सं. ए-11016/1/2014-प्रशासन--सक्षम प्राधिकारी के अनुमोदन के अनुसरण में कार्यक्रम मूल्यांकन संगठन (पीईओ) और स्वतंत्र मूल्यांकन कार्यालय (आई ओ) को मिलाकर विकास अनुवीक्षण और मूल्यांकन कार्यालय (डीएमईओ) का एतद्‌द्वारा गठन किया जाता है, और नीति आयोग को सौंपे गए मूल्यांकन और अनुवीक्षण के अधिदेश को पूरा करने के लिए नीति आयोग के तत्वावधान में एक संबद्ध कार्यालय के रूप में अधिसूचित किया जाता है।

2. डीएमईओ के गठन की तारीख से ठीक पहले जो अधिकारी और कर्मचारी पूर्ववर्ती पीईओ और आईईओ के अधीन जिस कार्यालय में तैनात थे वे डीएमईओ के कार्यालय में उसी अवधि और सेवा की उन्हीं निबंधन एवं शर्तों पर इस संबंध में आगे कोई आदेश होने तक कार्य करते रहेंगे।

3. 18 सितंबर, 2015 से पीईओ और आईईओ की सभी परिसंपत्ति एवं बजट डीएमईओ को स्थानांतरित हो जाएगी। परिसंपत्ति और बजट में अधिकार, शक्तियां, प्राधिकार और नकदी शेष सहित सभी चल एवं अचल संपत्ति, कोई भी उपलब्ध निधि और ऐसी परिसंपत्ति और संपत्ति जो उक्त तारीख से ठीक पूर्व पीईओ और आईईओ के स्वामित्व, कब्जे, अधिकार और नियंत्रण में थी, के संबंध में अन्य सभी अधिकार और हित शामिल है।

4. डीएमईओ, पीईओ और आईईओ का उत्तराधिकारी होगा।

5. आगे आईईओ से डीएमईओ को स्थानांतरित किए गए पदों में से महानिदेशक का पद (योजना आयोग के सदस्य की श्रेणी और हैसियत में) अपर सचिव के स्तर पर डीएमईओ के महानिदेशक के रूप में संचालित रहेगा और निदेशक (उच्च प्रशासनिक ग्रेड के वेतनमान में) के चार पद संयुक्त सचिव के स्तर पर डीएमईओ के उपमहानिदेशक के रूप में पुनः पदनामित होंगे।

No.A-11016/1/2014-Admn.I—In pursuance of the approval of the Competent Authority, the Development Monitoring and Evaluation Office (DMEO) is hereby constituted by merging the Programme Evaluation Organisation (PEO) and the Independent Evaluation Office (IEO); and notified as an attached Office under the aegis of NITI Aayog for fulfilling the mandate of Evaluation and Monitoring assigned to NITI Aayog.

2. The officers and employees holding office under the erstwhile PEO and IEO immediately before the date of constitution of DMEO shall continue to hold office of DMEO by the same tenure and upon the same terms and conditions of service; and continue, as such, until further orders.

3. On and from the 18th day of September, 2015, all assets and budget of the PEO and IEO, shall be transferred to and shall vest in the DMEO. The assets and budgets shall include rights, powers, authorities and all property movable and immovable including cash balances, any fund available and all other rights and interest in such assets and property as were, immediately before the said date in the ownership, possession, power and control of the PEO and IEO.

4. The DMEO shall be the successor in interest of the PEO and IEO.

5. Further, out of the posts transferred from IEO to DMEO, the post of Director General (in the rank and status of Member, Planning Commission) shall be operated as Director General, DMEO at the level of Additional Secretary and four posts of Director (HAG Scale) stand redesignated as Deputy Director General, DMEO at the level of the Joint Secretary.
