सं. 11-78/2013-स्कूल-5--स्कूल शिक्षा और साक्षरता विभाग, मानव संसाधन विकास मंत्रालय की आईसीटी @ स्कूल योजना वर्ष 2004-05 में शुरू तथा दिसम्बर, 2010 में संशोधित की गई थी तथा हाल ही में राष्ट्रीय माध्यमिक शिक्षा अभियान (आरएमएसए) की समावेशी योजना में समायोजित की गई है। स्कूलों में आईसीटी के उपयोग का अवसर उपलब्ध कराने के लिए मानव संसाधन विकास मंत्रालय में स्कूली शिक्षा (2012) के लिए आईसीटी की राष्ट्रीय नीति विकसित की है।
2. स्कूल प्रणाली में आईसीटी को शामिल करने के लिए अधिक महत्व, विशेष रूप से शिक्षा में मिशन मोड परियोजना के मद्देनजर तथा शिक्षा में आईसीटी के सभी पहलुओं पर मानव संसाधन विकास मंत्रालय के मार्गदर्शन के लिए एतद्द्वारा स्कूल शिक्षा में आईसीटी पर एतद्द्वारा तत्काल राष्ट्रीय स्रोत समूह का निम्नानुसार गठन किया जाता हैः--

3. एनआरजी के विचारार्थ विषय होंगेः
(i) राष्ट्र की शिक्षा नीति के अनुरूप आईसीटी के समुचित उपयोग के लक्ष्यों और उद्देश्यों पर मानव संसाधन विकास मंत्रालय को परामर्श।
(ii) मानव संसाधन विकास मंत्रालय को स्कूल प्रणाल में उपलब्ध साध्न और नई आईसीटी प्रौद्योगिकी अर्थातः शिक्षक और शिक्षा प्रशासन को कार्यनीति पर परामर्श देना।
(iii) राज्यों में कार्यान्वयन की निगरानी मूल्यांकन और मार्गदर्शन की
कार्यनीति की सिफारिश करना।
(iv) मुक्त शिक्षा-संसाधन के राष्ट्रीय कोष के विकास और प्रबंधन को सहयोगी मंच पर लाने के लिए सभी सार्वजनिक एजेंसियों, शिक्षा का सभी सार्वजनिक एजेंसियों, शिक्षा समूह और वैयक्तिकों को शामिल कर सहयोगी मंच पर लाने के लिए मार्गदर्शन करना।
(v) व्यावसायिक विकास की प्रक्रिया और स्कूलों में आईसीटी के पाठ्यक्रम सहित आईसीटी की स्थापना और उपयोग में स्कूल प्रणाली के पदाधिकारियों का सहायता के लिए मार्गदर्शन करना।
(vi) स्कूल की भिन्न स्थितियों, विशेषरूप से दूरदराज के क्षेत्रों में, उपयुक्त हार्डवेयर, सॉफ्टवेयर, कनेक्टिविटी के उपयोग पर अध्ययन या सिफारिश करने के लिए विशेषज्ञ समूह की स्थापना पर मार्गदर्शन करना।
(vii) आरएमएसए के तहत् माध्यमिक शिक्षा में गुणवत्ता दखल/आईसीटी घटक के लिए निगरानी अनुदेश द्वारा प्रदत्त निगरानी/मूल्यांकन रिपोर्ट की समीक्षा।

