सं. 1-20/2010-संस्कृत-II (भाग)--इस मंत्रालय के दिनांक 10 जनवरी, 2014 के संकल्प संख्या 1-20/2010-संस्कृत-II (भाग) के क्रम में जवाहरलाल नेहरू विश्वविद्यालय के संस्कृत अध्ययन हेतु विशेष562 भारत का राजपत्र, मार्च 29, 2014 (चैत्र 8, 1936) [भाग I—खण्ड 1 केन्द्र की प्रोफेसर एवं अध्यक्ष डॉ. शशिप्रभा कुमार को द्वितीय संस्कृत आयोग के सदस्य के रूप में नियुक्त करने का निर्णय किया गया है। यह नियुक्ति ऊपर उदृत संकल्प द्वारा पहले से नियुक्त किए गए सदस्यों के अतिरिक्त है।

सं. एफ-1-22/2010-बीटीआई--केन्द्रीय सरकार, जम्मू एवं कश्मीर सोसायटी पंजीकरण अधिनियम 1988 (1941 एडी) के अंतर्गत पंजीकृत एक स्वायत निकाय, केन्द्रीय बौद्ध अध्ययन संस्थान (सीआईबीएस), चोग्लामसर, लेह, लद्‌दाख जम्मू एवं कश्मीर के निदेशक के पद हेतु भर्ती नियमावली बनाती है, जैसा कि अनुसूची में दिया गया है।

2. इन नियमों को ''निदेशक, केन्द्रीय बौद्ध अध्ययन संस्थान, चोग्लामसर, लेह, लद्‌दाख, जम्मू एवं कश्मीर के पद हेतु भर्ती नियम'' कहा जाएगा।

3. ये नियम तत्काल रूप से प्रभावी होंगे।

4. आदेश दिया जाता है कि इस संकल्प को सामान्य जानकारी के लिए भारत के राजपत्र में प्रकाशित किया जाए।

5. यह भी आदेश दिया जाता है कि इस संकल्प की एक प्रति भारत सरकार के सभी मंत्रालयों और विभागों और सभी राज्य सरकारों और संघ राज्य क्षेत्रों को भेजी जाए।

जिन्होंने 8,700/- रु. के (ii) एवं (iii) प्रबंधन ग्रेड वेतन में उस पद बोर्ड के दो पर 5 वर्ष की नियमित नामिती--सदस्य सेवा की है,

(II) अर्हता ः--

अनिवार्य अर्हता

(i) किसी मान्यता प्राप्त विश्वविद्यालय से बौद्ध अध्ययन/बौद्ध दर्शन में डॉक्टरेट की डिग्री या समतुल्य पारंपरिक मठीय डिग्री।

(ii) राष्ट्रीय/अंतर्राष्ट्रीय ख्याति प्राप्त जर्नलों में उत्कृष्ट अनुसंधान और प्रकाशित कार्य का साक्ष्य या संबंधित विशेषज्ञता के क्षेत्र में अभिस्वीकृत पुस्तकों का साक्ष्य।

(iii) विशेषज्ञता के क्षेत्र में किसी मान्यता विश्वविद्यालय/संस्थान में स्नातकोत्तर स्तर पर 10 (दस) वर्ष का अध्यापन अनुभव।

(iv) किसी मान्यता प्राप्त विश्वविद्यालय/संस्थान में जिम्मेदार वरिष्ठ पद पर कम से कम 3 (तीन) वर्ष का प्रशासनिक अनुभव।

वांछनीय अर्हता ः हिन्दी या अंग्रेजी भाषाओं का लिखने और बोलने का धारा-प्रवाह ज्ञान

(III) आवेदन करने हेतु अधिकतम आयु-सीमा ः-- आवेदन प्राप्त करने की अंतिम तारीख को 55 वर्ष564 भारत का राजपत्र, मार्च 29, 2014 (चैत्र 8, 1936) [भाग I—खण्ड 1 (7) (8) (9) (10) (11) (12) (13)

