सासासासा....का.का.का.का.िनिनिनिन. 20. 20. 20. 20....————राष्ट्रपति, संविधान के अनु(cid:23)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते &ए, और बी सी जी वैक्सीन प्रयोगशाला, गिडी, म.ास (समूह 'ग' पद) भर्ती नियम, 1981 को, उन बातों के सिवाय जहां तक उनका संबंध स्टोर कीपर के से है अधि7ांत करते &ए, जिन्हें ऐसे अधि7मण से पहले किया गया है या करने का लोप किया गया है, स्वास्थ्य और परिवार कल्याण मंत्रालय, के बी सी जी वैक्सीन प्रयोगशाला, गिडी चेन्नई में स्टोर कीपर के पद पर भर्ती की प@ति का िविनयमन करने के िलए निम्नलिखित नियम बनाते हैं, अर्थात् :-

1. 1. 1. 1. संक्षिप्त नाम और प्रारंभ संक्षिप्त नाम और प्रारंभ संक्षिप्त नाम और प्रारंभ संक्षिप्त नाम और प्रारंभ ---- (1) इन नियमों का संक्षिप्त नाम, स्वास्थ्य और परिवार कल्याण मंत्रालय, बी सी जी वैक्सीन प्रयोगशाला, गिडी, चेन्नई, स्टोर कीपर Kेणी (समूह 'ग' पद) भर्ती नियम, 2017 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

4444.... निरर्हतानिरर्हतानिरर्हतानिरर्हता ---- वह Zक्ति -

(क) जिसने ऐसे Zक्ति से जिसका पति या जिसकी प[ी जीवित है, विवाह किया है या

विवाह की संविदा की है या

(ख) जिसने अपने पति या अपनी प[ी के जीवित रहते &ए किसी Zक्ति से विवाह किया है,

या विवाह की संविदा की है, उक्त पद पर नियुक्ति का पात्र नह\ होगा ।

परन्तु यदि के न्.ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Zक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु^ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Zक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी |

5555.... शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति - जहां के न्.ीय सरकार की यह राय है कि ऐसा करना आवश्यक या उपयुक्त है, वहां वह उसके िलए जो कारण हैं, उन्हें लेखब@ करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Zक्तियों की बाबत, आदेश द्वारा िशिथल कर सके गी ।

6666.... 2ा2ा2ा2ावृत्ति वृत्ति वृत्ति वृत्ति ---- इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नह\ डालेगी, जिनका के न्.ीय सरकार द्वारा इस संबंध में समय – समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगb, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Zक्तियों के लिए उपबंध करना अपेक्षित है ।

G.S.R. 20.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the BCG Vaccine Laboratory, Guindy, Madras, Recruitment Rules, 1981 in so far as they relate to the post of Store Keeper , except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Store Keeper in the Ministry of Health and Family Welfare, BCG Vaccine Laboratory, Guindy, Chennai, namely: -

1. Short title and commencement.—(1) These rules may be called the Ministry of Health and Family Welfare, BCG Vaccine Laboratory, Guindy, Chennai Store Keeper Grade Group 'C' Post Recruitment Rules, 2017.

(2) They shall come into the force on the date of their publication in the Official Gazette.

2. Number of post, classification, Level in the Pay Matrix.—The number of the said post, its classification and the level in the pay matrix attached thereto shall be as specified in the columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other74 THE GAZETTE OF INDIA : FEBRUARY 4, 2017/MAGHA 15, 1938 [PART II—SEC. 3(i)] special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।

2.मानव संसाधन विकास मंंत्रालय, स्कूल शिक्षा और साक्षरता विभाग, प्रौढ़ शिक्षा निदेशालय, उप निदेशक समूह "क" भर्ती नियम, 2015 में;-

(क) (1) नियम 2 में "वेतन बैंड और ग्रेड वेतन या वेतनमान", ,शब्दों के स्थान पर, जहां-जहां दोनों आते हैं, शब्दों के स्थान पर "वेतन मैट्रिक्स में स्तर" शब्द रखें जाएंगें ।

(ख) (2) अनुसूची के स्तंभ 4 में,-

(i)शीर्षक के स्थान पर निम्नलिखित शीर्षक रखा जाएगा; अर्थात्‌ः-

"वेतन मैट्रिक्स में स्तर"

(ii) प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी; अर्थात्‌ः-

"वेतन मैट्रिक्स में स्तर-11 (67700-208700 रुपये";

