(ii) केन्द्रीय सचिवालय सेवा के चयन ग्रेड (उप सचिव) की तदर्थ प्रोन्नति होने पर उनका ग्रेड में नियमित प्रोन्नति हेतु कोई अधिकार नहीं होगा।

(iii) ग्रेड में तदर्थ आधार पर की गई सेवा को न तो चयन ग्रेड में वरिष्ठता हेतु अथवा अगले ऊॅंचे ग्रेड में प्रोन्नति हेतु गणना की जाएगी।

(iv) उनकी यह तदर्थ प्रोन्नति, उन्हें ग्रेड में अनिश्चितकाल तक लगातार कार्य करने का अधिकार नहीं देती तथा उनके ग्रेड को बिना कारण बताए किसी भी समय समाप्त किया जाएगा।

No. 8/5/2013-CS-I(Trg.) dated 25.06.2013, the President is pleased to appoint Shri H. K. Kawllienthang (CSL No. 5578), a regular Under Secretary (Grade-I) of CSS as Deputy Secretary (Selection Grade) in the Ministry of Road Transport & Highways purely on ad hoc basis in Pay Band-3, Rs. 15,600—39,100/- + Rs. 7,600/- Grade Pay, initially for a period of one year w.e.f. 01.07.2013 (F.N.) or until further orders, whichever is earlier.

2. The aforesaid ad hoc appointment is subject to the

following conditions :—

(i) The ad hoc promotion is subject to the final outcome of the pending Writ Petition No. 4097/ 2011-(Arun Gaur Vs. Garima Singh & Ors.), W.P. No. 4616/2011 (V. S. Pandey & Ors. Vs. Garima Singh & Ors.), W.P. No. 7619/2011 (UPSC Vs. Garima Singh & Ors.), W.P. No. 2176/2012 (Union of India Vs. Garima Singh & Others) and other connected Writ Peitions Nos. W.P. (C) 2523/2012 (Union of India Vs. Anant Kishore Saran), W.P. (C) No. 2524/2012-Union of India Vs. Shersha and Anr.), W.P. (C) No. 2525/2012 (Union of India Vs. Syed Eram Rizvi and Anr.), W.P.(C) 2526/2012 (Union of India Vs. Sandeep Kumar Gupta), W.P. (C) No. 2527/2012 (Union of India Vs. Soumya Chattopadhyay and Anr.) in the High Court of Delhi and the SLP (C) No. 9653/2012 (Syed Ekram Rizvi and Ors. Vs. Union of India & Ors.) in the Supreme Court and also any other order by any competent court in any of the connected matters, apart from the above.

(ii) The ad hoc promotion to the Selection Grade (Deputy Secretary) of CSS shall not bestow on him any claim for regular promotion to the grade.

(iii) The service rendered on ad hoc basis in the grade would not count for the purpose of seniority in the Selection Grade or for promotion to the next higher grade.

(iv) The ad hoc promotion shall not confer any right on him to continue in the grade indefinitely and may be terminated at any point of time without giving any reason thereof.
