सं. 1/7/2012-कपास--भारत सरकार के सक्षम प्राधिकारी एतद्द्वारा दिनांक 09 जनवरी, 2013 के समसंख्यक संकल्प के द्वारा गठित कपास सलाहकार बोर्ड परामर्शदात्री समिति में निम्नलिखित सदस्यों को तत्काल प्रभाव से शामिल करने का निर्णय लेते हैंः--

4. आदेश किया जाता है कि संकल्प की एक प्रति सभी संबंधित को

संकल्प
एवं अनु./एआईएचबी के माध्यम से दो वर्ष की अवधि के लिए पुनर्गठित किया गया था। भारत सरकार ने अखिल भारतीय हस्तशिल्प बोर्ड में निम्नलिखितानुसार नये गैर-सरकारी सदस्यों को शामिल करने का निर्णय लिया है जबकि दिनांक 08 दिसम्बर, 2011 के संकल्प के अनुसार गठित मौजूदा अखिल भारतीय हस्तशिल्प बोर्ड के सभी पदाधिकारी एवं गैर-सरकारी सदस्य यथावत् रहेंगे।

अन्य निबन्धन और शर्तें यथावत् और अपरिवर्तित रहेंगी।

आदेश दिया जाता है कि इस संकल्प की एक-एक प्रति सभी संबंधितों
को भेजी जाए तथा इसे भारत के राजपत्र में प्रकाशित किया जाए।

सं. एफ-10-3/2013-यू.3(ए)--जबकि केन्द्रीय सरकार को विश्वविद्यालय अनुदान आयोग (यूजीसी) अधिनियम, 1956 की धारा 3 के 666 भारत का राजपत्र, नवम्बर 9, 2013 (कार्तिक 18, 1935) [भाग I—खण्ड 1 अधीन शक्ति प्राप्त है कि वह यूजीसी की सलाह पर उच्चतर शिक्षा की किसी संस्था को सम-विश्वविद्यालय के रूप में घोषित करे।
2. और जबकि, यूजीसी की सलाह पर, इस मंत्रालय की दिनांक 10 मई, 1989 की अधिसूचना सं एफ. 9-18/85-यू.3 के द्वारा पूर्वोक्त अध्निियम के प्रयोजनों के लिए जामिया हमदर्द, नई दिल्ली को एक 'सम-विश्वविद्यालय संस्था' के रूप में घोषित किया गया था।
3. और आगे जबकि, इस सम-विश्वविद्यालय संस्था ने ''जामिया हमदर्द, नई दिल्ली'' की परिधि के अंतर्गत दीनुल इस्लाम सभा एजुकेशनल कॉम्प्लैक्स, दीनुल इस्लाम सभा बिल्डिंग, पीओ-कन्नूर सिटी, केरल में एक ऑफ-कैम्पस केन्द्र की स्थापना के लिए अनुमति प्राप्त करने हेतु वर्ष 2013 में एक प्रस्ताव प्रस्तुत किया है।
4. और जबकि, यूजीसी ने दिनांक 04 अक्तूबर, 2013 के अपने पत्र संख्या एफ-19-2/2013 (सीपीपी-1/डीयू) द्वारा मानव संसाधन विकास मंत्रालय को सिफारिश की है कि जामिया हमदर्द, नई दिल्ली को यूजीसी (सम-विश्वविद्यालय संस्था) विनियम, 2010 के अधीन यथा निर्धारित सामान्य निबंधन एवं शर्तों के अंतर्गत छः वर्षों के लिए द्विवार्षिक और बाद में पांच

वर्षों के बाद समीक्षा के अध्यधीन केरल में एक ऑफ-कैंपस केन्द्र आरंभ करने की अनुमति दी जाए।
5. अब इसलिए, केन्द्रीय सरकार, यूजीसी अधिनियम, 1956 की धारा 3 के द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, विश्वविद्यालय अनुदान आयोग (यूजीसी) की सलाह पर एतद्द्वारा घोषणा करती है कि जामिया हमदर्द, कन्नूर, केरल, शैक्षिक पाठ्यक्रमों/कार्यक्रमों के संचालन के लिए पूर्वोक्त अधिनियम और इसके साथ संबद्ध शर्तों के उद्देश्यार्थ यूजीसी (सम-विश्वविद्यालय संस्था) विनियम, 2010 के अधीन यथा निर्धारित सामान्य निबंधनों और शर्तों के अंतर्गत छः वर्षों के लिए द्विवाक और बाद में पाँच र्वों के बाद समीक्षा के अध्यधीन पूर्वोक्त जामिया हमदर्द, सम-विश्वविद्यालय संस्था, नई दिल्ली की परिधि के अध्ीन एक ऑफ-कैंपस केन्द्र के रूप में एक अनुषंगी शिक्षण एकक होगा।
6. ऊपर पैरा 5 में की गई घोषणा इस अधिसूचना के पृष्ठांकन के क्रम

No. K-12012/7/4/2013/Planning—The All India Handicrafts Board was re-constituted vide Resolution No. K-12012/5/4/ 2011-P&R/AIHB dated 08th December, 2011, for tenure of two years. The Government of India has decided to induct the following as new Non Official Members of All India Handi- crafts Board, while retaining all Officials and Non Official Mem- bers of the existing All India Handicrafts Board constituted vide Resolution dated 08th December, 2011 :—

No.F.10-3/2013-U.3(A)—Whereas the Central Government is empowered under Section 3 of the University Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an institution of higher learning as a deemed-to-be- university.
2. And whereas, on the advice of the UGC, Jamia Hamdard, New Delhi was declared as an 'Institution Deemed-to-be- University', for the purposes of the aforesaid Act, vide this Ministry's Notification No.F.9-18/85-U.3 dated 10th May, 1989.
3. And further whereas, the Institution "Deemed-to-be- University" has submitted a proposal in the year 2013 seeking permission for establishment of an off-campus centre at Deenul Islam Sabha Educational Complex, Deenul Islam Sabha 4. And whereas, the UGC vide its communication bearing F.No.19-2/2013(CPP-I/DU) dated 4th October, 2013 has recommended to the Ministry of Human Resource Development to allow Jamia Hamdard, New Delhi to start an off-campus centre at Kerala subject to biennial review for six years and subsequently after five years, subject to usual terms and conditions as prescribed under the UGC (Institutions Deemed to be Universities) Regulations, 2010.
5. Now, therefore, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government, on the advice of the University Grants Commission (UGC), do hereby declare that Jamia Hamdard, Kannur, Kerala shall be a constituent teaching unit under the ambit of Jamia Hamdard, Institution Deemed-to-be-University, New Delhi, as an off- campus centre, for the purposes of the aforesaid Act for conduct of academic course/programmes and the conditions attached thereto, subject to biennial review for six years and subsequently after five years, subject to usual terms and conditions as prescribed under the UGC (Institutions Deemed to be Universities) Regulations, 2010.
6. The declaration as made in Para 5 above is further subject to fulfillment of the conditions mentioned at Sr. No.3 of the endorsement to this notification.