(ग) स्तंभ 11 में:-

(i) उपशीर्षक "प्रोन्नति' के अधीन "वेतन बैंड-3, 15600-39100़रुपए+ ग्रेड वेतन 5400 रुपए प्रविष्टियों के स्थान पर " ंवेतन मैट्रिक्स में स्तर-10(56100-177500रुपये)" प्रविष्टियां रखा जाएगा ;

(ii) "प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी होंं), उपशीर्षक के अधीन "वेतन बैंड-3, 15600-39100रुपए ़+ ग्रेड वेतन 5400 रुपए प्रविष्टियों के स्थान पर" ंवेतन मैट्रिक्स में स्तर-10(56100-177500रुपये)" प्रविष्टियां रखी जाएंगी ।

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Human Resource Development, the Department of School Education and Literacy, the Directorate of Adult Education, Depty Director, Recruitment Rule, 2015,-

A. in rule 2, for the words, "pay band and grade pay or pay scale" in both the places where they occur, the words "Level in the Pay Matrix" shall be substituted;

B. in the Schedule, in column (4),-

(i) for the heading, the following heading shall be substituted, namely:-

"Level in the Pay Matrix";

(ii) for the entries the following entries shall be substituted, namely:-

"Level, 11(Rs.67700-208700) in the Pay Matrix".

C. in column 11,-

(i) under sub- heading "Promotion" for the entries "in pay band-3, Rs.15600-39100 with grade pay of Rs.5400", the entries " Level-10 (Rs.56100-177500 in the Pay Matrix" shall be substituted,-

सा.का.नि. 24.--राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए मानव संसाधन विकास मंंत्रालय, प्रौढ़ शिक्षा निदेशालय, स्कूल शिक्षा और साक्षरता विभाग, सहायक निदेशक (राजभाषा)भर्ती नियम, 2014 का संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ः-

1. संक्षिप्त नाम और प्रारंभ :(1) इन नियमों का संक्षिप्त नाम मानव संसाधन विकास मंंत्रालय, प्रौढ़ शिक्षा निदेशालय, स्कूल शिक्षा और साक्षरता विभाग,ं सहायक निदेशक (राजभाषा) भर्ती (संशोधन) नियम, 2017 है।

(2) ये राजपत्र में प्रकाशन (2) तारीख को प्रवृत्त होंगे।

2. मानव संसाधन विकास मंंत्रालय, प्रौढ़ शिक्षा निदेशालय, स्कूल शिक्षा और साक्षरता विभाग,ं सहायक निदेशक (राजभाषा)भर्ती नियम, 2014 में;- (i) (1) नियम 2 में, "वेतन बैंड और ग्रेड वेतन या वेतनमान", दोनों स्थानों पर जहां वे आते हैं,ें शब्दों के स्थान पर "वेतन मैट्रिक्स में स्तर" शब्द रखें जाएंगें;

(2) अनुसूची के स्तंभ (4) में ं,-

(क) शीर्षक के स्थान पर निम्नलिखित शीर्षक रखा जाएगा; अर्थात्‌ः,-

"वेतन मैट्रिक्स में स्तर"

(ख) प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी; अर्थात्‌ः-

"वेतन मैट्रिक्स में स्तर-10 (56100-177500 रुपये)";

(ii) स्तंभ (11) में80 THE GAZETTE OF INDIA : FEBRUARY 4, 2017/MAGHA 15, 1938 [PART II—SEC. 3(i)] (क) "प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है) + प्रोन्नति" शीर्षक के अधीन, उप पैरा (क) (ii) में, "वेतन बैंड-2, 9300-34800रुपये ़+ ग्रेड वेतन 4800 रुपये" प्रविष्टि के स्थान पर "वेतन मैट्रिक्स में स्तर-8 (47600-151100 रुपये" प्रविष्टि रखी जाएंगी ।

(ख) उप पैरा (क) (iii) में, "वेतन बैंड-2, 9300-34800रुपये ़+ ग्रेड वेतन 4600 रुपये" प्रविष्टि के स्थान पर वेतन मैट्रिक्स में स्तर-7 (44900- 142400 रुपये)" प्रविष्टि रखी जाएंगी ।

(ग) उप पैरा (क) (iv) में, "वेतन बैंड-2, 9300-34800रुपये ़+ ग्रेड वेतन 4200 रुपये" प्रविष्टि के स्थान पर वेतन मैट्रिक्स में स्तर-6 (35400- 112400 रुपये)" प्रविष्टि रखी जाएंगी ।

