सं. यू-13019/01/2010-सीपीडी--इस विषय पर पूर्व की सभी अधिसूचनाओं के अधिक्रमण में, राष्ट्रपति दमण एवं दीव संघ राज्य क्षेत्र के लिए गृह मंत्री से सम्बद्ध सलाहकार समिति को पुनर्गठित करते हैं। इस सलाहकार समिति में निम्नलिखित सदस्य होंगे :--

(ख) राज्य सूची के मामलों के संबंध में संघ राज्य क्षेत्र से संबंधित सभी विधायी प्रस्ताव।
(ग) संघ के वार्षिक वित्तीय विवरण से संबंधित ऐसे मामले, जहां तक यह क्षेत्र से संबंधित हैं एवं ऐसे अन्य वित्तीय मामले जो राष्ट्रपति द्वारा इसको भेजे जाएं।
(घ) संघ राज्य क्षेत्र के संबंध में विकास के सभी मुद्दे।
(ङ) आंतरिक सुरक्षा से जुड़े मुद्दे।

4. पैरा 1 के खंड (ङ) निर्दिष्ट सदस्यों का कार्यकाल दो वर्षों का होगा। समिति वर्ष में एक बार या अध्यक्ष/गृह मंत्री की सुविधानुसार बैठक करेगी। सलाहकार समिति के सदस्य का पद अवैतनिक होगा और इसके लिए कोई वेतन या पारिश्रमिक नहीं होगा।

ग्रामीण पेयजल और स्वच्छता के लिए मेटाडेटा और डेटा मानक
सं. 3(95)/2009-ई.शा.-II(वाल्यूम-1)--जैसा कि भारत सरकार (जीओआई) भारत को डिजिटल रूप से एक सशक्त समाज और ज्ञान अर्थव्यवस्था के रूप में परिवर्तित करने के लिए उसे तैयार करने हेतु एक व्यापक कार्यक्रम के रूप में डिजिटल इंडिया कार्यक्रम का कार्यान्वयन कर रही है। डिजिटल इंडिया के अत्यंत महत्वाकांक्षी विज़न के अंतर्गत सरकार का उद्देश्य नागरिकों को वहनीय लागतों पर डिजिटल रूप में सरकारी सेवाएं उनके आसपास उपलब्ध कराना और ऐसी सेवाओं की दक्षता, पारदर्शिता और विश्वसनीयता सुनिश्चित करना है और
जैसा कि भारत सरकार किसी भी प्रकार की तकनीकी बाधाओं से बचने के लिए मुक्त मानकों के इस्तेमाल को बढ़ावा दे रही है और
जैसा कि ई-शासन में मानक उच्च प्राथमिकता आधारित गतिविधि है, जो ई-शासन अनुप्रयोगों के बीच सूचना को साझा करने और डेटा की सीमा रहित एवं निर्बाध रूप से अंतरप्रचालनीयता सुनिश्चित करेंगे। भारत सरकार के अंतर्गत एमईआईटीवाई ने ई-शासन के लिए मानक तैयार करने/उन्हें अपनाने के लिए डिजिटल इंडिया के अंतर्गत एक संस्थागत तंत्र स्थापित किया है और
जैसा कि ग्रामीण पेयजल के बारे में अवगत कराने के लिए जल और स्वच्छता हेतु मेटाडेटा और डेटा मानक (एमडीडीएस) तैयार करने की आवश्यकता महसूस की गई और
जैसा कि मानकों के लिए सक्षम प्राधिकारी ने ग्रामीण पेयजल और स्वच्छता के लिए एमडीडीएस को अनुमोदित कर दिया है।
अतः एमईआईटीवाई, भारत सराकर एतदद्वारा इस अधिसूचना की तारीख से विभिन्न ई-शासन प्रणालियों के बीच डेटा के आदान-प्रदान (विनियमय) के लिए http://egovstandards.gov.in पर प्रकाशित ग्रामीण पेयजल और स्वच्छता हेतु मेटाडेटा और डेटा मानक (एमडीडीएस) के इस्तेमाल को अधिसूचित करती है।

