सं. 17/2015/ज़ेडईडी/एसएफ़सी खंड-II--केन्द्र सरकार ने 12वीं पंच वर्षीय योजना में ज़ेडईडी (ज़ीरो डिफ़ेक्ट ज़ीरो इफेक्ट) प्रमाणन योजना के अंतर्गत एमएसएमई को वित्तीय सहायता की योजना को अनुमोदित किया है जिसका कुल बजट 491.00 करोड़ रु. (भारत सरकार का 365.00 करोड़ रु. का योगदान शामिल) है। यह योजना एमएसएमई में ज़ीरो डिफ़ेक्ट ज़ीरो इफेक्ट (ज़ेडईडी) विनिर्माण के प्रति जागरूकता बढ़ाने, ज़ेडईडी के लिए उन्हें अपने उद्यमों के मूल्यांकन हेतु प्रोत्साहित करने और उन्हें सहायता देने के लिए व्यापक अभियान है। ज़ेडईडी आकलन और उचित टूल्स अपनाने के पश्चात, एमएसएमई नुकसान को काफी कम कर सकते हैं, अपनी उत्पादकता बढ़ा सकते हैं, आईओपी (भारतीय ऑफसेट पार्टनर) के रूप में अपना बाज़ार बढ़ा सकते हैं, सीपीएसयू के लिए विक्रेता बन सकते हैं, अधिक आईपीआर (बौद्धिक सम्पदा अधिकार) ले सकते हैं, नए उत्पादों और प्रक्रियाओं आदि का विकास कर सकते हैं।

विषय : 'जेड प्रमाणन योजना में एमएसएमई को आर्थिक सहायता'

सं. 17/2015/जेड/एसएफसी खंड II--

1.0 परिचय

सरकार ने 12वीं योजना अवधि के दौरान 491.00 करोड़ रुपये के कुल बजट (365 करोड़ रुपये के भारत सरकार योगदान सहित) के साथ 'जेड प्रमाणन योजना में एमएसएमई को आर्थिक सहायता' स्कीम के कार्यान्वयन का निर्णय लिया है।

यह योजना जेड विनिर्माण के बारे में एमएसएमई में उपयुक्त जागरूकता उत्पन्न करने और अपने उद्यम के जेड आकलन के लिए उन्हें प्रोत्साहित करने तथा उनका सहयोग करने के लिए एक विस्तृत अभियान है। जेड आकलन और पर्याप्त अन्य टूल्स के अंगीकरण के बाद, एमएसएमई संसाधनों की बर्बादी को काफी कम कर सकते हैं, उत्पादकता बढ़ा सकते हैं, आईओपी के रूप में अपना बाजार बढ़ा सकते हैं, सीपीएसयू को विक्रेता मिल सकते हैं, अधिक आईपीआर, नए उत्पादों और प्रक्रियाओं का विकास आदि हो सकता है।

इस योजना में एमएसएमई के जीरो डिफेक्ट व जीरो इफेक्ट (जेड) निर्माण को प्रोत्साहन और उनके प्रमाणन के लिए जेड आकलन की परिकल्पना की गई है। इसके उद्देश्य निम्नलिखित हैंः

• एमएसएमई में जीरो डिफेक्ट विनिर्माण के लिए एक इकोसिस्टम बनाना।

• क्वालिटी टूल्स/सिस्टम्स और ऊर्जा सक्षम विनिर्माण के अंगीकरण को प्रोत्साहित करना।

• गुणवत्ता उत्पादों के विनिर्माण में एमएसएमई को सक्षम बनाना।

• एमएसएमई को लगातार उत्पादों और प्रक्रियाओं में अपने गुणवत्ता मानकों को उन्नत करने के लिए प्रोत्साहित करना।

• जीरो डिफेक्ट उत्पादन प्रक्रियाओं के अंगीकरण और पर्यावरण पर असर डाले बिना विनिर्माण को प्रेरित करना।

• मेक इन इंडिया अभियान में सहयोग देना।

• जेड विनिर्माण और प्रमाणन के क्षेत्र में प्रोफेशनल विकसित करना।

2.0 योजना के तहत प्रमुख कार्यकलाप हैंः

2.1 जागरूकता और प्रशिक्षणः 8 कार्यकलापों की योजना बनाई गई है, जिनकी जानकारी नीचे दी गई हैः

क) उद्योग जागरूकता कार्यक्रमः

एमएसएमई को जीरो डिफेक्ट और जीरो इफेक्ट विनिर्माण, जेड प्रमाणन के लाभों, क्यूएमएस/क्यूटीटी और उनके लाभों से अवगत कराना।

