पेट्रोलियम और प्राकृतिक गैस मंत्रालय

नई दिल्ली, दिनांक 8 नवम्बर 2014

संकल्प

सं. आर-22011/1/2007-ओआर-1-- पेट्रोलियम और प्राकृतिक गैस मंत्रालय की हाइडोकार्बन से संबंधित वैज्ञानिक परामर्शदात्री समिति (एसएसी) का 16 अक्तूबर, 2014 से तीन वर्ष की अवधि के लिए नीचे दी गई निबंधनों और शर्ताें पर एतद्‌द्वारा पुनर्गठन किया जाता है। समिति की संरचना निम्नानुसार होगीः--

2. स्थायी आमंत्रितीः

(क) संयुक्त सचिव (आर) पेट्रोलियम और प्राकृतिक गैस मंत्रालय

(ख) बीपीसीएल, एचपीसीएल, सीपीसीएल, ईआईएल और गेल के आर एंड डी प्रमुख भी समिति की बैठकों में स्थायी रूप में आमंत्रित किए जाएंगे।

अध्यक्ष महोदय किसी/किन्हीं अन्य व्यक्ति (व्यक्तियों) कोे भी समिति की बैठक में उपस्थित होने या समिति में सहायता करने के लिए आमंत्रित कर सकते हैं।

3. विशेष आमंत्रिती

(क) नवीन और नवीकरणीय ऊर्जा मंत्रालय तथा वैज्ञानिक और प्रोद्योगिकी विभाग के प्रतिनिधि समिति की बैठकों में विशेष रूप से आमंत्रित होंगे।

(ख) अध्यक्ष महोदय आमंत्रितों के रूप में शामिल करने के लिए मुख्य निजी राष्ट्रीय/अंतर्राष्ट्रीय कंपनियों को अलग-अलग मामले के आधार पर, शामिल करने पर विचार कर सकते हैं।

3. एस.ए.सी. की अवधिः

समितियों की अवधि 16 अक्तूबर, 2014 से 15 अक्तूबर, 2017 तक होगीं। समिति की बैठकें यथावश्यकता होंगी, किन्तु एक तिमाही में कम से कम एक बार और पेट्रोलियम और प्राकृतिक गैस मंत्रालय को समय-समय पर उपयुक्त सिफारिशें करेंगी।

4. एसएसी के निबंधन और शर्तेंः--

(क) उद्‌देश्य

हाइड्रोकार्बन क्षेत्र (अपस्ट्रीम क्षेत्र को छोड़कर) में विज्ञान और प्रौद्योगिकी के अनुप्रयोग को बढ़ावा देना।

(ख) समिति के विचारार्थ मुद्‌दे निम्नानुसार होंगेः--

(i) रसायनों और पेट्रोरसायनों के लिए ईंधनों के उत्पादन और फीड स्टॉक हेतु हाइड्रोकार्बनोंं से संबद्ध प्रौद्योगिकियों की पहचान करना और विकास का संवर्धन और नियोजन।

(ii) ईंधनों और रसायनों के रूप में इस्तेमाल के लिए हाइड्रोकार्बन कच्ची सामग्री का इष्टतम प्रसंस्करण सुनिश्चित करना।

(iii) हाइड्रोकार्बन क्षेत्र और ऊर्जा दक्ष प्रचालनों के कार्बन फुटप्रिंट में कमी सुनिश्चित करना।

(iv) हाइड्रोकार्बन क्षेत्र में वैकल्पिक ऊर्जा स्रोतों के प्रयेाग को बढ़ावा देना।

(v) हाइड्रोकार्बन क्षेत्र की दीर्घावधि प्रौद्योगिकी जरूरतों की पहचान करना।

(vi) तेल और गैस संगठनों और अन्य पणधारियों के बीच सहयोगात्मक अनुसंधान कार्यक्रमों को सुविधाजनक बनाना।

(vii) सीएचटी के माध्यम से ओआईडीबी द्वारा वित्त पोषण के लिए विभिन्न आरएंडडी संगठनों और अकादमिक संस्थानों द्वारा प्रस्तुत आरएंडडी परियोजना प्रस्तावों की जांच करना और विचार करना।

(viii) स्वदेशी रूप में विकसित प्रौद्योगिकयों के प्रदर्शन और फास्ट ट्रैक वाणिज्यिकरण के लिए व्यवस्था बनाना।

(ix) हाइड्रोकार्बन क्षेत्र में नवीनतम घटनाओं से संबंधित सूचना के प्रसार को बढ़ावा देना।

(ग) पदेन सदस्यों/सरकारी अधिकारियों/सार्वजनिक क्षेत्र के उपक्रमों के प्रतिनिधियों के टीए/डीए पर होने वाला खर्च संबंधित विभाग/उपक्रम (मों) द्वारा वहन किया जाएगा। समिति पर होने वाला कोई अन्य व्यय सीएचटी द्वारा वहन किया जाएगा।

(घ) अकादमियों के गैर सरकारी/सदस्यों के टीए/डीए पर होने वाला व्यय सीएचटी द्वारा वहन किया जाएगा। उनको एस ए सी बैठकों में भाग लेने के लिए और उनके कार्यस्थल से बैठक स्थल तक यात्रा करने हेतु उनकी पात्रता श्रेणी के वायुयान के वास्तविक किराए की प्रतिपूर्ति की जाएगी।

(ङ) अध्यक्ष एस ए सी जोकि गैर सरकारी सदस्य है, का टीए/डीए सीएचटी द्वारा वहन किया जाएगा।

