सं. आर-14011/1/2013-एनआरएचएम-II--मिशन संचालन समूह (एमएसजी) राष्ट्रीय स्वास्थ्य मिशन (एनएमएम) के तहत गठित सर्वोच्च नीति निर्माण तथा संचालन संस्थान रहा है। केन्द्रीय मंत्रिमंडल ने दिनांक 1 मई, 2013 को अपने निर्णय में राष्ट्रीय शहरी स्वास्थ्य मिशन को व्यापक राष्ट्रीय स्वास्थ्य मिशन (एनएचएम), के उप-मिशन के रूप में शुरू करने का अनुमोदन दे दिया है जिसमें राष्ट्रीय ग्रामीण स्वास्थ्य मिशन (एनआरएचएम) भी अन्य उप-मिशन के रूप में शामिल है। यह भी अनुमोदित किया गया है कि केन्द्रीय स्तर पर एनआरएचएम के एमएसजी के वर्तमान सदस्यों के अलावा राष्ट्रीय स्वास्थ्य मिशन के मिशन संचालन समूह (एमएसजी) में आवास और शहरी गरीबी उन्मूलन (एचयूपीए) और शहरी विकास (यूडी) मंत्रालयों के केन्द्रीय मंत्री शामिल होंगे। केन्द्रीय मंत्रिमंडल के उपर्युक्त निर्णय के प्रकाश में, एनएचएम के तहत एमएसजी का गठन निम्नलिखित सदस्यों सहित एतद् द्वारा किया जाता हैः--

No. 110-Pres/2013-The President is pleased on the occasion of the Independence Day, 2013 to award the Tatrakshak Medal for Gallantry to Commandant Ajay Kumar Pandey (0470-Q).
CITATION
Commandant Ajay Kumar Pandey (0470-Q) joined the
Indian Coast Guard on 08 July 1996.
2. At around 0100 hours on 03 April 2013, Indian Coast Guard Ship Amritkaur, whilst on area patrol off Mumbai, received an intelligence input from Operations Room (Mumbai), regarding the use of banned Thuraya Communication Set, within 20 NM from the position of the ship.
3. The officer, with his team undertook boarding of a suspicious merchant vessel MV Hilal AL Emarate II at anchorage. With his immaculate planning and professional approach his team was successful in recovering a Thuraya set from the master of the vessel. It was for the first time in the history of the service that such a set was recovered.
4. Subsequently on the same day information was received of a dhow heading towards Mumbai carrying suspicious cargo. The Commanding Officer with his team executed perfect air sea coordination with Coast Guard Dornier. With inputs from the Dornier the ship was able to get the position of the dhow. At 2345 hours on 03 April 2013 the ship was able to intercept the dhow and boarding was conducted.
5. The team was able to establish the fact that the dhow MFV Yusufi MNB 579 was also using a Thuraya set for communication with an agent at Dubai. However, this set was disposed at sea before it could be seized.
6. The officer, led his team from the front, maintained a calm composure throughout the operation (which lasted for eight hours all night) and ensured safety of his men and material.
7. Commandant Ajay Kumar Pandey (0470-Q) has accredited himself well and therefore he is awarded the Tatrakshak Medal (Gallantry).
8. The Tatrakshak Medal (Gallantry) award is made under Rule 11(i) of the rules governing grant of Tatrakshak Medal and consequently carry with them the special allowance admissible under Rule 13 in respect of Coast Guard personnel who have received the Tatrakshak Medal (Gallantry) award.

CITATION
Commandant Rohit Vohra (0479-M) joined the Indian
Coast Guard on 08 July 1996.
2. The officer is an experienced helicopter pilot with accident/incident free flying of 3601:20 hours on Chetak and ALH (Dhruv). The officer is presently commanding ICG Maldives Dhruv flight at Gan, Republic of Maldives.
3. On 18 October 2012, the officer was asked to evacuate a 22 year old man who had suffered multiple stab injuries including a slit on the throat. The evacuation was to be undertaken immediately during the night itself from Fuvamulah island, situated 28 NM north-east of Gan island. The national carrier Island aviation had already expressed inability to undertake the evacuation in view of non-availability of night landing facility at Fuvamulah airfield. The officer as captain and first pilot took a brave decision to carry out the mission with alternate lighting by placing motor transport vehicles on either side of the runway. This was the first ever operation of its kind attempted by ICG Dhruv. The patient was successfully taken onboard and subsequently transferred to Male for medical attention.
4. On 29 October 2012, the entire island nation was hit by strong cyclonic winds and sea surge in wake of cyclonic storm Nilam. ICG Maldives Dhruv was tasked with medical evacuation of a 03 years old child suffering from skull fracture form Kooddoo island. In the absence of any night-landing equipment, the officer, once again, utilized alternate lighting facility for affecting a safe landing.
5. The officer's courageous approach and willingness to take on challenging tasks under adverse conditions has enhanced the image of the Indian Coast Guard in the Republic of Maldives.
6. Commandant Rohit Vohra (0479-M) has accredited himself well and therefore he is awarded the Tatrakshak Medal (Gallantry).

