संकल्प सं०-११०११/१/२०१४ हि.का.क.—भारत सरकार, वित्त मंत्रालय ने आर्थिक कार्य विभाग(वित्तीय सेवा विभाग सहित) की हिन्दी सलाहकार समिति का पुनर्गठन करने का निर्णय लिया है। समिति की संरचना और कार्य आदि निम्नांकित होंगे:—

यह समिति संबंधित विभाग के कामकाज में हिन्दी के उत्तरोत्तर प्रयोग से संबंधित मामलों में सलाह देगी।
III. कार्यकाल
समिति सदस्यों का कार्यकाल इसके गठन की तारीख से, सामान्यतया, तीन वर्ष का होगा, परन्तु:
(i) जो संसद-सदस्य समिति के सदस्य नामित किए गए हैं, वे संसद-सदस्य न रहने पर इस समिति के सदस्य नहीं रहेंगे; और (ii) यदि कार्यकाल के बीच में स्थान रिक्त होता है तो उस स्थान पर नियुक्त सदस्य तीन वर्ष के कार्यकाल की शेष अवधि के लिए ही सदस्य होगा।
IV. सामान्य
समिति का मुख्यालय नई दिल्ली में होगा किन्तु समिति अपनी बैठकें किसी अन्य स्थान पर भी कर सकती है।

समिति की बैठकों में भाग लेने के लिए समिति के गैर-सरकारी सदस्यों को राजभाषा विभाग, गृह मंत्रालय के दिनांक ३ फरवरी, २००६ के का०ज्ञा०सं०-II/२००३४/०४/२००५-रा.भा.(नीति-२) के अनुसार निम्नलिखित ढंग से यात्रा और दैनिक भत्ता दिया जाएगा:
(i) समिति के नामित सांसदों को "संसद सदस्य (वेतन, भत्ता एवं पेंशन) अधिनियम, १९५४ " के, समय-समय पर, यथासंशोधित प्रावधानों तथा उनके अधीन बनाए गए नियमों के अनुसार यात्रा भत्ता तथा दैनिक भत्ता दिया जाएगा; और
(ii) समिति के अन्य गैर-सरकारी सदस्यों को राजभाषा विभाग के दिनांक २२ जनवरी, १९८७ के कार्यालय ज्ञापन संख्या II/२२०३४/०४/८६-रा.भा०(क-२) में निहित दिशा-निर्देशों के अनुरूप और भारत सरकार द्वारा, समय-समय पर निर्धारित दरों एवं नियमों के अनुसार, यात्रा भत्ता तथा दैनिक भत्ता दिया जाएगा।
आदेश
आदेश दिया जाता है कि इस संकल्प की प्रति राष्ट्रपति सचिवालय, प्रधानमंत्री कार्यालय, मंत्रिमण्डल सचिवालय, लोक सभा सचिवालय, राज्य सभा सचिवालय, नीति आयोग, भारत के नियंत्रक-महालेखापरीक्षक, समिति के सभी सदस्यों और भारत सरकार के सभी मंत्रालयों तथा विभागों को भेजी जाए।
यह भी आदेश दिया जाता है कि यह संकल्प, आम जानकारी के लिए, भारत के राजपत्र में प्रकाशित किया जाए।

