NAME & RANK OF THE OFFICER
Shri P.S.G. Pavan Kumar, Constable
Statement of service for which the decoration has been awarded
On 17.06.2015 specific inputs were received about a meeting being planned by CPI Maoists in the Gobarpada forest area for targeting the security forces and vital Govt. installations. An anti- Maoist/search operation was planned to counter the Maoists involving district special parties .The units were briefed at 1300 hrs same day regarding the target and objective of operation besides the contingency plan. Consequently the troops successfully negotiating through the tough terrain and heavy downpour, reached the target location which is situated deep inside the jungle. The operational parities sustained themselves for three nights in the jungles.
In the morning of 20.06.2015, District Special party (CAP 11) consisting of 24 commandos and led by PSG Pavan Kumar, Constable moved closer to the target area amidst heavy downpour and low visibility. At around 0800 hours, there was a sudden outburst of fire upon the Police parties that prompted immediate evasive action. The firing was indiscriminate and relentless threatening heavy damage to Police parties. At this juncture, PSG Pavan Kumar, Constable displaying exemplary courage and selflessness, crawled his way out of the killing zone and fired back at the Maoists. His brave action not only motivated others to follow suit but also successfully broke the stranglehold of the Maoists. He was ably supported by other members of the team and they were able to thwart the enemy attack during the prolonged gun battle that lasted for more than twenty minutes. Unable to withstand the intense counter action by the Police parties, Maoists fled away from the exchange of fire scene. The audacious action of PSG Pavan Kumar, Constable and the team resulted in successfully neutralizing the enemy threat without suffering any damage which otherwise appeared imminent at the time of attack.
The post-incident search resulted in recovery of a dead body of an unidentified male Maoist in uniform (later identified as Suryam, Gumma Area Committee, MKB Division, AOB SZC), along with one .303 weapon and grenade. Further search of the area, yielded 10 Kitbags, 4 hand grenades, 2 Motorola Walkie-Talkies. Apart from the arms and ammunition, huge quantities of medicine, water cans, uniforms, magazine pouch etc., were also recovered. The recoveries established the presence of Maoist leaders of Gumma Area Committee, MVKB Division, AOB SZC. The parties were then directed to exit in smaller groups to avoid any attack while on retreat.
PSG Pavan Kumar, Constable along with others showed highest levels of commitment and bravery in countering the relentless fire from the Maoists. He exhibited sharp tactical skills and exemplary team spirit in dangerous circumstances. His actions inspired the team not only to withstand the enemy onslaught but also to convert the adverse situation into the one of glory, without conceding any casualty.

NAME & RANK OF THE OFFICER
Shri Ratul Nunisa, (Posthumously) Constable
Statement of service for which the decoration has been awarded
On 05/06/2014, acting on a tip off regarding movement of armed militants, Late Nityananda Goswami, APS, the then Supdt. of Police, Hamren along with 18 others arranged to launch a raid and search operation in a hilly and jungle village named Rumphum area. The Police team was divided into three groups - first two groups conducted search and raid operation while last group consisting Shri Nityananda Goswami himself and his protection team of 5 (five) personnel including Ratul Nunisa stationed themselves near the alighting point. An encounter took place between a large group of heavily armed militant and the search parties which were around three kilometer away from the party of Shri Goswami and encounter continued for about two hours. After that another encounter took place between the militants and the police party led by Shri. Goswami. After sometime Shri Goswami and his team retreated. Because of low mobility of Shri Goswami due to his age (59 years), it was very difficult for him to make tactical movements fast and also to retreat. The other team members did not take this fact into consideration and they retreated very fast with disregard to the age and ability of their protectee. Ratul Nunisa, Constable could have also followed them. But he chose otherwise. Despite great threat due to continuous firing by the militants from the back side, Ratul Nunisa chose to position himself between the militants and his protectee. When Shri Goswami came under heavy firing by the militants, it was Ratul Nunisa only who, inspite of knowing the great threat to his personal safety because of immobility on the part of his protectee, fought bravely with the militants and tried to save Shri Goswami. He remained undeterred, displaying grit and raw courage with utter disregard to his personal safety during the entire period of fierce gun battle that took place thereafter. He alone could prevent the entire group of militant for around half an hour time from advancing towards Shri Goswami. After continued firing by him all alone for around half an hour to save Shri Goswami, his ammunitions were exhausted and his rifle was hit by bullets of militants making it unserviceable. He had the option of taking a safe exit from the place much earlier with total disregard to the safety of his protectee. But he did not retreat leaving behind his protectee in the middle of the blazing guns of the militants. Having no option left to save Shri Goswami, he gave a body cover like a shield to protect Shri Goswami from being hit by bullets. In his brave attempt to protect Shri Goswami from the fire of the militant, he made the supreme sacrifice. Amongst all the other five personnel who accompanied Shri Goswami, he was the only one who showed exemplary courage and dutifulness and tried to save his protectee till his last bullet and breathe.
In this encounter, Late Shri Ratul Nunisa, Constable, displayed conspicuous gallantry, courage and devotion to duty of a high order.
This award is made for gallantry under Rule 4 (i) of the Rules governing the award of Police Medal and consequently carries with it the special allowance admissible under Rule 5, with effect from 05/06/2014.

