सं. 97-प्रेज़/2013--राष्ट्रपति निम्नलिखित व्यक्ति को अत्यधिक वीरतापूर्ण कार्यों के लिए ''अशोक चक्र'' पुरस्कार प्रदान करने का अनुमोदन करते हैं--
1. श्री के.एल.वी.एस.एस.एच.एन.वी. प्रसाद बाबू, रिजर्व निरीक्षक,
आंध््र प्रदेश सरकार (मरणोपरांत)
(पुरस्कार की प्रभावी तारीख : 17 अप्रैल, 2013)
आंध्र प्रदेश-छत्तीसगढ़ सीमा के पास माओवादियों की बड़े पैमाने पर आवाजाही होने के संबंध में विश्वसनीय सूचना प्राप्त होने पर ग्रेहाउंड्स की 5 एसाल्ट यूनिटों की तैनाती की गई। एसाल्ट यूनिटों को जमीनी सुरंगों से पटे और सशस्त्र नागरिक सेना से ग्रस्त घने जंगल के बीच रात्रि के समय 40 कि.मी. तक विषम भू-क्षेत्र के जरिए इनका पता लगाना था। 16 अप्रैल, 2013 को प्रातः 3.30 बजे श्री प्रसाद बाबू के नेतृत्व में ग्रेहाउंड्स यूनिट जैसे ही लक्षित क्षेत्र में पहुंची वैसे ही लगभग 70 माओवादियों ने स्वचालित राइफलों से अंधाधुंध गोलीबारी प्रारंभ कर दी और आई ई डी से विस्फोट भी किए। श्री प्रसाद बाबू अपनी यूनिट के सदस्यों के साथ गोलियों की बौछार के बीच माओवादियों की तरफ बढ़े और 9 उच्च कैडर के माओवादियों को ढेर करने तथा अनेक को घायल करने में अपनी ओर से अहम् भूमिका अदा की।
अगले दिन हेलीकॉप्टर द्वारा 5 हवाई उड़ानें भरी गईं और वहां से कमांडों को सुरक्षित स्थानों पर पहुंचाया गया। तथापि, जब श्री प्रसाद बाबू सहित 19 कमांडों को अंतिम उड़ान के द्वारा ले जाया जाना था, उसी समय 50 हथियार बंद लोगों के साथ लगभग 60-70 माओवादियों ने हेलीकॉप्टर और ग्रेहाउंड्स एसाल्ट यूनिटों पर भी गोलीबारी प्रारंभ कर दी। 19 यूनिट सदस्यों में से 14 सदस्य हेलीकॉप्टर में सवार हो गए जब कि श्री प्रसाद बाबू सहित 5 कमांडों ने मोर्चा संभाला और जवाबी गोलीबारी आरंभ कर दी। नक्सलियों ने हेलीपैड पर कब्ज़ा करने के इरादे से अपनी बंदूकों से गोलियां बरसाते हुए हेलीपैड की ओर आगे बढ़ना शुरू किया। श्री प्रसाद बाबू ने नक्सलियों को वहां से दूर रखा और धैर्य, संकल्प और इस जोखिम में अपने जीवन को डालते हुए कर्तव्य के प्रति अत्यंत समर्पण के साथ गोलीबारी की। जैसे ही हेलीकॉप्टर ने उड़ान भरी, वैसे ही नक्सली बड़ी संख्या में एकत्र हो गए और ग्रेनेडों को फैंकते हुए, स्वचालित राइफलों से गोलीबारी, धनुष और बाणों एवं धारदार हथियारों से हमला करते हुए इनको घेरने का प्रयास करने लगे। श्री प्रसाद बाबू यह समझते हुए कि वे माओवादी, जो लगभग 200 की संख्या में एकत्र हुए थे, कमांडों को निशाना बना रहे हैं, शेष 4 कमांडो से दक्षिणी दिशा में वापस जाने का आग्रह किया और उनके सुरक्षित स्थान पर पहुंचने तक अकेले ही 200 माओवादियों का सामना किया। यद्यपि, श्री प्रसाद बाबू घायल, निर्जलित हो गए और उनके पास गोलाबारूद की कमी आ गई फिर भी अपनी अंतिम सांस तक अटूट संकल्प और विश्वास के साथ अकेले ही लड़ते रहे और 4 कमांडों की जीवन रक्षा की।
श्री प्रसाद बाबू ने माओवादियों के साथ मोर्चा संभालने के दौरान उत्कृष्ट बहादुरी, असाधारण कर्तव्यपरायणता व अनुकरणीय नेतृत्व भावना का प्रदर्शन किया और सर्वोच्च बलिदान दिया।
सुरेश यादव राष्ट्रपति के विशेष कार्य अधिकारी

सं. 98-प्रेज़/2013--राष्ट्रपति निम्नवत् व्यक्तियों को अत्यंत वीरतापूर्ण कार्यों के लिए ''कीर्ति चक्र'' पुरस्कार प्रदान करने का अनुमोदन करते हैं--
1. लेफ्टिनेंट कमांडर अभिलाष टॉमी (04988-के)
(पुरस्कार की प्रभावी तारीख : 31 मार्च, 2013)
लेफ्टिनेंट कमांडर अभिलाष टॉमी ने एकल, अविराम और बिना सहायता के पृथ्वी की जलपथ परिक्रमा की। इनके साहसिक कार्य की कठिनाई का अंदाजा उस तथ्य से लगाया जा सकता है कि इनसे पहले केवल 78 व्यक्ति और एक एशियाई इस समुद्री यात्रा को सफलतापूर्वक पूरा कर पाए थे। 151 दिनों की यह समुद्री यात्रा जो मुंबई से 01 नवम्बर, 2012 को प्रारम्भ हुई थी, के दौरान अभिलाष नाव में एकमात्र सवार थे, इन्होंने न तो बाहर से कोई मदद ली और न ही प्रणोदन के लिए अपने इंजनों का उपयोग किया, इन्होंने 40,000 कि. मी. की दूरी को पूरा किया। इनकी पूरी लगातार समुद्री यात्रा 10 मीटर की जलीय तरंगों और 4 से 40 डिग्री सेल्सियस के बीच भिन्न-भिन्न तापमानों सहित 100 कि. मी. प्रति घंटे से अधिक की हवाओं का सामना करते हुए पूरी हुई क्योंकि उन्हें विश्व के भिन्न-भिन्न भागों से गुजरना पड़ा। यह अकेला नाविक प्रायः नजदीकी जमीन से 4000 से 5000 कि. मी. दूर और आपातस्थिति में किसी सफल बचाव कार्य से दूर तथा एकमात्र रूप से स्वयं पर निर्भर था। इस समूची समुद्री यात्रा के दौरान अनेक बार उग्र मौसम ने नाव के सबसे बड़े पाल को खोल दिया जिससे नाव के हिलते हुए पलटने तक की नौबत आ गई। कई अवसरों पर मुख्य पाल के फटे हुए टुकड़ों को650 भारत का राजपत्र, नवम्बर 2, 2013 (कार्तिक 11, 1935) [भाग I—खण्ड 1 हटाने के लिए अभिलाष को मस्तूल पर चढ़ना पड़ा और मस्तूल टूटने से नाव की रक्षा की। इस अधिकारी द्वारा की गई 151 दिनों की रोमांचित करने वाली समुद्री यात्रा भारतीय समुद्रीय इतिहास में बेमिसाल है।
लेफ्टिनेंट कमांडर अभिलाष टॉमी ने पृथ्वी की अकेले समुद्री परिक्रमा करने के दौरान अटूट साहस, संयम और पेशेवर कुशलता का परिचय दिया।
2. आई सी-65454एफ मेजर महेश कुमार, सेना मेडल, पंजाब
रेजिमेंट/22वीं बटालियन द राष्ट्रीय राईफल
(पुरस्कार की प्रभावी तारीख : 17 अप्रैल, 2013)
