सा.का.िन.सा.का.िन.सा.का.िन.सा.का.िन. 174174174174....————राष्ट्रपति संविधान के अनु(cid:26)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते )ए कृ षि मंत्रालय, कृ षि और सहकारिता विभाग, विपणन एवं निरीक्षण निदेशालय (कनिष्ठ हिन्दी अनुवादक) भर्ती नियम, 1983, को जहां तक उनका संबंध के पद से है को उन बातों के सिवाय अधि;ांत करते )ए जिन्हें ऐसे अधि;मण से पूर्व किया गया है या करने का लोप किया गया है, कृ षि मंत्रालय, कृ षि एवं सहकारिता विभाग के अधीन विपणन एवं निरीक्षण निदेशालय में कनिष्ठ हिन्दी अनुवादक के पद पर भर्ती की प@ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:—

(क) जिसने ऐसे Wक्ति से, जिसका पति या जिसकी पYी जीवित है, विवाह किया है, या
(ख) जिसने अपने पति या अपनी पYी के जीवित रहते )ए किसी Wक्ति से विवाह किया है,
उक्त पद पर नियुक्ति का पात्र नहZ होगाः
परन्तु यदि के न्\ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस Wक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु]ेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी Wक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. 5. 5. 5. शिथिल करने की शक्तिःशिथिल करने की शक्तिःशिथिल करने की शक्तिःशिथिल करने की शक्तिः जहां के न्\ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब@ करके संघ लोक सेवा आयोग से इन नियमों के किसी उपबंध को, किसी वर्ग या प्रवर्ग के Wक्तियों के बाबत, आदेश द्वारा शिथिल कर सके गी ।
6. 6. 6. 6. 4ावृत्ति4ावृत्ति4ावृत्ति4ावृत्ति:::: इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहZ डालेगी, जिनका कें \ीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के bयक्तियों के लिए उपबंध करना अपेक्षित है ।

G.S.R. 174.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of Directorate of Marketing and Inspection (Junior Hindi Translator) Recruitment Rules, 1983, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Junior Translator, in the Ministry of Agriculture, Department of Agriculture and Co-operation, Directorate of Marketing and Inspection, namely:—
1. Short title and commencement.—(1) These rules may be called the Ministry of Agriculture, Department of Agriculture and Cooperation, Directorate of Marketing and Inspection, Junior Translator, Group 'B' Post, Recruitment Rules, 2015.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, pay band and grade pay or pay scale.—The number of said post, its classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications , etc.—The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.
[भाग II—खण्ड 3(i)] भारत का राजपत्रा : सितम्बर 12, 2015/भाद्र 21, 1937 13534. Disqualifications.—No person,—
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-serviceman and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 2 : For purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the Sixth Central Pay Commission recommendation has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Commission except where there has been merger of more than one pre- revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the post (s) for which that grade pay or pay scale is the normal replacement grade without any upgradation. | (2) Director (Administration) -Member; (3) Deputy Secretary/ Director (Marketing), DAC -Member. |