On 22/06/2014 at about 1530 hrs, Police Sopore received specific intelligence about presence of terrorists in Mohalla Baba-Raza Krankshivan Colony Sopore. Acting on the intelligence, Police Sopore, in co-ordination with troops of 22-RR, 52-RR and 179 Bn CRPF immediately cordoned off the entire area at about 1545 hrs. The area in general being plain and developed with a network of big and narrow lanes restricts vehicular movement and provides an adequate cover. Therefore, the Police party and the troops of 22-RR immediately laid inner cordon sealing all lanes, by-lanes and simultaneously troops of 52-RR laid an outer cordon to prevent militants from escaping. The first apprehension for security forces was the safe evacuation of civilians trapped inside the cordon. The house to house search began by Police Sopore at around 1610 hrs and the searched houses were immediately occupied by the troops of 22-RR to zero the target. In this way, all the civilians trapped inside cordoned houses were safely evacuated. On reaching near Band saw of one Mohd Shaban Panchu S/o Ab. Aziz R/o Baba-raza Krankshivan colony Sopore, the searching party was fired upon by militants which was retaliated with full volume. The fire was coming from a single storey structure having three rooms situated in the compound of said Band Saw. The target location had about seven to eight Saw Mills in its vicinity and while studying the composition of target house it was found that the compound of target location was pilled-up with tones of dry wood, saw dust and wood shavings and any unintentional fire may cause immense collateral damage. Sensing the gravity of aggressive situation, troops engaged in the fire fight were asked to hold their nerves and exhibit utmost caution in dealing with the situation. The holed up militants were intermittently firing upon the troops & taking time till darkness. At about 1930 hrs, the advance party which included Inspr. Dilraj Singh, HC Manzoor Ahmad, Ct. Khurshid Ahmad and troops of 22-RR sealed the target area by concertina wire & lit it up with Halogens lights to prevent militant from escaping. At about 1340 hours, the cordon was tightened and it was further decided to storm the target from all sides. While advance party was moving swiftly through main entrance of Band Saw sealing two narrow lanes situated on either side of Band Saw Mill, the holed up militants fired indiscriminately on them and jumped over from the rear side of boundary wall and ran through left narrow lane to flee from the area.
The above Police personnel exhibiting outstanding courage and presence of mind chased one of the militants and took him by surprise at the other corner of lane opening at main road. The said militant kept on firing indiscriminately to inflict casualties, but was neutralised on spot by the party without any cover. The other militant coming after him through lane quickly put down his hand grenade & offered to surrender. The above named officers/official immediately took him into custody. The militant neutralized in the instant operation was identified as @ Muhammad Bhai R/o Pak of LeT outfit. The apprehended militant was identified as Mohd Waseem Bhat @ Shabir Beigh S/O Gh.Mohd Bhat R/O Tarzoo Sopore of HM outfit .A huge cache of Arms ammunition was recovered from the site of encounter. In this regard, Case FIR No. 86/2014 U/S 307-RPC, 7/27 I.A Act stands registered with Police Station Tarzoo. In the entire operation the above police personnel exhibited exemplary bravery and incomparable presence of mind which led to the successful culmination of the operation.
The slain terrorist @Muhammad of LeT terrorist outfit was operating in & around the area of Sopore since long and was motivating local youth to work for the outfit. He was making efforts to rebuild influence & network of LeT outfit in Sopore. Recently, an LeT module was busted and as many as six members were apprehended. During interrogation, it had surfaced that these members of the module had been assigned with various tasks by said @ Muhammad Bhai including couriering weapons, money, identification of targets vis-à-vis security installations, arranging the communication devices and providing transport facilities for the terrorists. It also revealed that they were trying to disrupt the law & order situation in Sopore and to create fear psychosis among the people, so that the Assembly Elections 2014 are disrupted and boycott call enforced. His elimination is a great achievement and will have long term bearing on the overall security scenario of Sopore in particular and the valley in general. The apprehended terrorist of HM outfit namely Mohd Waseem Bhat @ Shabir Beigh S/O Gh.Mohd Bhat R/o Tarzoo Sopore being local was also actively involved in militant related violence including lobbing of grenades on security force pickets, attack on panchs/sarpanchs, cop killings etc. He was active in the areas of Tarzoo, Amberpora, Chankhan, Krankshivan colony, Wagub and Hygam. Statement of service for which the decoration has been awarded
On 13/01/2015 at about 23:00 hours, Sopore Police received specific input about the presence of one unknown Pakistani LeT terrorist in Mohalla Sofi-Hamam Sopore. Acting on this intelligence, Sopore Police in co-ordination with troops of 52 RR and 177Bn CRPF immediately cordoned off the entire target area at about 23:00 hrs. The area in general being congested and densely built-up with huge network of narrow lanes and by lanes was providing a natural cover to the hiding terrorists. In view of topography of the area and pitch dark conditions, after due deliberations with SSP Sopore, officers of CRPF and Army, DIG North Kashmir Range Baramulla decided to suspend the search operations till first light next morning as going ahead with the operation at inappropriate time could have led to avoidable damage to the force personnel. As such cordon was further strengthened. It was planned that the advance Police party and troops of 52/RR will cautiously lead towards the target next day in the morning. Different parties were constituted for laying inner cordon and sealing all lanes and by-lanes. The troops of 177 Bn CRPF were deputed to lay outer cordon to provide strong and concrete barrier and prevent militant escape. In the wee hours of next morning (14/01/2015) house to house search operation was started by Police and CRPF and the searched houses were immediately occupied by the troops of Police Sopore and 52-RR to isolate the target. Since the area was highly congested, DIG NKR-Baramulla remained personally involved in safe evacuation of civilians from the houses being searched as the task was extremely sensitive and called for utmost care and alertness. The process of safe evacuation took almost three hours and was completed in a hassle free manner. During the process the particular house where the terrorist was hiding was identified and in 1S1 instance the terrorist was asked to surrender using loud speakers, but there was no response. When the search party tried to approach the target house, it came under heavy fire from the hiding militant. The Parties showed forbearance/patience and did not retaliate as there was every apprehension of civilian killings if the fire was retaliated at that movement, as the house owner and his family were inside the house. In order to evacuate the civilians from the target house, DIG NKR under a well planned strategy evacuated (all the family members) safely under his personal supervision.