ख) क्यूसीआई/एनपीसी/चैंबर्स/उद्योग संघों द्वारा क्षेत्रीय/राज्य/राष्ट्रीय कार्यशालाः

योजना के सहज अंगीकरण के लिए कार्यनीति बनाने, आकलनकर्ताओं द्वारा जेड मैच्युरिटी आकलन करते समय उभरने वाली समस्याओं के समाधान, परामर्शदाताओं द्वारा उच्चतर स्तर में विकसित होने के लिए हैंडहोल्डिंग और परामर्श तथा जीरो डिफेक्ट और जीरो इफेक्ट विनिर्माण, जेड प्रमाणन के लाभों, आदि के बारे में एमएसएमई को जागरूक करने के लिए इन कार्यशालाओं का आयोजन किया जाएगा।

ग) पूर्वोत्तर क्षेत्र, जम्मू व कश्मीर, औद्योगिक रूप से पिछड़े और सुदूरवर्ती क्षेत्रों के लिए उद्यम क्षमता निर्माण हेतु ऑनसाइट प्रशिक्षण

पूर्वोत्तर क्षेत्र, जम्मू व कश्मीर, औद्योगिक रूप से पिछड़े और सुदूरवर्ती क्षेत्रों के एमएसएमई को जीरो डिफेक्ट और जीरो इफेक्ट विनिर्माण, जेड प्रमाणन और क्यूएमएस/क्यूटीटी, के लाभों, आदि के अनुरूप क्षमता निर्माण के लिए प्रशिक्षित किए जाने की जरूरत है।

घ) एमएसएमई-डीआई, एमएसएमई परीक्षण केंद्र, प्रौद्योगिकी केंद्र, डिजाइन इंक्यूबेशन सेंटर, आईपीएफसी, आदि के अधिकारियों का प्रशिक्षण

एमएसएमई-डीआई, एमएसएमई परीक्षण केंद्र, प्रौद्योगिकी केंद्र, डिजाइन इंक्यूबेशन सेंटर, आईपीएफसी आदि के अधिकारियों का प्रशिक्षण इस योजना को लोकप्रिय बनाने में बहुत महत्वपूर्ण भूमिका निभाएगा और जेड मैच्युरिटी मॉडल, जीरो डिफेक्ट और जीरो इफेक्ट विनिर्माण, जेड प्रमाणन, आदि के लाभों और प्रमाणन की आकलन प्रक्रिया, जेड और जेड डिफेंस के विभिन्न पैरामीटरों के अंतर्गत कैसे ग्रेड देना है, आदि का सूक्ष्म ब्यौरा जानने के लिए उन्हें उपयुक्त प्रशिक्षण की जरूरत है।

ङ) च) और छ) परामर्शदाता प्रशिक्षण, आकलनकर्ता प्रशिक्षण और मास्टर प्रशिक्षक प्रशिक्षण

परामर्शदाता, आकलनकर्ता और मास्टर प्रशिक्षक जेड मैच्युरिटी आकलन और प्रमाणन, एमएसएमई को उच्च स्तर तक विकसित होने के लिए परामर्श देने और उनके उचित प्रशिक्षण तथा प्रशिक्षित एचआर के निर्माण में महत्वपूर्ण भूमिका निभाएंगे। इसलिए उनका प्रशिक्षण बहुत जरूरी है। गुणवत्ता और भरोसेमंद आकलन के लिए भी यह बहुत जरूरी है।

ज) क्यूएमएस/क्यूटीटी, उत्पादकता, आदि सहित जेड से संबंधित अंतर्राष्ट्रीय मानदंड बनाना और बेहतरीन अभ्यासों को सीखना तथा विदेश यात्राएं/प्रतिनिधिमंडल, अंतर्राष्ट्रीय प्रशिक्षण

परिकल्पित योजना के लिए जेड, क्यूएमएस/क्यूटीटी तथा उत्पादकता के लिए विश्वस्तरीय अभ्यासों को अपनाना बहुत जरूरी है, जिसका लक्ष्य जीरो डिफेक्ट और जीरो इफेक्ट विनिर्माण को बनाए रखने के लिए अनवरत सुधार की विश्वस्तरीय इकोसिस्टम का निर्माण है।

