करोड़ तक के इशु साइज पर लागित प्राइस बैंडस पहले दिन के लिए यह होगा-
i . यदि संतुलित प्राइस, कॉल औकशन में निकलता है उस सूरत में प्राइस बैंड सामान्य ट्रेडिंग सेशन में संतुलित प्राइस के 5% होगा ।
ii . यदि संतुलित प्राइस, कॉल औकशन में नहीं निकलता है उस सूरत में प्राइस बैंड सामान्य ट्रेडिंग सेशन में इशु प्राइस के 5 % होगा ।
ii . जो स्टॉक एक्सचेंजें, कॉल औकशन की पेशकश करने के योग्य नहीं है उन पर प्राइस बैंड के पहले दिन का उल्लेखित मूल्य यह होगा- A. यदि संतुलित प्राइस, BSE/ NSE की कॉल औकशन में निकलता है, उस सूरत में प्राइस बैंड सामान्य ट्रेडिंग सेशन में 5% निकला हुआ संतुलित प्राइस होगा। एकाधिक संतुलित प्राइस की सूरत में निकला हुआ संतुलित प्राइस जो इशु प्राइस के बिलकुल करीब होगा उसे प्राइस बैंड के पहले दिन का उल्लेखित मूल्य लिया जायेगा ।

b . जो इशुं साइज 250 करोड़ से अधिक के है उन पर लागित प्राइस बैंड पहले दिन के लिए यह होगा
i . यदि संतुलित प्राइस , कॉल औकशन में निकलता है उस सूरत में प्राइस बैंड सामान्य ट्रेडिंग सेशन में संतुलन प्राइस के 20 % होगा ।
ii . यदि संतुलित प्राइस, कॉल औकशन में नहीं निकलता है उस सूरत में प्राइस बैंड सामान्य ट्रेडिंग सेशन में इशु प्राइस के 20 % होगा ।
जो स्टॉक एक्सचेंजें , कॉल औकशन की पेशकश करने के योग्य नहीं है उन पर प्राइस बैंड के पहले दिन का उल्लेखित मूल्य यह होगा - iii. यदि संतुलित प्राइस , कॉल औकशन में निकलता है उस सूरत में प्राइस बैंड सामान्य ट्रेडिंग सेशन में खोजित प्राइस के 5 % होगा ।।
। ii . यदि संतुलित प्राइस , कॉल औकशन में नहीं निकलता है उस सूरत में स्क्रिप कॉल औकशन में तब तक ट्रेडिंग करेगी जब तक प्राइस निर्धारित न कर दिया जाये ।

पात्रता की कसौटी
4.1 एक व्यक्ति अधिकृत व्यक्ति पात्र के रूप में तभी नियुक्त किया जायेगा यदि वोः-
a. भारत का नागरिक हो
b. उम्र 18 वर्ष से कम ना हो
c. धोखाधड़ी या बेईमानी से जुड़े किसी भी अपराध मे दोषी ना पाया गया हो
d. अच्छी प्रतिष्ठा और चरित्रु हो
e. कम से कम 10 वीं या सरकार द्वारा मान्यता प्राप्त संस्थान से समकक्ष परीक्षा पारित हो

95 (b) 11. रोल ओवर सुविधा का परिचय
1. जो ऋणदाता या उधारकर्ता मौजूदा उधार देने या लेने की स्थिति का विस्तार करने के इछुक है उन्हें ऐसी स्थिति में गेल ओवर को अनुमति दी जाएगी जैसे जिन ऋणदाता की प्रतिभूतियां SLB के पे- आउट सत्र में प्राप्त करने के लिए देय है, वे उधार की अवधि का विस्तार कर सकते हैं । वैसे ही उधारकर्ता , जिन्होंने , उधार ली गई प्रतिभूतियों को SLB के पे- इन सत्र में लौटाना है , वे , उसी SLB सत्र के माध्यम से उधार लेने की अवधि का विस्तार कर सकते हैं । रोल ओवर SLB सत्र के हिस्से के रूप में संचालित किया जायेगा ।
2. रोलओवर काउंटर स्थिति की नैटिंग की अनुमति नहीं देगा , यानी कि ग्राहक के 'उधार लेने' और 'उधार देने' की स्थिति की नैटिंग ।
3. रोलओवर तीन महीने की अवधि के लिए ही उपलब्ध होगा , यानी कि मूल अनुबंध जमा दो रोलओवर अनुबंध ।
SLB योजना के तहत शुरुआत तरल सूचकांक एक्सचेंज ट्रेडेड फंड (ईटीएफ)
1. 1.11's तरल, सूचकांक , SLB सेगमेंट में ट्रेडिंग के लिए पात्र होगा।
2. इस परिपत्र के प्रयोजनों के लिए , एक ETF सूचकांक 'तरल' सभझा जाएगा बशर्ते कि ETF सूचकांक 6 पिछले महीनों में कम से कम 80% दिनों पर कारोबार किया है और 6 पिछले महीनों के दौरान इसके प्रभाव लागतकम 1 % से कम या बराबर है ।

