इलैक्ट्रॉनिकी रिकॉर्डों के संरक्षण सूचना प्रलेखन (ई-शासन-पीआईडी) के लिए मानक।
संं. 1(2)/2010-ईजी-II--जबकि इलैक्ट्रॉनिकी और सूचना प्रौद्योगिकी विभाग (डीईआईटीवाई), संचार और सूचना प्रौद्योगिकी मंत्रालय, भारत सरकार (जीओआई) राष्ट्रीय ई-शासन योजना (एनईजीपी) चला रहा है जिसका उद्देश्य समुचित शासन और संस्थागत तंत्र स्थापित करना, केन्द्र और राज्य सरकार में बहुत सारी मिशन मोड परियोजनाएं कार्यान्वित करने के साथ किसी भी प्रकार के प्रौद्योगिकी अवरोध को टालने के लिए मुक्त मानकों के प्रयोग को प्रोत्साहित करना भी है।
तथा जबकि, ई-शासन में मानकों को प्राथमिक गतिविधि के तौर पर समझा जाता है जो सूचना को साझा करने और ई-शासन अनुप्रयोगों में डेटा की सीवनहीन अंतरप्रचालनात्मकता को सुनिश्चित करने तथा ई-शासन के लिए मानक बनाने/अपनाने में मदद करेगा।
तथा जबकि, इलैक्ट्रॉनिक रिकॉर्डों के संरक्षण सूचना प्रलेखन (ई-शासन-पीआईडी) के लिए मानक होने की तत्काल आवश्यकता महसूस की गई है, जिससे मानकीकृत मेटाडेटा शब्दकोश और इलैक्ट्रॉनिक रिकॉर्ड के ''संरक्षण मेटाडेटा'' की व्याख्या करने के लिए योजना समर्थ होगी। इस मानक में ई-सरकार प्रणाली द्वारा अंतिम ई-रिकॉर्ड सृजित होने के बाद स्वतः ही अधिकतर संरक्षण सूचना (मेटाडेटा) को कैप्चर करना प्रस्तावित है।
तथा जबकि, मानकों पर सक्षम प्राधिकारी ने इलैक्ट्रॉनिक रिकॉर्डों के संरक्षण सूचना प्रलेखन (ई-शासन-पीआईडी) के लिए मानक को अनुमोदित किया है।
अब, यह विभाग अधिसूचना के प्रभावी होने की तिथि से सभी ई-शासन अनुप्रयोगों के लिए इलैक्ट्रॉनिक रिकॉर्डों के संरक्षण सूचना प्रलेखन के लिए मानक अधिसूचित करता है। इस मानक को http://egovstandards.gov.in. से डाउनलोड किया जा सकता है।

संकल्प
सं. ईआरबी-I/2013/23/25--श्री चलावाडी नारायणस्वामी की अध्यक्षता में यात्री सुविधा समिति को पुनर्गठित करते हुए रेल मंत्रालय (रेलवे बोर्ड) के 25.07.2013 के समसंख्यक संकल्प और 22.01.2014 के आदेश के तहत् उक्त समिति के एक सदस्य श्री गोविन्द गोयल का 06.11.2013 से त्याग पत्र स्वीकार किये जाने के बाद रेल मंत्रालय (रेलवे बोर्ड) ने श्री अनिल कुमार शुक्ला, पुत्र श्री शिव सेवक शुक्ला, निवासी गांव-भेटुआ, पोस्ट-भेटुआ, तहसील-अमेठी, जिला-अमेठी को यात्री सुविधा समिति के सदस्य के रूप में नामित करने का निर्णय किया है।

यह आदेश दिया जाता है कि इस संकल्प को आम सूचना के लिए भारत के राजपत्र में प्रकाशित किया जाए।

