विषय : इस्पात उपभोक्ता परिषद् गठन के संबंध में।
सं. 5(2)/2011 एसडी-1--इस्पात मंत्रालय के दिनांक 14.03.2011, 07.09.2011, 25.11.2011, 10.12.2012, 15.04.2013, 30.05.2013, 16.07.2013, 04.09.2013, 05.09.2013, 11.09.2013, 16.09.2013 और 17.09.2013 के समसंख्यक संकल्प के अनुक्रम में इस्पात मंत्रालय की इस्पात उपभोक्ता परिषद् में राज्य/केंद्रशाषित प्रदेशों के गैर सरकारी सदस्यों के रूप में निम्नलिखित व्यक्तियों को नामित किया जाता है। इसके तहत् इस मंत्रालय के पूर्व कथित संकल्प के पैरा-3 के अंतर्गत उनके नामों का उल्लेख किया गया है :--

2. यह परिषद् अध्यक्ष के इस्पात मंत्री के रूप में रहने तक कार्य करेगी। एससीसी का प्रारम्भिक कार्यकाल इस अधिसूचना की तिथि से दो वर्षों तक होगा, जब तक कि केंद्रीय सरकार द्वारा यह कार्यकाल विशेष रूप से घटाया अथवा बढ़ाया नहीं जाता है। एससीसी जब भी आवश्यकता हो, अपनी बैठकें करेगा।
आदेश
आदेश दिया जाता है कि प्रधानमंत्री कार्यालय, मंत्रिमंडल सचिवालय, संसद सचिवालय, योजना आयोग और भारत के नियंत्रक एवं महालेखापरीक्षक और इस्पात उपभोक्ता परिषद् के सभी सदस्यों सहित सभी राज्य सरकारों, संघ राज्य क्षेत्रों के प्रशासनों, भारत सरकार के सभी मंत्रालयों और विभागों को उपर्युक्त संकल्प की एक प्रति संप्रेषित की जाए।
2. यह आदेश भी दिया जाता है कि इसे भारत के राजपत्र में आम
जानकारी के लिए प्रकाशित किया जाए।

सं. एफ-10-3/2013-यू.3(ए)--जबकि केन्द्रीय सरकार को विश्वविद्यालय अनुदान आयोग (यूजीसी) अधिनियम, 1956 की धारा 3 के अधीन शक्ति प्राप्त है कि यूजीसी की सलाह पर उच्चतर शिक्षा की किसी संस्था को सम-विश्वविद्यालय के रूप में घोषित करे।
2. और जबकि, यूजीसी की सलाह पर, इस मंत्रालय की दिनांक 10 मई, 1989 की अधिसूचना सं. एफ-9-18/85-यू.3 के द्वारा पूर्वोक्त अध्निियम के प्रयोजनों के लिए जामिया हमदर्द, नई दिल्ली को एक 'सम-विश्वविद्यालय संस्था' के रूप में घोषित किया गया था।
3. और आगे जबकि, इस सम-विश्वविद्यालय संस्था ने ''जामिया हमदर्द, नई दिल्ली'' की परिधि के अंतर्गत दीनुल इस्लाम सभा एजुकेशनल, कॉम्प्लैक्स, दीनुल इस्लाम सभा बिल्डिंग, पीओ-कन्नूर सिटी, केरल में एक ऑफ-कैम्पस केन्द्र की स्थापना के लिए अनुमति प्राप्त करने हेतु वर्ष 2013 में एक प्रस्ताव प्रस्तुत किया है।
4. और जबकि, यूजीसी ने दिनांक 04 अक्तूबर, 2013 के अपने पत्र संख्या एफ.19-2/2013(सीपीपी-1/डीयू) द्वारा मानव संसाधन विकास मंत्रालय को सिफारिश की है कि जामिया हमदर्द, नई दिल्ली को यूजीसी (सम-विश्वविद्यालय संस्था) विनियम, 2010 के अधीन यथा निर्धरित सामान्य निबंधन एवं शर्तों के अंतर्गत छः वर्षों के लिए द्विवार्षिक और बाद में पांच वर्षों के बाद समीक्षा के अध्यधीन केरल में एक ऑफ-कैम्पस केन्द्र आरम्भ करने की अनुमति दी जाए।