2.2 ऑनलाइन सिस्टम्स : इस कार्यकलाप समूह के अंतर्गत 3 कार्यकलापों की योजना बनाई गई है, जिनकी जानकारी निम्नलिखित हैंः क) ई-प्लेटफार्म का आरंभिक विकासः

आवेदनों को ऑनलाइन निपटाने, जेड-आकलन, आदि के लिए हार्डवेयर और सॉफ्टवेयर दोनों के लिए एनएमआईयू (क्यूसीआई) पर ई-प्लेटफार्म बनाना।

(ख) ऑनलाइन सेवा सहायता

ई प्लेटफार्म, हार्डवेयर तथा साफ्टवेयर के अनुरक्षण, क्लाउड सर्विस/इंटरनेट सर्विस तथा अन्य आईटी सेवा जिसमें श्रमशक्ति इत्यादि को हायर करना शामिल है, के लिए एनएमआईयू को आवर्ती वित्तीय सहायता की आवश्यकता है।

(ग) क्षमता निर्माण के लिए सामग्री का विकास (मेक इन इंडिया के तहत 25 क्षेत्रों के लिए ई-लर्निंग मॉड्‌यूल)ः

एमएसएमई की वैश्विक प्रतिस्पर्धात्मकता को बढ़ाने, जीरो डिफेक्ट और जीरो इफेक्ट विनिर्माण के लिए इको-सिस्टम विकसित करने और एमएसएमई के क्षमता निर्माण के माध्यम से 'मेक इन इंडिया' ड्राइव को प्रोत्साहित करने के लिए ई-लर्निंग मॉड्‌यूल की तैयारी अत्यंत महत्वपूर्ण है ।

2.3 प्रत्यायन, मूल्यांकन एवं रेटिंग/रि-रेटिंगः 6 गतिविधियों की योजना बनाई गयी है जिसका विवरण नीचे संक्षेप में दिया गया हैः क) पैनलबद्धक्रेडिट रेटिंग एजेंसियां/अन्य एजेंसियों द्वारा मूल्यांकन/रेटिंग

उद्देश्यः योजना के तहत यह मुख्य गतिविधि है। जेड मूल्यांकन और प्रमाणन को अपनाने के लिए 22222 एमएसएमई को आर्थिक सहायता प्रदान की जाएगी।

मूल्यांकन की प्रक्रिया में निम्नलिखित तीन चरण शामिल हैः

(i) ऑनलाइन (ई प्लेटफार्म) स्व-मूल्यांकन

(ii) डेस्कटॉप मूल्यांकन

(iii) पूर्ण मूल्यांकन

ख) रक्षा –ष्टि से अतिरिक्त रेटिंग अर्थात क्रेडिट रेटिंग एजेंसियों/अन्य एजेंसियों द्वारा पैनलबद्ध जेड-डिफेंसः

रक्षा वेंडर तथा इंडियन ऑफसेट पार्टनर(आईओपी) के इच्छुक और क्षमता वाले एमएसएमई के लिए प्रमाणन की काफी अधिक आवश्यकता है। तदनुसार, इच्छुक एमएसएमई को जेड- डिफेंस मूल्यांकन और प्रमाणन के लिए आर्थिक सहायता दिया जाएगा।

ग) एमएसएमई की रेटिंग में सुधार के लिए गैप विश्लेषण, हैंडहोल्डिंग और परामर्शः

देश में मेक इन इंडिया अथवा जीरो डिफेक्ट और जीरो इफेक्ट अभियान को गति देने के लिए एक महत्वपूर्ण पैरामीटर एमएसएमई में उच्च स्तरीय क्रमिक वृद्धि लाना है अर्थात एमएसएमई ब्रांज स्तर से सिल्वर तक, सिल्वर से गोल्ड तक, गोल्ड से डायमण्ड तक आदि। तदनुसार, जेड प्रमाणित इच्छुक एमएसएमई को रेटिंग में सुधार के लिए अन्तर विश्लेषण, हैंडहोल्डिंग और परामर्श के लिए आर्थिक सहायता दी जाएगी।

घ) क्रेडिट रेटिंग एजेन्सी और अन्य एजेन्सियों द्वारा पुन-र्मूल्यांकन/पुर्न-रेटिंगः

