संकल्प
विषय : देश के भूजल संसाधन के समग्र पुनः आकलन के लिए केन्द्र स्तरीय विशेषज्ञ समूह का गठन।
सं. टी-13014/3/2014-जीडब्ल्यू--पूरे देश के लिए राज्य-वार वार्षिक पुनर्भरणीय भूजल संसाधन का पिछला आकलन भूजल संसाधन आकलन समिति (जीईसी)-97 की पद्धति के आधार पर दिनांक 31 मार्च, 2011 की स्थिति के अनुसार किया गया था। तब से देश के विभिन्न स्थानों में भूजल परिदृश्य में कई परिवर्तन हुए हैं। तदनुसार, पूरे देश में भूजल संसाधन के पुनः आकलन (31 मार्च, 2013 की स्थिति के अनुसार) के समग्र पर्यवेक्षण के लिए एतद्द्वारा एक केन्द्रीय स्तरीय विशेषज्ञ समूह गठित किया जाता है। विशेषज्ञ समूह का संघटन और विचारार्थ विषय निम्नानुसार हैंः

(2) विचारार्थ विषय :
(i) संदर्भ वर्ष 2013 के लिए संबंधित राज्य स्तरीय समितियों के साथ समन्वय से राज्यों के वार्षिक पुनर्भरणीय भूजल संसाधन का आकलन सुनिश्चित करना। समिति, पद्धति के अनुसार भूजल आकलन का कार्य करेगी और आकलन (आकलनों) में अधिक सटीकता प्राप्त करने के उद्देश्य से जहां भी संभव हो उन्नत प्रक्रियाओं एवं पद्धतियों को अपनाएगी।
(ii) संबंधित राज्य स्तरीय समितियों द्वारा दिनांक 31 मार्च, 2013 की स्थिति के अनुसार राज्यों के वार्षिक पुनर्भरणीय भूजल संसाधन के उपयोग की स्थिति के आकलन का पर्यवेक्षण।
(iii) दिनांक 31 मार्च, 2013 की स्थिति के अनुसार भूजल संसाधन के आकलन और इसके उपयोग की स्थिति के संबंध में एक राष्ट्र स्तरीय रिपोर्ट तैयार करना।
(iv) जल संसाधन के संवर्द्धनात्मक/समग्र उपयोग के लिए इसकी आयोजना को सुविधाजनक बनाने के लिए भूजल और सतही जल आंकड़ों के एकीकरण हेतु कार्य करना।
(v) उपर्युक्त विषयों से संबंधित कोई अन्य पहलू।
(3) समय-सीमाः
समिति एक वर्ष के अंदर अपनी रिपोर्ट प्रस्तुत करेगी।
(4) व्ययः
विशेषज्ञ समूह के सरकारी सदस्यों के टीए/डीए पर उस स्रोत से व्यय किया जाएगा जिससे वे अपना वेतन प्राप्त करते हैं और गैर-सरकारी सदस्यों (यदि कोई हो) के टीए/डीए का व्यय केन्द्रीय भूमि जल बोर्ड द्वारा वहन किया जाएगा।
इसे माननीय मंत्री (ज.सं., न.वि. और गं. सं.) के अनुमोदन से जारी किया जाता है।
आदेश
यह आदेश दिया जाता है कि उपर्युक्त संकल्प को आम सूचना के लिए भारत के राजपत्र में प्रकाशित किया जाए।

Sub.:—Constitution of Central Level Expert Group for overall re-assessment of ground water resources of the country.
No. T-13014/3/2014-GW—The last assessment of state-wise annual replenishable ground water resources for the entire country has been made as on 31st March 2011 based on the Methodology, Ground Water Resources Estimation Committee (GEC)- 97. Since then there have been changes in ground water scenario in many places of the country. Accordingly, a Central Level Expert Group is hereby constituted for over-all supervision of the re-assessment of ground water resources (As on 31st March, 2013) in the entire country. The composition and terms of reference of the Expert Group are as follows:—

(2) Terms of Reference:—
(i) To ensure the assessment of annual replenishable ground water resources of the States in coordination with the respective state level committees for the reference year 2013. The Committee will work on ground water assessments in accordance with the methodology and will adopt improved procedures and practices wherever possible for the sake of achieving greater accuracy of assessment(s).
(ii) To supervise the estimation of status of utilization of the annual replenishable ground water resource as on 31st March 2013 of the States to be carried by the respective State level committees.
(iii) To prepare a National level report on assessment of ground water resources and status of its utilization as on 31st March, 2013.
(iv) To work towards integration of ground water and surface water data with a view to facilitating planning for constructive/ integrated use of water resources.
(v) Any other aspect relevant to the terms referred to above.
(3) Time frame:—
The Committee will submit its report within one year.
(4) Expenditure:—
Expenditure on account of TA/DA to official Members of the Expert Group will be met from the source from which they draw their salaries and that of non-official Members (if any), will be borne by the Central Ground Water Board.
This issues with the approval of Hon'ble Minister (WR, RD&GR).
