संकल्प

सं. 21034/8/2015-राभा(प्रशि)--संसदीय राजभाषा समिति के तीसरे प्रतिवेदन में की गई सिफारिशों के संबंध में राष्ट्रपति के आदेश राजभाषा अधिनियम, 1963 (यथा-संशोधित, 1967) की धारा 4 (4) के अंतर्गत इस विभाग के दिनांक 4 नवंबर 1991 के संकल्प संख्या 13015/1/91-राभा (घ) के द्वारा सूचित किए गए थे । उस संकल्प के पैरा 5 के तहत दिए गए आदेश में आंशिक संशोधन करते हुए दिनांक 22 अप्रैल 2008 के संकल्प संख्या 21034/18/2008-राभा (प्रशि) के तहत ये आदेश दिया गया था कि सभी क्षेत्रों (अर्थात ''क'', ''ख'' एवं ''ग'') में स्थित कार्यालयों के कर्मचारियों को हिंदी का प्रशिक्षण वर्ष 2015 के अंत तक पूरा कर लिया जाए ।

2. उक्त संकल्प में पुनः आंशिक संशोधन करते हुए राष्ट्रपति ने अब यह आदेश दिया है कि सभी क्षेत्रों (अर्थात ''क'',''ख'' एवं ''ग'') में स्थित केंद्रीय सरकार के कार्यालयों के कर्मचारियों को हिंदी का प्रशिक्षण वर्ष 2025 के अंत तक पूरा कर लिया जाए ।

आदेश

आदेश दिया जाता है कि इस संकल्प की एक प्रति भारत सरकार के सभी मंत्रालय/विभागों, सभी राज्य सरकारों तथा सभी संघ शासित क्षेत्रों, राष्ट्रपति सचिवालय, उप राष्ट्रपति सचिवालय, लोक सभा सचिवालय, राज्यसभा सचिवालय, मंत्रीमंडल सचिवालय, प्रधान मंत्री कार्यालय, संघ लोक सेवा आयोग, नीति आयोग, भारत के नियंत्रक तथा महालेखा परीक्षक, भारत के उच्चतम न्यायालय के महारजिस्ट्रार, विश्वविधालय अनुदान आयोग, भारत का विधि आयोग तथा बार काउंसिल आफ इंडिया को भेजी जाए ।

यह भी आदेश दिया जाता है कि इस संकल्प को सार्वजनिक सूचना के लिए भारत के राजपत्र में प्रकाशित किया जाए ।

(2) समिति का कार्य

इस समिति का कार्य ग्रामीण विकास मंत्रालय में, संविधान के राजभाषा संबंधी प्रावधानों, राजभाषा अधिनियम/नियमों के उपबंधों, केन्द्रीय हिंदी समिति के निर्णयों तथा गृह मंत्रालय (राजभाषा विभाग) द्वारा जारी निर्देशों के कार्यान्वयन तथा मंत्रालय के काम-काज में हिंदी के प्रगामी प्रयोग के मामले में सलाह देना होगा।

(3) कार्यकाल

समिति का कार्यकाल इसके गठन की तारीख से तीन वर्षों के लिए होगा, किन्तुः

(क) जो संसद सदस्य समिति के सदस्य हैं, संसद सदस्य न रहने पर इस समिति के सदस्य भी नहीं रह सकेंगे।

(ख) समिति के पदेन सदस्य उस समय तक सदस्य बने रहेंगे जब तक वे उन पदों पर हैं जिनके कारण वे समिति के सदस्य हैं।

(ग) यदि किसी सदस्य के त्याग पत्र अथवा मृत्यु आदि के कारण समिति में कोई स्थान रिक्त होता है तो उसके स्थान पर नियुक्त किया गया सदस्य समिति की शेष अवधि के लिए सदस्य होगा।

(4) सामान्य

समिति का मुख्यालय नई दिल्ली में होगा, किन्तु आवश्यकता पड़ने पर समिति अपनी बैठकें अन्य स्थानों पर भी कर सकती है।

(5) यात्रा भत्ता व अन्य भत्ते

समिति की बैठकों में भाग लेने के लिए गैर-सरकारी सदस्यों को राजभाषा विभाग के दिनांक 22 जनवरी, 1987 के कार्यालय ज्ञापन संख्या 11/20034/4ध्86-रा.भा.(नी.-2) में निहित दिशा-निर्देशों के अनुरूप और भारत सरकार द्वारा समय-समय पर यथा संशोधित दरों एवं नियमों के अनुसार यात्रा भत्ता और दैनिक भत्ता दिया जाए।

