सं. 11011/3/2009-हि.का.क.--इस वि–ाग के तारीन्न् 25 अक्तूबर, 2010 के संकल्प सं. 11011/3/2009-हि.का.क. के अनुक्रम में, आश्क कार्य वि–ाग (वित्तीय सेवा वि–ाग सहित) की हिंदी सलाहकार समिति का कार्यकाल 31 मई, 2014 तक बढ़ाया जाता है।

सं. 4(8)/2010-एसडी-I--इस्पात संयंत्रा— को विंटेज, प्रक्रिया रूट, आकार, एकीकर का स्तर इत्यादि के आधर पर व्यापार और वाज्यि में अलग-अलग वर्गीकृत किया गया है। सामान्य रूप से प्रयुक्त कुछ वर्गीकर/परि–ाा ''प्रमुन्न् इस्पात संयंत्र/उत्पादक'' ''गोै इस्पात संयंत्र/उत्पादक'' ''एकीकृत इस्पात संयंत्र'' ''इलैक्ट्रिक आर्क फर्नेस (ईएएफ) यूनिट'' और ''इलैक्ट्रिक इंडक्शन फर्नेस (ईआईएफ) यूनिट'' के रूप में ह। कई इस्पात उत्पादक इन इस्पात संयंत्रा— को एकीकृत इस्पात संयंत्र अथवा प्रमुख इस्पात उत्पादकों के रूप में वर्गीकृत करने के लिए इस्पात मंत्रालय से अनुरोध् करते रहे ह। इसे उप–ोक्ता उद्योगा— की इस्पात अध्प्रिाप्ति के लिए एकीकृत/प्रमुन्न् इस्पात संयंत्रा— की प्राश्मिकता द्वारा सम्–वतः इस आधर पर बल मिला है कि केवल इस प्रकार के उत्पादक ही उचित मात्रा में गुवत्तापरक इस्पात की आपूत करने में सम ह इस मुद्दे के समाधन के लिए निजी और सार्वजनिक ेत्र के इस्पात उत्पादा— को निम्नलिन्न्ति पद्धति में वर्गीकृत और प्रमाति करने का र्निय लिया गया है ः--
(1) अपनाई गई प्रक्रिया रूट/प्रौद्योगिकी के आधर पर और
(2) आकार/मता के आधर पर
इस्पात संयंत्रा—/उत्पादका— का वर्गीकर :
(1) अपनाई गई प्रक्रिया रूट/प्रौद्योगिकी के आधर पर इस्पात संयंत्रा—
को निम्नवत वर्गीकृत किया जा सकता है :--
(क) प्रमुन्न् इस्पात उत्पादक : वे इस्पात उत्पादक जो लौह अयस्क, कच्चा अश्वा संसाध्ति, का उपयोग करके अपना प्रचालन लोहा निर्मा (हॉट मैटल अश्वा स्पंज आयरन/डीआरआई का उत्पादन) से शुरू करते ह और रोलिंग/प्रोसेसिंग सुविधआ— के साश् अश्वा उसके बिना मानक विनिर्देशना— वाले कच्चे इस्पात का उत्पादन करते ह।
(न्न्) गौ इस्पात उत्पादक ः इस श्रेी में निम्नलिन्न्ति इस्पात
उत्पादक/संसाध्क शामिल ह :--
(i) वे इस्पात उत्पादक जिनके पास रोलिंग/प्रोसेसिंग सुविधआ— के साश् अश्वा उसके बिना (लेकिन कैप्टिव लोहा निर्मा सुविधआ— के बिना) ईएएफ और/अश्वा ईआईएफ उपलब्ध् हो तश वे न्न्रीदे गए फैरस स्क्रैप और/अश्वा इसके स्शनापन्न यश स्पंज आयरन/डीआरआई के माध्यम से मानक विनिर्देशा— के अनुसार कच्चे/परिष्कृत इस्पात उत्पादा— का उत्पादन करते ह।
(ii) इस्पात संसाध्क यश हॉट रि-रोलिंग मिल्स, कोल्ड रोलिंग मिल्स, गल्वेनाईजग यूनिट— इत्यादि जो अर्ध् परिष्कृत/ मध्यम इस्पात उत्पादा— के माध्यम से मानक विनिर्देशना— के अनुरूप परिष्कृत/मूल्यवध्त इस्पात उत्पादा— का उत्पादन करते ह।