संकल्प
राष्ट्रीय प्रारंभिक बाल्यावस्था देखरेख तथा शिक्षा परिषद्
सं. 1-1/2013-ईसीसीई--भारत में प्रारंभिक बाल्यावस्था देखरेख एवं शिक्षा की प्रणाली तैयार करने के लिए प्रारंभिक बाल्यावस्था देखरेख तथा शिक्षा (ईसीसीई) नीति के तहत् राष्ट्रीय प्रारंभिक बाल्यावस्था देखरेख एवं शिक्षा परिषद् की परिकल्पना की गई है राष्ट्रीय ईसीसीई परिषद् ईसीसीई के लिए राष्ट्रीय अवधारणा तथा रणनीति तैयार करेगी और व्यापक ईसीसीई तंत्र स्थापित करके भारत में ईसीसीई की नींव को सुदृढ़ करने में सहयोग प्रदान करेगी। राष्ट्रीय ईसीसीई परिषद् भारत सरकार के महिला एवं बाल विकास मंत्रालय के तहत् राष्ट्रीय स्तर की संस्था होगी, जो प्रशिक्षण पाठ्यचर्या की रूपरेखा, मानकों तथा संबद्ध कार्यकलापों की पद्धतियां उपलब्ध कराएगी तथा प्रारंभिक बाल्यावस्था, देखरेख तथा शिक्षा के क्षेत्र में सुधार करने के उद्देश्य से कार्यात्मक अनुसंधान को बढ़ावा देगी।
प्रारंभ में यह एक सलाहकार तथा निरीक्षण निकाय होगा जो धीरे-धीरे ईसीसीई के क्षेत्र में व्यवस्थिति सुधारों के लिए एक स्वायत्त विनियामक निकाय बन जाएगा। राष्ट्रीय जन सहयोग एवं बाल विकास संस्थान (निपसिड), ईसीसीई परिषद् के लिए जानकारी जुटाएगा तथा शुरू में स्थान और संभार तंत्र की अपेक्षित सहायता के साथ इसकी मदद करेगा। इसी प्रकार, निपसिड के क्षेत्रीय केन्द्रों में ईसीसीई से संबद्ध कार्यक्रम प्रणाली, राज्य शैक्षणिक अनुसंधान एवं प्रशिक्षण परिषद् (एससीईआरटी)/राज्य शिक्षा और प्रशिक्षण संस्थान (एसआईईटी) तथा विश्वविद्यालयों के साथ भागीदारियों के माध्यम से क्षेत्रीय ईसीसीई परिषदों की स्थापना की जा सकती है। प्रणाली में तालमेल लाने के लिए राज्य ईसीसीई परिषदों को गठित करने के लिए भी राज्यों को प्रोत्साहित किया जाएगा।
2. उद्देश्य
राष्ट्रीय ईसीसीई परिषद् का मुख्य उद्देश्य 0-6 वर्ष की आयु वर्ग के छोटे बच्चों के लिए अपेक्षित गुणवत्ता के साथ सर्वांगीण तथा समेकित विकास केभाग I—खण्ड 1] भारत का राजपत्र, मार्च 15, 2014 (फाल्गुन 24, 1935) 475 लिए अवधारणा तथा प्रथा बनाना है। इसे एक व्यापक ईसीसीई प्रणाली स्थापित करके तथा समेकित ढांचा विकसित करके प्राप्त किया जाएगा जो बहु-माडल तथा बहु-घटक उपायों, दीर्घकालिक डाटा संकलन और आयोजना, तथा अधिक कारगर अंतर-क्षेत्रक सेवा प्रदायगी की पद्धतियों और प्लेटफार्मों को सुगम बनाते हुए तथा उनकी सहायता करते हुए भारत में ईसीसीई कार्यक्रमों की बुनियाद को सुदृढ़ बनाने में योगदान देगा।
परिषद् ईसीसीई एवं संबंधित नीतियों को बढ़ावा देगी तथा पेशेवरों एवं देखभालकर्ताओं सहित परिवारों, समुदायों तथा पूरे समाज में साक्ष्य आधरित प्रथाओं को आगे बढ़ाएगी। यह विनियामक तंत्र भी निर्धारित करेगी तथा प्रारंभिक बाल्यावस्था विकास पद्धति के मानदंडों तथा मानकों और इससे संबंधित मामलों के लिए मानदंडों एवं मानकों के उपयुक्त अनुपालन का सुनिश्चय करेगी।
3. अवधारणा
यह स्वीकार करते हुए कि बाल विकास सतत् एवं संचयी प्रक्रिया है जो जीवन चक्र के दृष्टिकोण का अनुसरण करता है, व्यापक बाल विकास की दिशा में प्रारंभिक बाल्यावस्था देखरेख तथा शिक्षा साक्ष्य आधारित संकल्पना और प्रथाओं को दृढ़तापूर्वक स्थापित करना।
7. परिषद् के कार्य
परिषद् का यह कर्त्तव्य होगा कि वह ऐसे सभी कदम उठाए जो उसे ईसीसीई के मानकों के निर्धारण और उन्हें कायम रखने के लिए प्रारंभिक बाल्यावस्था देखरेख एवं शिक्षा की नीतियों, रूपरेखाओं तथा अन्य प्रावधानों का योजनाबद्ध और समेकित विकास सुनिश्चित करने के लिए उपयुक्त प्रतीत हों तथा राष्ट्रीय ईसीसीई नीति के अन्तर्गत अपने कार्यों के निष्पादन के लिए परिषद् निम्नलिखित कार्य कर सकती हैः
(क) नीतियों के कार्यान्वयन में सुधार करने तथा प्रारंभिक बाल्यावस्था देखरेख तथा शिक्षा के संबंध में सरकार की उपयुक्त योजनाओं एवं कार्यक्रमों को तैयार करने के मामले में सरकार को रणनीति संबंध्ी निदेश तथा परामर्श देना।
(ख) राष्ट्रीय ईसीसीई नीति के लिए समग्र आयोजना का नेतृत्व करना।
(ग) राष्ट्रीय ईसीसीई नीति के अंतर्गत निर्दिष्ट सभी ईसीसीई गतिविधियों का नेतृत्व एवं प्रतिनिधित्व करना तथा सुनिश्चित करना कि वे अच्छी तरह नियोजित, कार्यान्वित एवं मूल्यांकित हों।
(घ) ईसीसीई सेवा प्रदायगी में साम्यपूर्ण एवं तर्कसंगत विधियां लाने के
लिए दिशानिर्देश निर्धारित करना।
4. लक्ष्य
• उत्तरदायी पणधारियों में ईसीसीई के परिणामों के लिए समान जिम्मेदारी
को बढ़ावा देना।
• गुणवत्ता का सुनिश्चिय करना, साक्ष्य आधारित साधन, संसाधन, प्रक्रियाएं, पद्धतियां तथा जागरूकता सामग्री उपलब्ध कराना।
• ईसीसीई के सभी पहलुओं में सुधार के लिए प्रणालियां एवं नेटवर्क
विकसित करना, सहायता देना एवं स्थापित करना।
• सतत् गुणात्मक सुधार के प्रति वचनबद्धता के साथ परिणामों तथा संकेतकों को विनियमित करना, उनका पर्यवेक्षण करना तथा उनकी मानीटरिंग करना।
5. परिणाम
• सर्वांगीण, समेकित तथा ईष्टतम बाल विकास प्राप्त करना और
विकास में विलंब पर रोक लगाना।
• गुणात्मक प्रारंभिक बाल्यावस्था देखरेख तथा शिक्षा सेवाओं की
व्यापक तथा स्थाई प्रणालियां।
• ईसीसीई क्षेत्र के बारे में सार्वजनिक जागरूकता तथा पेशेवराना अंदाज
में सुधार।
6. अधिदेश
1. ईसीसीई के कार्यक्रमों एवं सेवाओं के लिए नीतियां, कार्यान्वयन
दिशानिर्देश तैयार करना।
2. ईसीसीई में व्यवस्थित सुधार लाने और उन्हें सुदृढ़ करने के लिए ईसीसीई की जानकारी का विकास करना, प्रसार करना और उपयोग करना।
3. नई रणनीतियों तथा विकल्पों की खोज करना तथा ईसीसीई में नवाचारों को व्यापक बनाने और उन्हें कायम रखने के तरीकों का पता लगाना।
(ङ) सभी छोटे बच्चों के इष्टतम ईसीसीई सेवाएं सुनिश्चित करना।
(च) देश में ईसीसीई प्रावधानों तथा उनकी सुलभता और उपलब्धता का
समन्वय करना तथा उनकी मानीटरिंग करना।
(छ) परिषद् द्वारा निर्धारित मानदंडों, दिशानिर्देशों एवं मानकों के कार्यान्वयन की जांच करना और आवधिक आधार पर समीक्षा करना तथा संस्थाओं को उपयुक्त ढंग से सलाह देना।
(ज) ऐसी प्रणालियों की स्थापना को प्रोत्साहित करना जो ईसीसीई के लिए जोखिम कारकों को घटाएं तथा ईसीसीई के लिए संरक्षी कारकों/उपायों को बढ़ावा दें।
(झ) नए कार्यक्रम आरंभ करने के लिए और भौतिक तथा शैक्षणिक सुविधाएं प्रदान करने के लिए स्टाफिंग प्रणाली (पैटर्न) तथा स्टाफ अर्हता के लिए ईसीसीई संस्थाओं द्वारा अनुपालन के लिए दिशानिर्देश तैयार करना।
() ईसीसीई संस्थाओं पर जवाबदेही लागू करने के लिए उपयुक्त निष्पादन
प्रणाली, मानदंड एवं तंत्र विकसित करना।
(ट) विभिन्न स्तरों पर ईसीसीई पेशेवर के रूप में नियुक्त किए जाने वाले व्यक्ति की न्यूनतम योग्यताओं के संबंध में दिशानिर्देश निर्धरित करना।
(ठ) ईसीसीई कार्यक्रमों द्वारा प्रयुक्त खेल उपकरण, खेल सामग्री, खेल-स्थान, फर्नीचर, पुस्तकों तथा बाल साहित्य आदि के लिए मानदंड तथा मानक निर्धारित करना।
(ड) ईसीसीई प्रावधानों के व्यावसायीकरण तथा बच्चों के विकास की दृष्टि के अनुपयुक्त शिक्षा को रोकने के लिए सभी अनिवार्य कदम उठाना।
(ढ) शैक्षिक संस्थाओं में शिक्षकों तथा अन्य स्टाफ के लिए प्रारंभिक बाल्यावस्था देखरेख एवं शिक्षा पर प्रशिक्षण कार्यक्रमों के विकास पर सलाह देना।