(घ) "वांछनीय" शीर्षक के अधीन, टिप्पण 1 में,"वेतन बैंड-2, 9300-34800रुपये ़+ ग्रेड वेतन 4200 रुपये" प्रविष्टि के स्थान पर, "वेतन मैट्रिक्स में स्तर-6 (35400-112400 रुपय )े" प्रविष्टि रखी जाएंगी ।

1. (1) These rules may be called, Ministry of Human Resource Development, the Directorate of Adult Education, the Department of School Education and Literacy, Assistant Director (Official Language) Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In Ministry of Human Resource Development, the Directorate of Adult Education, the Department of School Education and Literacy, Assistant Director (Official Language), Recruitment Rule, 2014,-

(i) (1)In rule 2, for the words, "pay band and grade pay or pay scale" in both the places where they occur, the words "level in the pay matrix" shall be substituted;

(2) in the Schedule, in column (4),-

(a) for the heading, the following heading shall be substituted, namely;

"Level in the pay matrix";

(b) for the entries the following entries shall be substituted, namely:-

"LEVEL 10 (Rs.56100-177500) in the Pay Matrix".

(ii) In column (11).-

(a)under heading "Deputation(including short-term contract) plus promotion", sub- para (a)(ii) for the entry the "pay band-2, Rs.9300-34800 with grade pay of Rs.4800", the entry " Level-8 (Rs.47600-151100) in the Pay Matrix" shall be substituted.

(b)in sub-para (a)(iii), for the entry "pay band-2, Rs 9300-34800 plus grade pay of Rs.4600" the entry "Level- 7(Rs.44900-142400) in the pay matrix" shall be substituted.

(c)in sub-para (a)(iv), for the entry "pay band-2, Rs 9300-34800 plus grade pay of Rs.4200" the entry "Level- 6(Rs.35400-112400) in the pay matrix" shall be substituted.

(क) (1) नियम 3 "वेतन बैंड और ग्रेड वेतन या वेतनमान", ,शब्दों के लिए दोनो स्थान पर जहां वे आते हैं, "वेतन मैट्रिक्स में स्तर" शब्द रखें जाएंगें ।

(2) अनुसूची के स्तंभ 4 में,-

(i)शीर्षक के स्थान पर निम्नलिखित शीर्षक रखा जाएगा; अर्थात्‌ः-

"वेतन मैट्रिक्स में स्तर"

(ii) प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी; अर्थात्‌ः-

"वेतन मैट्रिक्स में स्तर-6 (35400-112400 रुपये";

(ख) स्तंभ 11 में:-

(i) उपशीर्षक "प्रोन्नति' के अधीन वेतन बैंड-1, 5200-20200रुपये ़+ ग्रेड वेतन 2400 रुपये प्रविष्टियों के स्थान पर " ंवेतन मैट्रिक्स में स्तर-4(25500-81100रुपये)" प्रविष्टियां रखी जाएंगी ;

सा.का.नि. 29.--राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और मानव संसाधन विकास मंंत्रालय, प्रौढ़ शिक्षा निदेशालय, में निम्न श्रेणी लिपिक समूह "ग" पद भर्ती नियम, 2013 का संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ः- 1. संक्षिप्त नाम और प्रारंभ.—(1) इन नियमों का संक्षिप्त नाम मानव संसाधन विकास मंंत्रालय, प्रौढ़ शिक्षा निदेशालय, में निम्न श्रेणी लिपिक समूह "ग" पद भर्ती (संशोधन) नियम, 2017 है।

(ख) स्तंभ (10) में " 1800 रुपए के ग्रेड वेतन" प्रविष्टियों के स्थान पर आते है, दोनों स्थानों पर "वेतन मैट्रिक्स में स्तर-1 (18000-56900 रुपये )े" प्रविष्टियां रखी जाएंगी ।

G.S.R.29.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Human Resource Development, Directorate of Adult Education, Lower Division Clerk, Group 'C' post Recruitment Rules,2013, namely :-

1. Short title and commencement.—(1) These rules may be called the Ministry of Human Resource Development, Directorate of Adult Education, Lower Division Clerk, Group 'C' Post Recruitment (Amendment)Rules, 2016.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Human Resourse Development, Directorate of Adult Education, Lower Division Clerk , Group 'C' post Recruitment Rules, 2013,-

(a) (1)in rule 2,for the words" pay band and grade pay or pay scale" at both the places where they occur, the words "level in the pay matrix" shall be substituted;

(2) in the Schedule in column (4),-

(i) for the heading, the following heading shall be substituted, namely;

"LEVEL in the PAY MATRIX';

(ii) for the entries, the following entries shall be substituted, namely:-

"LEVEL 2 (Rs.19900-63200)in the Pay Matrix".

