2. सुरक्षा मंत्रिमंडलीय समिति द्वारा राष्ट्रीय सुरक्षा समन्वयक के पद के सृजन की टिप्पणी पर दिनांक 08 मई, 2013 को दिए गए अनुमोदन के अनुसरण में, राष्ट्रपति द्वारा राष्ट्रीय साइबर सुरक्षा समन्वयक के निम्नलिखित कार्यों को सूचित किया जाता है :-- (i) राष्ट्रीय सुरक्षा परिषद्‌ सचिवालय (एन.एस.सी.एस.) को साइबर सुरक्षा नीतियों के समन्वय, देखरेख और अनुपालन पर सलाह देना।

(ii) सी.ई.आर.टी.-इन, एन.टी.आर.ओ. और रक्षा मंत्रालय के साथ संयुक्त मंच के तहत्‌ परामर्श और समन्वय।

(iii) नोडल एजेंसियों से, उनके जिम्मेदारी के क्षेत्रों में, साइबर सुरक्षा के लिए कार्य योजनाओं का एक समयबद्ध तरीके से कार्यान्वयन सुनिश्चित करवाना और सलाह देना।

(iv) नोडल एजेंसियों से प्राप्त होने वाली प्रगति रिपोर्टों/घटनाओं का मूल्यांकन और विश्लेषण।

(v) घटना प्रतिक्रिया निगरानी टीमों को तैयार करना, जिनके पास आवश्यकता होने पर स्वयं को पर्यवेक्षक के रूप में अंतःस्थापित करने का प्राधिकार होगा।

(vi) राष्ट्रीय सुरक्षा परिषद्‌ सचिवालय (एन.एस.सी.एस.) साइबर विंग में कार्मिकों के प्रशिक्षण और कार्य-कौशल का तकनीकी उन्नयन।

(vii) साइबर सुरक्षा के क्षेत्र में सामथ्र्य और क्षमता निर्माण से संबंधित योजनाओं के क्रियान्वयन पर परामर्श और निगरानी।

(viii) इंटरनेट गवर्नेंस और साइबर सुरक्षा से संबंधित मामलों की स्थिति पर अंतरराष्ट्रीय मंचों में सुझाव देना।

(ix) साइबर सुरक्षा के मद्देनजर, मौजूदा नीतियों में अवश्यंभावी परिवर्तनों पर सुझाव के लिए मूल्यांकन करना। सूचना प्रौद्योगिकी अधिनियम और इसके साथ ही साइबर सुरक्षा से संबंधित मामलों के जुड़े किसी भी अन्य विधान के प्रभावी कार्यान्वयन के लिए सलाह और सहायता प्रदान करना।

(x) राज्य सरकारों को देश में साइबर सुरक्षा के उपायों के कार्यान्वयन और उनके स्वयं के साइबर सुरक्षा संरचना स्थापित करने में किसी भी अपेक्षित सहायता के लिए आवश्यक परामर्श और मार्गदर्शन प्रदान करना।

(xi) उन नीतियों, जिनसे देश में साइबर सुरक्षा के क्षेत्र में सार्वजनिक-निजी भागदारी का विस्तार हो सके, को तैयार करने के लिए निजी उद्योग से समन्वय।

iii. Advise and ensure implementation of Actions Plans for cyber security by nodal agencies in their areas of responsibility in a time bound manner;

iv. Evaluation and analysis of progress reports/incidents reports received from nodal agencies;

v. Forming Incident Response Monitoring Teams which, if required, would have the authority to embed themselves as observers;

vi. Training and technical upgradation of skill sets of personnel in NSCS Cyber Wing.

vii. Consult and monitor implementation of plans pertaining to capability and capacity building in the filed of cyber security;

viii. Suggest positions in international forums on issues relating to internet governance and cyber security;

ix. Evaluate existing policies from the perspective of cyber security to suggest changes that may be required. Provide advice and assistance for the effective implementation of the Information Technology Act as well as any other legislation involving matters related to cyber security;

x. Provide consultation and guidance to State Governments as may be required for implementation of measures for cyber security in the country and any assistance desired by them in establishing their own cyber security architecture;

xi. Engaging with private industry for formulation of policies that will govern the scope of public private partnership in the field of cyber security in the country.