(च) एस ए सी बैठकों में भाग लेने हेतु स्थानीय वाहन के किराये की प्रतिपूर्ति वास्तविक रूप में की जाएगी। तथापि, यदि एसएसी सदस्य को वाहन दिया जाएगा तो स्थानीय वाहन के किराए की प्रतिपूर्ति नहीं की जाएगी।

(छ) एसएसी के अध्यक्ष और गैर सरकारी सदस्यों को 7500/- रु. (सात हजार पांच सौ रुपये) मात्र की राशि मानदेय के रूप में देय होगी और एसएसी की प्रत्येक बैठक में भाग लेने के लिए सीएचटी द्वारा तकनीकी जानकारी देने हेतु समिति की बैठकों में आमंत्रित किए जाने वाले व्यावसायिक/तकनीकी विशेषज्ञों के लिए 5000/- रु. की राशि मानदेय के रूप में देय होगी।

(ज) समिति की जरूरत के लिए सचिवालयी सहायता उच्च प्रौद्योगिकी केन्द्र द्वारा प्रदान की जाएगी।

आदेश

आदेश दिया जाता है कि इससंकल्प की प्रति सभी राज्य सरकारों, संघ राज्य क्षेत्र प्रशासनों, लोक सभा और राज्य सभा सचिवालयों और भारत सरकार के संबंधित मंत्रालयों और विभागों को भिजवाई जाए।

यह भी आदेश दिया जाता है कि इस संकल्प को सामान्य सूचना के लिए भारत के राजपत्र में प्रकाशित कराया जाए।

RESOLUTION

No.R-22011/1/2007-OR-1—The Scientific Advisory Committee (SAC) on Hydrocarbons of the Ministry of Petroleum and Natural Gas is hereby reconstituted for a period of three years with effect from 16th October, 2014 on the terms and conditions specified hereunder. The composition of the Committee will be as under:-

2. Permanent Invitees:

(a) Joint Secretary (R) in the Ministry of Petroleum & Natural Gas

(b) R&D Heads of BPCL, HPCL, CPCL, EIL and GAIL will also be the permanent invitees to the Committee meetings.

The Chairman may also invite any other person(s) to attend the meeting of the Committee or to assist the Committee.

3. Special Invitees

(a) Representatives from Ministry of New and Renewable energy and Department of Science & Technology will be Special Invitees to the Committee meetings.

(b) The Chairman may consider inclusion of major private national/international players in the field for inclusion as Invitees, on case-to-case basis.

3. Duration of the SAC:

The Committees' term will be from 16th October, 2014 to 15th October, 2017. The Committee shall meet as often as necessary but at least once in a quarter and will make suitable recommendations to the Ministry of Petroleum & Natural Gas from time to time.

4. Terms & Conditions of the SAC :-

(a) Mission

To promote application of science and technology in the hydrocarbon sector (excluding upstream sector) (b) The terms of reference of the Committee will be as under:

i) To identify and promote development and deployment of technologies related to hydrocarbons for production of fuels and feed stocks for chemicals and petrochemicals.

ii) To ensure optimum processing of Hydrocarbons raw material for use as fuels and chemicals.

iii) To ensure reduction in carbon footprint of hydrocarbon sector and energy efficient operations.

iv) To promote application of alternate energy sources in hydrocarbon sector

v) To identify long term technological needs of hydrocarbon sector

vi) To facilitate collaborative research programmes among oil and gas organizations and other stake holders.

vii) To examine and deliberate on R&D project proposals submitted by various R&D organizations and academic institution for funding by OIDB through CHT.

viii) To formulate mechanism for demonstration and fast track commercialization of indigenously developed technologies.

ix) To promote dissemination of information on latest developments in hydrocarbon sector.

(c) Expenditure on TA/DA of Ex-officio members/Government officials/representatives of Public Sector Undertakings will be met by the respective concerned Department/Undertaking(s). Any other expenditure on the committee will be borne by CHT.

(d) The expenditure on TA/DA of non-officials/members from Academia will be met by CHT. They will be reimbursed entitled class airfare at actual for attending the SAC meetings and traveling from their place of working to the place of meeting.

(e) TA/DA of Chairman-SAC, who is a non-official member, will be borne by CHT.

(f) Local transport for attending the SAC meetings will be reimbursed at actuals. However, in case SAC member is provided with transport, no reimbursement for the local transport shall be made.

(g) An honorarium of Rs. 7500/- (Rupees Seven thousand five hundred) only will be payable to the Chairman and non- official members of the SAC and Rs. 5000/- for professional/technical experts invited to the committee meetings to give technical inputs by CHT for participating in each SAC meeting.

(h) The Secretarial assistance required to the Committee will be provided by the Centre for High Technology.

O R D E R

Ordered that a copy of the Resolution be communicated to all the State Governments, Union Territory Administrations, Lok Sabha and Rajya Sabha Secretariats and the concerned Ministries and Departments of the Government of India.

Ordered also that the Resolution be published in the Gazette of India for general information.

No. 2(4)/2013-Sd-I.— The Government of India has constituted an Expert Committee under the Chairmanship of Shri Sunil Kumar, IAS(Retd), Vice-Chairman, State Planning Commission, Chhattisgarh, to suggest a Road Map for upgradation of Biju Patnaik National Steel Institute (BPNSI) to a National Centre of Excellence in Steel Education, vide Resolution of even number dated 17.7.2013. The time period for submission of Report by the Committee which was initially fixed for three months, is hereby extended by further two months i.e., up to the 15th December, 2014.

ORDER

ORDERED that a copy of the Resolution be communicated to all the members of the Expert Committee.

ORDERED also that the Resolution be published in the Gazette of India for general information.