इस समिति का कार्य स्वास्थ्य तथा परिवार कल्याण मंत्रालय और उसके सम्बद्ध तथा अधीनस्थ कार्यालयों, स्वायत्त निकायों/सांविधिक संगठनों और सरकारी उपक्रमों आदि में राजभाषा संबंधी संवैधानिक प्रावधानों, राजभाषा अधिनियम,1963 एवं राजभाषा नियम, 1976 के उपबंधों, केन्द्रीय हिन्दी समिति के निर्णयों तथा राजभाषा विभाग द्वारा जारी किए गए निर्देशों, अनुदेशों के कार्यान्वयन के बारे में सलाह देना है।
III. कार्यकाल
समिति का कार्यकाल निम्नलिखित व्यवस्था के साथ उसके गठन की तारीख से तीन वर्ष का होगाः
1. जो संसद सदस्य समिति के सदस्य हैं, वे संसद सदस्य नहीं रहने पर इस समिति के सदस्य भी नहीं रह सकेंगे।
2. समिति के पदेन सदस्य अपने पद पर कार्य करते रहने तक ही समिति के सदस्य रहेंगे।
3. किसी सदस्य की मृत्यु हो जाने के कारण अथवा समिति की सदस्यता से त्याग-पत्र देने के कारण खाली हुए स्थान पर मनोनीत सदस्य समिति के तीन वर्ष के कार्यकलाप की शेष अवधि के लिए सदस्य होगा।
IV. सामान्य
समिति का प्रधान कार्यालय नई दिल्ली में होगा लेकिन समिति की बैठकें किसी अन्य स्थान पर भी हो सकती हैं।
V. यात्रा व अन्य भत्ते
गैर सरकारी सदस्यों को समिति की बैठकों में भाग लेने के लिए भारत सरकार द्वारा समय-समय पर निर्धारित दरों पर यात्रा व अन्य भत्ते दिए जायेंगे।
VI. आदेश
आदेश दिया जाता है कि इस संकल्प की एक-एक प्रति समिति के सभी सदस्यों तथा राज्य सरकारों और भारत सरकार और संघ राज्य क्षेत्रों के प्रशासनों, भारत सरकार के सभी मंत्रालयों सचिवालय, राष्ट्रपति सचिवालय, उप राष्ट्रपति सचिवालय, प्रधानमंत्री कार्यालय, मंत्रिमंडल सचिवालय, संसदीय कार्य मंत्रालय, लोक सभा सचिवालय, राज्य सभा सचिवालय, योजना आयोग, संसदीय राजभाषा समिति, भारत के नियंत्रक तथा महालेखा परीक्षक, स्वास्थ्य और परिवार कल्याण मंत्रालय के वेतन तथा लेखा कार्यालय एवं स्वास्थ्य एवं परिवार कल्याण मंत्रालय के नियंत्रणाधीन सभी सम्बद्ध/अधीनस्थ कार्यालय। यह भी आदेश दिया जाता है कि इस संकल्प को जनसाधारण की जानकारी के लिए भारत सरकार के राजपत्र में प्रकाशित किया जाए।

The Samiti shall advise the Department on matters relating to the progressive use of Hindi for official purposes.
III. TENURE
The tenure of the Samiti will be three years from the date of its formation, provided that:
(i) A member of Parliament nominated to the Samiti shall cease to be a member of the Samiti as soon as he ceases to be a Member of Parliament; and
(ii) Member appointed against mid-term vacancy shall be for the remaining period of three years only.
IV. GENERAL
The Headquarters of the Samiti shall be at New Delhi but may hold its meeting at any other places also.
V. TRAVELLING AND OTHER ALLOWANCES
Non-official members of the Samiti will be paid travelling and daily allowances for attending the meetings of the Samiti in terms of the provisions contained in the Department of Official Language, Ministry of Home Affairs Office Memorandum No. II/20034/04/2005-OL(Policy-2) dated 3rd February, 2006 in the following manner.
(i) The Members of Parliament nominated in the Samiti will be paid travelling allowances and daily allowances as per the provisions in the "Members of Parliament (Salary, Allowances and Pension" Act, 1954", as amended from time to time and rules framed thereunder, and
(ii) Traveling allowances and daily allowances to other non-official members of the Samiti will be paid as per the guidelines contained in the Department of Official Language O.M.No.II/22034/04/86-OL (A-2) dated 22nd January, 1987 and in accordance with the rates and rules prescribed from time to time by the Government of India.
ORDER
Ordered that a copy of this Resolution be communicated to President's Secretariat, Prime Minister's Office, Cabinet Secretariat, Lok Sabha Secretariat, Rajya Sabha Secretariat, NITI Aayog, Comptroller and Auditor General of India, all members of the Samiti and all Ministries and Departments of the Government of India.
Ordered also that the Resolution be published in the Gazette of India for general information.

(2) Ex-officio members of the Committee shall continue as members so long as they hold the office by virtue of which they are members of the Committee.
(3) A member nominated in a vacancy arising in the Committee due to the death or resignation of any member shall hold office for the residual term.
lV. GENERAL
The Headquarters of the Committee will be at New Delhi but the Committee can hold its meeting at any other station also.
V. TRAVELLING AND OTHER ALLOWANCES
The non- official members of the Hindi Salahkar Samiti will be paid travelling and daily allowance for attending the meetings of the Hindi Salahkar Samiti at the rates fixed by the Government of India, from time to time.
