मानव संसाध्न विकास मंत्रालय (स्कूल शिक्षा और साक्षरता विभाग) नई दिल्ली, दिनांक 24 जुलाई 2013 संकल्प विषय ः राष्ट्रीय माध्यमिक शिक्षा अभियान (आरएमएसए) के कतिपय मानदंडों का संशोध्न और आरएमएसए के तहत् माध्यमिक शिक्षा की अन्य केन्द्रीय प्रायोजित योजनाओं का सम्मिलन।
सं. 1-15/2010-स्कूल-1--भारत सरकार ने विध्वित् विचार-विमर्श के पश्चात् (2009-10 से कार्यान्वित की जा रही केन्द्रीय प्रायोजित योजना, राष्ट्रीय माध्यमिक शिक्षा अभियान (आरएमएसए) के तहत् 01.04.2013 से आरएमएसए के निम्नलिखित संशोध्ति मानदंड अनुमोदित किए ह :-- (i) राज्यों/संघ राज्य क्षेत्र की सरकारों को आरएमएसए के तहत् अनुज्ञेय सिविल कार्यों के निर्माण हेतु राज्य दर अनुसूची अथवा के.लो.नि.वि. की दर (जो भी कम हो) का प्रयोग करने की अनुमति देना।
(ii) कार्यक्रम के तहत् प्रबंध्न, निगरानी, मूल्यांकन और अनुसंधन (एमएमईआर) को कुल परिव्यय के 2.2 प्रतिशत से बढ़ाकर 4 प्रतिशत करना जिसमें 4 प्रतिशत सार्वजनिक में से 0.5 प्रतिशत राष्ट्रीय स्तर हेतु और शेष 3.5 प्रतिशत राज्य आवंटन के अंश के रूप में होगा। उन राज्यों के मामले में जहां 3.5 प्रतिशत एमएमईआर का बढ़ा हुआ आवंटन भी पर्याप्त नहीं है और इस शीर्ष के तहत् कार्यकलापों में बाध बन सकता है, समग्र राज्य एमएमईआर संघटक के 3.5 प्रतिशत के भीतर, राज्यों/संघ राज्य क्षेत्रों के मध्य भिन्नताएं किसी विशेष राज्य/संघ राज्य क्षेत्र में परिव्यय के अध्कितम 5 प्रतिशत के अध्यध्ीन परियोजना अनुमोदन बोर्ड द्वारा अनुमोदित की जा सकती ह। (iii) माध्यमिक शिक्षा की अन्य केन्द्रीय प्रायोजित योजनाओं--स्कूलों में सूचना और संचार प्रौद्योगिकी, महिला छात्रावास, माध्यमिक स्तर पर निःशक्तों हेतु समावेशी शिक्षा और व्यावसायिक शिक्षा, को उनके मौजूदा स्वरूप में आरएमएसए की छत्रछाया में लेना। (iv) सहायता प्राप्त स्कूलों के लिए आरएमएसए अम्ब्रेला योजना संघटकों के अनुसार गुणवत्ता हस्तक्षेपों के लिए आरएमएसए के लाभ (अवसंरचना सहयोग/मूल क्षेत्र अर्थात् अध्यापक वेतन तथा स्टॉफ वेतन को छोड़कर) सहायता प्राप्त माध्यमिक स्कूलों तक बढ़ाना।
(v) भारत सरकार ने 12वीं योजना की शेष अवध् िके लिए निध्ि हिस्सेदारी की मौजूदा पद्धति गैर-पूर्वोत्तर राज्यों के लिए 75ः25 और पूर्वोत्तर राज्यों (सिक्किम सहित) के लिए 90ः10 जारी रखने का अनुमोदन किया है।
(vi) माध्यमिक शिक्षा की चारों सम्मिलित केन्द्रीय प्रायोजित योजनाओं को शामिल करते हुए आरएमएसए की अम्ब्रेला स्कीम की एकीकृत योजना के अनुमोदन पर विचार करने हेतु मानव संसाध्न विकास मंत्रालय के आरएमएसए परियोजना अनुमोदन बोर्ड को प्राध्किृत करना।
(vii) आरएमएसए अम्ब्रेला स्कीम के सभी संघटकों हेतु निध्यिां जारी करने के लिए आरएमएसए राज्य कार्यान्वयन सोसाइटी को सीध्े तौर पर प्राध्किृत करना।
आदेश
आदेश दिया जाता है कि संकल्प की एक प्रति राष्ट्रीय माध्यमिक शिक्षा अभियान (आरएमएसए) के राष्ट्रीय मिशन के सभी सदस्यों, आरएमएसए और सम्मिलित योजनाओं के परियोजना अनुमोदन बोर्ड के सदस्यों को प्रेषित की जाए।
आदेश दिया जाता है कि संकल्प की एक प्रति भारत सरकार के सभी
मंत्रालयों और विभागों को प्रेषित की जाए।
यह भी आदेश दिया जाता है कि संकल्प भारत के राजपत्र में सार्वजनिक
सूचना हेतु प्रकाशित किया जाए।

RESOLUTION
Subject:— Revision of certain norms of Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and subsuming of other Centrally Sponsored Schemes of Secondary Education under RMSA.
No. 1-15/2010-Sch.1—Under the Rashtriya Madhyamik Shiksha Abhiyan (RMSA), a Centrally Sponsored Scheme being implemented since 2009-10, the Government of India after due consideration approved the following revised norms of RMSA, with effect from 1.4.2013:
(i) to permit State/UT Governments to use State Schedule of Rates (SSOR) or CPWD Rate, (whichever is lower) for construction of civil works permissible under the RMSA .
(ii) to increase the Management, Monitoring Evaluation and Research (MMER) from 2.2 percent to 4 percent of the total outlay under the programme, with 0.5 percent of the 4 percent communal for national level and the rest of the 3.5 percent as part of the State allocation. In cases of States where even with this enhanced allocation of 3.5% MMER would not be adequate and would hamper the activities under the head, within the 3.5% of the overall State MMER component; variations across States/UTs can be approved by the PAB, subject to a maximum of 5% of the outlay in any particular State/UT.
(iii) to subsume the other Centrally Sponsored Schemes of Secondary Education—Information and Communication Technology (ICT) @ School, Girls Hostel, Inclusive Education for Disabled at Secondary Stage (IEDSS) and Vocational Education (VE) in their existing form under the umbrella of RMSA .
(iv) to extend the benefits of RMSA to aided Secondary Schools (excluding infrastructure support / core areas, i.e. Teacher's salary and staff salary) for quality interventions as per RMSA umbrella schemes components for aided schools.
(v) The Government of India approved the continuation of existing fund sharing pattern of 75:25 for the remaining of the 12th plan the period for non-NER States and 90:10 for NER States (including Sikkim).
(vi) to authorize the RMSA Project Approval Board (PAB) of the Ministry of Human Resource Development to consider for approval an Integrated Plan of the umbrella scheme of RMSA, including the four subsumed Centrally Sponsored Schemes of Secondary Education.
(vii) to authorize the release of funds to the RMSA State Implementation Society directly for all components of the RMSA umbrella scheme.
ORDER
ORDERED that a copy of the Resolution be communicated to all members of the National Mission of Rashtriya Madhyamik Shiksha Abhiyan (RMSA), Members of Project Approval Boards (PABs) of RMSA and subsumed schemes.
ORDERED that a copy of this Resolution be sent to all
Ministries and Department of the Government of India.
