2. The functions of the Samiti will be to advise the Central Government on matters relating to the implementation of the principles in respect of Official Language as given in the Constitution, the Official Languages Act,1963 and the Rules made thereunder, the policy decisions of the Kendriya Hindi Samiti and instructions issued by the Ministry of Home Affairs (Department of Official Language) relating to Official Language with regard to the progressive use of Hindi in the Ministry of Law and Justice (Legislative Department and Department of Legal Affairs).
3. TENURE :
(i) The tenure of the Samiti will be of three years from the date of its reconstitution or till the end of the tenure of the existing Lok Sabha, whichever is earlier, provided that a Member of Parliament nominated to the Samiti shall cease to be a member of the Samiti as soon as he ceases to be a Member of Parliament; and
(ii) The Members appointed against mid-term vacancies shall be the Members for the remaining period of the tenure of the Samiti.
4. GENERAL :
(i) The Headquarters of the Samiti shall be at New Delhi but it may hold the meetings at any other station also.
(ii) The non-official Members will be paid travelling allowance by shortest route from their residence to the place of meeting as per their entitlement. They will also be paid daily allowance as admissible to the members of a High Powered Committee for attending the meetings of the Samiti.

II. Functions of Samiti
The Samiti would render advice to the Ministry of Consumer Affairs, Food and Public Distribution and all offices under its Administrative Control on matter relating to the progressive use of Hindi for official purpose and on allied issues falling within the framework of the policy laid down by the Ministry of Home Affairs (Department of Official Language).
III. Tenure
The term of the Samiti will be three years from the date of its reconstitution provided that :
(a) a member who is a Member of Parliament ceases to be a member of the Samiti as long as he ceases to be a Member of Parliament;
(b) ex-officio members of the Samiti shall continue as members as long as they hold office by virtue of which they are members of the Samiti;
(c) if a vacancy arises on the Samiti due to resignation, death, etc. of a member, the member appointed in that capacity shall hold office for the residual term of three years.
IV. General
The Headquarters of the Samiti shall be in New Delhi but it may hold its meetings at any other station also.
V. Travelling and Other Allowances
The non-official member will be paid travelling and daily allowance, for attending the meeting of the Samiti as contained in the guidelines issued by the Department of Official Language vide their O.M. No. II.20034/4/86-OL(A-2) dated 22.1.1987 and as per prescribed rate and rule amended by Government of India from time to time.

Ordered that a copy of this Resolution be communicated to all the State Government, Union Territory Administration, Prime Minister's Office, Cabinet Secretariat, Ministry of Parliamentary Affairs, Lok Sabha Secretariat, Planning Commission, President's Secretariat, Comptroller & Auditor General of India, Controller of Accounts, Ministry of Consumer Affairs, Food & Public Distribution and all the Ministries and Departments of Government of India.
It is also ordered that the Resolution be published in the Gazette of India for general information.

Member Secretary The terms of office of all non-official members of the Council or any Standing Committee appointed by the Council shall be upto the tenure of present council i.e. 30th September, 2016, provided that a member appointed or nominated in his capacity as a member of a particular body or as the holder of a particular appointment shall automatically cease to be a member if he ceases to be a member of that body or the holder of that appointment. Any person appointed to casual vacancy among the non-official members of the Council will be for the residual term of the persons whose place he fills would have been a member.