43 F ऑर्डर- स्तर की जाँच
1. न्यूनतम पूर्व व्यापार जोखिम नियंत्रण सभी श्रेणियों के लिए स्टॉक्स पर आदेश एक्सचेंज ट्रेडेड फंड (ईटीएफ) , इंडेक्स फ्यूचर्स और स्टॉक फ्यूचर्स निम्नानुसार रूप में होगाः
1.1 मूल्य/ मात्रा सीमा प्रति आदेशः
a) 10 करोड़ रुपए से अधिक मूल्य के किसी भी आदेश को सामान्य बाजार में निष्पादन के लिए. स्टॉक एक्सचेंज द्वारा स्वीकार नहीं किया जाएगा ।
b) इसके अलावा, स्टॉक एक्सचेंज यह सुनिश्चित करेगी कि शेयर दलालों द्वारा उनके अपने ग्राहकों की जोखिम प्रोफाइल पर आधारित मूल्य और / या मात्रा की उपयुक्त जांच कार्यान्वित हुई है
1.2 एक शेयर दलाल के अकार्यान्वित आदेश के मूल्य पर संचयी सीमाः
a) सेबी ने परिपत्र CIR/MRD/DP/ 09/2012 दिनांक 30 मार्च, 2012 को स्टॉक एक्सचेंजों के लिए निर्देश जारी किया था कि स्टॉक एक्सचेंजों को यह सुनिश्चित करना होगा कि स्टॉक ब्रोकर्स के एल्गोरिदम व्यापार में " ग्राहक स्तर सचयी खुला आदेश मूल्य जांच ' होनी चाहिए ।
b) उपरोक्त के अलावा स्टॉक एक्सचेंजों को यह निर्देश दिया जाता है की वे यह सुनिश्चित करें कि स्टॉक ब्रोकर्स ने अपने टर्मिनल से निकले हुए सभी अकार्यान्वित आदेश के लिए ऐसी व्यवस्था कर ली है की संचयी मूल्य सीमा स्टॉक ब्रोकर्स द्वारा निर्धारित संचयी मूल्य सीमा से नीचेकी हो । स्टॉक एक्सचेंजों को यह सुनिश्चित करना होगा कि ऐसी सीमा पूरी तरह से प्रभावी है ।

