सं0 ए-60011/14/2014-प्रशा. IV (वि.का.)--विधि कार्य विभाग ने भारत संघ और केंद्रीय सरकार के प्रशासनिक नियंत्रण के अधीन संगठनों, विभागों आदि की ओर से मुकदमों के संचालन को एक वेब-आधारित एप्लीकेशन के जरिए मॉनीटर करने के लिए एक विधिक सूचना प्रबंध और ब्रीफिंग प्रणाली (लिम्ब्स) शुरू की है।

2. लिम्ब्स (यह विधिक सूचना प्रबंध और ब्रीफिंग प्रणाली) एक वेब-आधारित प्लेटफार्म है, जिसमें भिन्न-भिन्न आवश्यकताओं वाले सभी प्रयोक्ताओं के लिए और सभी प्रशासनिक स्तरों के लिए एक कॉमन एक्सेस पोर्टल उपलब्ध कराया गया है अर्थात्‌ इसमें एकदम नीचे से फाइल प्रस्तुत करने वाले सहायक से लेकर प्रबंधन के शिखर तक पहुंच उपलब्ध कराई गई है। लिम्ब्स में न्यायालय में चल रहे मुकदमों के विवरण जानने के लिए प्रयोक्ताओं के लिए एक सुविधाजनक डाटा-एंट्री स्क्रीन दिया गया है, जिसमें मुकदमों की प्रगति के बारे में प्रविष्टि की जा सकती है। विभिन्न एम.आई.एस. रिपोर्टों से मुकदमों को मॉनीटर करने में मदद मिलेगी। ई-डाक्यू्‌मेंट वाल्ट से प्रयोक्ता महत्वपूर्ण फैसलों की प्रविष्टि कर सकते हैं। एस.एम.एस.एलर्ट के जरिए प्रयोक्ताओं को महत्वपूर्ण मामलों की सूचना दी जाएगी।

3. लिम्ब्स एप्लीकेशन बृहद डाटा को होस्ट करेगा तथा डाटा-संचालित निर्णय लेने में विभिन्न पणधारियों, नोडल प्राधिकारियों को सम्मिलित करेगा, सुनवाई की तारीख पहले से जान लेगा और प्राधिकारियों को उनके प्रत्युत्तर पहले से तैयार करने में सक्षम बनाएगा। इस प्रयोजन के लिए एक लिम्ब्स संचालन समिति गठित की गई है, जिसमें निम्नलिखित हैं :---

(i) माननीय विधि और न्याय मंत्री अथवा विधि सचिव, जैसी भी आवश्यकता हो ....... अध्यक्ष

(ii) सभी मंत्रालयों के सचिव या उनके नामिती, जो संयुक्त सचिव/निदेशक से कम स्तर के न हों ....... सदस्य

(iii) संयुक्त सचिव (न्यायिक), विधि कार्य विभाग ....... संयोजक

इसे माननीय विधि और न्याय मंत्री के अनुमोदन से जारी किया जाता है।

सं. ए-60011/14/2014-प्रशा. IV (वि.का.)--विधि कार्य विभाग ने विधिक सूचना प्रबंध और ब्रीफिंग प्रणाली (लिम्ब्स) नाम की एक नई वेब आधारित एप्लीेकेशन शुरू की है। यह एक वेब-आधारित प्ले्‌टफार्म है जिसमें भिन्न-भिन्न आवश्यकताओं वाले सभी प्रयोक्ताओं के लिए और सभी प्रशासनिक स्तरों के लिए एक कॉमन एक्सेस पोर्टल उपलब्ध्‌ कराया गया है, अर्थात इसमें एकदम नीचे से फाइल प्रस्तुत करने वाले सहायक से लेकर प्रबंधन के शिखर तक पहुंच उपलब्ध कराई गई है। लिम्ब्स में न्यायालय में चल रहे मुकदमों के विवरण जानने के लिए प्रयोक्ताओं के लिए एक सुविधाजनक डाटा-एंट्री स्क्रीन दिया गया है, जिसमें मुकदमों की प्रगति के बारे में प्रविष्टि की जा सकती है। विभिन्न एम.आई.एस रिपोर्टों से मुकदमों को मॉनीटर करने में मदद मिलेगी। ई-डाक्यूमेंट वॉल्ट से प्रयोक्ता महत्वपूर्ण फैसलों की प्रविष्टि कर सकते हैं। एस.एम.एस.एलर्ट के जरिए प्रयोक्ताओं को महत्वपूर्ण मामलों की सूचना दी जाएगी।

2. विधिक सूचना प्रबंध और ब्रीफिंग प्रणाली (लिम्ब्स) एप्लीकेशन बृहद डाटा को होस्ट करेगा तथा डाटा-संचालित निर्णय लेने में विभिन्न पणधारियों, नोडल प्राधिकारियों को सम्मिलित करेगा, सुनवाई की तारीख पहले से जान लेगा और प्राधिकारियों को उनके प्रत्युत्तर पहले से तैयार करने में मदद करेगा। इस एप्लीकेशन के प्रभावी कार्यान्वयन के लिए सक्षम प्राधिकारी ने एक नोडल समन्वय समिति गठित की है, जिसमें निम्नलिखित शामिल हैं :--

LIMBS is a web-based platform which provides a common access portal to all users having varying needs and cutting across administration pyramids i.e. access is available right from the file dealing hand to the top management. LIMBS has user friendly data entry screen for capturing the details of court cases. Progress of court cases can be entered. Various MIS reports help to monitor these cases. E-document vault allows user to enter the important judgment. SMS alerts are used to sensitize the users over important issues.

3. The LIMBS application will host huge data, involve various stakeholders, Nodal Authorities to take data driven decisions, know the date of hearing in advance and may enable the authorities to prepare their response in advance. For the purpose, a LIMBS Steering Committee has been constituted as follows :—
