2. यह तदर्थ पदोन्नति अधिकारी को अनिश्चित काल तक ग्रेड में बने रहने अथवा नियमित नियुक्ति हेतु चयन सूची में शामिल होने अथवा केन्द्रीय सचिवालय सेवा के ग्रेड-I में वरिष्ठता का दावा करने का कोई अधिकार प्रदान नहीं करती। तदर्थ नियुक्ति को बिना कोई कारण बताए किसी भी समय समाप्त किया जा सकता है। अवर सचिव के ग्रेड में तदर्थ आधार पर की गई सेवा की गणना उस ग्रेड में वरीयता अथवा अगले उच्च ग्रेड में पदोन्नति के प्रयोजनार्थ नहीं की जाएगी।
