संकल्प

सं. 6/5/2015-टीयूएफएस--देश में व्यवसाय करने को आसान बनाने और रोजगार सृजन के लिए सरकार के –ष्टिकोण को प्राप्त करने तथा 'मेक इन इंडिया' और विनिर्माण में जीरो इफेक्ट और जीरो डिफेक्ट के माध्यम से निर्यात को बढ़ावा देने के लिए यह निर्णय लिया गया है कि इस योजना के अंतर्गत लाभों और इसके अंतर्गत लाभों का दावा करने की क्रियाविधि के संबंध में मौजूदा संशोधित पुनर्गठित प्रौद्योगिक उन्नयन योजना (आरआरटफ्स) में संशोधन किया जाना चाहिए। संशोधित प्रौद्योगिकी उन्नयन निधि योजना (एटफ्स) नामक नई योजना को क्रियान्वित करने के लिए सरकार द्वारा अनुमोदित कर दिया गया है जो निर्यात और आयात संस्थाओं के संवर्धन को ध्यान में रखते हुए रोजगार और प्रौद्योगिकी गहन क्षेत्र के वस्त्र मूल्य श्रृंखला में निवेश करने के लिए एक मुश्त पूंजी सब्सिडी प्रदान करेगी। यह योजना क्रेडिट लिंक्ड्‌ होगी और ऋणदाता एजेंसियों द्वारा स्वीकृत आवधिक ऋणों की निर्धारित सीमा में शामिल प्रौद्योगिकी उन्नयन की परियोजनाएं ही इसके अंतर्गत लाभ प्रदान करने की पात्र होंगी।

2. यह योजना इस संकल्प के जारी होने की तारीख से 7 वर्षों के लिए 31.03.2022 तक प्रभावी होगी। तथापि वस्त्र आयुक्त का कार्यालय के अभिलेखों के अनुसार विशिष्ट पहचान संख्या (यूआईडी) जारी करने के लिए सितम्बर, 2014 से लंबित मामले मौजूदा आरआरटफ्स के अंतर्गत शामिल किए जाएंगे।

3. कंपनियों के पंजीयक के पास कंपनी अधिनियम के अंतर्गत पंजी—त एकल कंपनियों/इकाइयों, उन एमएसएमई इकाइयों को छोड़कर जिन्हें एमएसएमई मंत्रालय अथवा संबंधित उद्योग निदेशालय अथवा उपयुक्त केंद्रीय/राज्य प्राधिकरण द्वारा निर्देशित किया जाएगा, ही इस योजना के अंतर्गत लाभ प्राप्त करने के लिए पात्र होंगी।

4. प्रत्येक एकल कंपनी नीचे दर्शाई गई दरों तथा अधिकतम सब्सिडी सीमा के अनुसार पात्र निवेश पर केवल एक बार पूंजीगत सब्सिडी हेतु पात्र होंगे :

निर्धारित सीमा के अंतर्गत शेष राशि के लिए ही पात्र होगा।

एटफ्स के अंतर्गत एक एकल कंपनी हेतु समग्र निवेश के लिए अधिकतम सब्सिडी को 30 करोड़ रु. तक सीमित किया जाएगा।

5. योजना के विस्तृत दिशानिर्देश अलग से जारी किए जाएंगे।

आदेश

यह आदेश दिया जाता है कि संकल्प सामान्य सूचना हेतु भारत के राजपत्र में प्रकाशित किया जाए।

यह भी आदेश दिया जाता है कि संकल्प्‌ की प्रतिलिपियां संबंधित मंत्रालयों/विभागों/संगठनों को परिचालित की जाएं।

RESOLUTION

No. 6/5/2015-TUFS—In order to promote ease of doing business in the country and achieve the vision of the Government for generation of employment and promotion of exports through "Make in India'' and of Zero effect and Zero defect manufacturing, it has been decided that the existing provisions of the Revised Restructured Technology Upgradation Fund Scheme (RRTUFS) be modified in terms of the benefits under the scheme and the procedure for claiming the benefits under the scheme. A new scheme, "Amended Technology Upgradation Fund Scheme (ATUFS)"has been approved by the Government for implementation which will provide one time capital subsidy for investments in the employment and technology intensive segments of the textile value chain keeping in view promotion of exports and imports substitution. The scheme will be credit linked and projects for technology upgradation covered by a prescribed limit of term loans sanctioned by the lending agencies will only be eligible for grant of benefits under it.

2. This scheme will be effective from the date of issue of this Resolution for a period of seven years upto 31.03.2022. However, the cases pending for issue of Unique Identification Number (UID) since September, 2014 as per records maintained by the Office of the Textile Commissioner shall be covered under the existing RRTUF Scheme.

3. Entities/Units registered under the Companies Act with the Registrar of the Companies, except for MSME units which will be guided by the instructions of the Ministry of MSME or registered with the concerned Directorate of Industries/ relevant Department of the State Government will only be eligible to get the benefits under this scheme.

4. Every individual entity will be eligible for one time Capital Subsidy only, on the eligible investment, as per the rates and the overall subsidy cap indicated below:

*In case the applicant had availed subsidy earlier under RRTUFS, he will be eligible for only the balance amount within the overall ceiling fixed for an individual entity.

The maximum subsidy for overall investment by an individual entity under ATUFS will be restricted to Rs. 30 crore.

5. The detailed guidelines of the scheme will be issued separately.

ORDER

ORDERED that the Resolution be published in the Gazette of India for general information.

ORDERED also that copies of the Resolution may be communicated to the concerned Ministries / Departments / Organizations.