परामर्शदाताओं द्वारा एमएसएमई की रेटिंग में सुधार लाने के लिए गैप विश्लेेषण, हैंडहोल्डिंग, परामर्श के बाद एमएसएमई अपनी जेड रेटिंग का पुनर्मूल्यांकन करा सकती हैं। एमएसएमई अपनी रेटिंग में सुधार लाने के लिए गैप विश्लेषण, हैंडहोल्डिंग, परामर्श संबंधी कार्यकलापों का चयन किए बिना भी अपनी जेड रेटिंग का पुनर्मूल्यांकन करा सकते हैं। एमएसएमई को वित्तीय सहायता दी जाएगी तथापि ग्रेडिंग के मामले में कोई सुधार न आने पर (जैसे यदि एमएसएमई के पास कोई रेटिंग नहीं थी और वह किसी भी रेटिंग में नहीं आया अथवा ब्रांज अथवा उससे ऊपर के स्तर तक विकास नहीं कर सका तो उसे कोई सुधार नहीं की तरह लिया जाएगा) एमएसएमई को कोई वित्तीय सहायता नहीं दी जाएगी और पुन-र्मूल्यांकन/पुर्न-रेटिंग की लागत पूरी तरह से एमएसएमई को वहन करनी होगी। एनएमआईयू इसके अनुपालन के लिए अपना निजी तंत्र विकसित कर सकता है।

ड) क्यूसीआई द्वारा प्रमाणनः

प्रमाणन की एकरूपता को बनाए रखने के लिए जेड अथवा जेड डिफेंस का अंतिम प्रमाणपत्र रेटिंग एजेन्सियों के निष्कर्षों और सिफारिशों के आधार पर क्यूसीआई द्वारा जारी किया जाएगा। क्यूंसीआई द्वारा मूल्यांकन की समयसीमा 8 सप्ताह से अधिक तय नहीं की जा सकती है।

च) रूझानों और अन्य महत्वपूर्ण निष्कर्षों पर प्रत्येक छमाही के लिए रिपार्टों सहित विपणन अनुसंधान और विश्लेषण तथा क्यूसीआई द्वारा कुल प्रमाणन के उपयुक्त नमूनों का वैधीकरणः

जेड मूल्यांकन प्रणाली को गतिमान, एकरूप और पारदर्शी बनाने के लिए एसएससी द्वारा प्रत्येक रेटिंग ऐजेन्सी के लिए कुल प्रमाणनों के 8 प्रतिशत से 10 प्रतिशत के बीच विपणन अनुसंधान और उपयुक्त नमूनों के वैधीकरण का निर्णय किया जाएगा और रूझानों और अन्य महत्वपूर्ण निष्कर्ष आवश्यकताओं को प्रत्येक छमाही के लिए रिपोर्ट बोर्ड के समक्ष रखी जानी है।

2.4 एनएमआईयू मुख्यालय प्रभार और अनुवीक्षण लागतः

परियोजना के लिए प्रो-रैटा आधार और विकास आयुक्त (एमएसएमई) कार्यालय के साथ हस्ताक्षरित समझौता ज्ञापन के आधार पर मुख्यालय प्रभार और अनुवीक्षण लागत के लिए अनुदान सहायता/फंड क्यूसीआई, राष्ट्रीय अनुवीक्षण एवं कार्यान्वयन इकाई (एनएमआईयू) को दिए जाएंगे।

2.5 संवर्धन और ब्रांडिंगः इस कार्यकलाप समूह के तहत 2 गतिविधियां नियोजित की गई हैं जिनका सार निम्नोक्त हैः क) न्यू्‌जलेटर (तिमाही रूप से) और समीक्षा रिपोर्ट (वार्षिक रूप से) का मुद्रण

लोकप्रिय बनाने के लिए योजना के तहत सूचना बांटने और की गई उपलब्धि की समीक्षा और न्यू्‌जलेटर (तिमाही रूप से) और समीक्षा रिपोर्ट (वार्षिक रूप से) का मुद्रण किया जाएगा। यह एनएमआईयू (क्यूसीआई) के माध्यम से किया जाएगा।

ख) विज्ञापन एवं ब्रांड संवर्धन

योजना को लोकप्रिय बनाने और ब्रांड संवर्धन (जेड) के लिए व्यापक प्रचार आवश्यक है।

2.6 उच्चतम स्तर पर एसएससी योजना के कार्यान्वयन के लिए दिशानिर्देशित करेगा इसका अनुवीक्षण करेगा और सम्पूर्णं निर्देशन देगा और इसकी अध्यक्षता विकास आयुक्त (एमएसएमई) द्वारा की जाएगी। नीति निरूपण, योजना कार्यान्वयन और अनुवीक्षण के लिए एसएससी पूरी तरह से उत्तरदायी होगी। योजना से संबंधित और प्रचालनात्मक लाभ के लिए दिशानिर्देशों में छोटे संशोधन करने/प्रक्रियात्मक परिवर्तनों को अनुमोदन देने संबंधी सभी प्रमुख निर्णय लेने के लिए इसे सशक्त बनाया जाएगा। एसएससी, एनएमआईयू/आईए द्वारा उठाए गए मामलों पर विचार विमर्श करेगा। यह एनएमआईयू के लिए विस्तृत कार्यान्वयन कार्यनीति तैयार करेगा। यह प्रत्येक आवेदन पर एनएमआईयू/आईए की सिफारिशों पर विचार भी करेगा।