At this point, the main task of neutralizing the terrorist was taken in hand. An advance party was constituted consisting of Sgct Shakeel Ahmad, Constable Farooq Ahmad with a party of 52 RR which sealed the house. DIG NKR- Baramulla himself occupied the adjacent house to track the exact location of the terrorist and give covering fire to the advance party. The officer alongwith his two escort personnel provided-the covering fire to the advance party which was engaged in locating the terrorist and neutralizing him. The members of the advance party kept the terrorist engaged till Sgct Shakeel Ahmad, Constable Farooq Ahmad entered into the target house. Besides this, DIG NKR Baramulla reached at the main entry of the target house in order to neutralize the terrorist. At this point of time, the terrorist hurled a grenade which did not explode. He tried to fire another grenade through UBGL, but DIG North Kashmir Range Baramulla kept him engaged till Sgct Shakeel Ahmad, Constable Farooq Ahmad entered into the target house and did not provide him further chance to fire or lob grenades which would have caused serious damages to the Police party. The above named officers/official of advance party exhibited outstanding courage, presence of mind under highly effective and able leadership of DIG NKR-Baramulla and as a result neutralized the terrorist under extremely hostile conditions inside the house without any damage to the Security forces or to any person and property. The killed militant was identified as Sufiyan @ Arfat Rio Pak affiliated with LeT outfit. AK 47 rifle with 3 magazines, 8 rounds, 1 UBGL, 2 UBGL grenades and 1 HE 36 grenade were recovered from his possession. In this connection case FIR 12/2015 U/S 307, RPC, 7/27 I A Act stands registered in P/S Tarzoo, Sopore.

Statement of service for which the decoration has been awarded
On 16/01/2015 at about 0730-hrs, Sopore Police received reliable intelligence about the presence of a Pakistani LeT terrorist at Choora Sopore in the house of Sarpanch Farooq Ahmad Bhat S/o Abdul Jabbar Bhat . The terrorist was planning to carry out terrorist activities in the area particularly in town Sopor. Acting on this specific intelligence lead, Police Sopore along with 52/RR, 177 Bn CRPF immediately swung into action and cordoned off the entire area plugging in all possible escaping routes. The advance party was led by SI Stanzin Otsal included HC Fayaz Ahmad and other officers/officials and SPOs under the overall supervision of SSP Police District Sopore, who divided the team into two segments to execute the operation. The foremost task for the troops was safety of civilians from the surrounding houses and for this purpose a well planned strategy was evolved under the supervision of SSP PD Sopore. The operational component in general, and the above police personnel in particular, exhibited extraordinary sense of duty in a hostile situation and without caring for their lives prioritized the safe evacuation of civilians especially children & womenfolk from the target area. The input was definite thatPART I—SEC. 1] THE GAZETTE OF INDIA, APRIL 29, 2017 (VAISAKHA 9, 1939) 481 the terrorist is hiding in the house of Sarpanch, situated in Orchard fields, surrounded by densely planted Apple trees having residential houses from its South. There was a narrow water channel flowing adjacent to the target house and it was possible that the terrorist could use the channel for his escape. In this eventuality, it would have been impossible to trap him in the dark as he could have taken the shelter in the densely built village located at some distance and it would have been difficult for the troops to trace him out during night hours. Keeping the possibilities in mind, a plan was devised and some personnel were deployed in water channel and the party headed by SI Stanzin Otsal and HC Fayaz Ahmad was directed to cover-up till all possible escape routes are sealed adequately. As per the plan, the advance party including the above police personnel entered in the compound and sealed the main entrance and strengthened the barrier for final assault. The party climbed the Apple trees near the target house, reached the slab and occupied the rooftop. The advance party had kept the terrorist unaware till the above Police personnel surprised the terrorist and entered swiftly into the room where the terrorist was hiding. Statement of service for which the decoration has been awarded
On 17/01/2015, at about 2125 hours, based on a specific intelligence regarding presence of terrorists in Saidpora Sopore, joint components of Police Sopore/Srinagar along with 22- RR/ 177 Bn CRPF swung into action and cordoned off the entire area. In view of the circumstances, the operation was suspended till first light of next day morning and cordon was strengthened further. Troops of 22 RR and Police parties were placed in inner cordon while as 177 Bn CRPF was tasked for outer cordon and sealing of all the entry/exit points approaching towards the particular place. In the next day, in wee hours, house to house search was conducted by Police Sopore/Srinagar and searched houses were occupied by the troops of 22 RR and Police. The house to house search began at around 0730-hrs and all the officers/men were directed that no civilian especially elderly, womenfolk & children are harmed in any case. The advance party was divided into two segments, one was advanced towards the main entrance of the target & another was moving in the rear