1.3स्टॉक एक्सचेंज उपरोक्त बिंदु 1.1 (b) और 1.2 ( b) में उल्लेखित की जाँच के कार्यान्वयन सुनिश्चित करने के लिए स्टॉक ब्रोकर्स के परिचालन नियंत्रण की निगरानी बढ़ाएगी यह कार्यान्वित करने पर भी स्टॉक ब्रोकर्स की गलती निकलने की सूरत में निवारक दंड भी लगाएगी ।
गतिशील मूल्य बैंड (जिसे पहले डमी फिल्टर या ऑपरेटिंग रेंज के नाम से कहा जाता था)
2. सेबी ने परिपत्र SMDRPD/ Policy/Cir - 37 /2001 दिनांक June 28 , 2001 के अनुसार स्टॉक एक्सचेंजों को यह प्रणाली लागु करने की सलाह दी थी कि उचित कीमत बैंड (किसी भी दिशा में हो ) , अनिवार्य आवर्ती निपटान में शामिल सभी स्क्रिप, डेरिवेटिव उत्पादों पर उपलब्धस्क्रिप छोड़कर या वे जिन पर सूचकांक डेरिवेटिव उत्पाद उपलब्ध हैं उन पर लागु नहीं होंगे ।
वह स्क्रिप जिन्हें प्राइस बैंड की आवश्यकता से बाहर रखा गया है, इनके लिए स्टॉक एक्सचेंजों द्वारा गतिशील प्राइस बैंड का एक तत्र लागु किया जायेगा जिसे सामान्यतः डमी फिल्टर या ओपरेटिंग रेंज के रूप में जाना जायेगा और जो स्टॉक एक्सचेंजों द्वारा निर्धारित मूल्य सीमा से बाहर आदेशों पर रोक लगायेगा । स्टॉक एक्सचेंजों द्वारा ऐसे गतिशील प्राइस बैंड को मार्किट -वाइड प्रवृत्ति का रुख देख कर राहत दे सकती है !
2.1 गतिशील कीमत बैंड की शुरुआतीमूल्य की सीमा को कसने का निर्णय लिया गया है । स्टॉक एक्सचेंज को गतिशील कीमत बैंड को पिछले बंद किये हुए मूल्य के 10 % पर निम्नलिखित प्रतिभूतियों के लिएः निर्धारित करना होगाः
४ ) स्टॉवरा जिन पर डेरिवेटिव उत्पादक उपलब्धहैं
b ) सूचकांकों में शामिल स्टॉक्स, जिन पर डेरिवेटिव उत्पादक उपलब्ध हैं
c) इंडेक्सफ्यूचर्स,
d) स्टॉकफ्यूचर्स,
2.2 इसके अलावा , किसी भी दिशा में , बाजार के रुझान को देख कर स्टॉक एक्सचेंजों द्वारा गतिशील कीमत बैंड को 5 % की वृद्धिशील से राहत दी जा सकती है । स्टॉक एक्सचेंजे आपसी परामर्श के साथ, गतिशील कीमत बैंड इस प्रकार की राहत गंप्रदान करने के लिए नियम बना सकती है और इन नियमो के बारे में मार्किट में भी बता सकती है ।
जोखिम न्यूनीकरण विधि
3स्टॉक एक्सचेंजे यह सुनिश्चित करेगा की स्टॉक ब्रोकर्स अनिवार्यत रिस्क रिडक्शन मोड में होंगे जब उनके द्वारा समयोजन के लिए उपलब्ध 90% अतिरिक्त जमा पूंजी का मार्जिन के रूप में उन सौदों के लिए उपयोग हो गया है जो मार्जिन सौदे के तहत आते है । इस तरह के रिस्क रिडक्शन मोड में निम्नलिखित शामिल होंगे:
a) राभी अकार्यान्वित आदेश रद्द कर दिये जाएगे यदि स्टॉक ब्रोकर 90 % अनिवार्यत उपयोग स्तर . का उलंघन करेगा ।
b ) सिर्फ तल्काल या रद् ऐट्रिब्यूट्स को ही इस मोड में अनुमति दी जाएगी ।
c) सभी नए सौदों की मार्जिन की प्रचुरता के लिए जाँच की जाएगी ।
d) चॉन मार्जिड आदेशों को स्टॉक ब्रोकर द्वारा रिस्क रिडक्शन मोड में स्वीकार नहीं किया जाएगा ।
e ) स्टॉक ब्रोकेर वापिस नार्मल रिस्क प्रबंधन मोड में चले जायेंगे जब कि स्टोक ब्रोकर द्वारा दी गयी अतिरिक्त जमा पूंजी से 90% कम हो । ANGE क्षमाग के

Explanation: The profiling of members may be explained with the
following example A scenario may arise , wherein , a member hasregistration as a " stock broker" as well as a " trading member" and isengaged as a principal doing proprietary trading on cash segmentand is also engaged as an agent and transacting only on behalf of the clients in the derivatives segment . Further, the member may not have availed facility for algorithmic trading . In such a case , the profile of such a member shall be assessed as "Proprietary trading and trading on behalf of client without Algo" . The applicable BMC deposit for such a member shall be Rs. 25 Lacs .
c. This BMCdeposit requirement stipulated in the table at 3 (c) above , is applicable to ali stock brokers / trading members of exchanges having nation - wide trading terminals.
d. For stock brokers / trading members of exchanges not having nation-wide trading terminals , the deposit requirement shall be40% of the above said BMC deposit requirements .
e . The BMC deposit shall be maintained for meeting contingencies in any segment of the exchange . For members having registration for more than one segment of the same exchange, the BMC deposit requirement shall not be additive for such number of segments and shall be the highest applicable BMC deposit , across various segment .