(त) पूरे देश में ईसीसीई के लिए जीवंत, गतिशील अनुसंधान नेटवर्क तथा सूचना की हिस्सेदारी के लिए सुगम्य ज्ञान प्रबंधन प्लेटफार्म विकसित करना।
(थ) ईसीसीई से संबंधित बृहत्तर क्षेत्र में ऐसे कार्य करना जो उपयुक्त हों या केन्द्र सरकार द्वारा इसे सौंपे गए हों, या संबंधित मंत्रालयों और प्राधिकरणों के सहयोग से हों।
8. परिषद की संरचना
17. प्रतयेक क्षेत्र (उत्तर, दक्षिण, पूर्व, पश्चिम सदस्य
एवं उत्तर पूर्व) से एक के हिसाब से ईसीसीई के स्वतंत्र प्रभार वाले डब्ल्यूसीडी मंत्रालय/ विभाग से राज्यों के पांच (5) प्रतिनिधि, जो हर दो साल में बारी-बारी से मनोनीत होंगे
सदस्य सचिव समिति के अध्यक्ष/(कार्यपालक) उपाध्यक्ष की अनुमति से ईसीसीई विशेषज्ञों, विकास साझेदारों आदि को सहयोजित एवं आमंत्रित कर सकते हैं। परिषद् के निर्णय के अनुसार और/या समय-समय पर सरकार के निदेश के अनुसार बैठकें होंगी।

