सं. ए-12011/2/2015-स्था.--राष्ट्रीय राजधानी क्षेत्र योजना बोर्ड अधिनियम 1985 (1985 का 2) की धारा 37 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा संख्या ए-12011/1/2005-स्था. दिनांक 25.08.2006 के द्वारा प्रकाशित राष्ट्रीय राजधानी क्षेत्र योजना बोर्ड भर्ती एवं प्रोन्नति नियमों, 2006 के क्रम में राष्ट्रीय राजधानी क्षेत्र योजना बोर्ड मुख्य क्षेत्रीय नियोजक, राष्ट्रीय राजधानी क्षेत्र योजना बोर्ड के पद पर भर्ती की विधि में निम्नलिखित संशोधन करता है :
1. लघु शीर्ष और प्रारंभ (i) इन नियमों को राष्ट्रीय राजधानी क्षेत्र योजना बोर्ड भर्ती और प्रोन्नति (संशोधित) नियम, 2015 कहा जा सकता है।
(ii) शासकीय राजपत्र में प्रकाशित होने की तिथि से ये संशोधन प्रवृत माने जाएंगे। 2. अधिसूचना संख्या ए-12011/1/2005-स्था. दिनांक 25.08.2006 में खंड 14.2 के बाद दी गई मुख्य क्षेत्रीय नियोजक के पद के संबंध में दी गई तालिका को निम्नलिखित तालिका से प्रतिस्थापित किया जाता है :

| 11. | पदोन्नति/प्रतिनियुक्ति/समावेशन द्वारा भर्ती के मामले में पदोन्नति/ प्रतिनियुक्ति/समावेशन जिस ग्रेड से किया जाना है। | प्रतिनियुक्तिः केन्द्र सरकार या राज्य सरकार या संघ शासित प्रदेश सरकार या सार्वजनिक क्षेत्र उपक्रम या अर्ध सरकारी या स्वायत्त या संवैधानिक संगठनों के अधिकारी- (अ) (i) मूल संवर्ग/विभाग में नियमित आधार पर सदृश्य पदधारण करते हो ं या (ii) मूल संवर्ग या विभाग मे ं ` 37,400--67,000/- के पे बैंड तथा ` 8,700/- ग्रेड पे पर नियुक्ति के पश्चात् नियमित आधार पर समर्पित ग्रेड में 2 वर्ष की सेवा या (iii) मूल संवर्ग या विभाग में पे बैंड ` 15,600--39,100/- तथा ` 7,600/- ग्र े ड पे पर नियुक्ति के पश्चात्् समर्पित ग ्र े ड में 6 वर्ष की नियमित सेवा; तथा (ब) निम्नलिखित शैक्षिक अर्हताएँ, यथा : अनिवार्य : (i) वास्तुकला में स्नातक/बी.ई.(सिविल) नियोजन में स्नातक/भूगोल में स्नातकोत्तर तथा शहरी/क्षेत्रीय नियोजन मे ं स्नातकोत्तर (ii) स्थानीय निकाय अथवा सरकारी/सरकारी उपक्रम या मान्यता प्राप्त संस्थान में नगर तथा क्षेत्रीय योजना मेें 15 वर्ष का अनुभव जिसमें से कम से कम 5 वर्ष नगर/क्षेत्र/नगर एवं ग्राम योजना तैयार करने तथा उसके कार्यान्वयन एवं अवसंरचना परियोजनाओ ं के निष्पादन एवं निगरानी का अनुभव हो। अवधि : प्रतिनियुक्ति की प्रारंम्भिक अवधि 3 वर्ष होगी जिसे वर्ष दर वर्ष कार्य मूल्यांकन के आधार पर दो वर्षों तक बढ़ाया जा सकता है। पदोन्नति : स ंयुक्त निदेशक (तकनीकी) ग्रेड पे ` 7,600/- के साथ ` 15,600--39,100/- के वेतन बैंड में नियमित आधार पर नियुक्ति के पश्चात् प्रदान किए गए ग्रेड में 6 वर्ष की नियमित सेवा नोट 1. स ंयुक्त निदेशक (तकनीकी) के प्रदायक ग्रेड का कोई विभागीय उम्मीदवार जिसनें पे बैंड ` 15,600--39,100/- तथा ग्रेड पे ` 7,600/- मे 6 वर्ष की नियमित सेवा की हो |
| वो भी इस पद के लिए पात्रता रखता है तथा अगर ऐसे किसी उम्मीदवार का चयन होता है तो वह चयन पदोन्नति द्वारा माना जाएगा। नोट 2. प्रतिनियुक्ति की अवधि इस नियुक्ति से पूर्व केन्द्र सरकार के उसी विभाग या किसी अन्य कार्यालय या विभाग में किसी अन्य पूर्व काडर पद पर प्रतिनियुक्ति अवधि सहित 5 वर्ष से अधिक नहीं हो सकती। नोट 3. प्रतिनियुक्ति पर भर्ती हेतु आयु सीमा आवेदन प्राप्ति की आखिरी तिथि पर 50 वर्ष से अधिक नहीं होनी चाहिए। | ||

No. A-12011/2/2015-Estt.—In exercise of the powers conferred by section 37 of the National Capital Region Planning Board Act, 1985 (2 of 1985), and in continuation of the National Capital Region Planning Board Recruitment & Promotion Rules, 2006, published vide No. A-12011/1/2005-Estt. dated 25th October, 2006, the NCRPB hereby makes the following amendments in the method of recruitment to the post of Chief Regional Planner, National Capital Regional Planning Board namely:-
1. Short title and commencement –
(i) These regulations may be called the "National Capital Region Planning Board Recruitment & Promotion (Amendment) Rules, 2015".
(ii) They shall come into force on the date of their publication in the Official Gazette.
2. In the Notification No. A-12011/1/2005-Estt. dated 25thOctober, 2006, the table in respect of the post of Chief Regional Planner (CRP) given after the clause 14.2 of the Notification, is substituted with the following table:-

| Essential: (i) B. Arch/B.E. (Civil)/Bachelor of Planning/M.A. (Geography) and Post Graduate Degree in Urban/Regional Planning. (ii) 15 years' experience in the field of town and regional planning in a local body or in a Government/Govt. undertaking or in a recognized institution, out of which at least 5 years in preparation and implementation of urban/regional/town & country planning and execution and monitoring of infrastructure projects. Period: Period of deputation will be initially for three years extendable by two years on a year to year basis on the basis of performance assessment. Promotion: Joint Director (Tech) having 6 years of regular service in the grade rendered after appointment thereto on regular basis in the pay band of ` 15,600—39,100/- with Grade Pay ` 7,600/-. Note 1. A departmental candidate in the feeder grade of Joint Director (Technical) in the pay band of `15,600—39,100/- with Grade Pay of ` 7,600/- with six years' regular service in the grade shall also be eligible to be considered for this post along with the outsiders and in case he is selected, his appointment shall be deemed to have been made by promotion. Note 2. Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall not exceed initially for five years. Note 3. The maximum age-limit for appointment by deputation shall be not exceeding fifty years, as on the closing date of the receipt of applications. | ||
