संख्या.यू/16/53/2003/मेड-II/गुुज..37/जी/पी.टी.एम.आर./एस.एम.सी./डॉ. पी.बी.परमार पी.टी.एम.आर./07 कर्मचारी राज्य बीमा निगम (साधारण) विनियम 1950 के विनियम 105 के अधीन की शक्तियाँ महानिदेशक को प्रदान करने के संबंध में कर्मचारी राज्य बीमा निगम की दिनांक 25 अप्रैल, 1951 को हुई बैठक में पारित किए गए संकल्प के अनुसरण में तथा महानिदेशक के आदेश संख्या पी.टी.फाइल यू./13/12/13/2005-पीटीएमआर (मैडी-1) दिनांक 04.08.2008 द्वारा ये शक्तियाँ आगे मुझे सौपी जाने पर मैं इसके द्वारा निम्नलिखित डॉक्टर (रों) को मानकों के अनुसार देय पारिश्रमिक पर निम्नलिखित तिथि तक एक वर्ष के लिए या पूर्णकालिक चिकित्सा निर्देशी के कार्यग्रहण करने तक, जो भी पूर्व हो, को राज्य चिकित्सा आयुक्त (गुजरात) द्वारा निर्धारित क्षेत्र के लिए बीमा—त व्यक्तियों की स्वास्थ्य परीक्षण करने तथा मूल प्रमाणपत्र की सत्यता संदिग्ध होने पर उन्हें आगे प्रमाणपत्र जारी करने के प्रयोजन के लिए चिकित्सा अधिकारी के रुप में कार्य करने के लिए प्राधि—त करता हूं।

दक्षिण बिहार केन्द्रीय विश्वविद्यालय

सभी संबंधितों को सूचना हेतु अधिसूचित किया जाता है कि भारत के महामहिम राष्ट्रपति ने दक्षिण बिहार केन्द्रीय विश्वविद्यालय के कुलाध्यक्ष के रूप में केन्द्रीय विश्वविद्यालय अधिनियम, 2009 की धारा 27(3) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्रीय विश्वविद्यालय अधिनियम, 2009 के परिनियम 11 एवं 13 जो कि क्रमशः कार्यकारिणी परिषद्‌ तथा शैक्षणिक परिषद्‌ से संबंधित हैं, में संशोधन हेतु अपनी सहमति प्रदान की हैं, जिसके बारे में मानव संसाधन विकास मंत्रालय, उच्चतर शिक्षा विभाग ने अपने पत्र संख्या 44-11/2012-डेस्क (यू) दिनांक 30 अक्तूबर, 2012 द्वारा सूचित किया है।

परिनियम 11 में संशोधन

वर्तमान	यथा प्रस्तावित	स ंशोधन के उपरांत इसे किस प्रकार पढ़ा जाएगा
(केन्द्रीय विश्वविद्यालय अधिनियम 2009 की धारा 44 के तहत), कुलपति अध्यक्ष एवं 10 नामित सदस्यगण हैं	11(1) (i) कुलपति (ii) सचिव, उच्च शिक्षा विभाग, मानव संसाधन विकास मंत्रालय, भारत सरकार या उनके/उनकी नामिती (iii) यूजीसी द्वारा नामित एक सदस्य (iv) मुख्य सचिव, बिहार सरकार या उनके/उनकी नामिती जो मानव संसाधन विकास विभाग, बिहार सरकार के सचिव स्तर से कम के न हों (v) प्रतिकुलपति (vi) से (ix) कुलाध्यक्ष द्वारा नामित ऐसे चार व्यक्ति जो अकादमिक उत्कृष्टता प्राप्त हो ं (x) एवं (xi) स्कूल ऑफ स्टडीज के अधिष्ठाताओं (डीन) में से उनकी वरिष्ठता के आधार पर अनुक्रमशः कुलपति द्वारा नामित 2 सदस्य (xii) एक प्रोफेसर जो डीन न हों तथा वरिष्ठता के आधार पर अनुक्रमशः कुलपति द्वारा नामित हों (xiii) एक सह-प्राध्यापक जो वरिष्ठता के आधार पर अनुक्रमशः कुलपति द्वारा नामित हों (xiv) एक सहायक प्राध्यापक जो वरिष्ठता के आधार पर अनुक्रमशः कुलपति द्वारा नामित हों (xv) कोर्ट के एक सदस्य (जो विश्वविद्यालय या विश्वविद्यालय स े सम्बद्ध या मान्यता प्राप्त संस्थान के कर्मचारी/विद्यार्थी न हों) को निर्वाचित किया जाएगा। (2) कुलपति को छोड़कर कार्यकारी परिषद्‌ के सभी सदस्यगण तीन वर्ष के कार्यकाल हेतु कार्यालय संभालेंगे। (3) कार्यकारी परिषद्‌ के कुल सात सदस्यगण जिसमें से कम-से-कम दो सदस्यगण विश्वविद्यालय की सेवा में न हों, कार्यकारी परिषद्‌ की बैठक हेतु गणपूर्ति (कोरम) पूरा करेंगे।	पूर्व स्तम्भ में यथा प्रस्तावित