आदेश

आदेश दिया जाता है कि इस संकल्प की एक-एक प्रति समिति के सभी सदस्यों तथा सभी राज्य सरकारों और संघ राज्य क्षेत्रों के प्रशासनों, भारत सरकार के सभी मंत्रालयों, राष्ट्रपति सचिवालय, उप-राष्ट्रपति सचिवालय, प्रधानमंत्री कार्यालय, मंत्रिमंडल सचिवालय, संसदीय कार्य मंत्रालय, लोक सभा सचिवालय, राज्य सभा सचिवालय, योजना आयोग, संसदीय राजभाषा समिति, भारत के नियंत्रक तथा महालेखा परीक्षक, ग्रामीण विकास मंत्रालय के वेतन तथा लेखा कार्यालय एवं ग्रामीण विकास मंत्रालय के नियंत्रणाधीन सभी सम्बद्ध/अधीनस्थ कार्यालयों आदि को भेजी जाए।

यह भी आदेश दिया जाता है कि इस संकल्प को आम जानकारी के लिए भारत सरकार के राजपत्र में प्रकाशित किया जाए।

III.     समिति का कार्य
         समिति,  मानव   संसाधन  विकास  मंत्रालय  (उच्चतर  शिक्षा विभाग तथा  स्कूल  शिक्षा और  साक्षरता  विभाग)  के  काम-काज  में
राजभाषा के प्रभावी कार्यान्वयन और इससे सम्बद्ध मामलों पर परामर्श देगी।
समिति का कार्यकाल
         समिति के सदस्यों का कार्यकाल सामान्य रूप से समिति के गठन की तारीख अर्थात्‌ इस संकल्प के जारी होने की तिथि से
तीन वर्ष तक रहेगा बशर्ते कि :-
         (क)   जो संसद सदस्य समिति के सदस्य हैं, वे संसद सदस्य न रहने पर समिति के सदस्य नहीं रहेंगे।

(ख) समिति के पदेन सदस्य अपने पद पर कार्य करते रहने तक समिति के सदस्य रहेंगे।

(ग) यदि किसी सदस्य की मृत्यु हो जाने के कारण अथवा समिति की सदस्यता से त्याग-पत्र देने के कारण स्थान खाली होता है तो उस स्थान पर नियुक्त सदस्य तीन वर्ष के कार्यकाल में से शेष अवधि के लिए ही सदस्य रहेगा।

IV. सामान्य

समिति का मुख्यालय नई दिल्ली में होगा किन्तु समिति अपनी बैठक आवश्यकता पड़ने पर दिल्ली से बाहर किसी अन्य स्थान पर भी कर सकती है।

V. यात्रा तथा अन्य भत्ते

राजभाषा विभाग, गृह मंत्रालय के कार्यालय ज्ञापन संख्या II/20034/04/2005 रा.भा. (नीति-2) दिनांक 03 फरवरी, 2006 द्वारा यह उल्लेख किया गया है कि चूंकि केन्द्रीय मंत्रालयों/विभागों द्वारा गठित हिंदी सलाहकार समितियों में नामित 15 गैर-सरकारी सदस्यों में 06 संसद सदस्य होते हैं, अतः यात्रा/दैनिक भत्ता प्रावधान को अधिक स्पष्ट करते हुए निम्न प्रावधान किया जाता है :-

(क) समिति में नामित सांसदों को ''संसद सदस्य (वेतन, भत्ता एवं पेंशन) अधिनियम, 1954'' के प्रावधानों एवं समय-समय पर जारी किए गए संशोधनों तथा उनके अधीन बनाए गए नियमों के अनुसार यात्रा भत्ता तथा दैनिक भत्ता दिया जाएगा।

(ख) समिति के अन्य गैर-सरकारी सदस्यों को राजभाषा विभाग के दिनांक 22 जनवरी, 1987 के कार्यालय ज्ञापन संख्या II/22034/04/86-रा.भा.(क-2) में निहित दिशा निर्देशों के अनुरूप और भारत सरकार द्वारा समय-समय पर संशोधित निर्धारित दरों एवं नियमों के अनुसार यात्रा भत्ता तथा दैनिक भत्ता देय होगा।