5. अब इसलिए, केन्द्रीय सरकार, यूजीसी अधिनियम, 1956 की धरा 3 के द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, विश्वविद्यालय अनुदान आयोग (यूजीसी) की सलाह पर एतद्द्वारा घोषण करती है कि जामिया हमदर्द, कन्नूर, केरल, शैक्षिक पाठ्यक्रमों/कार्यक्रमों के संचालन के लिए पूर्वोक्त अधिनियम और इसके साथ संबद्ध शर्तों के उद्देश्यार्थ यूजीसी (सम-विश्वविद्यालय संस्था) विनियम, 2010 के अधीन यथा निर्धरित सामान्य निबंधनों एवं शर्तों के अंतर्गत छः वर्षों के लिए द्विवार्षिक और बाद में पांच वर्षों के बाद समीक्षा के अध्यधीन पूर्वोक्त जामिया हमदर्द, सम-विश्वविद्यालय संस्था, नई दिल्ली की परिध् िके अधीन एक ऑफ-कैम्पस केन्द्र के रूप में एक अनुषंगी शिक्षण एकक होगा।

Subject : Constitution of Steel Consumers' Council—regarding.
No. 5(2)/2011-SD-I—In continuation of Ministry of Steel Resolution of even number dated 14.03.2011, 07.09.2011, 25.11.2011, 10.12.2012, 15.04.2013, 30.05.2013, 16.07.2013, 04.09.2013, 05.09.2013, 11.09.2013, 16.09.2013 and 17.09.2013 the following persons are hereby nominated as Non-Official Members to the Steel Consumers' Council of Ministry of Steel to represent the States/UTs under which their names have been mentioned, under Para 3 of this Ministry's aforesaid Resolution :—

New Delhi, the 18th October 2013
No. F-10-3/2013-U.3(A)—Whereas the Central Government is empowered under Section 3 of the University Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an institution of higer learning as a Deemed-to- be-University.
2. And whereas, on the advice of the UGC, Jamia Hamdard, New Delhi was declared as an 'Institution Deemed- to-be-University', for the purposes of the aforesaid Act, vide this Ministry's Notification No. F.9-18/85-U.3 dated 10th May, 1989.
3. And further whereas, the Institution ''Deemed-to-be- University'' has submitted a proposal in the year 2013 seeking permission for establishment of an off-campus centre at Deenul Islam Sabha Educational Complex, Deenul Islam Sabha Building, P.O. Kannur City, Kerala under the ambit of ''Jamia Hamdard, New Delhi''.
4. And whereas, the UGC vide its communication bearing F. No. 19-2/2013(CPP-I/DU) dated 4th October, 2013 has recommdended to the Ministry of Human Resource Development to allow Jamia Hamdard, New Delhi to start an off-campus centre at Kerala subject to biennial review for six years and subsequently after five years, subject to usual terms and conditions as prescribed under the UGC (Institutions Deemed to be Universities) Regulations, 2010.
5. Now, therefore, in exercise of the powers conferred by Section 3 of the UGC, Act, 1956, the Central Government, on the advice of the University Grants Commission (UGC) do hereby declare that Jamia Hamdard, Kannur, Kerala shall be a constituent teaching unit under the ambit of Jamia Hamdard, Institution Deemed-to-be-University, New Delhi, as an off-campus centre for the purposes of the aforesaid Act for conduct of Academic Course/Programmes and the conditions attached thereto, subject to biennial review for six years and subsequently after five years, subject to usual terms and conditions as prescribed under the UGC (Institutions Deemed to be Universities) Regulations, 2010.
6. The declaration as made in Para 5 above is further subject to fulfilment of the conditions mentioned at Sr. No. 3 of the endorsement to this notification.