(2) आकार/मता के आधर पर इस्पात उत्पादका— को निम्नवत
वर्गीकृत किया जा सकता है :--
(क) एकीकृत इस्पात संयंत्र : रोलग सुविधआ— वाले वे प्रमुन्न् इस्पात उत्पादक जिनके पास कच्चे इस्पात के मामले में एक ही स्शन पर न्यूनतम एक मिलियन टन प्रति र्व (एमटीपीए) की मता950 भारत का राजपत्र, दिसम्बर 28, 2013 (पौ 7, 1935) [भाग I—खण्ड 1 विद्यमान हो (किसी रूट का संबंध् रन्न्े बगैर) और वे मानक विनिर्देशना— के अनुसार इस्पात उत्पादा— का उत्पादन करने में समर्श् हा—।
2. मैटीरियल फ्लो डायग्राम के साथ उत्पादन प्रक्रिया पर एक संक्षेप।
3. अधिष्ठापित बड़ी सुविधाओं/उपस्करों की सूची उनकी तकनीकी
विनिर्देशों के साथ।
(न्न्) छोटे इस्पात संयंत्र : वे प्रमुन्न्/गौ (स्ट—ड एलोन ईएएफ/ईआईएफ आधरित) इस्पात उत्पादक जिनके पास कैप्टिव रोलग मिल्स/प्रोसेसग यूनिटा— के साश्/उसके बिना एक मिलियन टन प्रति र्व (एमटीपीए) कच्चा इस्पात मता विद्यमान हो और वे मानक विनिर्देशना— के अनुसार इस्पात उत्पादा— का उत्पादन करने में समर्श् हा—।
4. उत्पादन क्षमताः
मद क्षमता पिछले वर्ष के दौरान उत्पादन
हॉट मेटल
स्पंज आयरन/डीआरआई/एचबीआई
(3) अन्य : वे इस्पात संयंत्र (उत्पादक/संसाध्क) जो मानक विनिर्देशना—
के अनुसार इस्पात का उत्पादन करने में समर्श् न हा—।
प्रमान की प्रक्रिया :
कच्चा/कास्ट स्टील
परिष्कृत इस्पात उत्पादः
(क) हॉट रोल्ड उत्पाद
(ख) कोल्ड रोल्ड उत्पाद
(ग) अन्य (कृपया उल्लेख करें)
इस्पात संयंत्रा— का उपरोक्तानुसार प्रमान कंपनिया— से विशे अनुरोध् प्राप्त होने पर किया जाएगा। प्रमान अनुरोध् (सीआर) के रूप में प्रमान हेतु ऐसे अनुरोध् कार्यपालक सचिव, संयुक्त संयंत्र समिति, कोलकाता को –ेजना होगा। जेपीसी की तकनीकी समिति इन अनुरोध— की जांच परिशिष्ट में निदष्ट चैक लिस्ट के अनुसार अर्हता मानदंडा— के संदर्– में करेगी और इस मामले में अपनी सिफारिश— इस्पात मंत्रालय को प्रस्तुत करेगी। इस्पात मंत्रालय इन सिफारिशा— के आधर पर प्रमान जारी करेगा।
मॉली तिवारी उप सचिव 5. प्राप्त बीआईएस लाईसेंस/रजिस्टे्रशन का ब्यौरा और/अथवा अंतर्राष्ट्रीय/अन्य मानक विनिर्देशों के अनुसार इस्पात आपूर्ति के प्रमाण।
6. अंतर्राष्ट्रीय/अन्य मानक विनिर्देशों के अनुसार उत्पादित/आपूर्ति
किए गए विक्रेय इस्पात की मात्रा।

Ordered that a copy of this Resolution be communicated to all the members of this Committee, President's Secretariat, Prime Minister's Office, Cabinet Secretariat, Lok Sabha Secretariat, Rajya Sabha Secretariat, Committee of Parliament on Official Language, Planning Commission, Comptroller and Auditor General of India's Office and all Ministries and Departments of the Government of India.