side of the target house. While reaching482 THE GAZETTE OF INDIA, APRIL 29, 2017 (VAISAKHA 9, 1939) [PART I—SEC. 1 in the close proximity of the target house owned by Abdul Gaffar Dar S/o Mohammad Bashir Dar R/o Dar Mohalla Siadpora, the advance party was fired upon by terrorists indiscriminately. As soon as the terrorists opened fire, noise of hue & cry was heard from the adjacent houses. The fire was not retaliated in the first instance & the advance party headed by Sh. Wasim Qadri SP (PC) Srinagar, Sajad Hussain Dy SP (PC) Srinagar and Sgct. Shamas-ud-din and few other police personnel/SPOs were directed to hold the fire till civilians from the nearby houses are safely evacuated. A backup party comprising of Police and 22 RR was also placed at a distance in nearby by-lanes behind the advance party to provide backup /reinforcement. Sensing the gravity of situation, the cordon around target house was further strengthened. Since the situation was unfavorable and aggressive, the efforts & professionalism of highest order shown by the above named police personnel of advance component in such hostile situation which resulted in evacuation of at least 60- people from the nearby houses was hard to believe. The terrorists were not allowing civilians to come out of their houses, infact they fired upon the houses to prevent the people to come out. At this juncture, a well planned strategy was evolved by officers/officials keeping the terrorists engaged on one side and on the another side advance party led by the above named officers/officials approached the adjacent houses in RAKSHAK vehicles for evacuation of the trapped civilians. In six such attempts, all the civilians from the adjacent houses were evacuated safely which included 17 women and I3 children. After evacuation of civilians from the adjacent houses plan for final assault was formulated and a component of advance party deployed at the rear side of house was ordered to shift towards front side and rear side was strategically left open so that terrorist try to escape would be apprehended by the troops at a distance. The terrorists were directed to surrender to which they did not respond. So in order to force the terrorist to come out of the house, a segment comprising of above said officers/official moved ahead towards the target house under cover and resorted to firing upon the target house. In the very crucial circumstances, the above officers/official came out in the open and rushed towards side window challenging the hold-up terrorists. One terrorist sensing the volume & velocity of fire, tried to escape from the rear side while another one kept the troops engaged in fire fight. On observing this, the above officers/official took the terrorists by surprise in the main compound of target house and killed one terrorist on the spot in the retaliatory fire. Another terrorist was still in the house and challenging the advance party. At this point of time, remarkable presence of mind was exhibited by the above officers, who covered themselves behind a walnut tree and waited for the final assault. Observing this, the hold-up terrorist came out from the house and hurled two grenades followed by shower of bullets towards the advance party with the intention to kill. The advance party came out without caring for their lives and fired upon the terrorist in self defence and eliminated him on spot. The selfless devotion towards duty and matchless courage exhibited by the operational team in general, and above officers/official in particular, led to elimination of two hardcore terrorists of JeM outfit without any collateral damage. A huge cache of arms/ammunition was recovered from the encounter site, Case FIR No. 7/2015 U/S 307 RPC, 7/27 I.A Act was accordingly registered in P/S Sopore in this regard.

Statement of service for which the decoration has been awarded
On receipt of an input that Kalika Munda @ Chandan zonal commander of CPI (Maoist) of Kundan Pahan faction will be meeting a local contractor for collecting levy amount near the forest area of vill Ladhup and Dulmi under P.S. Khunti on 18/08/2015, SSP Ranchi, formed a five member strike squad, accompanied by Harshpal Singh Addl. S.P. (Ops) Ranchi, CT Shah Faisal, CT Ramashankar Ram and Dvr. CT Rumul Sawaiya. To provide assistance to strike squad during contingency a twelve member support team was also formed.
After verifying the authenticity of the input, immaculate planning regarding choice of vehicle, dress code, selection of personnel in strike and support group, communication drills etc., strike squad started for the core area at 1330 hrs. on 18- 08-2015 after giving prior intimation to the higher formations. Further during course of movement threat assessment, reconfirmation of input as well as zeroing of point of levy transaction was being continuously done by both SSP Ranchi and Addl. S.P. (Ops). At about 1500 hrs., this operational input was also shared with S.P. Khunti as the probable area fell under Khunti P.S.
After traversing a distance of 25 km approx. from Khunti town, at around 1615 Hrs., as soon as the strike squad reached the probable spot, near village Ladhup, the vigilant look of Dvr. CT Rumul Sawaiya spotted 7-8 armed Maoists in regular attire and in turn he alerted the strike squad immediately. With almost negligible time to react and there was considerable gap between strike and support group, the commanders SSP Ranchi and Harshpal Singh Addl.S.P. (Ops) decided to go for tactical advance.