10. विचारार्थ विषय
राष्ट्रीय ईसीसीई परिषद् को तकनीकी विशेषज्ञता एवं दक्षता निर्मित करने और ईसीसीई के क्षेत्र में नई चुनौतियों का सामना करने के लिए ऐसे विषयों पर जिन्हें संगत समझा जा सकता है, विषयपरक/तकनीकी समितियां गठित/सृजित करने का अधिकार होगा।
कार्यकारिणी समिति शासी (सामान्य) परिषद् के निर्णयों को निष्पादित एवं कार्यान्वित करेगी। यह परिषद् के निर्णयों को लागू करने के लिए अध्किृत होगी। यह परिषद् के कार्यों को आगे बढ़ाने के लिए परिषद् के निदेशों/निर्णयों के अनुसार विषयपरक उप समितियां गठित कर सकती है।
राष्ट्रीय ईसीसीई नीति के अनुसार क्षेत्रीय परिषदों की समितियां स्थापित की जाएंगी तथा आबंटित कार्य संपन्न करेंगी एवं राज्य में परिषद् के कार्यों के कार्यान्वयन एवं समग्र नीति कार्यान्वयन का समग्र रूप से मानीटरन करेंगी।
राष्ट्रीय ईसीसीई नीति के अनुसार राज्य परिषदों की समितियां स्थापित की जाएंगी तथा जिला एवं निचले स्तर पर कार्यान्वयन का समग्र रूप से मानीटरन करेंगी।