18 दिसम्बर, 2012 को सादीपुर, गांव सोपोर, जम्मू एवं कश्मीर में आतंकवादियों की उपस्थिति की सूचना के आधार पर मेजर महेश कुमार ने योजना बनाई और तत्काल लक्षित मकान की कारगर रूप से घेराबंदी कर दी। 0410 बजे आतंकवादियों ने अंधाधुंध गोलाबारी प्रारंभ कर दी और घेराबंदी को तोड़ने का प्रयास किया। इस अधिकारी ने स्थिति को नियंत्रण में लिया और प्रभावी गोलाबारी कर उनको भागने नहीं दिया। अध्किारी द्वारा की गई इस बहादुरीपरक कार्रवाई के परिणामस्वरूप एक आतंकवादी मारा गया। मकान को ध्वस्त करने के लिए विस्फोटक अकरण का सहारा लेने के लिए उक्त अधिकारी आतंकवादियों की अंधध्ुंध गोलाबारी के बीच व्यक्तिगत सुरक्षा की बिलकुल परवाह न करते हुए लक्षित मकान की ओर बढ़ा। दो आतंकवादी अंधाधुंध गोलाबारी करते हुए मकान से बाहर भागने लगे। यह अधिकारी भारी गोलाबारी के बीच रेंगते हुए आगे बढ़ा और स्वयं ही दोनों कट्टर आतंकवादियों का काफी नजदीक से सफाया कर दिया।
21 अक्तूबर, 2012 को ऐसी ही साहसिक कार्रवाई में शालपुरा मोहल्ला, सोपोर में घेराबंदी और तलाशी अभियान के भाग के रूप में उपर्युक्त अधिकारी का एक ऐसे आतंकवादी से सामना हुआ जो आई डी द्वारा ध्वस्त किए गए मकान के मलबे से अंधाधुंध गोलाबारी करता हुआ बाहर निकला। इस अधिकारी ने अपनी टुकड़ियों को कवरिंग गोलीबारी करने का आदेश दिया। उल्लेखनीय निपुण कुशाग्र बुद्धि, अदम्य साहस का परिचय देते हुए इन्होंने अपने घुटनों के बल का सहारा लिया और उस भारी गोलाबारी के बीच मकान में प्रवेश किया एवं काफी निकट से आतंकवादी को मौत के घाट उतार दिया।
17 अप्रैल, 2013 को ऐसी एक और वारदात में बेहरामपुरा गांव, सोपोर में आतंकवादियों के होने की संपुष्ट सूचना के आधार पर मेजर महेश ने अपनी योजना तैयार की और तत्काल कार्रवाई प्रारंभ कर दी। चुनौती पाकर दोनों आतंकवादियों ने साइकिल पर सवार होकर भागने का प्रयास किया। साहसी और तत्काल कार्रवाई में मेजर महेश ने भागते हुए आतंकवादियों का पीछा किया। एक आतंकवादी ने एक हैंड ग्रेनेड निकाला और इसकी सुरक्षा पिन निकालने की कोशिश की। उपर्युक्त अध्किारी ने अपनी व्यक्तिगत सुरक्षा की परवाह किए बिना आतंकवादी पर धावा बोल दिया और उसके साथ नजदीकी हाथापाई में उसे पकड़ लिया।
मेजर महेश कुमार सेना मेडल ने सफल आतंकवादी विरोधी कार्रवाई में अदम्य साहस, उत्कृष्ट वीरता और विशिष्ट नेतृत्व भावना का प्रदर्शन किया।
3. श्री लोहित सोनोवाल, निरीक्षक, असम सरकार (मरणोपरांत)
(पुरस्कार की प्रभावी तारीख : 19 अप्रैल, 2013)
19 अप्रैल, 2013 को 0200 बजे विश्वसनीय सूत्रों से सूचना प्राप्त हुई कि संदिग्ध उल्फा संगठन का एक समूह सं. 1, कोरडोईगुड़ी गांव, जिला तिनसुकिया, असम के सामान्य क्षेत्र में शरण ले रहा है। तिनसुकिया पुलिस और 68 बटालियन, केन्द्रीय रिज़र्व पुलिस बल द्वारा संयुक्त रूप मेें कार्रवाई शुरू की गई। जैसे ही कार्रवाई दल लक्ष्य क्षेत्र तक पहुंचा, उन्होंने देखा कि वहां पर अलग-अलग 6-7 घर हैं जिनके चारों ओर चाय के बागान थे। तलाशी अभियान के दौरान श्री लोहित सोनोवाल के नेतृत्व वाली पुलिस टीम ने एक मकान के अंदर कुछ असाधारण हलचल देखी और इन्होंने तुरंत निकट के क्षेत्र की घेराबंदी कर दी तथा सुबह होने का इंतजार किया। जैसे ही कार्रवाई दल संदिग्ध मकान के पास पहुंचा वैसे ही दो बच्चों के साथ एक महिला मकान से बाहर निकली और पुलिस की मौजूदगी देखते ही उसने मकान के अंदर शरण ले रहे उग्रवादियों को सचेत कर दिया। सशस्त्र उग्रवादी तुरंत मकान से बाहर निकले और पुलिस दल को निशाना बनाते हुए अंधाधुंध गोलाबारी शुरू कर दी। यद्यपि श्री लोहित सोनोवाल गोलाबारी के एक दम सामने थे किन्तु उन्होंने अपनी व्यक्तिगत सुरक्षा की चिन्ता किए बिना दो बच्चों के साथ उस महिला को अकेले ही बचाने में सफल रहे जो बंदूक की गोलाबारी के बीच में फंसे थे। वे बचकर गोली चलाने के लिए पास में पेड़ों के पीछे चले गए और वहां से जवाबी गोलीबारी की। उग्रवादियों ने श्री लोहित सोनोवाल को निशाना बनाते हुए गोलीबारी जारी रखी और चाय की झाड़ियों और सिविलियनों का सहारा लेकर बच निकलने का प्रयास किया। आमने-सामने की गोलाबारी के दौरान एक कट्टर उल्फा उग्रवादी के शरीर में गोली लगी और वह वहीं पर गिर गया। दूसरा उग्रवादी पुनः मकान में घुस गया और अन्य उग्रवादी घनी चाय की झाड़ियों का सहारा लेकर भाग निकले। जो उल्फा उग्रवादी पुनः घर में घुस गया था उसने अंधाध्ुंध् गोलीबारी की और श्री लोहित सोनोवाल की ओर ग्रेनेड फैंके। आमने-सामने की गोलाबारी के दौरान श्री लोहित सोनोवाल गोली लगने से घायल हो गए परन्तु उन्होंने सीधी गोलाबारी में दो उग्रवादियों को मौत के घाट उतार दिया। तथापि, श्री लोहित सोनोवाल की बाद में गोली लगने से मृत्यु हो गई।
श्री लेहित सोनोवाल ने उग्रवादियों का सामना करते हुए अदम्य साहस, अनुकरणीय नेतृत्व, ड्यूटी के प्रति समर्पण का प्रदर्शन किया और उग्रवादियों से लड़ते हुए अपना जीवन बलिदान किया।

कार्बी आंगलांग जिले के एक गांव के पूर्वी भाग में जंगल में कार्बी पीपल लिबरेशन टाइगर आतंकवादियों (के पी एल एफ) के शरण लेने की सूचनाभाग I—खण्ड 1] भारत का राजपत्र, नवम्बर 2, 2013 (कार्तिक 11, 1935) 651 के आधर पर 20 जून, 2012 को एक आपरेशन चलाया गया। कार्रवाई दल 0600 बजे लक्ष्य क्षेत्र पर पहुंचा और लक्ष्य क्षेत्र की पूरी तलाशी ली गई परन्तु कुछ भी हाथ नहीं लगा। जब स्थिति का जायजा ही लिया जा रहा था कि पास ही में ध्ुँआ होने का पता चला। तत्काल एक योजना तैयार की गई जिसमें कैप्टन रामप्रीत सिंह ने लक्ष्य क्षेत्र के समीप जाने के लिए कार्रवाई दल का नेतृत्व करने की अपनी इच्छा व्यक्त की। अचानक ही उनके ऊपर स्वचालित हथियारों से गोलाबारी होने लगी। वहां का पहुंच मार्ग अत्यंत संकुचित था और कैप्टन रामप्रीत सिंह का सम्पूर्ण दल भारी गोलीबारी में फंस गया था। इसकी परवाह न करते हुए कैप्टन रामप्रीत सिंह अपने शेष दल को कवर करने के लिए छोड़ते हुए अपने साथी के साथ एक साहसिक और बहादुरी पूर्ण कार्रवाई में अपने दल की सुरक्षा को छोड़ते हुए लक्ष्य की ओर आगे बढ़े। साथी का कवर फायरिंग के अंतर्गत उन्होंने अनुकरणीय युद्ध कौशल और सामरिक युक्तिचालन का प्रदर्शन करते हुए उग्रवादियों को मात दे दी और अत्यंत वीरतापूर्वक कार्रवाई में दोनों उग्रवादियों, जो अंधध्ुंध् गोलाबारी कर रहे थे, को मार गिराया।