1. Reserve Bank of India vide RBI /2012-13/439 A.P. (DIR Series) Circular No. 90 dated March 14, 2013 has permitted Filsto use, in addition to already permitted collaterals , their investments in corporate bonds as collateral in the cash segment and government securities and corporate bonds as collaterals in the F&O segment .
2. In light of the above, henceforth Flls are permitted to offer the following collaterals -government securities , corporate bonds, cash and foreign sovereign securities with AAA ratings , for their transactions in both cash and F&O segments. In this regard , the stipulations specifiedby SEBI and RBI with regard to the acceptance of various collaterals shall be adhered to .
3. Further . Clearing Corporations while enabling the framework for acceptance of corporate bonds as collateral for transactions of any entity in the cash and F&O segments , shall ensure that:
Thebonds shall have a rating of AA or above (or 1.ith similar rating nomenclature) by recognised credit rating agencies.
Thebonds shall be in dematerialized form .
ii) iii) The bonds shall be treated as part of the non -cash component of the liquid assets of the clearing member and shall not exceed 10% of the total liquid assets of the clearing member.

Thebonds shall have a fixed percentage based or VaR based haircut . A higher haircut may be considered to cover the expected time frame for liquidation . To begin with the haircut shall be a minimunkof 10 %.

The securities of companies shall be traded in the normal segment of the exchange if and only if, in the company has achieved 100% of promoter's and promoter group's shareholding dematerialized form latestby April30 , 2012 as reported to the stock exchanges .
In all cases , wherein the companiesdo not satisfy the above criteria , the trading in securities of such companies shall take place in trade for trade segment .
(i ) EXEMPTIONS FROM 100 % PROMOTER ( S ) HOLDING IN DEMAT FORM
SEBI has decided that following exemptions shall be taken into consideration while arriving at compliance with 100% promoter(s ) holding in demat form . Such exemption shall be applicable in cases where: - a) Promoter( s) have sold their shares in physical mode and such shares have not been lodged for transfer with the company ; or b) Matters concerning part/entire shareholding of promoters / promoter group are sub judice before any Court/Tribunal ; or
c) Shares cannot be converted into demat form due to death of any promoter (s) ; or d) Shares allotted to promoter (s ) that await final approval for listing from stock exchange and such pendency isless than 30 days or shares that upon receipt of final listing approval from stock exchange are pending conversion to demat and such pendency is less than 15 days .

Foravailing such exemption under Para ( i ) ( a ) to (d ) above , companies shall approach Stock Exchange(s) along with necessary documentary evidence .

