2. कंपनी अधिनियम, 2013 की धारा 396 की उपधारा (2) के साथ पठित धारा 2(75) और कंपनी अधिनियम, 1956 की धारा 448 की उपधारा (1) के खंड (क) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्रीय सरकार उक्त धारा के प्रयोजनार्थ आईसीएलएस के इन अधिकारियों को एतदद्वारा प्राधि—त करती है।

विषय : राष्ट्रीय युवा नेतृत्व कार्यक्रम (एनवाईएलपी) नामक केंद्रीय सेक्टर स्कीम के तहत राष्ट्रीय युवा विकास कोष (एनवाईडीएफ) के प्रबंधन और प्रशासन के लिए कार्यकारी समिति के गठन के संबंध में।

सं. एफ. 2-2/2015-एनवाईकेएस--अधोहस्ताक्षरी को राष्ट्रीय युवा नेतृत्व कार्यक्रम (एनवाईएलपी) नामक केंद्रीय सेक्टर स्कीम के तहत दिनांक 8 जुलाई, 2015 की अधिसूचना सं. 2-2/2015-एनवाईकेएस द्वारा स्थापित राष्ट्रीय युवा विकास कोष (एनवाईडीएफ) की अनुसूची 'ख' के नियम 10 के प्रावधानों के अंतर्गत निम्नलिखित संघटन वाली समिति के गठन के लिए सक्षम प्राधिकारी का अनुमोदन संसूचित करने का निदेश हुआ है :--

2. समिति का कोई सदस्य इसका सदस्य नहीं रहेगा यदि वह :-

(i) दिवालिया घोषित कर दिया गया हो या;

(ii) ऐसे अपराध का दोषी पाया गया हो जिसमें केंद्रीय सरकार की राय में नैतिक अधमता शामिल हो; या (iii) सदस्य के रूप में कार्य करने में शारीरिक और मानसिक रूप से असमर्थ हो गया हो।

3. समिति के मनोनीत सदस्यों का कार्यकाल इन आदेशों के जारी होने की तारीख से तीन वर्ष की अवधि के लिए होगा और सदस्य पुनः नामांकन के पात्र होंगे।

4. समिति के किसी पदेन सदस्य के कार्यकाल की अवधि उसके द्वारा पद का कार्यभार संभालने तक होगी।

आदेश

आदेश दिया जाता है कि अधिसूचना को भारत के राजपत्र में प्रकाशित किया जाए और सभी संबंधितों को संप्रेषित किया जाए।

No. F. 2-2/2015-NYKS—The undersigned is directed to convey the approval of Competent Authority under the provisions of Rule 10 of Schedule 'B' of National Youth Development Fund ( NYDF) under the Central Sector Scheme224 THE GAZETTE OF INDIA, FEBRUARY 20, 2016 (PHALGUNA 1, 1937) [PART I—SEC. 1 namely National Young Leader Programme (NYLP) set up vide Notification No. 2-2/2015-NYKS dated 8th July 2015, to the Constitution of the Executive Committee with the following composition:-

2. A member of the Executive Committee shall cease to be as such, if such member, -

(i) has been adjudged as an insolvent; or (ii) has been convicted of an offence which, in the opinion of the Central Government involves, moral turpitude; or (iii) has become physically and mentally incapable of acting as member.

3. The term of the nominated members of the Executive Committee shall be for a period of three years from the date of issue of these orders and the members shall be eligible for re-nomination.

4. The term of office of an ex-officio member of the Executive Committee shall be so long as he hold the office of which he is a member.