संकल्प
सं. ईआरबी-I/2013/23/26--रेल मंत्रालय (रेलवे बोर्ड) ने खानपान/वेंडिंग स्टॉलों/बुक स्टॉलों/पर्यटक सूचना केन्द्रों आदि के विभिन्न पहलुओं की जांच करने के लिए यात्री सेवा समिति का पुनर्गठन करने का निर्णय किया है।
2. यह समिति श्री दीपक सिंह, पुत्र स्वर्गीय श्री राज करण सिंह, ग्राम एवं पोस्ट-सवाई हेमगढ़, तहसील-गौरीगंज, जिला-अमेठी, उत्तर प्रदेश की अध्यक्षता में कार्य करेगी।
3. समिति के अन्य सदस्य निम्नानुसार होंगेः--

5. समिति के विचारार्थ विषय नीचे दिए गए अनुसार हैंः--
(क) खानपान/वेंडिंग स्टॉलों/ट्रञॉलियों और अन्य सभी स्टॉलों जैसे बुक स्टॉलों और अन्य विविध स्टॉलों, पीसीओ/आईएसडी/एसटीडी बूथों के आकार, डिजाइन और स्थल की पुनरीक्षा करना और डिजाइन, आकार तथा स्थल के मानकीकरण के लिए उपायों की सिफारिश करना ताकि यह सुनिश्चित किया जा सके कि वे न केवल स्टेशन के सौंदर्यकरण के अनुरूप हों बल्कि कम से कम स्थान घेरें और वे यात्रियों के चलने-फिरने में बाधा उत्पन्न न करें। वे इस प्रकार की सेवाओं के बढ़ने और उनके अव्यवस्थित तरीेके से स्थापित होने के कारण महत्वपूर्ण स्टेशनों और प्लेटफार्मों पर भीड़-भाड़ को कम करने के उपायों के बारे में विशिष्ट रूप से सिफारिश करेंगे।
(ख) समिति, स्टेशनों पर और गाड़ियों में अप्राधिकृत फेरी वालों/वेंडिंग की समस्याओं का अध्ययन करेगी, अति संवेदनशील स्थलों, सेक्शनों और गाड़ियों की पहचान करेगी और इस समस्या को दूर करने के लिए ठोस उपायों की सिफारिश करेगी।
(ग) समिति उन वस्तुओं, जिन्हें इस समय इन विभिन्न स्टॉलों पर बेचे जाने की अनुमति है, की भी पुनरीक्षा करेगी और उनके मानकीकरण के संबंध् में सुझाव देगी। यह ऐसी वस्तुओं की सिफारिश भी करेगी जो स्वास्थ्य और स्वच्छता पर कोई प्रतिकूल प्रभाव डाले बिना और किसी भी तरह से जनता की रुचि और संवेदनशीलता को कोई ठेस पहुंचाए बिना जनता को बेचे जाने हेतु शामिल की जाएंगी।
(घ) समिति परिवहन के अन्य साधनों, शहर के नक्शों आदि की उपलब्धता के संबंध में यात्रियों के मार्गनिर्देश के लिए पर्यटक सूचना बूथों और किऑस्कों की स्थापना की आवश्यकता की जांच करेगी और सिफारिश करेगी।
(ङ) समिति, क्षेत्रीय और प्रादेशिक आवश्यकताओं पर आधारित पुस्तकों और प्रकाशनों की बिक्री और साथ ही राष्ट्रीय अखंडता, सामाजिक न्याय, साम्प्रदायिक सद्भावना, ग्रामीण विकास आदि मूल विषयों वाले साहित्य की बिक्री के संबंध में जांच करेगी और सिफारिश करेगी। समिति गाड़ियों में और रेलवे स्टेशनों पर बजाए जाने वाले संगीत और साथ ही स्टेशनों आदि पर विज्युअल मीडिया जैसे क्लोज़ड सर्किट टेलीविज़नों (सीसीटीवी) के जरिए दिए जाने वाले संदेशों की भी जांच करेगी।
6. समिति का कार्यकाल इसके गठन की तारीख से दो वर्ष की अवधि के लिए अथवा अगले आदेशों तक, जो भी पहले हो, होगा।
7. पर्यटन एवं खानपान निदेशालय, समिति के साथ संपर्क बनाए रखने और इसकी विभिन्न सिफारिशों का समय पर कार्यान्वयन करने के लिए नोडल निदेशालय होगा।
आदेश
यह आदेश दिया जाता है कि इस संकल्प को आम सूचना के लिए भारत के राजपत्र में प्रकाशित किया जाए।