परिनियम 13 में संशोधन

वर्तमान	यथा प्रस्तावित	स ंशोधन के उपरांत इसे किस प्रकार पढ़ा जाएगा
(केन्द्रीय विश्वविद्यालय अधिनियम 2009 की धारा 44 के तहत), कुलपति एवं 20 नामित सदस्यगण जो देश के प्रसिद्ध शिक्षाविद होंं	(1) शैक्षणिक परिषद्‌ में निम्नलिखित सदस्यगण शामिल होंगे, नामतः (i) कुलपति (ii) प्रतिकुलपति (iii) स्कूलों के डीन (अधिष्ठाता) (iv) शिक्षण एवं शोध विभागो ं/केन्द्रों के अध्यक्ष (v) से (viii) विभिन्न स्कूलों के प्रतिनिधित्व करने वाले चार प्राध्यापकगण (जो स्कूलों के डीन एवं विभागों/केन्द्रों के अध्यक्ष न हों) तथा वरिष्ठता के आधार पर अनुक्रमशः कुलपति द्वारा नामित हों (ix) से (xii) विभिन्न स्कूलों के प्रतिनिधित्व करने वाले चार सह-प्राध्यापकगण (जो विभागों के अध्यक्ष न हों) तथा वरिष्ठता के आधार पर अनुक्रमशः कुलपति द्वारा नामित हों। (xiii) से (xvi) विभिन्न स्कूलों के प्रतिनिधित्व करने वाले चार सहायक प्राध्यापकगण जो वरिष्ठता के आधार पर अनुक्रमशः कुलपति द्वारा नामित हों (xvii) पुस्तकालयाध्यक्ष (xviii) से (xxiii) शैक्षणिक परिषद्‌ द्वारा नामित छह ऐसे व्यक्ति जो विभिन्न ज्ञान क्षेत्रों का प्रतिनिधित्व करते हों तथा उत्कृष्ठता प्राप्त हो ं (विश्वविद्यालय की सेवा में न हों) (2) एवं (3) डीन, स्टूडेंट्‌स वेलफेयर (छात्र कल्याण) तथा प्रॉक्टर (कुलानुशासक) पदेन सदस्य होंगे। (4) पदेन सदस्यों को छोड़कर शैक्षणिक परिषद्‌ के सभी सदस्यगण तीन वर्ष के कार्यकाल हेतु कार्यालय संभालेंगे। (5) शैक्षणिक परिषद्‌ के कुल सदस्यों के आधे सदस्यगण की स ंख्या जिनमें कम-से-कम दो सदस्य जो विश्वविद्यालय की स वा में न हों तथा कुलपति को छोड़कर शैक्षणिक परिषद्‌ की े बैठक हेतु गणपूर्ति पूरा करेंगे।	पूर्व स्तम्भ में यथा प्रस्तावित

This is to notify for the information of all concerned that the President of India in his capacity as the Visitor of Central University of South Bihar, in exercise of powers conferred upon him by the provision given in Section 27(3) of the Central Universities Act, 2009 has been pleased to approve the proposed amendments in Statute 11 and 13 relating to Executive Council and Academic Council respectively, as conveyed by the Ministry of Human Resource Development, Department of Higher Education vide letter No. 44-11/2012-Dest (U) dated 30th October, 2012.
