संकल्प
विषय :--भूमि जल प्राक्कलन पद्धति, 1997 (जीईसी-97) की समीक्षा और संसोधन के लिए भूमि जल प्राक्कलन समिति का गठन।
सं. टी.-13014/4/2014-जीडब्ल्यू--भूमि जल प्रबंधन संबंधी कार्यों के लिए क्षेत्रों का पता लगाने और प्राथमिकता तय करने के उद्देश्य से केन्द्रीय भूमि जल बोर्ड और राज्य भूमि जल विभाग संयुक्त रूप से नियमित अन्तराल पर ''भूमि जल प्राक्कलन समिति 1997'' (जीईसी 97) द्वारा संस्तुत पद्धति के आधर पर देश के भूमि जल संसाधनों का आकलन करते हैं। वर्ष 2004, 2009 और 2011 में जीईसी-97 के अनुसार भूमि जल आकलन किया गया था।
2. जीईसी, 97 को अपनाए जाने से अब तक केद्रीय भूमि जल बोर्ड, राज्य भूमि जल संगठन, विश्वविद्यालयों तथा अन्य संगठनों ने भूमि जल संसाध्नों के आकलन के लिए कई अध्ययन किए हैं। विभिन्न परामर्शी बैठकों और कार्यशालाओं में अध्ययनों के निष्कर्षों को प्रस्तुत किया गया और उन पर विचार विमर्श किया गया। भूमि जल मॉडलिंग जैसी नई तकनीकों/पद्धतियों/तौर-तरीकों को शामिल करने और आकलन में उपयोग किए जा रहे विभिन्न पैरामीटरों को बेहतर बनाने के लिए जीईसी-97 की समीक्षा और उसमें संशोधन की आवश्यकता महसूस की गई।
3. समिति का गठन :
उपर्युक्त को देखते हुए, जल संसाधन, नदी विकास और गंगा संरक्षण मंत्रालय, भारत सरकार भूमि जल प्राक्कलन पद्धति (जीईसी-97) की समीक्षा और संशोधन तथा तत्संबंधी मुद्दों पर कार्रवाई करने के लिए एतद्द्वारा एक समिति का गठन करता है। समिति में निम्नलिखित सदस्य होंगे :-- 1. अध्यक्ष, केन्द्रीय भूमि जल बोर्ड

4. विचारार्थ विषय
समिति के विचारार्थ विषय निम्नानुसार हैं :--
1. विभिन्न संगठनों द्वारा किए गए वैज्ञानिक कार्य के आधार पर भूजल संसाधन के आकलन में वर्तमान में प्रयोग किए जाने वाले विभिन्न प्राचलों और उनके मान का निर्धारण करना/अद्यतन करना।
2. भूजल आकलन समिति (1997) द्वारा पद्धति के संबंध में की गई सिफारिशों के ब्योरे की जांच करना और उन पहलुओं की ओर ध्यान आकर्षित करना जिनमें संशोधन की आवश्यक है। समिति आवश्यकता समझे जाने पर विभिन्न जल भूवैज्ञानिक स्थितियों और जलवायु जोन में भूजल संसाधन के आकलन के लिए वर्तमान पद्धति को अद्यतन कर सकती है अथवा नई पद्धति की सिफारिश कर सकती है।
3. जल भूवैज्ञानिक/जल वैज्ञानिक और/अथवा प्रशासनिक प्रभाग के आधार पर भूजल संसाधन के आकलन के लिए सबसे छोटी आकलन इकाइयों की सिफारिश करना।
4. शहरी क्षेत्रों/विशिष्ट क्षेत्रों में भूजल संसाधन के आकलन के लिए पद्धति की सिफारिश करना।
5. भूजल संसाधन के तत्काल आकलन के लिए वैकल्पिक पद्धतियों का सुझाव देना।
6. समिति को भूजल संसाधन के आकलन में गुणवत्ता मानक समाविष्ट करने के लिए रीतियों एवं पद्धतियों का सुझाव देना चाहिए।
7. कुल भूजल उपलब्धता के आकलन के लिए पद्धति की समीक्षा करना एवं सिफारिश करना।
8. उपर्युक्त शर्तों से संबंधित कोई अन्य पहलू।
5. समय-सीमा :
समिति, संकल्प जारी होने की तारीख से 6 माह के अंदर अपनी रिपोर्ट प्रस्तुत करे।
6. व्यय :
समिति के सरकारी सदस्यों को यात्रा भत्ते/दैनिक भत्ते पर व्यय दिनांक 23.09.2008 के वित्त मंत्रालय के का. ज्ञा. सं. 19030/3/2008-ई-IV में दिए गए निर्देशों और मितव्ययिता, यात्रा प्रतिबंधों आदि के संबंध मेेंं समय-सयम पर वित्त मंत्रालय द्वारा जारी किए गए निर्देशों के अनुसार उस स्रोत से वहन किया जाएगा जिससे उनका वेतन आहरित किया जाता है और गैर-सरकारी सदस्यों (यदि कोई हो) का व्यय केन्द्रीय भूमि जल बोर्ड द्वारा वहन किया जाएगा।
इसे माननीय मंत्री ((ज.सं., न. वि. और गं. सं.) के अनुमोदन से जारी किया गया है।
आदेश
यह आदेश दिया जाता है कि यह संकल्प आम सूचना के लिए भारत के राजपत्र में प्रकाशित किया जाए।
यह भी आदेश दिया जाता है कि प्रकाशित संकल्प की एक प्रति इस मंत्रालय को भेजी जाए।