से अधिक नहीं होनी चाहिए।

अल्पकालिक संविदा

अर्हता ः जैसा कि प्रतिनियुक्ति के लिए विहित है।

आवेदन करने हेतु अधिकतम आयु-सीमा ः 57 वर्ष से अधिक नहीं होनी चाहिए।

टिप्पण I ः प्रतिनियुक्ति पर नियुक्ति 3 वर्ष की अवधि के लिए होगी। इस कार्यकाल को अधिकतम 2 वर्ष के लिए या ऐसे अधिकारी के उनके मूल काडर में सेवानिवृत्ति की तारीख तक, जो भी पहले हो, प्रबंधन बोर्ड द्वारा समीक्षा किए जाने वाले संतोषजनक कार्य निष्पादन के अध्यधीन और एसीसी के अनुमोदन के साथ बढ़ाया जा सकता है।

टिप्पण II ः अल्पकालिक संविदा पर नियुक्ति 3 वर्ष के लिए होगी और इसे प्रबंधन बोर्ड द्वारा समीक्षा किए जाने वाले संतोषजनक कार्य निष्पादन के अध्यधीन और एसीसी के अनुमोदन के साथ अधिकतम दो वर्ष की अवधि हेतु बढ़ाई जा सकती है, जो अधिकतम 62 वर्ष की आयु-सीमा तक होगी।

टिप्पण III ः अल्पकालिक संविदा आधार पर नियुक्ति के मामले में, पदधारी की सेवा की निबंधन और शर्तें वही होंगी, जो सदृश पदधारण करने वाले केन्द्रीय सरकार के समूह 'क' अधिकारी पर लागू होती हैं।

समिति की बैठकों में भाग लेने के लिए गैर-सरकारी सदस्यों को रेल मंत्रालय के 13.07.2011 के पत्र सं. हिंदी/समिति/2008/38/1 तथा संसद सदस्यों को रेल मंत्रालय के 25.01.2007 के पत्र सं. हिंदी/समिति/2006/38/6 में निहित एवं समय-समय पर यथासंशोधित दिशा-निर्देशों के अनुरूप दैनिक भत्ता दिया जाएगा। समिति के अधिकृत काम और बैठकों आदि के विषय में उन्हें रेल यात्रा के लिए पहले दर्जे/वातानुकूल (दूसरे दर्जे) का रेलवे पास दिया जाएगा।

2. समिति के कार्य

Note I :—The term of appointment on deputation shall be for a period of 3 years. II. Functions

The functions of the Samiti will be to advise the Ministry of Railways on matters relating to progressive use of Hindi for official purpose in accordance with the policies laid down by the Central Hindi Committee and Department of Official Language from time to time.

III. Tenure

The term of the Samiti will normally be for three years from

the date of its reconstitution provided that:

(a) A member, who is a member of Parliament, will cease to be a Member of the Samiti as soon as he ceases to be the Member of Parliament.

(b) The Members of Parliament who are members of the Samiti by virtue of their being Members of Committee of Parliament on Official Language, will cease to be the members of the Samiti as soon as they cease to be the members of Committee of Parliament on Official Language.

(c) Ex-officio members of the Samiti shall continue to be members as long as they hold office by virtue of which they are the members of the Samiti.

(d) If a vacancy arises in the Samiti due to resignation, death etc. of a member, the member so appointed in that vacancy, shall hold office for the residual term of three years.

IV. General

The headquarters of the Samiti will be at Rail Bhavan, New Delhi but the meetings of the committee may be held at any other place also.

V. Travelling and other Allowances

For attending the meetings of the Samiti, payment of daily allowance to the non-official members will be governed by guidelines issued vide letter No. Hindi/Samiti/2008/38/1 dated 13.7.2011 and Members of Parliament will be governed by the letter No. Hindi/Samiti/2006/38/6 dated 25.1.2007 and revised from time to time. For rail journeys connected with authorized work and meetings of the Committee, First Class/Second AC Railway Passes will be issued.

The terms of office of all non-official members of the Council

or any Standing Committee appointed by the Council shall be

three years from the date of appointment of nomination, as

the case may be, provided that a member appointed or

nominated in his capacity as a member of a particular body or

as the holder of a particular appointment shall automatically

cease to be a member if he ceases to be a member of that body

or the holder of that appointment. Any person appointed to

casual vacancy among the non-official members of the Council

for the residue of the term for which the persons whose place

he fills would have been a member.