सं. ए-50013/167/2013-प्रशा.-IV--राष्ट्रपति महोदय, हाल ही में उभर कर आए सोशल मीडिया एवं समसामयिक मीडिया के जरिए सूचना का प्रसार करने हेतु सूचना और प्रसारण मंत्रालय में एक नए मीडिया सैल की स्थापना करते हैं। संयुक्त सचिव (नीति एवं प्रशासन) इस नव गठित सैल के समग्र प्रभारी होंगे जिन्हें विशेष कार्य अधिकारी (सी) द्वारा सहायता प्रदान की जाएगी। उपर्युक्त सैल को पूर्ववर्ती गवेषणा, संदर्भ और प्रशिक्षण प्रभाग (आरआरटीडी), जिसे नए मीडिया विंग द्वारा प्रतिस्थापित किया गया है, द्वारा कार्यात्मक और प्रचालनात्मक सहायता प्रदान की जाएगी।
2. 'नए मीडिया विंग' में पूर्ववर्ती गवेषणा, संदर्भ और प्रशिक्षण प्रभाग के सभी मौजूदा कर्मचारी/अधिकारी तथा उसकी अवसंरचना शामिल होगी। मंत्रालय के सोशल मीडिया सैल के साथ वर्तमान में संलग्न भारतीय सूचना सेवा (आईआईएस) समूह 'क' एवं समूह 'ख' के अधिकारियों को एतद्द्वारा 'नए मीडिया विंग' के साथ संलग्न किया जाता है। सोशल मीडिया सैल के वे अधिकारी 'नए मीडिया विंग' के अपर महानिदेशक (एडीजी) को सीधे रिपोर्ट करेंगे जो आगे सूचना और प्रसारण मंत्रालय को रिपोर्ट करेंगे।

v) Guide the process of professional development and render support to functionaries of the school system in the establishment and use of ICT, including the curriculum for ICT in Schools.
vi) Guide the Establishment of expert group for undertaking studies or making recommendation on use of appropriate hardware, software, connectivity for the diverse school situations, particularly in remote areas.
vii) Review the Monitoring/Evaluation Reports provided by Monitoring Institutions for the Quality Interventions/ICT component in Secondary Education under RMSA.
viii) To enhance co-ordination between institutions and
other stakeholders.
4. The membership for members Sl No. 18—31 will be for a period of two years or till the time a new member is nominated in his/her place, whichever is later.
5. The scope of the temrs of reference of the NRG may be expanded as and when needed. The NRG may invite specialists to assist it with specific tasks or constitute sub-committees to address specific issues.
6. The NRG will meet at least twice in every calendar year.
7. The secretarial support to the NRG will be provided by
NCERT (CIET).
8. NRG may constitute such sub-groups for dealing with
sepcific areas, as it may deem appropriate.

National Early Childhood Care and Education Council
No. 1-1/2013-ECCE—The National Early Childhood Care Education (ECCE) Policy envisages a National Early Childhood Care and Education (ECCE) Council for laying the system of early childhood care and education in India. The National ECCE Council will lay the national vision and strategy for ECCE and would contribute to strengthen the foundation of ECCE programmes in India by establishing a comprehensive ECCE system. The National ECCE Council would be a national level organization under the Ministry of Women and Child Development, Government of India for providing systems of training, curriculum framework, standards and related activities; and promoting action research with an aim to improve the field of early childhood care and education.
It will be initially an advisory and oversight body, gradually becoming an autonomous regulatory body for systemic improvements in the field of ECCE. National Institute of Public Cooperation and Child Development (NIPCCD) would play the role of knowledge repository for the ECCE Council and support initially with requisite support of accommodation and logistics. Similarly, Regional ECCE Councils may be established at the NIPCCD Regional Centres through synergistic partnerships with ECCE related programme system, State Councils for Education Research and Training (SCERTs)/State Institutes of Education and Training (SIETs) and Universities. States would also be encouraged to form State ECCE Councils to bring in systemic synergies.
2. Objective
The main objective of the National ECCE Council is to embed the concept and practice for holistic and integrated development of the young children in the age group of 0-6 years with requisite quality. This would be achieved by establishing a comprehensive ECCE system and developing an integrated framework that would contribute to strengthen the foundation of ECCE programmes in India by facilitating and supporting multimodal and multicomponent interventions; long term data collection and planning; and more efficient inter- sectoral service delivery mechanisms and platforms.
The council would promote ECCE and related polices and advance evidence-based practices in families, communities and society at large including professionals and caregivers. It will also lay down the regulatory mechanism and ensure proper adherence to norms and standards in the early childhood development system and for mattters connected therewith.
3. Vision
To firmly establish evidence based concept and practices of early childhood care and education towards holistic child development by recognizing that child development is continuous and cumulative that follows a lifecycle approach.
4. Goals

• To ensure quality, make available evidence-based tools, resources, processes, methodologies and advocacy material
• To develop, support and eatsblish systems and networks for improvement in all facets of ECCE.