As per instant strategy, the strike squad vacated the vehicle quickly and started moving towards the target cautiously. The strike squad had hardly traversed 40-50 yards on foot, the Maoists started indiscriminate firing on them. The intial volley of fire by the Maoists proved to be fatal for the valiant Dvr. CT Rumul Sawaiya who was hit on his head.
The valuable loss at a crucial juncture of fire exchange didn't dent the fighting spirit of the undeterred and valiant commanders SSP Ranchi and Harshpal Singh Addl. S.P. (Ops) and their gallant men CT Shah Faisal, Ct Ramashankar Ram and they continued retaliating fearlessly in a befitting manner.
The scenario worsened when SSP Ranchi was hit by bullet on his chest and Ct Shah Faisal also sustained bullet injury during exchange of fire. Despite being one martyred, it was then with great spirit-de-corps, indomitable courage, utmost devotion to the duty, a great self-confidence in capability and bravery of SSP Ranchi, Harshpal Singh Addl.S.P. (Ops), CT Shah Faisal, CT Ramashankar Ram which led to a turn-around in fortunes and the fierce offensive firing of the strike squad completely unnerved the maoists and they started fleeing. Few Maoists were badly hit in this unstoppable onslaught by strike squad and this fact was later corroborated by technical input also.
After 25-30 minutes of intense firing, under the bold and inspirational leadership of SSP Ranchi, started the commendable rescue part which was amazingly done by him alongwith the remaining two members of strike squad. The bruised and exhausted trio, SSP Ranchi, Harshpal Singh Addl. S.P. (Ops) and CT Ramashankar Ram under life threatening circumstances not only put the injured Ct Shah Faisal, martyred Dvr. CT Rumul Sawaiya into the vehicle but also carried the corpse of killed naxal, his AK-47 along with them. Since Dvr. CT Rumul Sawaiya was martyred, Harshpal Singh Addl. S.P (Ops) himself drove the vehicle and gave the intimation to SP Khunti regarding the incident enroute.
Later it was revealed that the killed outlaw was "Kalika Munda @ Chandan", Zonal Commander CPI (Maoist) of Kundan Pahan faction, a prominent face propagating red terror in at least four districts of Jharkhand i.e. Ranchi, Khunti, Saraikela, W. Singhbhum; wanted in scores of cases of serious nature; responsible for killings of security personnel; an expert in IED blasts and fatal ambushes.
488 THE GAZETTE OF INDIA, APRIL 29, 2017 (VAISAKHA 9, 1939) [PART I—SEC. 1In the aforesaid ops, the strike squad members besides being mentally tough, lionhearted and determined, have also exhibited exceptional intelligence work/planning, rational decision-making, incomparable crisis management skills and exemplary military acumen. It is indeed commendable that the gallant action took place against the back drop of an adverse terrain as the maoists were challenged in their den and they had sufficient arms and ammunitions to blow up the small strike party.

On 20.01.2010, a day light kidnapping of 11 years old Gaurav Mishra took place from Aliganj area of Lucknow city. The boy was coming back from CMS School of Lucknow city. 171 Battalion BSF is deployed in a hyper sensitive Naxals infested area of District-Kanker (Chhattisgarh). On 12th April 2015 at about 2245 hrs, while leading the foot contingent of 05 personnel near newly established COB Chhote Bethia, HC Ramesh Chand of 171 Bn BSF along with HC Mahaveer Singh and HC Sajjan Singh entered into the kitting zone of the Naxal ambush on the Northern periphery of village Chhote Bethia. HC Ramesh Chand was hit by the very first hail of bullets and fell down on the ground. But not opting to remain helplessly lying there and wait for someone to help him, he crawled a few meters to gain a slightly better tactical position. Then, showing highest level of professionalism and true dedication towards the law of the land, he warned the Naxals to cease firing and surrender but they did not heed to his warning and keptPART I—SEC. 1] THE GAZETTE OF INDIA, APRIL 29, 2017 (VAISAKHA 9, 1939) 493 on bringing down heavy fire from automatic weapons. Sensing immediate danger to his patrol party, he himself counter attacked despite his injuries and also organized counter ambush by tactically employing his small party. The Naxals had the advantage of ground and they were firing from well-chosen positions. HC Mahavir Singh and HC Sajjan Singh although exposed in comparatively open ground stood fast by their leader and effectively denied any maneuverability to the Naxats when they tried to encircle them. During the encounter, the Naxals, who were 6-8 in numbers, triggered claymore mines and lobbed grenades at the party but could not intimidate the brave men to abandon their positions. Meanwhile, HC Ramesh Chand, maintaining his composure, informed his base about the incident and sought reinforcement. The remaining two members of his party, who were out of the killing zone, also took positions and kept firing.
ASI Rajender Kumar, who was in command of a party in bullet proof vehicle placed nearby, immediately responded to the call for reinforcement. On reaching, he found that HC Ramesh Chand, HC Mahavir Singh and HC Sajjan Singh were trapped in the killing area of Naxat ambush. He immediately placed his Bullet Proof vehicle in between Naxats and own party and ordered his party to bring down heavy fire on Naxats. He then, under fire evacuated HC Ramesh Chand and lived true to the traditions of BSF in risking his own life to safeguard his comrade in arms. HC Ramesh Chand was evacuated to PHC Bande, where he was declared as brought dead.
