प्रदेश ग्रामीण बैंक का निर्देशक मंडल, भारतीय स्टेट बैंक, जो कि प्रायोजक बैंक है और राष्ट्रीय कृषि और ग्रामीण विकास बैंक से परामर्श करके और केन्द्र सरकार की पूर्व मंजूरी से, एतद्द्वारा, अरुणाचल प्रदेश ग्रामीण बैंक (अधिकारी और कर्मचारी) सेवा विनियमावली, 2010 को संशोधित करने के लिए निम्नोलिखित विनियम बनाता है, नामतः--
1. (1) इन विनियमावलियों को अरुणाचल प्रदेश ग्रामीण बैंक सेवा
(संशोधन) विनियमावली 2013 कहा जाएगा।
ए एण्ड एस क्र. 05/2013-14--भारतीय स्टेट बैंक (समनुषंगी बैंक) अधिनियम 1959 की धारा 29(1) के अनुसार, भारतीय स्टेट बैंक ने, स्टेट बैंक ऑफ पटियाला के निदेशक मंडल और भारतीय रिज़र्व बैंक से परामर्श करके तथा भारत सरकार से अनुमोदन के बाद, श्री एस. ए. रमेश रंगन को कार्य ग्रहण तिथि से तीन वर्ष की अवधि तक के लिए स्टेट बैंक ऑफ पटियाला के प्रबंध निदेशक पद पर नियुक्त किया है।
(2) वे सरकारी राजपत्र में अपने प्रकाशन की तारीख से प्रवृत्त होंगे।

2. अरुणाचल प्रदेश ग्रामीण बैंक (अधिकारी और कर्मचारी) सेवा विनियमावली, 2010 (विनियमावली के प्रकाशन का वर्ष) (जिसे इसके पश्चात् उक्त विनियमावली कहा जाएगा) के विनियम 2 में खंड (छ) के लिए उप विनियम (1) में निम्नोलिखित खंड प्रतिस्थापित किया जाएगा, नामतः--

(छ) ''सक्षम प्राधिकारी'' से तात्पर्य है;
4 भारत का राजपत्र, जनवरी 11, 2014 (पौष 21, 1935) [भाग III—खण्ड 4 ](iii) समूह 'ख' कार्यालय सहायक (बहुद्देशीय) और समूह 'ग' कार्यालय परिचायक (बहुद्देशीय) जैसे कर्मचारियों के संबंध में निर्देशक मंडल द्वारा यथा निर्धारित अधिकारी जो स्केल-IV के स्तर से कम न हो।
3. उक्त विनियमावली के लिए विनियम 50 में खंड (i) और (ii) के लिए निम्नलिखित खंड को प्रतिस्थापित किया जाएगा, नामतः--
(i) ''निर्देशक मंडल, जहां अध्यक्ष सक्षम प्राधिकारी है;
(ii) अध्यक्ष, जहां महाप्रबंधक सक्षम प्राधिकारी है, और

(iii) महाप्रबंधक, जहां सक्षम प्राधिकारी का निर्णय विनियम 2 के उप विनियम (1) के खंड (छ) के उप-खंड (iii) के अंतर्गत निर्देशक मंडल द्वारा किया जाता है।''

2. In regulation 2 of the Arunachal Pradesh Rural Bank, (Officers and Employees) Service Regulations, 2010 (hereinafter referred to as the said regulations) in sub- regulation (1), for clause (g), the following clause shall be substituted, namely:—
(g) "Competent Authority" means,—
A&S No. 05/2013-14—In terms of Section 29(1) of State Bank of India (Subsidiary Banks) Act 1959, the State Bank of India, after consulting the Board of Directors of State Bank of Patiala and the Reserve Bank of India and with the approval of Government of India, have appointed Shri S. A. Ramesh Rangan as Managing Director of State Bank of Patiala for a period of three years with effect from the date he assumes charge.
(i) "the Chairman in respect of Officer Scale-III, IV and
V;
(ii) the General Manager in respect of Officer Scale-I
and II; and

Naharlagun, the 30th October 2013 (iii) an Officer not below the rank of Scale-IV in respect of employees relating to Group 'B' Office Assistant (Multipurpose) and Group 'C' Office Attendant (Multipurpose) as decided by the Board";
3. In regulation 50 of the said regulations, for clauses (i) and (ii), the following clauses shall be susbstituted, namely:—
(i) "the Board, where the chairman is Competent
Authority;
(ii) the Chairman, where the General Manager is
Competent Authority; and
No. 1876—In exercise of powers conferred by section 30 of the Regional Rural Banks Act, 1976 (21 of 1976) the Board of Directors of Arunachal Pradesh Rural Bank, after consultation with State Bank of India being the Sponsor Bank and the National Bank for Agriculture and Rural Development and with the previous sanction of the Central Government hereby makes the following regulations to amend the Arunachal Pradesh Rural Bank, (Officers and Employees) Service Regulation, 2010, namely :—
1. (1) These regulations may be called Arunachal Pradesh Rural Bank Service (Amendment) Regulations, 2013
(2) They shall come into force on the date of their publication in the Official Gazette.
(iii) the General Manager, where the Competent Authority is decided by the Board under sub-clause (iii) of clause (g) of sub regulation (1) of regulation 2."