(b) In column(10), for the entries, "the grade pay of Rs.1800/-" at both the places where they occurs, the entries "level 1 (Rs.18000-56900) in the pay matrix" shall be substituted.

(क) जिसने ऐसे dयक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते &ए किसी dयक्ति से विवाह किया है :

उक्त पद पर नियुक्ति के लिए पात्र नह\ होगा:

परन्तु यदि के न्.ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे dयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु^ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी dयक्ति को इस नियम के प्रवर्तन से

छू ट दे सके गी।

5.5.5.5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति::::---- जहां के न्.ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, आदेश द्वारा और वहां उनके लिए जो कारण हैं, उन्हें लेखब@ करके और संघ लोक सेवा आयोग के साथ िवचार-विमर्श करके इन नियमों के

किसी उपबंध को किसी वर्ग या प्रवर्ग के dयक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।

6.6.6.6. FयाFयाFयाFयावृत्ति:वृत्ति:वृत्ति:वृत्ति: इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नह\ डालेगी, जिनका के न्.ीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित

जनजातियों, अन्य पिछड़े वगb, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के dयक्तियों के लिए उपबंध करना अपेक्षित है।

अनुसूची

(ii) जिन्होंने मूल काडर या विभाग में वेतन- मैट्रिक्स में स्तर 6, 35400-112400/-eपये या समतुल्य में नियमित आधार पर नियुक्ति के पश्चात उस Kेणी में पांच वर्ष सेवा की हो, और

(ख) निम्नलिखित में से कोई एक अर्हता:

(ii) किसी मान्यता प्राप्त विश्वविद्यालय से किसी विषय में डिuी के साथ सिचवालीय प्रशिक्षण एवं प्रबंधन संस्थान या भारत सरकार द्वारा मान्यताप्राप्त किसी अन्य प्रशिक्षण संस्थान से रोकड़ एवं लेखा में पूर्ण प्रशिक्षण सहित रोकड़, लेखा तथा बजट कार्य में 3 वर्ष का अनुभव हो।

(क) भारत सरकार के संगठित लेखा विभागों में से किसी एक द्वारा आयोजित की जाने वाली अधीनस्थ लेखा सेवा परीक्षा उत्तीर्ण की हो, या

(ख) वाणिज्य या प्रबंधन या dयवसाय अध्ययन में बैचलर डिuी।

टिप्पण 1: प्रतिनियुक्ति की अवधि, जिसके अंतर्गत कें .ीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाz पद पर प्रतिनियुक्ति की अवधि है साधारणतया 3 वर्ष से अधिक नह\ होगी।

टिप्पण 2: प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नह\ होगी।

टिप्पण 3: प्रतिनियुक्ति जिसके अंतर्गत अल्पकालिक संविदा भी है के आधार पर नियुक्ति के प्रयोजन के लिए किसी अधिकारी द्वारा, 01 जनवरी, 2016 से पहले या उस तारीख से जिससे सातवें के न्.ीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधार पर की गई सेवा को, िसवाय उस दशा के , जहां एक से अधिक पूर्व पुनरीक्षित वेतनमान का वेतन मैट्रिक्स में सामान्य स्तर सहित एक Kेणी में विलय हो गया है और वहां यह लाभ के वल उस पद (उन पदों) पर विस्तारित होगा जिसके लिए वेतन-मैट्रिक्स में स्तर बिना किसी उन्नयन का साधारण प्रतिस्थापन uेड है उक्त वेतन आयोग की सिफारिशों पर आधारित विस्तारित तत्स्थानी वेतन मैट्रिक्स में स्तर पर की गई सेवा समझी जाएगी।

G.S.R. 30.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Consumer Affairs, Food and Public Distribution, the National Test House, Accounts Officer Recruitment Rules, 2016, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Accounts Officer in the89 [भाग II—खण्ड 3(i)] भारत का राजपत्रा : पफरवरी 4, 2017/माघ 15, 1938 National Test House, Ministry of Consumer Affairs, Food and Public Distribution, Department of Consumer Affairs, namely :-

1. Short title and commencement.—(1) These rules may be called the Ministry of Consumer Affairs, Food and Public Distribution, the National Test House, Accounts Officer, Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, level in the pay matrix.-The number of post, its classification, level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, educational qualifications, etc..—The method of recruitment, age-limit, educational qualifications and other matters relating to thereto shall be as specified in columns (5) to (13) of the Schedule.