HC Ramesh Chand, HC Mahavir Singh, HC Sajjan Singh and ASI Rajender Kumar showed conspicuous courage, very high level of tactical acumen and boldly seized the initiative from the Naxals, which forced them to flee leaving behind their arms, ammunition and an injured comrade who had succumbed to his injury and was identified as Naxal commander Dasman Salam @JaldevVikas, Chamar Salam.
The rare and exemplary courage of HC Ramesh Chand inspired his comrade to give a befitting reply to the anti national elements. There are intelligence reports that three more Naxats were injured in the counter action out of which two of the injured have succumbed to the injuries.

Statement of service for which the decoration has been awarded
A specific intelligence input about the congregation of maoists near villages Kurumbada and Ghaghra, under PS- Arki, Khunti (Jharkhand) was received by 157 Bn CRPF and accordingly an operation was launched in the area by two platoons each of C/157 and G/157 along with State Police. The troops left the base camp Korwa on 08/01/2016 at around 0800 hours and reached close to their target area by surreptitiously traversing through the thick jungle.
The troops, as planned, then got divided into smaller groups to lay cut-offs at the probable escape routes around the village Kurumbada before launching the search. The task of placing the cut-offs in the forest to the East of the target village was assigned to Inspector Bhale Ram of C/157. For the purpose, Inspector Bhale Ram took along 40 troopers with him and advanced tactically. After placing two cut-offs of 10 men each he advanced towards point No. 3. But as he was guiding his troops to a tactically advantageous location i.e. atop a high ground in the forest, the maoists positioned above opened intense fire at them. The troops had accidently came across the camping site of maoists. Despite knowing that the odds were highly stocked against the troops because of strategic positioning and greater strength of the maoists, Insp/GD Bhale Ram retained his nerve and opened heavy fire at the maoists. His bold and brave retaliation infused confidence on other troopers of withstanding the sudden and severe onslaught of the maoists and they too opened heavy fire at the maoists. With a handful of troopers at disposal, counter-attacking a securely entrenched enemy was a distant idea but Inspector Bhale Ram, confident of his tactical understanding of the situation, ordered his troops to fire intensely with optimum use of continuous bursts with firing of grenades. As was expected the continuous blasts of grenades and incessant fire petrified the lower rank cadres of maoists and they fled away from the encounter site. But the senior level and other hardcore maoists who were in large numbers and perched on dominating firing positions were confident of their victory. They soon found out that the troops were not in such great numbers as suggested by their fire power and started encircling the troops in order to inflict maximum casualty. Sensing the plan, Inspector Bhale Ram advanced along with his troops to counter the move of maoists but a maoist positioned on a tree and firing incessantly was a big hurdle. Unmindful of the looming dangers, Inspector Bhale Ram moved out of his covers and fired a continuous burst at him. The bullets fired inflicted injuries on the maoist as he was seen falling from the tree.
This opened the much sought route to the troops and they charged ahead and turned the table around by gaining dominating positions and directing heavy fire on the maoists. The plan to encircle the troops was foiled by this move. Inspector Bhale Ram then directed other cut off parties to attack from flanks while he and his party rained bullets on the maoists and injured many of them. As a final blow to the morale of the maoists other cut off parties also attacked from the left and right flanks and the multidirectional attack spread panic among the maoists. Beaten by the valour and tactics of the troops, the maoists started fleeing and escaped into the jungle taking advantage of undulating ground and thick vegetation.
Indomitable courage under adverse situation, utmost devotion, able commandership and professional acumen displayed by Inspector Bhale Ram not only saved precious lives of his troops but also forced a well entrenched enemy to flee for their lives, after sustaining severe injuries, leaving behind a huge war like stores. During search of the area, One INSAS Rifle, one .303 Rifle, one .315 Bore 4 Rifle, 519 rounds of ammunitions, -8 Magazines, 10 empty cases, 7 ammunition pouches, 3 motor cycles, 4 Gas Cylinders (14.2 Kgs) of which two were wrapped with Cordex Wire and made IED), 5 small Gas Cylinders, 27 1EDs, 25 Kgs of Cordex Wire, 1 Laptop, 7 Mobile phones, 1 IED Remote, 66 VCDs and huge amount of maoist literature, uniforms, carry bags, utensils, daily use items etc. were recovered from the encounter site.
In this encounter, Shri Bhale Ram, Inspector displayed conspicuous gallantry, courage and devotion to duty of a high order.
This award is made for gallantry under Rule 4 (i) of the Rules governing the award of Police Medal and consequently carries with it the special allowance admissible under Rule 5, with effect from 08/01/2016.

On 20/03/2015 at about 0530 hrs, specific information was received from Army intelligence unit regarding movement of MULTA Dacoits in the area of village Itapara, U/PS Sadar, Distt- Nagaon (Assam). After getting information, CRPF troops of 34 Bn led by Insp/GD Niraj Kumar Singh along with State Police QRT u/c Town SI Badri Prasad Baruwati and Army Intelligence personnel carried out a joint operation at village Itapara, PS Sadar, Distt: Nagaon (Assam).