Broad Guidelines On Algorithmic Trading To The Stock Exchanges And The Stock Brokers
1. Stock exchanges shall ensure the following while permitting Algorithmic trading:
(i) The stock exchange shall have arrangements , procedures and system capability to manage the load on their systems in such a manner so as to achieve consistent response time to all stock brokers . The stock exchange shall continuously study the performance of its systems and , if necessary, undertake system upgradation , including periodic upgradation of its surveillance system, in order to keep pace with the speed of trade and volume of data that may arise through algorithmictrading.
( ii) In order to ensure maintenance of orderly trading in the market, stock exchange shall put in place effective economic disincentives with regard to high daily order-to-trade ratio of algo orders of the stock broker. Further, the stock exchange shall put in place monitoring systems to identify and initiate measures to impede any possible instances of order floodingby algos .
( iii) The stock exchange shall ensure that all algorithmic orders are necessarily routed through broker servers located in India and the stock exchange has appropriate risk controls mechanism to address the risk emanating from algorithmic orders and trades . The minimum order-level risk controls shall include the following:
a. Price check- The price quoted by the order shall not violate the price bands defined by the exchange for the security . For securities thatdo not have price bands , dummy filters shall be brought into effective use to serve as an early warning system to detect sudden surge in prices .
b. Quantity Limit check The quantity quoted in the order shall not violate the maximum permissible quantity per order as defined by the exchange for the security.
(iv) In the interest of orderly trading and market integrity, the stock exchange shall put in place a system to identify dysfunctional algos ( i.e. algos leading to loop or runaway situation ) and take suitable measures , including advising the member, to shut down such algos and remove any outstanding orders in the system that have emanated from such dysfunctional algos . Further , in exigency, the stock exchange should be in a position to shut down the broker's terminal .
(v) Terminals of the stock broker that are disabled upon exhaustion of collaterals shall be enabled manuallyby the stock exchange in accordance with its risk management procedures.
(vi ) The stock exchange may seek details of trading strategies usedby the algo for such purposes viz. inquiry, surveillance , investigation , etc.
(vii) The stock exchange shall include a report on algorithmic trading on the stock exchange in the Monthly Development Report (MDR) submitted to SEBI inter-alia incorporating turnover details of algorithmic trading , algorithmic trading as percentage of total trading , number of stock brokers / clients using algorithmictrading , action taken in respect ofdysfunctional algos , status of grievances , if any, received and processed, etc.
(vii ) The stock exchange shall synchronize its system clock with the atomic clock before the start of market such that its clock has precision of atleast one microsecond and accuracy of atleast +/- one millisecond.
2. Stock exchange shall ensure that the stock broker shall provide the facility of algorithmic trading only upon the prior permission of the stock exchange . Stock exchange shall subject the systems of the stock broker to initial conformance tests to ensure that the checks mentioned below are in place and that the stock broker's system facilitate orderly trading and integrity of the securities market. Further, the stock exchange shall suitably schedule such conformance tests and thereafter, convey the outcome of the test to the stock broker. For stock brokers already providing algo trading , the stock exchange shall ensure that the risk controls specified in this circular are implemented by the stock broker. Additionally, the annual system audit report for a stock broker, as submitted to the stock exchange , shall include a specific report ensuring that the checks are in place . Such system audit shall be conductedby Certified Information System Auditors ( CISA) empanelledby stock exchanges . Further, the stock exchange shall subject the stock broker systems to more frequent system audits , if required.
3. The stock broker, desirous of placing orders generated using algos , shall satisfy the stock exchange with regard to the implementation of the following minimum levels of risk controls at its end - (i ) Price check - Algo orders shall not be released in breach of the price bands definedby the exchange forthe security.
(ii) Quantity check - Algo orders shall not be released in breach of the quantity limit as defined by the exchange for the security.
( iii) Order Value check - Algo orders shall not be released in breach of the ' value per order' as defined by the stock exchanges .
( iv) Cumulative Open Order Value check - The individual client level cumulative open order value check , may be prescribed by the broker for the clients Cumulative Open Order Value for a client is the total value of its unexecuted orders released from the stock broker system.
(v) Automated Execution check - An algo shall account for all executed, unexecuted and unconfirmed orders, placed by it before releasing further order(s) . Further, the algo system shall have pre-defined parameters for a automatic stoppage in the event of algo execution leading to a loop or runaway situation
(vi ) All algorithmic orders are tagged with a unique identifier provided by the stock exchange in order to establish audit trail .
4.The other risk management checks already put in place by the exchange shall continue and the exchange may re- evaluate such checks if deemed necessary in view of algo trading. 5.The stock broker , desirous of placing orders generated using algos , shall submit to the respective stock exchange an undertaking that-
(i ) The stock broker has proper procedures , systems and technical capability to carry out trading through the use of algorithms .

(ii) The stock broker has procedures and arrangements to safeguard algorithm from misuse or unauthorized access .

( iv) The stock broker shall maintain logs of all trading activities to facilitate audit trail . The stock broker shall maintain record of control parameters , orders , trades and data points emanating from trades executed through algorithm trading .
(v) The stock broker shall inform the stock exchange on any modification or change to the approved algos or systems used for algos.

Inlight of high volatility and price movement observed on first day of trading , it has been decided to put in place a framework of trade controls for IPO and Re -listed scrips applicable to the normal trading session in the following manner -
Trade Timing
Thenormal trading session for IPO and Re-listed scrips on their first day of trading shall commence only subsequent to conclusion of the Call Auction session for such scrip on BSE and NSE . The duration of the Call Auction session is prescribed vide SEBI circular no CIR/ MRD /DP/ 01 /2012 dated January 20, 2012.