R E S O L U T I O N
Sub:— Constitution of Ground water estimation Committee to review and revise the Ground Water Estimation Methodology 1997 (GEC-97).
No. T-13014/4/2014-GW—The ground water resources assessment of the country is being carried out jointly by Central Ground Water Board and State Ground Water Departments based on methodology recommended by "Ground Water Estimation Committee 1997" (GEC 1997) at regular interval with the objective to identify and prioritize the areas for ground water management interventions. The ground water assessments in 2004, 2009 and 2011 were done as per GEC-97.
(2) The Central Ground Water Board, State Ground Water Organisation, Universities and other organisations have carried out number of studies on assessment of ground water resources since the GEC-97 was adopted. Results of the studies were presented and deliberated in various consultative meetings and workshops. A need was felt to review and revise the GEC-1997 methodology to incorporate new advancements/practices/tools like ground water modelling and also refining the various parameters being used in assessment.
(3) Composition of the Committee:
In the view of above, Ministry of Water Resources, River Development & Ganga Rejuvenation, Government of India hereby constitutes a committee to review and revise the Ground water Estimation Methodology (GEC-97) and look into related issues. The Committee will consist of following Members:

4. Terms of reference
The terms of reference of the Committee are as follows:
1. Firming up / updating various parameters and their values currently used in the assessment of ground water resources based on the scientific work carried out by various organizations.
2. To look into the details of the methodology recommended by Ground Water Estimation Committee (1997) and to suggest aspects which call for a revision. The Committee may, if considered necessary, update the existing or recommend a new methodology for the assessment of ground water resources in different hydrogeological situations and climatic zones.
3. To recommend the smallest assessment unit for assessment of ground water resources based on hydrogeological/hydrological and/or administrative division.
4. To recommend a methodology for assessment of ground water resource in urban areas/specific areas.
5. Suggest alternative approaches for real time assessment of ground water resources.
6. Committee should suggest modality and methodology for incorporating quality consideration in assessment of ground water resources.
7. Review and recommend methodology for assessment of Total Ground Water Availability.
8. Any other aspects relevant to the terms referred to above.
5. Time frame:
The Committee may submit its report within 6 month from the date of issue of resolution.
6. Expenditure
Expenditure on account of TA/DA to official Members of the Committee will be met from the source from which they draw their salaries and that of non-official Members (if any), will be borne by the Central Ground Water Board, subject to the directions indicated in MoF OM No. 19030/3/2008-E.IV dated 23.09.2008 and directions issued by MoF from time to time in relation to austerity, travel restrictions etc.
This issues with the approval of the Hon'ble Minister (WR,RD&GR).