कैप्टन रामप्रीत सिंह ने आतंकवादियों से मुकाबला करते हुए अनुकरणीय
प्रतिबद्धता, मिशनरी जोश और अदम्य साहस का प्रदर्शन किया।
2. एसएस-41220वाई मेजर अमरजीत सिंह, मैकेनाइज्ड इन्फैन्ट्री/44
वीं बटालियन, द असम राईफल
(पुरस्कार की प्रभावी तारीख : 30 जून, 2012)
मणिपुर जिले के उखरूल गांव के सामान्य क्षेत्र में आतंकवादियों की मौजूदगी होने की पक्की सूचना के आधर पर मेजर अमरजीत सिंह द्वारा 30 जून, 2012 को 0300 बजे घेराबंदी और तलाशी अभियान चलाया गया। लक्षित गांव में पहुंचने पर यह महसूस किया गया कि आतंकवादी गांव से लगभग 4 किलोमीटर उत्तर-पूर्व के घने जंगलों में क्षेत्रीय कुटीर में चले गए थे। व्यावसायिक और युक्तियुक्त बुद्धि का प्रयोग करते हुए अध्किारी ने सैन्य दल को पुनः संगठित किया और घने जंगलों तथा भयंकर झाड़-झंखड़ों जिसमें दुर्गम चढ़ाई और खतरनाक नीची ढाल शामिल ह, के दुष्कर रास्तों से होते हुए लक्ष्य क्षेत्र की ओर आगे बढ़े। अपनी सैन्य टुकड़ी के साथ अध्किारी पश्चिम से आगे बढ़े। अत्यंत निकट में लक्षित कुटीर का पता लगने पर, वह चुपके-चुपके और तेजी से लक्ष्य की ओर आगे बढ़े। फिर भी, एक आतंकवादी जिसने कुटीर के बाहर खड़े होकर सैन्य टुकड़ी की हलचल देख ली थी, ने उन पर गोली चला दी और उत्तर-पश्चिम की ओर समीपस्थ चढ़ाई की ओर भागा। उसी समय, कुटीर के अंदर के आतंकवादियों ने टुकड़ी पर गोली चला दी। अपनी व्यक्तिगत सुरक्षा की परवाह किए बिना मेजर अमरजीत सिंह अपने साथी के साथ आगे बढ़े और आतंकवादियों को भयंकर गोलीबारी में उलझाए रखा। इस करीबी मुठभेड़ में अध्किारी ने अचूक निशानेबाजी और असाधरण साहस से दो आतंकवादियों को मार गिराया, उनमें से एक आंतकवादी ग्रुप का कमांडर-इन-चीफ था।
मेजर अमरजीत सिंह ने आतंकवादियों की गोलीबारी के बीच अदम्य साहस, ध्ैर्य, अटल दृढ़निश्चय, निर्णायक तथा शांत आत्मसंयम का प्रदर्शन किया।
3. आईसी-69663डब्ल्यू मेजर स्वागत कुमार दास, 9वीं बटालियन,
द सिख लाइट इन्फैन्ट्री
(पुरस्कार की प्रभावी तारीख : 05 अगस्त, 2012) 05 अगस्त, 2012 को असम के गोलपारा जिले के सामान्य क्षेत्र में आतंकवादियों के एक ग्रुप की मौजूदगी होने के बारे में प्राप्त विशिष्ट सूचना के आधर पर, मेजर स्वागत कुमार दास ने लक्षित गांव के नजदीक जंगल के अगले किनारे के पूर्व टोही बाहरी रास्ते पर घात लगाने की योजना बनाई। रात के लगभग 08ः30 बजे अध्किारी ने गांव के चारों ओर जानबूझकर हलचल दर्शाने हेतु दूसरे सैन्य दल को निदेश दिया। इसी बीच, अध्किारी ने तीन संदिग्ध् हथियारबंद व्यक्तियों को गांव से जंगल की ओर जाते हुए पासिव नाइट विजन गूगल से देखा। अध्किारी ने संदिग्ध् आतंकवादियों को रुकने की चुनौती दी। चुनौती दिए जाने पर आतंकवादियों ने भाग निकलने के प्रयास में अध्किारी और उनके साथियों पर अंधध्ुंध् गोली चला दी। अध्किारी ने स्थिति का शीघ्र जायजा लिया और फिर घात लगाई तथा भागते हुए आतंकवादियों पर नियंत्रित प्रतिकारात्मक गोलियां चला दी। अपनी व्यक्तिगत सुरक्षा की बिल्कुल भी परवाह न करते हुए अध्किारी भागते हुए आतंकवादियों के पास पहुंच गया और अचूक निशाने से दो खूंखार आतंकवादियों का सफाया कर दिया। मृतक आतंकवादियों की पहचान यूनाइटेड लिबरेशन प्रईंट ऑफ असम के स्वघोषित लेफ्टिनेंट और स्वघोषित नायक के रूप में की गई थी।
मेजर स्वागत कुमार दास ने दो कट्टर उल्फा उग्रवादियों का सफाया करने
में अदम्य साहस तथा प्रेरणात्मक नेतृत्व का प्रदर्शन किया।
4. श्री प्रकाश रंजन मिश्रा, डिप्टी कमांडेट, केन्द्रीय रिजर्व पुलिस बल
(पुरस्कार की प्रभावी तारीख : 18 सितम्बर, 2012)
17 सितम्बर, 2012 को झारखंड के चतरा जिला के गांव रबदा (जूरी) के एक घर में एक नक्सल दस्ता सीपीआई (माओवादी) की उपस्थिति के बारे में खुफिया-सूचना के आधर पर श्री प्रकाश रंजन मिश्रा के कमान में सिविल पुलिसकमयों के साथ 203 कोबरा संयुक्त दल का गठन किया गया। संयुक्त दल को ब्रीफ किया गया और एक ऑपरेशन ''पथर'' की योजना बनाई गई। दस्ता (नक्सल गु्रप) से उनके इलाके में सामना करना एक चुनौतीपूर्ण और अत्यंत कठिन कार्य था। यह कठिन कार्य इस तथ्य से और दुरुह हो गया था कि यह निरंतर बारिश वाली अंध्ेरी रात थी जिसमें प्रकृति की सभी विषमताओं को मात करने के कौशल का परिचय देते हुए टीम अत्यंत अंध्ेरे में तत्परता से युक्तिपूर्वक आगे बढ़ी और पानी से भरे धन के खेतों और घने जंगली गड्ढ़ों से पैदल 8 किलोमीटर की दूरी तय करने के बाद श्री मिश्रा की कमांड में सैनिक लगभग प्रातः 3ः00 बजे रबदा गांव पहुंचे। नक्सलियों की उपस्थिति वाले घर की सही स्थिति का पता नहीं था। यह बहुत ही जोखिम भरा कार्य था, परंतु श्री मिश्रा के उत्साह, युक्ति, निपुणता और बुद्धिमत्ता निर्णायक सिद्ध हुई और वे नक्सल से घिरे हुए घर का पता लगा सके। श्री मिश्रा जान का जोखिम लिए हुए घर की ओर रेंगते हुए आगे बढ़े उस दौरान उन्होंने नाइट विजन डिवाइस का प्रयोग किया। जब वह घर से 4-5 मीटर की दूरी पर पहुंचे तब वे नक्सलियों और गृह-स्वामी के पारिवारिक सदस्यों की स्थिति देख सकते थे। उन्होंने माओवादी कैडर को आत्मसमर्पण करने की चुनौती दी, जिसका उन्होंने घर से और समीपस्थ मक्का के खेत से गोलीबारी करके तुरंत जवाब दिया। श्री मिश्रा के कमांड में टीम ने भी प्रतिकारात्मक जवाब दिया। दोनों तरफ की गोलीबारी में श्री मिश्रा को दो गोलियां लगीं। गम्भीर रूप से घायल और काफी खून बहने के बावजूद, उन्होंने ध्ैर्य नहीं खोया और वीरतापूर्वक नक्सलियों के साथ गोलीबारी करते रहे। दोनों तरफ की गोलीबारी के दौरान, एक नक्सली मारा गया और अन्य652 भारत का राजपत्र, नवम्बर 2, 2013 (कार्तिक 11, 1935) [भाग I—खण्ड 1 गोलियों से घायल हो गए। इस मुठभेड़ में, श्री मिश्रा को फिर दो गोलियां लगीं। गम्भीर रूप से घायल होने के बावजूद श्री मिश्रा नक्सलियों पर लगातार गोलीबारी करते रहे। इसके कारण नक्सली अपनी स्थिति से पीछे हटकर भाग गए।