1. Any lender or borrower who wishes to extend an existing lent or borrow position shall be permitted to roll - over such positions i.e. a lender who is due to receive securities in the pay out of an SLB session , may extend the period of lending . Similarly, a borrower who has to return borrowed securities in the pay - in of an SLB session, may, through the same SLB session, extend the period of borrowing . The roll - over shall be conducted as part of the SLB session .
2. Roll - over shall not permit netting of counter positions , i.c. netting between the 'borrowed ' and ' lent' positions of a client .
3. Roll- over shall be available for a period of 3 months i.e. the original contract plus 2 roll- over contracts .
Introduction of liquid Index Exchange Traded Funds (ETFs ) under the SLB scheme
1. Liquid Index ETFs shall be eligible for trading in the SLB segment .
2. For the purposes of this circular , an Index ETF shall be deemed ' liquid ' provided the Index ETF has traded on at least 80% of the days over the past 6 months and its impact cost over the past 6 months is less than or equal to 1 %.

1. Minimum pre-trade risk controls for all categories of orders placed on Stocks , Exchange Traded Funds (ETFs ) , Index Futures and Stock futures shall be as follows:
1.1 Value/Quantity Limit per order
(a) Any order with value exceeding Rs . 10 crore per order shall not be accepted by the stock exchange for execution in the normal market .
(b) In addition , stock exchange shall ensure that appropriate checks for value and / or quantity are implemented by the stock brokers based on the respective risk profile of their clients .
1.2 Cumulative limit on value of unexecuted orders of a stock broker :
(a) Vide SEBI cirular CIR/ MRD/ DP/09 / 2012 dated March 30 , 2012 , stock exchanges have been directed to ensure that the trading algorithms of the stock brokers have a ' client level cumulative open order value check' .
(b) In continuation to the above, stock exchanges are directed to ensure that stock brokers put - in place a mechanism to limit the cumulative value of all unexecuted orders placed from their terminals to below a threshold limit set by the stock brokers . Stock exchanges shall ensure that such limits are effective .
1.3 Stock exchanges shall enhance monitoring of the operating controls of the stock brokers to enusre implementation of the checks mentioned at point 1.1 (b ) and 1.2 (b ) above; and levy deterrent penalty in case any failure is observed at the end of stockbroker in implementing such checks .
Dynamic Price Bands (earlier called Dummy Filters or Operating Range)
2. Vide circular no . SMDRPD/Policy/Cir - 37 /2001 dated June 28 , 2001 , stock exchanges had been advised to implement appropriate individual scrip wise price bands in either direction , for all scrips in the compulsory rolling settlement except for the scrips on which derivatives products are available or scrips included in indices on which derivatives products are available.
For serips excluded from the requirement of price bands , stock exchanges have implemented a mechanism of dynamic price bands (commonly known as dummy filters or operating range ) which prevents acceptance of orders for execution that are placed beyond the price limits set by the stock exchanges. Such dynamic price bands are relaxed by the stock exchanges as and when a market - wide trend is observed in either direction .
2.1 It has been decided to tighten the initial price threshold of the dynamic price bands . Stock exchange shall set the dynamic price bands at 10% of the previous closing price for the following securities .
(a) Stocks on which derivatives products, are available ,
(b) Stocks included in indices on which derivatives products are available ,
(c) Index futures,
(d) Stock futures .
2.2 Further, in the event of a market trend in either direction, the dynamic price bands shall be relaxed by the stock exchanges in increments of 5 % . Stock exchanges shall frame suitable rules with mutual consultation for such relaxation of dynamic price bands and shall make it known to the market.
Risk Reduction Mode
3. Stock exchanges shall ensure that the stock brokers are mandatorily put in risk- reduction mode when 90% of the stock broker's collateral available for adjustment against margins gets utilized on account of trades that fall under a margin system . Such risk reduction mode shall include the following:
(a) All unexecuted orders shall be cancelled once stock broker breaches 90 % collateral utilization level .
(b) Only orders with Immediate or Cancel attribute shall be permitted in this mode .
(c) All new orders shall be checked for sufficiency of margins .
(d) Non -margined orders shall not be accepted from the stock broker in risk reduction mode .
(e) The stock broker shall be moved back to the normal risk management mode as and when the collateral of the stock broker is lower than 90 % utilization level .
