संदर्भ. सं. अ.के.आ./महा एवं छग/अधिसूचना धारा 1(4)/1(1)/2015/712--सा.का. अकेआ (महा एवं छग)/अधिसूचना धारा 1 (4) जैसाकि केन्द्रीय भविष्य निधि आयुक्त के समक्ष यह आया है कि निम्नलिखित स्थापनाओं के संबंध में नियोक्ता एवं कर्मचारियों के बहुमत ने सहमति दी है कि उनकी स्थापना पर कर्मचारी भविष्य निधि एवं प्रकीर्ण अधिनियम 1952 (1952 का 19वां) के उपबन्ध लागू किए जाने चाहिए, जिनके नाम निम्नवत हैंः-

अतएव, अब उक्त अधिनियम 1952 के परिच्छेद-I के उप परिच्छेद (4) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्रीय भविष्य निधि आयुक्त उपरोक्त संदर्भित स्थापनाओं पर उनके समक्ष निर्दिष्ट तिथियों से प्रभावी उक्त अधिनियम के उपबंध एतद्‌ द्वारा लागू करते हैं।

पत्र सं. क.भ.नि.स./अकेआ(क व गोवा)/ए आर 30/ /2015-16--केंद्रीय भविष्य निधि आयुक्ति को यह प्रतीत होता है कि निम्न स्थापनाओं से संबंधित नियोक्ता एवं अधिकतम कर्मचारियों ने कर्मचारी भविष्य निधि एवं प्रकीर्ण उपबंध 1952(1952 का 19) के उपबंधों को उनके विभिन्न स्थापनाओं को विशेषतः नाम से लागू किए जाने हेतु सहमत हुए हैं।

अतः अब उक्त अधिनियम की धारा 1 की उपधारा (4) द्वारा प्रदत शक्तियों का प्रयोग करते हुए केंद्रीय भविष्य निधि आयुक्त एतदद्वारा उक्त अधिनियम के प्रावधानों के तहत उल्लिखित स्थापनाओं को प्रत्येक स्थापना के सामने दर्शाए तिथि से लागू करते हैं।

राश्ट्रीय राजधानी क्षेत्र योजना बोर्ड

सं. ए-36024/1/2006-स्था.--राश्ट्रीय राजधानी क्षेत्र योजना बोर्ड अधिनियम, 1985 (1985 का 2) की धारा 32 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, राश्ट्रीय राजधानी क्षेत्र योजना बोर्ड दिनांक 10.8.1985 की अधिसूचना सं. के-14011/13/85-रा.रा.क्षे.यो.बो. जिसके द्वारा बोर्ड के सदस्य सचिव को विभिन्न नियमों के अधीन विभागाध्यक्ष होने के कारण मद संख्या ।।। क्रम संख्या 26 के अधीन धारा 22 (2) (ए) के तहत वित्तीय शक्तियाँ प्रतियोजित की गई थी, में और आगे संषोधन करता है। उक्त अधिसूचना को लोकहित की आवष्यकता में 14 दिसंबर 1987, 4 जुलाई 1991, 9 जनवरी 1997, 23 अगस्त 2006 तथा 10 फरवरी 2010 में समय समय पर सदस्य सचिव की वित्तीय शक्तियों को बढ़ाए जाने के लिए संषोधन किया गया है और इसे दिनांक 9.6.2015 को राश्ट्रीय राजधानी क्षेत्र योजना बोर्ड की 35वीं बैठक में अनुमोदित किया गया है।

यह संषोधन दिनांक 27.6.2015 अर्थात्‌ अध्यक्ष, राश्ट्रीय राजधानी क्षेत्र योजना बोर्ड द्वारा अनुमोदित किए जाने की सूचना की तारीख से प्रभावी माना जाएगा।

निम्नलिखित संषोधन, अंषकालिक सलाहकार/विषेशज्ञों और इन-हाउस परामर्षदाता की निष्चित अवधि के आधार पर नियुक्ति के लिए सदस्य सचिव को शक्तियों के प्रत्यायोजन में किए गए हैः

सदस्य सचिव द्वारा नियुक्त प्रत्येक इन-हाउस परामर्षदाता/सलाहकार/विषेशज्ञ को रु. 10 लाख से अधिक भुगतान नहीं किया जा सकता।

उल्लेखित कमेटी द्वारा नियुक्त प्रत्येक इन-हाउस परामर्षदाता/सलाहकार/विषेशज्ञ को रु. 20 लाख से अधिक भुगतान नहीं किया जा सकता। अधिसूचना सं. ए-36024/1/2006-स्था. दिनांक 23.8.2006 की अन्य नियम एवं शर्तें बिना किसी बदलाव के लागू होंगी।

NATIONAL CAPITAL REGION PLANNING BOARD

No. A-36024/1/2006-Estt.—In exercise of the powers conferred by Section 32 of the National Capital Region Planning Board Act, 1985 (2 of 1985), National Capital Region Planning Board hereby further amends Notification No. K- 14011/13/85-NCRPB, dated 10.8.1985 whereby financial powers were delegated to the Member Secretary of the Board under Section 22(2) (a) under item III Serial No. 26, by virtue of his being Head of the Department under various Rules. The above said Notification has been amended from time to time in the exigencies of public interest by Notifications 14th December, 1987, 4th July, 1991, 9th January, 1997 and 23rd August, 2006 and 10th February 2010 leading to this amendment for enhancing the financial powers of the Member Secretary, which has been approved in the 35th Meeting of the National Capital Region Planning Board held on 9.6.2015.

This Amendment shall be deemed to have come into force with effect from the date of intimation of approval by the Chairman, National Capital Region Planning Board i.e. 27.6.2015.

The following modifications in the delegation of powers to the Member Secretary for appointment of Part-time Advisors/Experts and of in-house Consultant on fixed tenure basis have been made:—

The maximum payment per in-house consultant/expert/advisor will not exceed Rs. 10 lakhs in respect of appointments made by Member Secretary & Rs. 20 lakhs in respect of appointments made by the said Committee. Rest of the terms & conditions remain the same as notified vide Notification No.A-36024/1/2006-Estt., dated 23rd August, 2006.