श्री प्रकाश रंजन मिश्रा ने नक्सलियों के साथ लड़ते हुए कार्य के प्रति अनुकरणीय साहस और समर्पण भाव दिखाया तथा निर्दोष सिविलियन और अन्य पुलिस कमयों की जान बचाई।
5. 789953 एयरक्राफ्ट्समैन मुरली कन्नान, पर्यावरणीय सहायता सेवा
सहायक (मरणोपरांत)
(पुरस्कार की प्रभावी तारीख : 06 अक्तूबर, 2012)
06 अक्तूबर, 2012 को, एयरक्राफ्ट्समैन मुरली कन्नान को असम के वायु सेना स्टेशन दिन्जन के अग्नि-शमन अनुभाग के प्रभारी गैर-कमीशन प्राप्त अध्किारी, (एनसीओ आईसी) की ड्यूटी के लिए भेजा गया। समीपस्थ गांव से 'फायर काल' प्राप्त होने पर, एयरक्रफ्ट्समैन कन्नान के तत्काल अग्नि-शमन कमयों को तैयार किया और उन्हें नागरिक प्रशासन की सहायता करने के लिए भेजा। यह कार्य अत्यंत कठिन था क्योंकि घनघोर अंध्ेरा था और एलपीजी सिलेन्डर केे फटने और घर में रखे हुए अन्य ज्वलनशील पदार्थों से आग तेजी से फैल रही थी। आग की लपटें छत से ऊपर निकल रही थीं और आग पूरे गांव को चपेट में लेने का खतरा बनती जा रही थी, क्योंकि घर एक-दूसरे से सटे हुए थे। ऐसी स्थिति में, एयरक्राफ्ट्समैन कन्नान ने स्थिति का ठीक से जायजा लिया और आग शुरू होने के स्थान की पहचान की। अपने जीवन की परवाह न करते हुए, वह जलती हुई छत पर चढ़ गए और आग के उद्गम स्थान पर पानी का छिड़काव शुरू कर दिया। अत्यंत जोखिमयुक्त स्थिति में उनके शौर्यपूर्ण प्रयास और पराक्रमी कार्य से आग पर काबू पा लिया गया और उससे अनेक बहुमूल्य जीवन और सम्पत्तियां बचीं। किंतु, लपटों से संघर्ष करते समय, एयरक्राफ्ट्समैन कन्नान वीरगति को प्राप्त हो गए।
युवा, बहादुर और साहसी एयरक्राफ्ट्समैन मुरली कन्नान ने अपनी आयु और सेवा से ऊपर बढ़कर अत्यंत साहस और पराक्रम का प्रदर्शन किया तथा सर्वाेच्च बलिदान दिया।
6. संख्या एक्स जीएस-194534डब्ल्यू जूनियर इंजीनियर (सिविल)
मनीष (मरणोपरांत)
(पुरस्कार की प्रभावी तारीख : 26 अक्तूबर, 2012)
श्री मनीष, जूनियर इंजीनियर (सिविल) एक युवा सुपरवाइजर को किलोमीटर 31 से किलोमीटर 40 तक औरंग-कलकतंग-शेरगांव-रूपा-तेंगा सड़क पर कार्य कराने के लिए नियुक्त किया गया। 26 अक्तूबर, 2012 को प्रातः 11ः00 बजे दो सेना के पायनियर गार्ड और एक ड्राइवर के साथ चट्टानों को तोड़ने के लिए जोखिम भरे कार्य स्थल पर सवस ट्रैक्टर से विस्फोटक सामग्री ले जाते समय, दुर्भाग्यवश ट्रैक्टर उलट गया और शिकारीदंगा (असम) के पास किलोमीटर 32.500 पर घाटी में जा गिरा।
श्री मनीष तत्काल तीव्र सूझ-बूझ का प्रदर्शन करते हुए हरकत में आ गया और दोनों साथी गार्डों को ट्रैक्टर से दूर ढकेल दिया। इसके अतिरिक्त, जिस समय ट्रैक्टर घाटी में ध्ीरे-ध्ीरे नीचे खिसक रहा था उन्होंने टै्रक्टर ड्राइवर को बाहर खींचने की कोशिश की। यद्यपि, वह ट्रैक्टर से ड्राइवर को बाहर खींचने में सफल हुए परन्तुु दुर्भाग्यवश ट्रैक्टर का पिछला पहिया उनके ऊपर आ गया और उनको अपनी जान से हाथ धेना पड़ा। प्राण न्यौछावर होने से पहले श्री मनीष सेना के दोनों पायनियर गार्डों और ट्रैक्टर के ड्राइवर की जिंदगी बचाने में सफल रहे।
श्री मनीष ने इस प्रकार अदम्य साहस, उल्लेखनीय बाहदुरी, सूझ-बूझ, मैत्री भावना का प्रदर्शन किया और अत्यंत विषम परिस्थिति का सामना करते हुए अपने साथियों की जिंदगी बचाते समय अपने जीवन का सर्वोच्च बलिदान किया।
7. एससी-00574एम मेजर मोहन चन्द्रा, सेना मेडल, चौथी बटालियन
द कुमाऊं रेजिमेंट
(पुरस्कार की प्रभावी तारीख : 08 नवम्बर, 2012)
08 नवम्बर, 2012 को रात 11ः00 बजे जम्मू और कश्मीर के कुपवाड़ा जिले की नियंत्रण रेखा पर घात लगाते समय, मेजर मोहन चन्द्रा ने छः आतंकवादियों की संदिग्ध् गतिविध्यिों को देखा। उन्होंने अपने दल को तुरन्त सचेत किया और दल को पुनः नियोजित किया। वे बाड़े-घेरे के थोड़ा आगे बढ़े। जब आतंकवादी उनसे मात्र 15 मीटर दूर थे, उन्होंने असाधरण निर्भीकता, साहस, फायरिंग कौशल और फुर्ती दिखाते हुए उन्होंने तत्काल क्लेमोर माइन चलाई और अपने व्यक्तिगत हथियार से गोलियां चला दी। इस गोलीबारी में पांच खूंखार विदेशी आतंकवादियों का सफाया किया गया। अध्किारी ने अकेले ही दो आतंकवादियों को मार गिराया। इस प्रकार, उनके इस साहस प्रदर्शन और अपनी व्यक्तिगत सुरक्षा की परवाह किए बिना अपनी ओर किसी जान हानि के बिना एक बड़ी घुसपैठ को सफलतापूर्वक विफल कर दिया।
मेजर मोहन चन्द्रा, सेना मेडल ने व्यक्तिगत सुरक्षा की परवाह न करते हुए आतंकवादियों से लड़ते समय उत्कृष्ट साहस और दिलेरी का परिचय दिया।
8. आदेश कुमार एसईए-I सीडी III (220165-ए)
(पुरस्कार की प्रभावी तारीख : 13 दिसम्बर, 2012)
समुद्रतल से लगभग 2500 मीटर की ऊंचाई पर अवस्थित चरहार गांव में 4-5 आतंकवादियों की उपस्थिति की आसूचना के आधर पर, आतंकवादियों को बेअसर करने के लिए 9 अर्द्धसुरक्षा बलों, 27 राष्ट्रीय राइफल और मार्कोज के एक दल ने संयुक्त ऑपरेशन चलाया। संक्रियाओं में नौसैनिक आदेश कुमार के पूर्व कार्यनिष्पादन को देखते हुए, उन्हें मार्कोज दल का सहायक शस्त्रों के प्रभारी की अत्यध्कि चुनौतीपूर्ण जिम्मेदारी दी गई।