आदेश

आदेश दिया जाता है कि संकल्प की एक-एक प्रति समिति के सभी सदस्यों, सभी राज्य सरकारों और संघ राज्य क्षेत्र प्रशासनों, राष्ट्रपति सचिवालय, उप राष्ट्रपति सचिवालय, मंत्रिमंडल सचिवालय, प्रधानमंत्री कार्यालय, संसदीय कार्य मंत्रालय, लोक सभा सचिवालय, राज्य सभा सचिवालय, योजना आयोग, भारत के नियंत्रक तथा महालेखा परीक्षक, महालेखाकार, केन्द्रीय राजस्व, निर्वाचन आयोग, संघ लोक सेवा आयोग और भारत सरकार के सभी मंत्रालय और विभागों को भेजी जाए।

यह भी आदेश दिया जाता है कि इस संकल्प को आम जानकारी के लिए भारत के राजपत्र में प्रकाशित किया जाए।

(क) उन व्यक्ति/व्यक्तियों, व्यक्तियों के समूह, संगठन/संगठनों अथवा संस्था/संस्थानों का चयन करना जिनके द्वारा असमानता तथा अन्याय के विरुद्ध एक आदर्श लड़ाई का संचालन करने के लिए, शोषित तथा दलित व्यक्तियों के पक्ष में दृढ़ संकल्प करने के लिए, सामाजिक परिवर्तन हेतु महत्वपूर्ण योगदान के लिए एवं संघर्षरत सामाजिक वर्गों के बीच सामंजस्य स्थापित किया गया हो तथा सामाजिक सदभावना और मानव प्रतिष्ठा के आदर्शों की सेवा की गई हो, को सामाजिक परिवर्तन हेतु 15 लाख रुपए का अन्तर्राष्ट्रीय पुरस्कार दिया जायेगा।

(ख) उस व्यक्ति अथवा संगठन अथवा एक से अधिक प्राप्तकर्ताओं या संगठन द्वारा संयुक्त रूप से बांटे जाने वालों यदि वे जूरी के विचार में, उस वर्ष में सम्मान के समान रूप से पात्र है, को 15 लाख रु. का एक पुरस्कार देने पर विचार करना।

(ग) नामांकन के ठीक पहले के, पिछले दस वर्षों में, व्यक्तियों तथा संगठनों द्वारा किए गए योगदान पर भी विचार करना। तथापि, पहले के योगदानों पर भी विचार किया जा सकता है। यदि उसका/उनके महत्व स्थाई स्वरूप के रहे है।

(घ) भारत सरकार द्वारा स्थापित डॉ. बी. आर. अम्बेडकर अन्तर्राष्ट्रीय पुरस्कार की संलग्न योजना में निर्धारित प्रावधानों तथा समय समय पर यथा संशोधित प्रावधानों के अन्तर्गत पुरस्कार प्राप्त करता का चयन करना।

3. पदेन अध्यक्ष अथवा उपाध्यक्ष को छोड़कर जूरी का कार्यकाल उसके गठन की तारीख से तीन वर्ष की अवधि के लिए होगा।

4. यात्रा भत्ता/दैनिक भत्ता आदि के लिए, जूरी के गैर-सरकारी सदस्यों को वित्त मंत्रालय की दिनांक 5 सितम्बर, 1960 के का.ज्ञा.सं. एफ6(2ग) ए/4/59 में निहित प्रावधानों, समय-समय पर संशोधित, द्वारा शामिल किया जाएगा। तथापि वे अपने विवेक पर विमान द्वारा यात्रा के लिए पात्र होगें।

RESOLUTION

No. 21034/8/2015-OL(Trg.)—The orders of the President, on the recommendations made by the Committee of Parliament on Official Language in the third part of its report were conveyed vide this Department Resolution No. 13015/1/91-OL(D), dated 4th November 1991 in accordance with Section 4 (4) of the Official Language Act, 1963 (as amended 1967). In partial modification of the orders laid down in para-5 of the said Resolution, it was ordered, vide Resolution No. 21034/18/2008-OL(Trg.) dated 22nd April, 2008 that the training in Hindi imparted to the employees of the offices located in all the regions (viz. 'A' 'B' and 'Ç' ) would be completed by the end of the year 2015.

2. The President, in further partial modification of the said Resolution, has now ordered that the training in Hindi imparted to the employees of the Central Government offices located in all the regions (viz. 'A' 'B' and 'Ç') may be completed by the end of the year 2025.

(2) FUNCTIONS OF THE COMMITTEE

The functions of this Committee will be to render advice to the Ministry of Rural Development on the implementation of various provisions relating to Official Language contained in the Constitution, Official Language Act/Rules, decisions of the Kendriya Hindi Samiti and the instructions issued by the Ministry of Home Affairs (Deptt. of Official Language) in this regard and on matters relating to progressive use of Hindi for Official purposes.