Standard for Preservation Information Documentation (eGOV-PID) of Electronic Records
No. 1(2)/2010-EG-II.—WHEREAS, Department of Electronics & Information Technology (DeitY), Ministry of Communications and Information Technology, Government of India (GoI) is driving the National e-Governance Plan (NeGP), which seeks to create the right Governance and institutional mechanism; implement a number of Mission Mode Projects at the Centre & State Government and also promote the usage of Open Standards to avoid any technology lockins.
AND WHEREAS, Standards in e-Governance is considered priority activity, which will help ensure sharing of information and seamless interoperability of data across e-Governance applications and also creation of an Institutional Mechanism under NeGP to evolve/adopt Standards for e-Governance.
AND WHEREAS, Immediate need has been felt to have Standard for Preservation Information Documentation of Electronic Records, which would enable standardized metadata dictionary and scheme for describing the "preservation metadata" of an electronic record. This standard proposes to capture most of the preservation information (metadata) authomatically after the final e-record is created by the e-government system.
AND WHEREAS, the Competent Authority on Standards has approved the Standard for Preservation Information Documentation of Electronic Records.
NOW, this Department hereby notifies Standard for Preservation Information Documentation of Electronic Records for all e-Governance Applications w.e.f. the date of notification. The Standard can be downloaded from http:/ /egovstandards.gov.in.

No. ERB-I/2013/23/26—Ministry of Railways (Railway Board) have decided to reconstitute the Passenger Services Committee to look into the various aspects of catering/vending stalls/book stalls/tourist information centers etc.
2. The Committee will function under the Chairmanship of Shri Deepak Singh S/o Late Shri Raj Karan Singh, V&PO Sewai Hemgarh, Tehsil Gauriganj, Distt. Amethi, Uttar Pradesh.

4. Director (Tourism & Catering), Railway Board will be the Secretary of the Committee.
5. The Terms of reference of the Committee are as under—
(a) To review the size, design and location of catering/vending stalls/trolleys and all other stalls like book stalls and other miscellaneous stalls, PCO/ISD/STD booths and recommend measures for standardization of the design, size as well as the location so as to ensure that they not only match with the aesthetics of the station, but also take up minimum space and do not create hindrance to movement and circulation of passengers. They would specifically recommend steps to reduce congestion at important stations and platforms caused due to proliferation of such services and their installation in a haphazard manner.
(b) The Committee would study the problems of unauthorized hawking/vending at stations and in trains, identify vulnerable locations, sections and trains, and recommend concrete measures to eliminate this menace.
(c) The Committee would also review the items, which are presently permitted to be sold at these various stalls and suggest their standardization. They would recommend items, which would be included for sale to public without any risk to health and hygiene and in no way offend public taste and sensitivity.
(d) The Committee would examine and recommend on the requirement for setting up of tourist information booths as well as kiosks for guiding traveling public regarding availability of other modes of transport, city maps etc.
(e) The Committee would examine and recommend regarding sale of books and publications depending on the regional and territorial requirements as also sale of literature for permitting themes of national integration, social justice, communal harmony, rural development etc. The Committee would also examine the kind of music to be played in trains at railway stations as also the messages given through the visual media like Closed Circuit Televisions (CCTVs) at stations etc.
6. The tenure of the Committee will be for a period of two years from the date of its constitution or till further orders, whichever is earlier.
7. The Tourism and Catering Directorate will be the nodal Directorate interacting with the Committee and processing its various recommendations for timely implementation.