13 दिसम्बर, 2012 को 48 घंटे के निगरानी मिशन के पूरा होने के बाद, इस दल को टुकड़ी (डिटैचमेंट) में वापस लौटने को कहा गया। लौटने के समय, मार्कोज टीम को समीपस्थ स्थान की खोजबीन करने के लिए कहा गया जहां से अभी एक सेटेलाइट इंटरसेप्ट प्राप्त हुआ था। अकस्मात, मार्कोज दल पर घने पेड़-पौधें के बीच में छिपे आतंकवादियों ने भारी स्वचालित हथियार और ग्रेनेड से गोलीबारी की। टीम को खतरे में देखकर और भयंकर गोलीबारी में भी अटल रहकर नाविक ने अपनी सुरक्षा की परवाह न करते हुए अपनी एलएमजी नेजेव से गोलियों बरसाते हुए आतंकवादी ग्रुप की ओर तेजी से आगे बढ़े। धवा बोलते हुए, नाविक को पेट और टांगों में आतंकवादियों की गोली लगी। गम्भीर रूप से घायल और अत्यध्कि खून बहने के बावजूदभाग I—खण्ड 1] भारत का राजपत्र, नवम्बर 2, 2013 (कार्तिक 11, 1935) 653 नाविक ने आने वाली गोलियों की ओर अपना धवा जारी रखा। इस प्रक्रिया में न केवल शत्रुओं की गोलियों पर रोक लगाई बल्कि एक खूंखार आतंकवादी को भी मार गिराया।
आदेश कुमार ने आतंकवादियों से लड़ते समय पेशेवर कुशलता, मैत्री
और अत्यंत साहस का प्रदर्शन किया।
9. 2489218वाई नायक बलविंदर सिंह, सेना मेडल पंजाब रेजीमेंट/22वीं
बटालियन द राष्ट्रीय राईफल
(पुरस्कार की प्रभावी तारीख : 18 दिसम्बर, 2012)
18 दिसम्बर, 2012 को जम्मू और कश्मीर के सोपोर जिले के सैदपुर गांव में आतंकवादियोें की उपस्थिति की सूचना के आधार पर, एक ऑपरेशन शुरू किया गया। नायक बलविंंदर सिंह ऑपरेशन के आंतरिक घेरे का एक हिस्सा थे। प्रारम्भ में तीन आतंकवादियों का सफाया करने के बावजूद छिपे हुए आतंकवादी निरंतर तेज गोलीबारी करते रहे और घर के भीतर से कड़ा प्रतिरोध् करते रहे। नायक बलविंदर सिंह ने अपनी टीम के आसन्ना खतरे को देखते हुए अपनी सुरक्षा की जरा भी परवाह न करके काम चलाऊ विस्फोटक सामग्री रखने हेतु लक्षित घर तक रेंगते हुए गए और ताकि आतंकवादियों को बाहर निकाला जा सके। जब घर ढह रहा था, दो आतंकवादी घर से बाहर आ गए और उन लोगों का नायक सिंह से आमना-सामना हुआ। नायक बलविंदर सिंह ने असाधरण साहस और उल्लेखनीय रणनीतिक कुशलता का प्रदर्शन करते हुए गोलीबारी करते हुए आतंकवादियों को उलझाए रखा और बहुत नजदीकी भिड़ंत में दोनों आतंकवादियों को मार गिराया। दोनो आतंकवादियों की पहचान लश्कर-ए-तैयबा तंजीम के विदेशी आतंकवादियों के रूप में की गई।

साहस, उल्लेखनीय वीरता और उत्कृष्ट नेतृत्व का प्रदर्शन किया।
10. आईसी-69324डब्ल्यू मेजर संजीव कुमार, कवचित कोर/39वीं
बटालियन द असम राईफल
(पुरस्कार की प्रभावी तारीख : 21 जनवरी, 2013)
मणिपुर में विध्वसंक गतिविध्यिों द्वारा गणतंत्र दिवस समारोह में विध्न करने के लिए चार सशस्त्र आतंकवादियों की घुसपैठ के बारे में विश्वसनीय आसूचना प्राप्त होने पर एक अग्र-सक्रिय ऑपरेशन बेहेंग प्रारम्भ किया गया था।
मेजर संजीव कुमार ने 20 जनवरी, 2013 को 7.30 बजे मपिुर के जिला चूराचंदपुर के सामान्य ेत्र में ात लगाई। रात को 2.00 बजे ात टुकड़ी बंगलाई रिज पर टार्च की रोशनी दिन्न्ाई देने पर सतर्क हो गई। साहसी रनीतिक चाल से ुसपैठिया— को अपने ेत्र के –ीतर आने दिया गया और ात-स्शन पर पहुंचने पर मेजर संजीव कुमार ने उन्ह— चुनौती दी। इससे अचं–ित होकर ुसपैठिया— ने अंधध्ुंध् गोली चला दी और –ागना शुरू कर दिया। अध्किारी ने ुसपैठिया— की –य–ीत करने वाली गोली के चलते हुए ुसपैठिया— का पीछा किया और बहुत नजदीक अचूक निशाने से गोलियां चलाते हुए उनमें से दो आतंकवादिया— को मार गिराया। इस ऑपरेशन में –ारी मात्रा में युद्धक सामग्री का –ण्डार जिसमें एके-47 राइफल और मैगजीन सहित 9 एमएम का पिस्टल, चीनी हैण्ड ग्रेनेड और एके-47 तश 9 एमएम पिस्टल की जिंदा गोलियां –ी बरामद की गईं।
मेजर संजीव कुमार ने दुश्मनों की अंधध्ुंध् गोलियों के बावजूद दृढ़ निश्चय और असाधर साहस का प्रदर्शन किया।

No. 97-Pres/2013 – The President is pleased to approve the award of the "Ashoka Chakra" to the undermentioned person for the acts of most conspicuous gallantry:-
1. SHRI K. L. V. S. S. H. N. V. PRASAD BABU, RESERVE INSPECTOR, GOVT.OF ANDHRA PRADESH (POSTHUMOUS)
(Effective date of the award : 17 April, 2013)
On credible information about large scale movement of Maoists near AP-Chhattisgarh border, 5 Assault Units of Greyhounds were deployed. The Assault Units had to trek through inhospitable terrain for 40 Kms in the night amidst thick jungle ridden with land mines and infested with armed militia. As the Greyhounds Unit led by Shri Prasad Babu approached the core area at 3.30 AM on 16 April, 2013, the Maoists numbering about 70 began to fire indiscriminately with automatic rifles, blasting IEDs, too. Shri Prasad Babu alongwith his unit members charged towards the Maoists in the volley of fire and played a key role in killing 9 top cadre Maoists and injuring many more.
