2. समिति का कार्य संविधान, राजभाषा अधिनियम व नियमों में राजभाषा के संबंध में किए गए उपबंधों, केन्द्रीय हिंदी समिति के निर्णयों और राजभाषा विभाग द्वारा जारी किए गए निर्देशों/अनुदेशों के कार्यान्वयन के बारे में तथा सांख्यिकी और कार्यक्रम कार्यान्वयन मंत्रालय के कामकाज में हिंदी के प्रगामी प्रयोग को बढ़ाने के बारे में सलाह देना होगा।

3. समिति का कार्यकाल समिति के गठन की तारीख से, निम्नलिखित बातों के अध्यधीन, सामान्यतः तीन वर्ष का होगा :-- (1) जो संसद सदस्य समिति के सदस्य हैं, वे संसद सदस्य न रहने पर इस समिति के सदस्य नहीं रहेंगे।
(2) समिति के पदेन सदस्य अपने पद पर कार्य करते रहने तक ही समिति के सदस्य रहेंगे।
(3) किसी सदस्य की मृत्यु हो जाने अथवा समिति की सदस्यता से त्यागपत्र दे देने के कारण खाली हुए स्थान पर मनोनीत सदस्य समिति के कार्यकाल की शेष अवधि के लिए ही सदस्य होगा।
(4) समिति के कार्यकाल की अवधि के बीच यदि किसी व्यक्ति को समिति का सदस्य नामित किया जाता है, तो वह समिति के कार्यकाल की शेष अवधि के लिए ही सदस्य होगा।

4. समिति का मुख्यालय नई दिल्ली में होगा।
यात्रा भत्ता तथा अन्य भत्ते
5. गैर-सरकारी सदस्यों को समिति की बैठकों में भाग लेने के लिए, यात्रा तथा दैनिक भत्ता भारत सरकार द्वारा समय-समय पर निर्धारित दरों तथा राजभाषा विभाग, गृह मंत्रालय, भारत सरकार के कार्यालय ज्ञापन संख्या II/20034/4/86-रा.भा. (क-2) दिनांक 22 जनवरी, 1987 में निहित निर्देशों के अनुसार दिया जाएगा।
आदेश
आदेश दिया जाता है कि इस संकल्प की एक-एक प्रति सभी राज्य सरकारों और संघ राज्य क्षेत्रों के प्रशासनों, राष्ट्रपति सचिवालय, उपराष्ट्रपति सचिवालय, मंत्रिमंडल सचिवालय, प्रधान मंत्री कार्यालय, संसदीय कार्य मंत्रालय, लोक सभा सचिवालय, राज्य सभा सचिवालय, भारत के नियंत्रक और महालेखा परीक्षक, महालेखाकार, केंद्रीय राजस्व और भारत सरकार के सभी मंत्रालयों तथा विभागों को भेजी जाए।
यह भी आदेश दिया जाता है कि इस संकल्प को आम जानकारी के लिए भारत के राजपत्र में प्रकाशित किया जाए।

( II) समिति का कार्य क्षेत्र
इस समिति का कार्य संविधान में राजभाषा संबंधी प्रावधानों, राजभाषा अधिनियम व नियम के उपबंधों, केन्द्रीय हिंदी समिति (माननीय प्रधानमंत्री की अध्यक्षता में) के निर्णयों तथा गृह मंत्रालय (राजभाषा) द्वारा जारी निदेशों, अनुदेशों के कार्यान्वयन और मंत्रालय के कामकाज में हिंदी के प्रगामी प्रयोग को बढ़ाने के बारे में सलाह देना होगा।
( III) कार्य काल
(1) समिति का कार्यकाल उसके गठन की तारीख से सामान्यतः तीन वर्षों का होगा।
(2) समिति के कार्यकाल के दौरान, यदि किसी व्यक्ति को समिति का सदस्य नामित किया जाता है तो वह उस समिति के कार्यकाल की शेष अवधि के लिए ही सदस्य होगा।
(3) विशेष परिस्थितियों में मंत्रालय द्वारा समिति का कार्यकाल कम या ज्यादा किया जा सकता है।
(4) जो संसद सदस्य समिति के सदस्य हैं, वे संसद सदस्य न रहने पर इस समिति के सदस्य नहीं रहेंगे।
(5) समिति के पदेन सदस्य अपने पद पर कार्य करते रहने पर समिति के सदस्य होंगे।
(IV) सामान्य
(1) समिति का प्रधान कार्यालय नई दिल्ली में होगा लेकिन समिति अपनी बैठकें किसी अन्य नगर में भी कर सकती है।
(2) गैर-सरकारी सदस्यों को समिति की बैठकों में भाग लेने के लिए यात्रा भत्ता एवं दैनिक भत्ता राजभाषा विभाग द्वारा समय-समय पर यथा संशोधित दिनांक 22 जनवरी 1987 को जारी कार्यालय ज्ञापन सं. II/22034/04/86-रा.भा. (ए-2) में निहित दिशानिर्देशों के अनुसार प्रदान किया जाएगा।