7. इस्पात संयंत्र के आईएसपी के रूप में वर्गीकरण हेतु क्षमता संबंध्ी सूचना के साथ आपूर्तिकर्ता का प्रमाण पत्र/अंतिम स्वीकृति प्रमाण पत्र (एफएसी), जिसमें इस्पात के उत्पादन हेतु संयंत्र की क्षमता का उल्लेख हो अथवा तकनीकी समिति की संतुष्टि के अन्य संबंध्ति दस्तावेज प्रस्तुत किए जाएं।

No. 4(8)/2010-SD-I.—Steel Plants are classified differently in trade and commerce on the basis of vintage, process route, size, level of integration etc. Some of the commonly used classifications/definitions are "Primary Steel Plants/ Producers", "Secondary Steel Plants/Producers", "Integrated Steel Plants", "Electric Arc Furnace (EAF) Unit", and "Electric Induction Furnace (EIF) Unit". A number of Steel Producers have been approaching the Ministry of Steel for classifying them as Integrated Steel Plants or Primary Steel Producers. This was prompted by the user industries' preference for Integrated/ Primary Steel Plants for steel procurementPART I—SEC. 1] THE GAZETTE OF INDIA, DECEMBER 28, 2013 (PAUSA 7, 1935) 951 presumably on the ground that only such producers are capable of supplying quality steel in the right quantity. In order to resolve this issue, it has been decided to classify and certify steel producers in the private as well as public domain in the following manner:—
(1) on the basis of process route/technology adopted, and
(2) on the basis of size/capacity.
CLASSIFICATION OF STEEL PLANTS/PRODUCERS:
(1) On the basis of process route/technology adopted,
steel plants may be classified as:—
(a) Primary Steel Producers: Steel Producers starting their operation from iron making (production of hot metal or sponge iron/DRI) using iron ore, virgin or processed and producing crude steel of standard specifications, with or without rolling/processing facilities.
(b) Secondary Steel Producers: Steel producers/
processors comprising:—
(i) Steel producers having EAF and/or EIF with/ without rolling/processing facilities (but without captive iron making facilities) producing crude/finished steel products as per standard specifications from purchased ferrous scrap and/or its substitutes like sponge iron/DRI.
(ii) Steel processors like hot re-rolling mills, cold rolling mills, galvanizing units, etc. producing finished/value added steel products as per standard specifications from semi-finished/ intermediate steel products.
(2) On the basis of size/capacity steel producers may be
classified as :
(a) Integrated Steel Plants : Primary steel producers with rolling facilities having a minimum capacity of one million tonne per annum (mtpa) in terms of crude steel in a single location (irrespective of any route) and capable of producing steel products as per standard specifications.
(b) Mini Steel Plants : Primary/Secondary (stand-alone EAF/EIF based) steel producers having a capacity of less than one million tonne per annum (mtpa) of crude steel with/without captive rolling mills/ processing units and capable of producing steel products as per standard specifications.
(3) Others : Steel plants (producers/processors) not
capable of producing steel as per standard specifications.
PROCESS OF CERTIFICATION :
The certification of steel plants as above will be done on specific requests from the companies. Such requests for certification in the form 'Certification Request (CR)' are to be addressed to the Executive Secretary, Joint Plant Committee, Kolkata. The Technical Committee of the JPC will examine the request with reference to the qualifying criteria as per the check list specified in the Appendix and furnish their recommendations in the case to the Ministry of Steel. The Ministry of Steel, on the basis of such recommendations, will issue the certificate.