Next Day the helicopter made 5 aerial sorties and evacuated Commandos. However, when 19 Commandos alongwith Shri Prasad Babu were to be picked up in the last sortie, about 60-70 Maoists, alongwith 50 armed militia, fired on the helicopter and also on the Greyhounds Assault Units. Out of 19 Unit members, 14 boarded the helicopter, while 5 Commandos including Shri Prasad Babu took positions and began retaliating the fire. The naxals began advancing towards the helipad with their guns blazing with the intention to over- run the helipad. Shri Prasad Babu held the naxals at bay and fired with grit, determination and with utmost devotion to duty putting his life in certain risk. No sooner did the helicopter take off, the naxals regrouped in large numbers and began encircling them by hurling grenades, firing with automatic rifles, bows and arrows and other sharp-edged weapons. Shri Prasad Babu sensing that the Maoists, who had grown in number to about 200 again, were ambushing the Commandos, urged the remaining 4 Commandos to retreat in South direction, while holding 200 Maoists single-handedly until the others reached a safe zone. Though Shri Prasad Babu was injured, dehydrated and running low on ammunition, he fought single- handedly with utmost determination and conviction till his last breath and saved the lives of 4 Commandos.
Shri Prasad Babu exhibited most conspicuous gallantry, exceptional devotion to duty and exemplary leadership in fighting the Maoists and made the supreme sacrifice.

No. 98-Pres/2013 – The President is pleased to approve the award of the "Kirti Chakra" to the undermentioned persons for the acts of conspicuous gallantry:—
1. LIEUTENANT COMMANDER ABHILASH TOMY
(04988-K)
(Effective date of the award : 31 March, 2013)
Lieutenant Commander Abhilash Tomy circumnavigated the earth under sail, solo, nonstop and unassisted. The degree of difficulty of his feat can be gauged by the fact that before him only 78 persons and one Asian had successfully completed such a voyage. During the 151 days voyage which started from Mumbai on 01 November 2012, Abhilash was alone on the boat and neither took any outside assistance nor used his engines for propulsion, he covered a distance of over 40,000 km. The entire voyage was completed using sails, regularly negotiating 10m waves and over 100 kmph winds with the temperatures varying between 4 to 40 degree Celsius as he traversed through different parts of the world. The lone sailor was often over 4000 to 5000 km away from the nearest land and beyond the range of any meaningful rescue operation in the event of an emergency, with only himself to rely on. During this entire voyage, many times turbulent weather unfurled the boat's largest sail, making the boat heel to the point of capsizing. On many occasions Abhilash had to climb the mast to remove torn pieces of main sail and saved boat from getting dismasted. The daunting 151 days voyage undertaken by the officer has no parallel in the Indian maritime history.
Lieutenant Commander Abhilash Tomy displayed raw courage, endurance and professionalism in successful solo circumnavigated of the globe.
2. IC-65454F MAJOR MAHESH KUMAR, SENA MEDAL, PUNJAB REGIMENT/ 22ND BATTALION THE RASHTRIYA RIFLES
(Effective date of the award : 17 April, 2013)
On 18 December 2012, based on input of presence of terrorists in Sadipur, village Sopore, Jammu & Kashmir, Major Mahesh Kumar planned and swiftly established an effective cordon of the target house. At 0410 hrs, terrorists fired indiscriminately and attempted to break the cordon. The Officer took control of the situation and by effective fire prevented their escape. This brave action led by the officer resulted in killing of one terrorist. The officer with total disregard to his personal safety closed in towards the target house amidst incessant fire by the terrorists to place an improvised explosive device to bring down the house. Two terrorists rushed out of the house firing indiscriminately. The officer crawled forward under heavy fire and personally eliminated both hardcore terrorists at close range.
In a similar daring action on 21 October 2012, as part of the cordon and search operation in Shalpura Mohalla, Sopore the officer came face to face with one terrorist who came firing indiscriminately out of debris of a house brought down by IED. The officer tasked his troops to provide covering fire. Displaying remarkable tactical acumen, raw courage he crawled and carried out house entry under heavy fire and eliminated the terrorist from close quarters.

On being challenged two terrorists moving on a cycle tried to run away. In a bold and swift move Major Mahesh chased the running terrorists. One of the terrorists took out a hand grenade and tried to remove the safety pin. The officer with utter disregard to his personal safety charged towards the terrorist and pinned him down in a hand to hand close combat and nabbed him.
Major Mahesh Kumar, Sena Medal displayed indomitable courage, conspicuous gallantry and outstanding leadership in successful anti terrorist operations.
