संकल्प

एफ सं. 5(1)-बी(पी.डी.)/2016--आम जानकारी के लिए यह घोषित किया जाता है कि वर्ष 2016-2017 के दौरान सामान्य भविष्य निधि तथा उसी प्रकार की अन्य निधियों के अभिदाताओं की कुल जमा रकमों पर दी जाने वाली ब्याज दर 1 जनवरी, 2017 से 31 मार्च, 2017 तक 8.0% (आठ प्रतिशत) होगी। यह दर 1 जनवरी, 2017 से लागू होगी। संबंधित निधियां निम्नलिखित हैं :-- 1. सामान्य भविष्य निधि (केन्द्रीय सेवाएं)।

2. अंशदायी भविष्य निधि (भारत)।

3. अखिल भारतीय सेवा भविष्य निधि।

4. राज्य रेलवे भविष्य निधि।

5. सामान्य भविष्य निधि (रक्षा सेवाएं)

6. भारतीय आयुध विभाग भविष्य निधि।

7. भारतीय आयुध कारखाना कामगार भविष्य निधि। 8. भारतीय नौसेना गोदी कामगार भविष्य निधि।

2. आदेश दिया जाता है कि यह संकल्प भारत के राजपत्र में प्रकाशित किया जाए।

संकल्प

विषय : इस्पात उपभोक्ता परिषद के गठन के संबंध में।

सं. 5(3)/2016-एसडी-I--इस्पात मंत्रालय के दिनांक 21.12.2016 के समसंख्यक संकल्प के क्रम में निम्नलिखित व्यक्तियों/एसोसिएशनों को इस्पात मंत्रालय के इस्पात उपभोक्ता परिषद में श्रेणी (IV) उद्‌योग संघ के तहत गैर-सरकारी सदस्यों के रूप में एतद्‌द्वारा विशेष आमंत्रित सदस्य नामित किया जाता है :-

2. यह परिषद तब तक बनी रहेगी जब तक इसके अध्यक्ष इस्पात मंत्री के पद पर बने रहेंगे। इस एसएससी का प्रारम्भिक कार्यकाल इस संकल्प की तिथि से दो वर्ष के लिए होगा, जब तक कि केंद्रीय सरकार द्वारा यह कार्यकाल विशेष रूप से घटाया अथवा बढ़ाया न जाए। एसएससी जब भी आवश्यकता हो, अपनी बैठकें आयोजित करेगा।

आदेश

आदेश दिया जाता है कि उपर्युक्त संकल्प की एक प्रति प्रधानमंत्री कार्यालय, मंत्रिमंडल सचिवालय, संसद सचिवालय, नीति आयोग और भारत के नियंत्रक एवं महालेखापरीक्षक तथा इस्पात उपभोक्ता परिषद के सभी सदस्यों सहित सभी राज्य सरकारों, संघ राज्य क्षेत्रों के प्रशासनों, भारत सरकार के सभी मंत्रालयों और विभागों को संप्रेषित की जाए।

2. यह आदेश भी दिया जाता है कि इसे भारत के राजपत्र में आम जानकारी के लिए प्रकाशित किया जाए।

सूक्ष्म, लघु और मध्यम उद्‌यम मंत्रालय

नई दिल्ली, दिनांक 30 नवम्बर 2016

सा.का.नि. (संख्या-ए-38017/8/2011-एचआर)--राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, सूक्ष्म, लघु और मध्यम उद्‌यम मंत्रालय में आर्थिक अन्वेषक, श्रेणी-2 के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ः--

1. संक्षिप्त नाम और प्रारंभ.-(1) इन नियमों का संक्षिप्त नाम सूक्ष्म, लघु और मध्यम उद्‌यम मंत्रालय, आर्थिक अन्वेषक, श्रेणी-2 के समूह 'ग' पद पर भर्ती नियम, 2016 कहा जाएगा।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

2. पद-संख्या, वर्गीकरण और पे मैट्रिक्स लेवल-उक्त पद की संख्या, उसका वर्गीकरण और पे मैट्रिक्स लेवल वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ 2 से स्तंभ 4 में यथा विनिर्दिष्ट होंगे।

3. भर्ती नियम की पद्धति, आयु-सीमा, अर्हताएं आदि-उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ 5 से स्तंभ 13 में यथा विनिर्दिष्ट होंगी।

4. निरर्हता-वह व्यक्ति-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, उक्त पदों में से किसी पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार को यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी।

5. शिथिल करने की शक्ति-जहां केन्द्र सरकार की यह राय है कि ऐस करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी।

6. व्यावृत्ति-इन नियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

Subject: Constitution of Steel Consumers' Council --- regarding.

No. 5(3)/2016-SDI—In continuation of Ministry of Steel Resolution of even number dated 21.12.2016 the following persons / Associations are hereby nominated as non-official Members to the Steel Consumers' Council of Ministry of Steel under the category (IV) Industry Associations as a Special Invitee.

2. The Council shall continue till its Chairman holds the office of Steel Minister. The initial tenure of the SCC will be two years from the date of this Resolution unless specifically extended or curtailed by the Central Government. The SCC shall meet as and when required.

G.S.R. [No. A-38017/8/2011-HR]—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Economic Investigator Grade-II in the Ministry of Micro, Small and Medium Enterprises, namely :-

1. Short title and commencement. -(1) These rules may be called the Ministry of Micro, Small & Medium Enterprises, Economic Investigator Grade-II, Group 'C' post Recruitment Rules, 2016.

(2) They shall come into force from the date of their publication in the Official Gazette.

2. Number of posts, classification and Level in pay matrix. - The number of post, its classification and the level in the pay matrix attached thereto, shall be as specified in column (2) to (4) of Scheduled annexed to these rules.

3. Method of Recruitment, age limit and qualification etc.- The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No Person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, from reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. - Nothing in these rules shall affect reservations, relaxation of age limit and other concession required to be provided for the Scheduled Castes, Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the central Government from time to time in this regard.