(3) TENURE

The tenure of the Samiti will be three years from the date of its constitution provided that:

A Member of Parliament who is a member of the Samiti shall cease to be a member of the samiti as soon as he ceases to be the Member of Parliament.

Ex-officio members of the Samiti shall continue as members as long as they hold offices by virtue of which they are members of the Samiti.

If a vacancy arises on the Samiti due to resignation, death etc. of a member, the member so nominated in that capacity shall hold office of the residual term of the Samiti.

(4) GENERAL

The Headquarters of the Samiti shall be at New Delhi but it may hold its meetings at any other station also.

(5) TRAVELLING & OTHER ALLOWANCES

The non-official members will be paid travelling and daily allowances for attending the meetings of Hindi Salahkar Samiti as per guidelines contained in O.M.No.11/20034/4/86-Ra.Bha.(Ni.-2) dated 22nd January, 1987 of the Deptt. of Official Language and according to the rules and rates as amended by the Govt. of India from time to time.

The functions of this Samiti will be to advise the Ministry of Human Resource Development (Department of Higher Education and Department of School Education and Literacy) for the effective implementation of official Language in its working and its related matters.

IV. TENURE OF THE SAMITI

The Tenure of the Samiti shall be three years from the date of its constitution i.e. from the date of issue of this resolution, provided that :-

a) a member, who is Member of Parliament ceases to be member of the Samiti as soon as he ceases to be a Member of Parliament.

b) Ex-officio Members of the Samiti shall continue as members as long as they hold the office by virtue of which they are members of the Samiti.

c) If a vacancy arises on the Samiti due to resignation or death of a Member, the Member appointed in that capacity shall hold the office for residual term.

V. GENERAL

Headquarter of the Samiti will be in New Delhi, but samiti can hold its meeting in any other place other than Delhi, if necessary.

VI. T.A. AND OTHER ALLOWANCES

The Department of Official Language, Ministry of Home Affairs, Government of India, vide their Office Memorandum II/20034/04/2005-OL(Policy-2) dated 3rd February, 2006 has stated that as the 15 non-official members include 6 Members of Parliament, nominated in the Hindi Salahakar Samitis constituted by Central Ministries/Departments, so the provision regarding traveling/daily allowance is made more elaborate in the following manner:-

(a) The Members of Parliament nominated in the Samiti will be paid Travelling Allowance and Daily Allowance as per the provisions in the "Members of Parliament (Salary, Allowance and Pension) Act, 1954", amendments issued from time to time and rules made thereunder.

(b) Travelling Allowance and Daily Allowance to other non-official members of the Samiti will be paid as per the guidelines contained in the Department of Official LanguagePART I—SEC. 1] THE GAZETTE OF INDIA, JUNE 20, 2015 (JYAISTHA 30, 1937) 579 O.M.No.II/22034/04/86-OL(A-2) dated 22nd January, 1987 and in accordance with the prescribed rates and rules as amended from time to time by the Government of India.

No.17-118/2002-AF.—The Government of India have instituted Dr. B.R. Ambedkar International Award for Social Change to commemorate the extraoridnary services rendered by Dr. B.R. Ambedkar to India and the humanity at large. As provided under Chapter VI of the Code of Procedure for the Award, the Government of India have constituted the Jury consisting of :-

2. The terms of reference for the Jury are:

(a) Selection of the person(s) or group of persons or organization (s) or institution(s) who shall be given the International Award of Rs. 15 Lakhs for Social Change for waging an exemplary fight against inequality and injustice, for resolutely espousing the cause of the exploited and under privileged; for contributing significantly to social change; for bringing about reconciliation among conflicting social groups and serving the ideal of social harmony and human dignity.

(b) Consider to give one Award of Rs. 15 lakhs to an individual or an organization or jointly to be shared by more than one recipient or organization, if they are, in the opinion of the Jury, to be equally deserving of recognition in the year.

(c) Consider only the contributions made by the individuals and organizations within the last ten years, immediately preceding the nominations. However, earlier contributions may also be considered if its their significance has been abiding nature.

(d) Select the Awardee, as per the provisions prescribed in the enclosed scheme of Dr. B.R. Ambedkar International Award instituted by the Government, and as amended from time to time.

3. The terms of the Jury other than the Ex-Officio Chairperson and Vice Chairperson shall be for a period of three years from the date of its constitution.

4. For TA/DA, etc. the non-official members of the Jury will be covered by the provisions contained in the Ministry of Finance O.M. No. F6(2C).A/IV/59 dated 5th September,1960, as amended from time to time. However, they will be entitled to travel by air at their discretion.