4. Disqualifications.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) Who, having a spouse living, has entered into or contracted a marriage with any person,

Shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds, for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary and expedient so to do, it may, by order and for the reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other Backward Classes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

SCHEDULE

(B) possessing any one of the following qualifications:

Essential:

(i) Degree in any subject from a recognised university with three years experience in Cash, Accounts and Budget work in a Government Office or Public Sector Undertaking or Autonomous Bodies or Statutory Organisation; or

(ii) Degree in any subject from a recognised university with three years experience in Cash, Accounts and Budget work with completed training in Cash and Accounts Work from Institute of Secretariat Training and Management or any other training Institute recognised by Government of India.

Desirable: -

(a) Pass in the Subordinate Accounts Service examination conducted by any one of the Organised Accounts Departments of Government of India; or

(b) Bachelor's degree in Commerce or Management or Business Studies.

Note 1: Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years.

Note 2: The maximum age-limit for appointment by deputation shall be not exceeding fifty six years as on the closing date of the receipt of application.

Note 3: For the purpose of appointment on deputation (including short term contract) basis, the service rendered on a regular basis by an officer prior to the 1st January, 2016 or the date from which the revised pay structure based on the recommendations of the Seventh Central Pay Commission has been extended, shall be deemed to be service rendered in the corresponding level and the pay matrix extended based on the recommendations of the said Pay Commission except where there has been merger of more than one pre-revised scales of pay into one grade with a common level and the pay matrix and where this benefit will extend only for the post(s) for which that level and the pay matrix is the normal replacement grade without any upgradation.

(2) They shall come into force on the date of their publication in the Official Gazette.

(क) जिसने ऐसे dयक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है; अथवा

(ख) जिसने अपने पति या अपनी पत्नी के जीिवत रहते &ए किसी dयक्ति से विवाह किया है,

उक्त पद पर नियुक्ति के लिए पात्र नह\ होगा:

परन्तु यदि के न्.ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे dयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु^ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी dयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

G.S.R. 32.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the National Test House, Office Superintendent Recruitment Rules, 2015, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Office Superintendent in the National Test House, Ministry of Consumer Affairs, Food and Public Distribution, Department of Consumer Affairs, namely :-

(1) Short title and commencement.—(1) These rules may be called the National Test House (Office Superintendent) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.-The number of post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, educational qualifications, etc. .—The method of recruitment, age-limit, educational qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the Schedule.

4. Disqualifications.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) Who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds, for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for the reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other Backward Classes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

4.4.4.4. निरर्हतानिरर्हतानिरर्हतानिरर्हता....————वह dयक्ति—

(क) जिसने ऐसे dयक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते &ए किसी dयक्ति से विवाह किया है :

उक्त पद पर नियुक्ति के लिए पात्र नह\ होगा:

परन्तु यदि के न्.ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे dयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु^ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी dयक्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी।

5.5.5.5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....————जहां के न्.ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, आदेश द्वारा और वहां उनके लिए जो कारण हैं, उन्हें लेखब@ करके और संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के dयक्तियों की बाबत, आदेश द्वारा िशिथल कर सके गी।

6.6.6.6. FयाFयाFयाFयावृत्तिवृत्तिवृत्तिवृत्ति....————इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नह\ डालेगी, जिनका के न्.ीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित

जनजातियों, अन्य पिछड़े वगb, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के dयक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 35.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Consumer Affairs, Food and Public Distribution, the National Test House, Assistant Workshop Superintendent, Group 'B' Post, Recruitment Rules, 2016, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Workshop Superintendent in the Ministry of Consumer Affairs, Food and Public Distribution, Department of Consumer Affairs, National Test House namely:-

1. Short title and commencement.—(1). These rules may be called the Ministry of Consumer Affairs, Food and Public Distribution, the National Test House, Assistant Workshop Superintendent, (Group 'B' Post), Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, level in the pay matrix.—The number of post, its classification, level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and other qualifications, etc. .—The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification..—No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds, for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary and expedient so to do, it may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