3.0 योजना के दिशानिर्देश सक्षम प्राधिकारी द्वारा अनुमोदित किए गए हैं । ये दिशानिर्देश विकास आयुक्त (एमएसएमई) की आधिकारिक वेबसाईट अर्थात www.dcmsme.gov.in पर उपलब्ध हैं।

1.0 INTRODUCTION

The Government has decided to implement the "Financial Support to MSMEs in ZED Certification Scheme" with a total budget of Rs. 491.00 crores (including Government of India contribution of Rs. 365.00 crores) during 12th Five Year Plan.

The scheme is an extensive drive to create proper awareness in MSMEs about ZED manufacturing and motivate them for assessment of their enterprise for ZED and support them. After ZED assessment and adoption of proper other tools, MSMEs can reduce wastages substantially, increase productivity, expand their market as IOPs, Vendors to CPSUs, more IPRs, development of new products and processes etc.

The scheme envisages promotion of Zero Defect and Zero Effect (ZED) manufacturing amongst MSMEs and ZED Assessment for their certification with the following objectives :

• Developing an Ecosystem for Zero Defect Manufacturing in MSMEs.

• To promote adaptation of Quality tools/systems and Energy Efficient manufacturing.

• To enable MSMEs for manufacture of quality products.

• To encourage MSMEs to constantly upgrade their quality standards in products and processes.

• To drive manufacturing with adoption of Zero Defect production processes and without impacting the environment.

• To support 'Make in India' campaign.

• To develop professionals in the area of ZED manufacturing and certification.

2.0 The major activities under the scheme are:

2.1 Awareness & Training : 8 Activities have been planned as briefed below:

a) Industry Awareness Programmes:

To sensitize MSMEs about the Zero Defect and Zero Effect manufacturing, benefits of ZED certification, QMS/QTT, and their benefits.

b) Regional/State/National Workshop by QCI/ NPC/Chambers/Industry Associations:

To evolve strategies for smooth adoption of the scheme, remedies to problems arising while doing ZED maturity assessment by Assessors, hand holding and consultancy for graduation to higher level by Consultants and also to sensitize MSMEs about the Zero Defect and Zero Effect manufacturing, benefits of ZED certification etc. these workshops will be organised.

c) Onsite Training for Enterprise Capacity Building for NER, J&K, Industrially backward and remote areas etc.:

MSMEs of NER and J&K, Industrially backward and remote areas need to be thoroughly trained for capacity building in tune with the Zero Defect and Zero Effect manufacturing, benefits of ZED certification and QMS/QTT etc. d) Training of officials of MSME- DIs, MSME-Testing Centres, Technology Centres, Design Incubation Centres, IPFC, etc.:

Officials of MSME- DIs, MSME-Testing Centres, Technology Centres, Design Incubation Centres, IPFC, etc. will play very important role in popularising the scheme and need to be properly trained to know finer details of ZED maturity model, Zero Defect and Zero Effect manufacturing, benefits of ZED certification etc. and assessment procedure for certification, how to grade under various parameters of ZED and ZED defence etc.

e, f &g) Consultants Training, Assessors Training & Master Trainers Training:

Consultants, Assessors and Master Trainers will play pivotal role in ZED Maturity assessment & certification, consultancy to MSMEs for their graduation to higher levels & their proper training and creation of trained HR. So their training is a must. This is also needed for maintaining quality and reliable assessment.

h) International Benchmarking and Learning Best Practices and Foreign Travels/Delegations, International Trainings relating to ZED including QMS/QTT, productivity etc.:

Adoption of world class practices for ZED, QMS/QTT and productivity is a must for the envisaged scheme aiming at creation of world class ecosystem of continuous improvement to sustain Zero Defect and Zero Effect manufacturing.