During operation at about 0645 hrs, when the troops reached near Itapara Lalungaon RCC bridge, they noticed 06 suspects riding on three motor cycles and ordered them to stop for checking. Instead of stopping, the suspects on motorcycles opened indiscriminate fire on the troops and tried to flee after jumping from the vehicles. In retaliation, the troops also fired and chased them. During the chase, Inspector Niraj Kumar Singh and SI Badri Prasad Baruwati of Assam Police ran after two of the dacoits who were wielding weapons and firing at the troops incessantly while fleeing. To stop the fleeing dacoits, Inspector Niraj Kumar Singh, without caring for the bullets being fired at him, fired precisely at one of the dacoits and inflicted injury on him. Thereafter he advanced ahead and overpowered the injured dacoit despite knowing the fact that the dacoit was still armed and his move would have been dangerous to his own life. Meanwhile SI Badri Prasad Baruwati of Assam Police who too was bravely chasing another dacoit was hit at his leg by a bullet fired by the dacoit. As he fell on the ground due to injury, the dacoit moved closer to him with the intention to kill him from a close range. On seeing the life of SI Badri Prasad Baruwati under grave danger as the dacoit was about to shoot him, Inspector Niraj Kumar Singh with lightening reflexes took a careful aim and amidst prevalent threats to his own life shot the dacoit dead thereby saving the life of his beleaguered teammate.
Though Inspector Niraj Kumar Singh had himself suffered some bruises during the scuffle, he remained undeterred throughout the operation which further yielded apprehension of 3 more notorious dacoits. The operation resulted in a killing of a Dacoit namely Majibur Rehman and apprehension of 4 other notorious dacoits, out of which two dacoits namely Kashem Ali & Mainul Hague had sustained bullet injuries. The troops also recovered one 7.65 mm pistol (made in Italy), one 7.65mm Magazine, one Country made pistol, one live ammn., one Mobile Handset and three motorcycles from the encounter site.
The operation is a fine example of close quarter combat wherein Inspector Niraj Kumar Singh displayed exemplary valour in neutralizing a dreaded aimed dacoit. He without caring for his own life firstly chased the dacoits and overpowered one of them and secondly when the life of SI Badri Prasad Baruwati was at grave risk, he reacted promptly and gunned down the dreaded dacoit.
In this encounter, Shri Niraj Kumar Singh, Inspector displayed conspicuous gallantry, courage and devotion to duty of a high order.

On 27/02/2015, at about 1940 hrs. SOG Tral received information about the presence of some terrorists in a house at village Mominabad, Distt. Pulwama (Jammu and Kashmir). The information was shared with A/185 Bn CRPF and 42 RR. Accordingly a joint operation was immediately launched after briefing the troops. During briefing the different components496 THE GAZETTE OF INDIA, APRIL 29, 2017 (VAISAKHA 9, 1939) [PART I—SEC. 1 of Security Forces were given specific area to cordon and a combined assault team was formed. Thereafter the troops acted swiftly and without losing any precious time rushed to cordon the target house.
The village had treacherous terrain with thickly populated cluster of houses on one side and uneven hilly terrain on the other, posing twin risk of guerilla attack on SFs and probability of collateral damage. While the cordon was being laid, terrorists hiding in the house lobbed a grenade and opened heavy fire aimed at the assault team which was positioned near the gate in a bid to escape from the area. The grenade had exploded barely 10 feet away from the above personnel but their tactical position and vigilant reaction against the impending explosion kept them safe. The assault team which included Shri Banshi Lal Regar, Asst. Comdt., Constable Bilal Ahmad Ganie, Constable Amit Chattaraj and Constable Sunny Kumar immediately retaliated fiercely to the fire while simultaneously taking cover behind the boundary wall. Failing in a bid to escape by the fierce retaliation of the troops, the terrorists rushed back inside the house and started shouting anti-national slogans in local dialect and again opened indiscriminate fire towards the gate.
Shri Banshi Lal Regar at that moment took the lead and together with Constable Bilal Ahmad Ganie, Constable Amit Chattaraj and Constable Sunny Kumar moved to some distance, got tactically positioned on the boundary wall and together they fired courageously without caring for their lives. The fierce gun-fight lasted for around half an hour after which the firing from inside the house stopped. During the fierce gun battle Shri Banshi Lal Regar, Constable Bilal Ahmad Ganie, Constable Amit Chattaraj and Constable Sunny Kumar displayed utter disregard to their personal life and safety, faced the onslaught of the terrorists bravely and did not give them a chance to escape or inflict casualties on Security Forces. As the firing from inside the house stopped, the Security Forces reorganized themselves to launch an assault inside the house. An Assault Party was formed which included the above four brave troopers. The Assault Party had a task which entailed risk of life wherein they had to approach a heavily armed enemy positioned somewhere inside the house and ready to fire bullets at any intruder. Nevertheless, Shri Banshi Lal Regar accepted the challenge and ordered his troops to enter the gate of the house in buddies and the next buddy would enter only when the first buddy had positioned itself behind a cover. Further leading from the front he entered the gate with his buddy Constable Bilal Ahmad Ganie and they took position behind a tree. After putting the house under observation for few seconds, they moved further ahead to get positioned close to house but suddenly a terrorist rushed out the target house raining volley of bullets at them. Shri Banshi Lal Regar immediately jumped and pushed Constable Bilal Ahmad Ganie to ground, as the bullets just whizzed past them, and the two fired and gunned the terrorist down. Taking advantage of the melee, another terrorist jumped out of a window and ran towards the rear of the house. But by then, Constable Amit Chattaraj and Constable Sunny Kumar had entered the premises of the house and as they saw the terrorist fleeing they ran after him. The terrorist, on being chased, fired a fusillade of bullets aimed at the two constables. The constables were lucky enough that the bullets did not hit them. Then the two in a rare display of bravery and without getting bogged down by the fierce fire, fired at the terrorist while keeping the chase on. From their precise fire the terrorist suffered injury but did not give up and kept firing at them. But it did not take long for the brave and courageous persons namely Constable Amit Chattaraj and Constable Sunny Kumar to silence and neutralize him.