भारतीय मानक - संवर्धित इंस्क्रीप्ट की-बोर्ड ले-आऊट-आईएस 16350ः2016
सं. 3(37)/2014-ई.जी.-II(वाल्यूम-I)--जैसा कि भारत सरकार (जीओआई) भारत को डिजिटल रूप से एक सशक्त समाज और ज्ञान अर्थव्यवस्था के रूप में परिवर्तित करने के लिए उसे तैयार करने हेतु एक व्यापक कार्यक्रम के रूप में डिजिटल इंडिया कार्यक्रम का कार्यान्वयन कर रही है। डिजिटल इंडिया के अत्यंत महत्वाकांक्षी विज़न के अंतर्गत भारत सरकार का उद्देश्य नागरिकों को वहनीय लागतों पर सरकारी सेवाएं उनके आस-पास डिजिटल रूप में उपलब्ध कराना और ऐसी सेवाओं की दक्षता, पारदर्शिता और विश्वसनीयता सुनिश्चित करना है। यदि ई-शासन अनुप्रयोगों के स्थानीकरण के माध्यम से नागरिक सुविधा और सूचना का अभिगम अपनी भाषा में कर पाएं तो इसे और अधिक गति प्रदान की जा सकती है, और
जैसा कि ई-शासन अनुप्रयोग तथा प्रणालियों के विकास के समय भारतीय भाषा पाठ संसाधन के लिए यह जरूरी है कि की-बोर्ड ले-आउट का एक अच्छा मानक होना चाहिए, और
जैसा कि यूनिकोड में 21 भारतीय भाषाओं के प्रतिनीधित्व के साथ 16 बिट यूनिकोड आईएसओ 10646 से इंस्क्रीप्ट की-बोर्ड अपनाया गया है। भारतीय मानक ब्यूरो (बीआईएस) ने ''संवर्धित इंस्क्रीप्ट की-बोर्ड - आईएस 16350ः2016'' के नाम से भारतीय मानक प्रकाशित किया हैः और
जैसा कि ई-शासन डोमेन के अंतर्गत कार्यान्वयन के लिए सक्षम प्राधिकारी ने बीआईएस द्वारा जारी मानक आईएस 16350ः2016 को अनुमोदित कर दिया है और अपनाया है।
अब यह मंत्रालय अधिसूचना की तारीख से सभी ई-शासन प्रणालियों के लिए तैयार संवर्धित इंस्क्रीप्ट की-बोर्ड ले-आउट - आईएस 16350ः2016 के प्रयोग को अधिसूचित करता है। यह मानक भारतीय मानक ब्यूरो से सीधे प्राप्त किया जा सकता है।

(f) Any other matter on which it may be considered necessary or desirable by the Minister of Home Affairs that the Advisory Committee should be consulted.
4. The term of members referred to in Clause (e) of para (1) shall be two years. The Committee shall meet once in a year or as the convenience of the Chair/HM. The office of the member of the Advisory Committee shall be honorary and shall not carry any salary or remuneration.

2. The Joint Secretary (UT) shall be the Member Secretary.
3. The Advisory Committee shall be consulted in regard to the following matters:-
(a) General question of policy relating to the administration of the territory in the State field.
(b) All legislative proposals concerning the territory in regard to matters in the State list.
(c) Such matters relating to the annual financial statement of the Union in so far as it concerns the territory and such other financial questions as to be referred to it by the President.
(d) All development issues concerning the Union Territory.
(e) Internal security related issues.
(f) Any other matter on which it may be considered necessary or desirable by the Minister of Home Affairs that the Advisory Committee should be consulted.
4. The term of members referred to in Clause (e) of para (1) shall be two years. The Committee shall meet once in a year or as the convenience of the Chair/HM. The office of the member of the Advisory Committee shall be honorary and shall not carry any salary or remuneration.

Whereas Standards in e-Governance are a high priority activity, which will ensure sharing of information and seamless interoperability of data across e-Governance applications. MeitY under GOI has setup an Institutional Mechanism under Digital India to evolve/adopt Standards for e-Governance and
Whereas there was a need to formulate the Metadata and Data Standards (MDDS) for Water and Sanitation to describe the Rural Drinking Water and
Whereas the Competent Authority on Standards has approved the MDDS for Rural Drinking Water and Sanitation.
Therefore MeitY, GOI hereby notifies the use of Metadata and Data Standards (MDDS) for Rural Drinking Water and Sanitation published on http://egovstandards.gov.in for exchange of data between various e-Governance systems w.e.f. the date of notification.

Indian Standard – Enhanced Inscript Keyboard Layouts – IS 16350: 2016
No. 3(37)/2014-EG-II (Vol-I)—Whereas, Government of India (GoI) is implementing the Digital India programme as an umbrella programme to prepare India for a knowledge based transformation into a digitally empowered society and a knowledge economy. Under the overarching vision of Digital India, GoI aims to make Government services digitally accessible to citizens in their localities and to ensure efficiency, transparency and reliability of such services at affordable costs. The momentum can be further augmented if these services and information could be accessed by citizens in their own languages through localization of E-governance applications and
whereas, in this regard, a well laid standard for Keyboard layouts is essential for processing Indian language text while developing eGovernance application and systems and
whereas, the INSCRIPT keyboard layout has been adopted from the 16 bit Unicode ISO 10646 with addition of the 21 Indian languages representations in the Unicode. The Bureau of Indian Standards (BIS) has published the Indian Standard: "Enhanced Inscript Keyboard layouts – IS 16350: 2016" and
whereas, the Competent Authority has approved and adopted the BIS issued standard IS 16350: 2016 for implementation within the eGovernance domain.
NOW, this Ministry hereby notifies the use of Enhanced Inscript Keyboard layouts – IS 16350: 2016 for all e- Governance systems w.e.f. the date of notification. This standard may be obtained from the Bureau of Indian Standards directly.