3. SHRI LOHIT SONOWAL, INSPECTOR, GOVT. OF
ASSAM (POSTHUMOUS)
(Effective date of the award : 19 April, 2013)
On 19th April, 2013 at about 0200 hrs, information was received from reliable sources that a group of suspected ULFA cadres were taking shelter in the general area of no. 1, Kordoiguri village, district Tinsukia, Assam. A joint operation was launched by the Tinsukia Police and 68 Bn CRPF. As the operation party reached the target area, they observed 6-7 houses scattered and surrounded by tea gardens. During the search operation, one police team led by Shri Lohit Sonowal noticed some unusual movements in a house and they cordoned the nearby area and waited for the first light. As the operation party approached the suspected house, a woman with two children came out of the house and on seeing police presence, she immediately warned the extremists taking shelter inside the house. Immediately the armed extremists came out of the house and started firing indiscriminately aiming at the police party. Though Shri Lohit Sonowal was under direct line of firing, disregarding his personal safety, he single handedly first managed to rescue the woman alongwith two children, who were caught in between the gun fire and quickly ducked himself behind the nearby trees for taking cover and retaliated the fire. The extremists continued firing aiming towards Shri Lohit Sonowal and tried to escape by taking cover of the tea bushes and civilians. During exchange of fire, one hard-core ULFA militant sustained bullet injuries on his body and fell down there. Another extremist re-entered into the house and others fled away taking the advantages of thick tea bushes. The ULFA militant who re-entered into the house opened indiscriminate fire and lobbed grenades towards Shri Lohit Sonowal. During the cross fire Shri Sonowal sustained bullet injuries, but eliminated two extremists in direct exchange of fire. However, Shri Lohit Sonowal succumbed to the bullet injuries later.
Shri Lohit Sonowal displayed indomitable courage, exemplary leadership, dedication to duty and laid down his life in fighting the extremists.
SURESH YADAV OSD to the President No. 99-Pres/2013 – The President is pleased to approve the award of the "Shaurya Chakra" to the undermentioned persons for the acts of gallantry:—
1. IC-72213K CAPTAIN RAMPREET SINGH, 3RD
BATTALION THE JAMMU AND KASHMIR RIFLES
(Effective date of the award : 20 June, 2012)
Based on information of Karbi People Liberation Tiger Terrorists (KPLF) taking shelter in forest, east of a village of Karbi Anglong district, an operation was launched on 20 June 2012. The party reached the target area at 0600 hours and a thorough search of target area was carried out but nothing was found. Even while an assessment was being done, smoke was detected in the nearby vicinity. Immediately a plan was formulated in which Captain Rampreet Singh volunteered to lead the party to approach the target area. Suddenly they were fired upon by automatic weapons. As the approach was very constricted, entire party of Captain Rampreet got pinned down by the heavy volume of fire. Undeterred by this, in a daring and bold action, Captain Rampreet alongwith his buddy moved towards the target, leaving behind his party under cover. Under the cover fire of his buddy, showing exemplary battle craft and tactical manoeuvring he outflanked the militants and in a very bold action shot down two militants who were firing indiscriminately.
Captain Rampreet Singh displayed emulatory commitment, missionary zeal and indomitable courage in fighting the terrorists.
2. SS-41220Y MAJOR AMARJEET SINGH, MECHANIZED INFANTRY/44TH BATTALION THE ASSAM RIFLES
(Effective date of the award : 30 June 2012)
Based on specific information about presence of terrorists in general area in a village of Ukhrul district of Manipur, a cordon and search operation was launched by Major Amarjeet Singh at 0300 hours on 30 June 2012.
On reaching the target village, it was realized that the terrorists had moved out to area hut in dense jungle approximately 4 kilometer North East of the village. Using professional and tactical acumen, officer re-organized the parties and approached the target area through most arduous route with dense jungle and thick undergrowth involving steep climb and dangerous down slope. Officer alongwith his column closed in from the West. On locating the target hut in the close vicinity, he moved with stealth and speed towards the target. However, one of the terrorist outside the hut having noticed the move of the parties opened fire at them and ran towards North East at an adjoining height. Simultaneously, terrorists inside the hut opened fire at the column. With utter disregard to his personal safety, Major Amarjeet Singh alongwith his buddy further closed in and engaged the terrorists in a fierce fire fight. In this close encounter the officer by virtue of his superb marksmanship and unwavering courage killed two terrorists, one of them being commander-in chief of the terrorist group.

BATTALION THE SIKH LIGHT INFANTRY
(Effective date of the award : 05 August, 2012)
On 05 August, 2012, based on specific information received regarding presence of a group of militants in General area of Goalpara district of Assam, Major Swagat Kumar Das planned an ambush on a pre reconnoitred exit route along the forward edge of jungle close to the target village. At approximately 2030 hours the officer directed another party to show deliberate movement around the village. Meanwhile the officer in the forward most ambush observed suspicious movement of three persons with weapons from village towards the jungle through Passive Night Vision Goggle. The officer challenged the suspected militants to stop. On being challenged the militants started firing indiscriminately towards the officer and his buddy in a bid to escape. The Officer made quick assessment of the situation and sprang the ambush and started controlled retaliatory fire on fleeing militants. Showing utter disregard to his personal safety the officer closed in with the fleeing terrorists and with well aimed fire eliminated two dreaded militants. The slain militants were identified as self style Lieutenant and self style Corporal of United Liberation Front of Assam.
Major Swagat Kumar Das displayed indomitable courage and inspiring leadership in eliminating two hardcore ULFA militants.
4. SHRI PRAKASH RANJAN MISHRA, DY. COMMANDANT, CENTRAL RESERVE POLICE FORCE
(Effective date of the award : 18th September, 2012)
On 17 September, 2012, based on an intelligence input regarding presence of a naxal dasta CPI(Maoist) in a house of village Rabda (Juri), Chatra district of Jharkhand, a combined party of 203 CoBRA under the command of Shri P. R. Mishra with Civil Police personnel, was formed. The combined party was briefed and an Operation "Panther" was planned. It was a challenging and extremely difficult task to engage the dasta (Naxal group) in their bastion. The arduousness of the task was compounded by the fact that it was a pitch dark night with continuous rainfalls. The team moved tactically in the pitch darkness with alacrity maintaining skill and surprise beating all odds of the nature. After covering a distance of about 08 Kms on foot through watery paddy fields and thickened forest patches, the troops under command of Shri P. R. Mishra reached village Rabda at around 0300 hrs. The exact location of the house with Naxal presence was not known. It was a very risky assignment but the zeal, tactical deftness and guts of Shri P. R. Mishra proved decisive and they could locate the Naxal presence around a house. Shri Mishra putting to risk of life crawled his way towards the house using night vision device. Once he reached at a distance of about 04-05 mtr from the house, he could see the location of the Naxal as well as the family members of the house owner. He challenged the Maoist cadres to surrender, which was instantly responded with fusillade of bullets from the house as well as adjoining maize fields. The team under command of Shri P. R. Mishra also started retaliating. In the exchange of fire, Shri Mishra sustained two bullet injuries. Despite being grievously injured and bleeding profusely, he did not lose nerve and engaged the Naxals by firing gallantly.
During this heavy exchange of fire, one Naxal was killed and others suffered bullet injuries. In this encounter, Shri Mishra again sustained two bullets injuries. Despite being seriously injured, Shri Mishra kept on firing upon Naxals position. Due to this, naxals retreated from their position and fled away.
Shri Prakash Ranjan Mishra showed exemplary courage and devotion to duty in fighting with Naxals and saved several lives of innocent civilians and other police personnel.
