निबंधन एवं शर्तों के अध्यधीन हैं :--
(i) यह तदर्थ पदोन्नति, इस ग्रेड में अनिश्चितकाल तक बने रहने अथवा नियमित नियुक्ति के लिए चयन सूची में शामिल किए जाने अथवा सीएसएस के ग्रेड-I में वरिष्ठता संबंधी दावा करने के लिए कोई अधिकार प्रदान नहीं करेगी।
(ii) तदर्थ आधार पर यह नियुक्ति बिना कोई कारण बताए किसी भी
समय समाप्त की जा सकती है।

2. उपर्युक्त सहायकों की अनुभाग अधिकारी के पद पर तदर्थ आधार पर नियुक्ति निम्नलिखित शर्तों पर आधारित हैः--
(क) तदर्थ पदोन्नति की अवधि 31.12.2013 तक अथवा सेवानिवृत्ति की तिथि तक अथवा नियमित अनुभाग अधिकारी उपलब्ध होने तक अथवा अगले आदेशों तक, जो भी पहले हो, होगी।
(ख) तदर्थ नियुक्ति व्यक्ति को इस ग्रेड में अनिश्चित काल तक बने रहने अथवा अनुभाग अधिकारी के लिए नियमित नियुक्ति की चयन-सूची में शामिल किए जाने अथवा केन्द्रीय सचिवालय सेवा संवर्ग के अनुभाग अधिकारी ग्रेड में वरिष्ठता का दावा करने का कोई अधिकार प्रदान नहीं करेगी।
(ग) अनुभाग अधिकारी ग्रेड में तदर्थ नियुक्ति वरिष्ठता कोटा और/अथवा सीमित विभागीय प्रतियोगिता परीक्षा के द्वारा नियमित अभ्यर्थियों के उपलब्ध होने तक बनी रहेगी। तदर्थ अभ्यर्थियों के इन किन्हीं भी दो वर्गों में नियमित नियुक्ति के लिए अर्हता प्राप्त न करने की स्थिति में, कार्मिक एवं प्रशिक्षण विभाग द्वारा नियमित अधिकारियों को आवंटित संबंधित संवर्ग एककों में उनके (नियमित अनुभाग अध्किारी) के पद पर कार्यग्रहण करने पर उनकी उपलब्धता की तारीख से सहायक के संवर्ग में पदावनत कर दिया जाएगा।

2. His appointment as Under Secretary on ad hoc basis is
subject to the following terms and conditions :—
(i) The ad hoc promotion shall not confer any right to continue in the grade indefinitely or for inclusion in the Select List for regular appointment or to claim seniority in the Grade-I of CSS.
(ii) Ad hoc appointment may be terminated at any point of time without giving any reason therefor.
(iii) The service rendered on ad hoc basis in the Under Secretary Grade would not count for the purpose of seniority in that grade or for promotion to next higher grade.
(iv) If he has not undergone mandatory Level 'D' Training as enjoined in Cadre Training Plan for the CSS, he will have to undergo the aforesaid training as per nominations made by the Department of Personnel & Training.

2. The appointment of the above named Assistants to the post of Section Officers on ad hoc basis is subject to the following conditions :—
(a) The period of ad hoc promotion would be upto 31.12.2013 or till date of their retirement or till the regular Section Officers are made avialable or until further orders, whicever is earlier.
(b) The ad hoc appointment shall not confer on the appointee any right to continue in the grade indefinitely or for inclusion in the Select List of Section Officers for regular appointment or to claim Seniority in the Section Officers Grade of CSS.
(c) Ad hoc appointment would continue till regular candidates in Section Officer Grade are avialable either through Seniority Quota and/or Limited Departmental Competitive Examiniation (LDCE). In the event of the ad hoc appointees not qualifying for regular appointment in either of these two categories, they shall be reverted to the Assistant's Grade on aviailability of such regular officers from the date they (regular Section Officers) join duty in their respective cadre units allotted to them by the DoP&T.