2.2 Online systems : 3 activities have been planned under this activity group as briefed below:

a) Initial Development of e-Platform:

To develop e-platform at NMIU (QCI) both hardware and software for online handling of applications, ZED – assessment etc.

b) Online service support:

To maintain e-platform, its hardware & software, to hire cloud services/internet services and other IT services including hiring of manpower etc., recurring financial support to NMIU (QCI) is needed.

c) Development of Content for Capacity Building (e-learning modules for 25 sectors under Make in India):

Preparation of e-learning modules is very important to enhance Global competitiveness of MSMEs, developing the ecosystem for Zero Defect and Zero Effect manufacturing, and give impetus to drive "Make in India" through capacity building of MSMEs.

2.3 Accreditation, Assessment & Rating/Re-rating : 6 activities have been planned as briefed below:

a) Assessment/Rating by empanelled Credit Rating Agencies/other Agencies:

Objective: This is core activity under the scheme. 22222 MSMEs will be given financial assistance for opting ZED assessment and certification.

The assessment process consist three stages as under:

i) Online (e-Platform) self assessment

ii) Desk Top assessment

iii) Complete assessment

b) Additional rating for Defence angle i.e. ZED-Defence by empanelled Credit Rating Agencies/other Agencies:

There is very much need of certification for MSMEs having interest and competencies for becoming defence vendors and Indian Offset Partners (IOPs). Accordingly interested MSMEs will be given financial support for ZED-Defence assessment and certification.

c) Gap Analysis, Handholding and Consultancy for improving rating of MSMEs:

For giving pace to the drives of Make in India or Zero Defect and Zero Effect in the country the one of the important parameter is Graduation of MSMEs to higher levels, i.e. MSME with Bronze level to Silver, from Silver to Gold, Gold to Diamond etc. Accordingly interested already ZED certified MSMEs will be given financial support for Gap Analysis, Handholding and Consultancy for improving their rating.

d) Re-Assessment/Re-Rating by Credit Rating Agencies & Other Agencies:

After Gap Analysis, Handholding, Consultancy for improving rating of MSMEs by Consultants, MSMEs can go for reassessment of their ZED rating. MSMEs can also go for reassessment of their ZED rating without opting for Gap Analysis, Handholding and Consultancy activity for improving rating of MSMEs. MSMEs will be given financial assistance, however, in case of no improvement in grading (say if MSME was having no rating and goes for reassessment and does not graduate to Bronze or above level then it will be treated as no improvement.) no financial assistance will be given to the MSME and cost of reassessment will be fully borne by the MSME. NMIU may develop its own mechanism for compliance.

e) Certification by QCI:

To maintain uniformity of certification, final certificate for ZED or ZED Defence will be issued by QCI based upon the findings and recommendation of the rating agencies. The time frame of assessment by QCI may be fixed not more than 8 weeks.

f) Market Research and Analysis and validation of reasonable sample of total certification by QCI with Reports for each half years on trends and other important findings:

To make ZED evaluation system dynamic, uniform and transparent Market Research and Validation of reasonable sample to be decided by SSC between 8 % to10 % of total certifications for each rating agency will be done by QCI with Reports for each half years on trends and other important findings needs to be on board.

2.4 NMIU Head quarter Charges & Monitoring Cost:

Grant in Aid/Fund will be given to QCI, the National Monitoring and Implementing Unit (NMIU) for the project, towards Head quarter Charges & Monitoring Cost on Pro-rata basis and MoU signed with O/o DC-MSDME.

2.5 Promotion & Branding: 2 activities have been planned under this activity group as briefed below:

a) Print of Newsletters (Quarterly) and Review Report (Yearly):

To popularize, information sharing and review of achievements made under the scheme Printing of Newsletters (Quarterly) and Review Report (Yearly) will be done. These will be done through NMIU (QCI).

b) Advertisement and Brand Promotion:

For popularization of the scheme and Brand Promotion (ZED) wide publicity is needed.

2.6 At the highest level, SSC will guide, review, monitor and provide overall direction for implementation of the scheme and will be headed by the Development Commissioner (MSME). SSC will have overall responsibility for policy formulation, scheme implementation and monitoring. It will be empowered to take all key decisions related to the scheme and to approve minor modifications/procedural changes in the guidelines for operational expediency. SSC would deliberate on the issues put up by NMIU/IAs. It would lay down the detailed implementation strategy for the NMIU. It would also consider the recommendations of NMIU/IAs on each application.

3.0 The guidelines of the scheme have been approved by the competent authority. These guidelines are available on the official website of the office of DC (MSME) i.e. www.dcmsme.gov.in.