1. Formulation of policies, implementation guidelines

7. Functions of the Council
It shall be the duty of the Council to take all such steps as it may think fit for ensuring planned and co-ordinated development of early childhood care and education policies, frameworks and other provisions for the determination and maintenance of standards for ECCE and for the purposes of performing its functions under the national ECCE Policy, the Council May:—
a. Issue strategic directions and advisories to the Government of improving the implementation of policies and in the matter of preparation of suitable plans and programmes of Government with regard to early childhood care of education
b. Lead overall planning for the National ECCE Policy
c. Lead and delegate all ECCE activities specified under the National ECCE Policy and ensure that they are well planned, implemented and evaluated
d. Lay down guidelines to bring in equity and rational

i. Lay down guidelines for compliance by ECCE institutions, for starting new programmes, and for providing physical and instructional facilities, staffing pattern and staff qualification
j. Evolve suitable performance appraisal system, norms and mechanism for enforcing accountability on ECCE institutions
k. Lay down guidelines in respect of minimum qualifications for a person to be employed as an ECCE professional at various levels
l. Set norms and standards for play equipment, play materials, play space, furniture, books, children's literature etc. used by ECCE programmes
m. Take all necessary steps to prevent commercialisation of ECCE provisions and developmentally inappropriate education of children
n. Advise on the development of training programmes on early childhood care and education for educators and other staff in educational institutions
o. Establishing systems for providing effective coaching and peer-to-peer support for early childhood professionals
p. Developing a vibrant, dynamic research network in ECCE across the country and an accessible knowledge management platform for information sharing
q. Take such action in the larger field relating to ECCE as may be appropriate or entrusted to it by the Central Government, or in collaboration with relevant line Ministries and authorities.
8. Structure of the Council
The Council will have wider representations from all converging Departments/Ministries, representatives of NGOs, civil society organizations, professionals, practitioners, academicians, child rights activists etc.

9. Tenure
The tenure of the nominated members shall be two eyars.
The casual vacancies, other than ex-officio members, shall be filled by the authority which nominated those members whose place falls vacant.
The person nominated to a casual vacancy shall be a member of the Council for the residue of the term for which the member whose place he/she fills would have been a member.
10. Terms of Reference
The National ECCE Council will have powers to create/ constitute thematic/technical committees on themes as may be considered relevant, to build technical expertise and competence and to meet the emerging challenges in the field of ECCE.
The Executive Committee will execute and implement the decisions of the governing (General) Council. It will be empowered to implement the decisions of the Council. It may constitute thematic Sub-Committee as per directions/ decisions of the Council for furthering the functions of the Council.
The Committees of the Regional Councils would be established as per National ECCE Policy and would perform its assigned task and do overall monitoring of the implementation of functions of the Council & overall policy implementation in the State.
The Committees of the State Councils would be established as per National ECCE Policy and perform the overall monitoring of the implementation in the districts and below level.

No. A-50013/167/2013-Admn.IV—The President is pleased to set up a New Media Cell in the Ministry of Information & Broadcasting to disseminate the information through newly emergent social media and concurrent media. Joint Secretary (Policy & Administration) will be the overall Incharge of this newly established Cell who will be assisted by OSD (C). The functional and operational support to the above Cell will be provided by erstwhile Research Reference and Training Division (RRTD), which has been replaced by the New Media Wing.
2. The 'New Media Wing' will include all the existing staff and infrastructure of erstwhile Research Reference and Training Division. The Indian Information Service (IIS) Group-'A' and Group 'B' officers presently attached with Social Media Cell of the Ministry are hereby attached with the 'New Media Wing'. Those officers of Social Media Cell will directly report to Additional Director General (ADG) of 'New Media Wing' who will, in turn, report to the Ministry of Information & Broadcasting.
3. This will have effect from 04th September, 2013.