संकल्प
सं. 6-3/2013-जेडसीसी--भारत सरकार ने न केवल क्षेत्रीय सांस्कृतिक केन्द्रों (जेडसीसी) में बेहतर समन्वय सुनिश्चित करने बल्कि जेडसीसी के कार्यक्रमों और कार्यकलापों का जेडसीसी तथा उनके भागीदार सदस्य राज्यों के बीच प्रभावी कार्यान्वयन सुनिश्चित करने के लिए और दिनांक 09 सितम्बर, 2013 के समसंख्यक संकल्प द्वारा श्री मणिशंकर अय्यर समिति की सिफारिशों का कार्यान्वयन सुनिश्चित करने हेतु एक क्षेत्रीय सांस्कृतिक केन्द्र समन्वय समिति (सीसीजेडसीसी) गठित की थी।
2. चूंकि श्री मणि शंकर अय्यर समिति और सीसीजेडसीसी द्वारा की गई सभी सिफारिशें स्वीकार की गईं और कार्यान्वित की गई/कार्यान्वित की जा रही हैं। अतः सरकार ने दिनांक 16.12.2014 से उक्त समिति को समाप्त करने का निर्णय लिया है। सरकार द्वारा सीसीजेडसीसी के अध्यक्ष पद से श्री मणिशंकर अय्यर, माननीय संसद सदस्य (राज्य सभा) का दिनांक 17 मई, 2014 का त्यागपत्र भी स्वीकार कर लिया गया है।

यह आदेश दिया जाता है कि इस संकल्प की एक प्रति भारत सरकार के सभी मंत्रालयों और विभागों, सभी राज्य सरकारों/संघ राज्य-क्षेत्र प्रशासन को प्रेषित की जाए।

2. The functions of the Samiti will be to render advice in regard to the Implementation of the provisions relating to Official Language contained in the Constitution, OL Act and Rules, and Policy decisions of the Kendriya Hindi Samiti and instructions issued by the Department of Offical Language relating to Official Language and also in regard to the progressive use of Hindi in the Ministry of Statistics and Programme Implementation.
Tenure
3. The tenure of the Samiti will be normally three years from the date of its reconstitution subject to the following:
(a) a member, who is Member of Parliament, will cease to be a member of the Samiti as soon as he ceases to be a Member of Parliament:
(b) ex-officio members of the Samiti shall continue as members so long as they hold the office by virtue of which they are members of the Samiti:
(c) a member nominated in a vacancy arising in the Samiti due to the death or resignation of any member shall hold office for the residual term.
(d) if a person is nominated as members in the middle of the term, he will hold office for the residual term of the Committee.
Headquarters
4. The Headquarters of the samiti shall be at New Delhi.

5. (II) Functions of the Committee

5. Ex-officio member of the Samiti shall continue as member as long as they hold office by virtue of which they are member of the Samiti.
(IV) General
(1) Headquarters of the Samiti will be at New Delhi but it may hold its meetings at any other station also.
(2) The Non-Official Members will be paid Travelling Allowance and Daily Allowance for attending meetings of the Samiti as per the guidelines contained in the Department of Official Language's O.M. No. II/22034/04/86- OL (A-2) dated 22nd January, 1987 as amended from time to time.

No. 6-3/2013-ZCC—The Government of India had constituted a Coordination Committee of Zonal Cultural Centres (CCZCC) to ensure proper coordination not only among the Zonal Cultural Centres (ZCCs) but also between the ZCCs and their participating Member States for ensuring effective implementation of the programmes and the activities of the ZCCs and implementation of recommendations of Shri Mani Shankar Aiyar Committee vide Resolution of even number dated 9th September, 2013.
2. As almost all the recommendations made by Shri Mani Shankar Aiyar Committee and CCZCC stand accepted and implemented/ being implemented, Government has decided to wind up the said Committee w.e.f. 16.12.2014. The Government has also accepted the resignation dated 17th May, 2014 of Shri Mani Shankar Aiyar, Hon'ble Member of Parliament (Rajya Sabha) from the Chairmanship of the CCZCC.

No. F. 3-12/2014-BTI- In supersession of this Ministry's Resolution of even number dated 12th September, 2014, the Central Government hereby frames the Recruitment Rules, for the post of Vice-Chancellor, Central University of Tibetan Studies (CUTS), Sarnath, Uttar Pradesh, an autonomous body registered under the Societies Registration Act XXI of 1860.
2. These Rules shall be called "Recruitment Rules for the post of Vice-Chancellor, Central University of Tibetan Studies (CUTS), Sarnath, Uttar Pradesh".
3. These Rules shall come into force with immediate effect.

Short Term contract Qualification: As prescribed for deputation Upper age limit for applying: Not exceeding 65 years. Note: i. The Vice Chancellor shall hold office for a term of 5 years. ii. He shall be eligible for a second term provided that in no case shall he hold office beyond the age of seventy years. iii. Notwithstanding the expiry of the period of 5 years, he/she may continue in office for not more than six months or till his/her successor is appointed and the latter assumes office, whichever, is earlier. iv. The Chancellor shall appoint the Vice Chancellor out of a Panel of three names recommended by the Search-cum-Selection Committee. Thereafter the proposal will be sent to ACC for approval. v. The period of deputation including the period of deputation in any other ex-cadre post held immediately preceding this appointment in the same or some other organization/department of the Central Government shall ordinarily not exceed 5 years. |
