सं. 1/7/2012-कपास--भारत सरकार के सक्षम प्राधिकारी एतद्द्वारा दिनांक 09 जनवरी, 2013 के समसंख्यक संकल्प के द्वारा गठित कपास सलाहकार बोर्ड परामर्शदात्री समिति में निम्नलिखित सदस्यों को तत्काल प्रभाव से शामिल करने का निर्णय लेते हैंः--
1. श्री प्रशांत पुण्ढिक साले,
पोस्ट पर-हुन्नूर, तल-मंगलवेधा, जिला-शोेलापुर, महाराष्ट्र।
2. दिनांक 26 दिसम्बर, 2013 का संकल्प सं. 1/7/2012-कपास उपर्युक्तानुसार संशोधित किया जाता है।
3. पुनर्गठित बोर्ड के सदस्य दिनांक 09 जनवरी, 2013 की मूल अधिसूचना संख्या 1/7/2012-कपास में दर्शाई गई बोर्ड की अवधि की समाप्ति तक सेवा में रहेंगे।
4. आदेश किया जाता है कि संकल्प की एक प्रति सभी संबंधित को प्रेषित की जाए।
5. यह भी आदेश किया जाता है कि संकल्प को भारत के राजपत्र में प्रकाशित किया जाए।

उपयुक्त (ख) के संदर्भ में, क्रमावर्तन का निर्णय सलाहकार परिषद् द्वारा किया जाएगा और पहली बैठक में, जल संसाधन मंत्रालय आमंत्रित किए जाने वाले राज्यों के बारे में निर्णय करेगा। जल संसाधन मंत्रालय द्वारा (ग), (घ), (ङ) और (च) के लिए सदस्यों के मनोनयन का निर्णय जल संसाधन मंत्रालय द्वारा किया जाएगा। केन्द्रीय भूमि जल बोर्ड के सदस्य परिषद् की सभी बैठकों में विशिष्ट आमंत्रित के रूप में भाग लेंगे।
2. उद्देश्यः
राष्ट्रीय भूमि जल सलाहकार परिषद् का मुख्य उद्देश्य, धारणीय भूमि जल विकास (गुणवत्ता दृष्टिकोण सहित) देश में प्रबंधन तथा विनियमन को प्रोत्साहित करने के लिए नीतिगत निर्देश उपलब्ध करवाना है।
3. विचारार्थ विषयः
[ भू-जल संसाधन के विकास तथा प्रबंधन के लिए क्षेत्रों का प्राथमिकीकरण।
[ देश में भूमि जल संसाधनों के धारणीय विकास तथा प्रबंधन को प्रोत्साहित करने के लिए नीतियों तथा योजनाओं को बनाना।
[ नीतिगत विकास तथा भूमि जल संसाधनों के संवर्धन तथा सहयोगी भूमि जल मांग प्रबंधन को सुकर बनाने के लिए जलभृत मानचित्रण कार्यक्रम।
[ भूमि जल संसाधनों, जल संरक्षण सहित भूमि जल संसाधनों के संवर्धन के लिए नवीन क्षेत्र-विशिष्ट प्रौद्योगिकी, कृत्रिम पुनर्भरण तकनीकी और भू-जल गुणवत्ता पर अनुसंधान करना।
[ जागरूकता/शिक्षा/क्षमता निर्माण का सृजन करना।
[ निवेश तथा सरकारी-निजी सहयोग को आकर्षित करने के लिए नीतियां।
4. बैठकः
सलाहकार परिषद् आवश्यकतानुसार बैठक करेगी। हालांकि एक साल में राष्ट्रीय भू-जल सलाहकार परिषद् की कम से कम दो बैठकें होंगी।
5. व्ययः
सलाहकार परिषद् के अधिकारिक सदस्यों के टीए/डीए के खाते पर हुआ व्यय उन्हीं साधनों से पूरा किया जाएगा, जहां से वे अपने वेतन का आहरण करते हैं तथा गैर-अधिकारिक सदस्यों का व्यय, जल संसाधन मंत्रालय के सीजीडब्ल्यूबी द्वारा वहन किया जाएगा।
यह आदेश दिया जाता है कि उपर्युक्त संकल्प भारत के राजपत्र में प्रकाशित किया जाए। इसे सक्षम प्राधिकारी का अनुमोदन प्राप्त है।

(12) In respect of Members for (B) above, the rotation will be decided by the Advisory Council and in the first meeting, Ministry of Water Resources will decide about the States to be invited. The nomination of Members for (C), (D), (E) & (F) above will be decided by the Ministry of Water Resources. Members of Central Ground Water Board will join all the meetings of the Council, as Special Invitees.
(2) Objectives:
The main objective of the National Ground Water Advisory Council is to promote and provide strategic directions for sustainable ground water development (including quality aspects), management and regulation in the country.
(3) Terms of Reference:
* Prioritization of areas for development and management of ground water resources.
* Developing strategies and schemes to encourage sustainable development and management of ground water resources in the country.
* Aquifer mapping program for strategic development and augmentation of ground water resources and facilitate participatory ground water demand management.
* Research on innovative area-specific technologies for augmentation of ground water resources including water conservation, artificial recharge techniques and ground water quality.
* Creating awareness/education/capacity building.
* Strategies to attract investments including public private partnership.
(4) Meetings:
The Advisory Council will meet as and when deemed necessary. However, there shall be at least two meetings of National Ground Water Advisory Council in a year.
(5) Expenditure:
Expenditure on account of TA/DA to official Members of the Advisory Council will be met from the sources from which they draw their salaries and that of non-official Members, will be borne by the CGWB, Ministry of Water Resources.