5. 789953 AIRCRAFTSMAN MURALI KANNAN, ENVIRONMENTAL SUPPORT SERVICE ASSISTANT (POSTHUMOUS)
(Effective date of the award : 06 October, 2012)
On 06 October, 2012, Aircraftsman Murali Kannan was detailed to perform the duty of Non Commissioned Officer In Charge (NCO IC) Fire Section of Air Force Station Dinjan in Assam. On receiving a 'fire call' from a nearby village, Aircraftsman Kannan immediately mobilized the fire crew and pressed them into action in aid of civil power. The task was daunting as it was pitch dark and the fire was spreading fast due to explosion of LPG cylinders and other inflammable materials stored in the households. The flames were rising above the roof and the fire was threatening to engulf the whole village as the houses are clustered close together. At this stage, Aircraftsman Kannan, correctly analysed the situation and identified the origin of the fire. Without caring for his personal safety, he climbed onto the burning roof and directed the water spray on the origin of the fire. His valiant effort and gallant act in extremely hazardous conditions resulted in the fire being controlled and also resulted in saving many precious lives and property. However, while fighting the flames, Aircraftsman Kannan made the supreme sacrifice.
Young, brave and daring Aircraftsman Murali Kannan displayed raw courage and valour much beyond his age and service and made the supreme sacrifice.
6. NO. EX GS-194534W JUNIOR ENGINEER (CIVIL)
MANISH (POSTHUMOUS)
(Effective date of the award : 26 October, 2012)
Shri Manish, JE (Civil) a young Supervisor, was deployed for formation works on Orang-Kalaktang-Shergaon-Rupa- Tenga road from KM 31.00 to KM 40.00. On 26 October, 2012 at about 1100 hrs, while carrying explosive through service tractor to the treacherous work site for blasting of rock formation, accompanied with two Army Pioneer guards andPART I—SEC. 1] THE GAZETTE OF INDIA, NOVEMBER 2, 2013 (KARTIKA 11, 1935) 659 the driver unfortunately, the tractor overturned and fell down towards the valley side at KM 32.500 near Sikaridanga (Assam).
Shri Manish exhibiting sharp presence of mind immediately came into action and instantly pushed both the accompanying guards away from the tractor. Further, while the tractor was still sliding down the valley, he tried to pull the tractor driver. Though, he succeeded in pulling the tractor driver out of the tractor but unfortunately, the rear wheel of the tractor came upon him and he lost his life. Before losing his life, Shri Manish was successful in saving lives of two Army Pioneer Guards as well as the driver of tractor.
Shri Manish, thus demonstrated dauntless courage, conspicuous bravery, presence of mind, commendable spirit and made the supreme sacrifice in saving the lives of his comrades in the face of extreme adversity.
7. SC-00574M MAJOR MOHAN CHANDRA, SENA MEDAL, 4TH BATTALION THE KUMAON REGIMENT
(Effective date of the award : 08 November, 2012)
At 2300 hours on 08 November, 2012 while on ambush at Line of Control of Kupwara district of Jammu and Kashmir, Major Mohan Chandra saw suspicious movement of six terrorists. He immediately alerted his party and carried out readjustment of the party. He inched forward ahead of the fence. When the terrorists were barely 15 meters ahead of him, showing extraordinary boldness, audacity, firing skills and agility, he immediately triggered the claymore mine and fired with his personal weapon. In the ensuing fire fight five dreaded foreign terrorists were eliminated. The officer himself, single handed eliminated two terrorists. Thus, by his display of valour and utter disregard to personal safety a major infiltration bid was successfully foiled without suffering any casualty on own side.
Major Mohan Chandra, Sena Medal displayed outstanding raw courage, audacity, and total disregard to personal safety while fighting the terrorists.
8. AADESH KUMAR SEA I CD III (220165-A)
(Effective date of the award : 13 December, 2012)
On 11 December, 2012, based on intelligence inputs of presence of 04-05 militants in Cherhar village located at an altitude of approximately 2500m above sea level, a joint operation was launched by a team of 9 Para SF, 27 RR and MARCOS to neutralize the militants. Considering the sailor's past performance in operations, Aadesh Kumar was given the most challenging responsibility of support weapon in-charge of the MARCOS team.
On 13 December, 2012, on completion of 48 hr surveillance mission, the team was tasked to return to the detachment. During de-induction, the MARCOS team was tasked to carry out a search of a nearby location from where a satellite intercept had just been obtained. Suddenly, the MARCOS team came under heavy automatic weapon and grenade fire from terrorists hiding in the thick vegetation. Realizing the danger to the team and undeterred by the barrage of fire, the sailor with utter disregard to personal safety, charged towards the militant group firing rapidly from his LMG Negev. During the charge, the sailor was hit by militant's bullets in stomach and legs. Despite grievous injuries and excessive bleeding, the sailor continued the charge towards the incoming fire. In the process not only the enemy fire was suppressed but one hard-core militant was also killed.

9. 2489218Y NAIK BALWINDER SINGH, SENA MEDAL, PUNJAB REGIMENT/22ND BATTALION THE RASHTRIYA RIFLES
(Effective date of the award: 18 December 2012)
On 18 December, 2012, based on input of presence of terrorists in village Saidpur district Sopore of Jammu and Kashmir, an operation was launched. Naik Balwinder Singh was part of inner cordon of operation. Inspite of the initial elimination of three terrorists balance holed up terrorists continued resorting to heavy firing and offered stiff resistance from inside the house. Naik Balwinder Singh, seeing the imminent danger to own party, with utter disregard to his personal safety crawled towards the target house to place an improvised explosive device to flush out the terrorists. As the house was collapsing two terrorists rushed out of the house and came face to face with the individual. Naik Balwinder Singh, displaying exceptional courage and remarkable tactical acumen, engaged the terrorists with fierce fire fight and shot dead both the terrorists in a close combat. Both terrorists were identified as foreign terrorists of Lashkar-e-Toiba Tanzeem.
Naik Balwinder Singh, Sena Medal displayed indomitable courage, conspicuous gallantry and exhibiting outstanding leadership in fighting the terrorists.
10. IC-69324W MAJOR SANJEEV KUMAR, ARMOURED
CORPS/39TH BATTALION THE ASSAM RIFLES
(Effective date of the award : 21 January, 2013)
On receiving reliable intelligence regarding infiltration of four armed militants to disrupt Republic Day celebrations by sabotage activities in Manipur a proactive Operation BEHENG was launched.
Major Sanjeev Kumar laid ambush in general area at Churachandpur district of Manipur at 1900 hours on 20 January, 2013. At 0200 hours his ambush got alerted on spotting torch lights on Vanglai Ridge. In a bold tactical move intruders were allowed to come inside own area and on reaching the ambush site were challenged by Major Sanjeev Kumar. Taken by surprise the intruders opened indiscriminate fire and started fleeing. The officer under daunting hostile fire pursued the intruders and shot down660 THE GAZETTE OF INDIA, NOVEMBER 2, 2013 (KARTIKA 11, 1935) [PART I—SEC. 1 two of them with precision fire from close quarters. The operation also resulted in recovery of a cache of war like stores including AK 47 Rifles and 9 mm pistol with Magazine, Chinese hand grenade and live rounds of AK 47 and 9 mm pistol.
Major Sanjeev Kumar displayed dogged determination
and exceptional courage under heavy hostile fire.