Commandant (Junior Grade) Ashok Kumar (0542-E) joined
the Indian Coast Guard on 04 January 1999.
2. The officer has been commanding Indian Coast Guard Ship(ICGS) C-150 based at Vizhinjam, Kerala since January 2011. The officer successfully carried out 02 consecutive Search and Rescue operations on 14 February and 18 March 2013, saving total 07 lives and recovered fishing boats with fishing gear valued at more than 40 Lacs.
3. On 14 February 2013, Vizhinjam was faced with adverse weather conditions. The wind speed increased and the sea became rough. A telephonic message was received by the Station Commander at 0350 hours from the District revenue officer informing that some fishermen at sea off Vizhinjam were in need of help. ICGS C -150 under the command of Comdt(JG) Ashok Kumar sailed for rendering assistance. The ship crew sighted a capsized boat. Four fishermen were floating by holding on to the boat. The ship rescued all four fishermen and provided them with First aid and clothing. The capsized boat was towed to the harbour safely. The ship then sailed to search for other missing boats but could only locate two unmanned fiber boats which were also brought back to Vizhinjam harbour.
4. On 18 March 2013, ICGS C-150 received a distress alert from Maritime Rescue Co-ordination Centre, Mumbai. The ship immediately sailed and rescued 03 fishermen and their boats.
5. The untiring efforts of Comdt(JG) Ashok Kumar in ensuring his ship ready in all respects to sail for SAR operation within short notice and skills displayed in organizing, planning and conducting the 02 operations resulted in saving of lives and property.
6. Commandant (Junior Grade) Ashok Kumar (0542-E) has accredited himself well and therefore he is awarded the Tatrakshak Medal (Gallantry).

2. On 19 August 2012, the ICGS Puducherry Commander received a call at 1330 hours from Officer-in-Charge Naval unit National Cadet Corps (NCC) Puducherry, seeking urgent

assistance for rescue of a fishing boat carrying 20 NCC cadets, 05 boat crew & 04 NCC officials along with Commanding Officer of 3 (TN) Naval unit NCC, Tuticorin of the Ocean Sailing Expedition " SAGAR YATRA". The station commander immediately sailed Interceptor Craft (IC) 120 for the emergency Search and Rescue operation. N Raja Kumar was the skipper of IC 120 and he contacted the Officer-in- Charge NCC Unit to ascertain the position of the fishing boat and nature of distress. After ascertaining the position of the fishing boat, the skipper braved the adverse sea and weather conditions to carry out the SAR mission. On finding the NCC boat 09 NM off Puducherry, N Raja Kumar took a calculated risk and decided to tow the boat with the 29 lives aboard. The entire operation lasted for almost two hours and in the end the interceptor Craft safely towed the boat safely back to harbour without any untoward incident.
3. N Raja Kumar's act of initiative, readiness for the mission despite adverse sea and weather conditions, common sense, professionalism, and judgment saved 29 precious lives at sea.
4. Natarajan Raja Kumar, Uttam Adhikari(Radar Plotter), 01600-Q has accredited himself well and therefore he is awarded the Tatrakshak Medal (Gallantry).

joined the Indian Coast Guard on 30 January 2006.
2. Anil Kumar reported to Vizag Chetak Flight on 17 October 2011. On 04 November 2012, Anil Kumar while on duty received information from District Headquarter-6(DHQ- 6) at 0630 hours for rescuing victims of Neelam Cyclone. At 0730 hours reaching Sheela Nagar, he involved himself actively in rescuing the affected families. Around 35 people were rescued by him. He travelled to the next flooded area Narva village where ten people standing on the roof tops were rescued. Thereafter he proceeded to Venkatpuram (Penduruthy village) and saved around 20 people. On the same day, at 2300 hours near Pudimadaka village, 50 kms southwest of Vizag, 25 people were reported to have drifted away from their village. These people were also located and rescued.
3. On the next day, on 05 November 2012, Anil Kumar with his Chetak proceeded to another village Jagganpettta, where he swam across a river against the water currents and saved the lives of people.