After the firefight ended, a search yielded the recovery of dead bodies of two hardcore HM terrorists, viz Shabeer Ahmad Mir, Category "A", r/o Dadsara and Idrees Ahmad Shah, r/o Noorpora, besides the following arms and amn:-

An intelligence input about presence of a maoist dasta at Jhumra Pahar, under PS Chatrochati, District Bokaro (Jharkhand) was received by 26 Bn CRPF. Based on the information, an operation code-named "Parakram-1" was planned and launched by the joint troops of 26 Bn CRPF, 203 CoBRA and State Police. After a thorough analysis of the terrain, past incidents, villages sympathetic to maoists and presence of water points in the area, seven suspected villages i.e Baltharwa, Aman, Danra, Nawdanda, Jamuabera, Simrabera and Dhori were targeted. For each of the suspect villages, a separate team was formed under a bold and brave commander. Accordingly, the task to search village Danra was assigned to Sh. Anil Kumar Singh, Deputy Commandant and his team which comprised of Battallion QAT and State Police component.
As per the plan, the operation was launched on 07/02/2016 at 1700 hours and the teams moved to their pre-decided target under the cover of dense vegetation maintaining complete secrecy. By 1830 hours, the team under command Shri Anil Kumar Singh reached near a point called Amba Nala, which was a strategic point for camping due to availability of water and presence of dense vegetation with undulated ground. The place was some 2 kms short of the target village Danra. As the place offered sufficient cover and opportunity for camping, Sh. Anil Kumar Singh decided to first search that area and then move to village Danra.
At around 1900 hrs., as Sh. Anil Kumar Singh was leading his team and searching the area, he noticed some suspicious movement atop a hilltop. But due to fading light it was difficult to distinguish between a maoist and a villager. As a precaution, he signaled his troops to stop the advance and lay low. To clarify the things, he formed a small recce team comprising of HC/RO Manoj Kumar Bisoyi, Ct/GD Sukesh Mahto and Ct/GD Pramod Kumar and surreptitiously led it towards the hilltop. But hardly had the recce team moved some paces ahead, a sudden and intense fire came at them from the top. Ready to face such a surprise attack, the recce team immediately retaliated and a fierce encounter at a close distance ensued. To pin the maoists down for launching a counter-attack, Shri Anil Kumar Singh ordered the troops present at rear to open heavy fire while he led his recce team to the flanks of the Maoists ignoring the fierce fire. Before the maoists could understand the astute tactics of the Commander, his small team rained bullets on them from a close quarter. In the attack some of the maoists sustained bullet injuries which spread panic in their ranks and they began to retreat.
However some of the maoists who were safely entrenched behind secured covers held the ground and fired intensely at the brave troopers. As the darkness had begun to set in and knowing that the enemy would try bravery flee under the cover of darkness, the four dare-devils in a rare show of bravery moved out of their covers and launched a concentrated fire at one of the holed maoists. Their concentrated fire resulted in killing of the maoist. The maoists by then had understood that if the movement of troops was not stopped then they would suffer a lot more casualties. To counter the troops, the maoists under cover of fire fled in different directions and took positions behind trees at a distance. Since it had become dark and the positions of the maoists could not be made out, Shri A K Singh then ordered his troops to take cover behind trees and keep retaliating to the intermittent fire of the maoists. The intermittent fire continued for another one hour after which the fire from maoists side subsided. Throughout the night the troops remained alert to defy any surprise attack from the maoists. At first light, the area was searched during which the troops recovered dead body of a maoist in green uniform, which was later identified as of Deva Lal Majhi R/o Village Asna Pani, PS Mahuatand, Bokaro along with one .315 Rifle. One injured female maoist namely Lalita Hansdah along with. a weapon was also apprehended from the spot besides recovery of huge amount of incriminating items, maoist literature and camping items.
In this encounter, S/Shri Anil Kumar Singh, Deputy Commandant, Manoj Kumar Bisoyi, Head Constable, Sukesh Mahto, Constable and Pramod Kumar, Constable displayed conspicuous gallantry, courage and devotion to duty of a high order.
These awards are made for gallantry under Rule 4 (i) of the Rules governing the award of Police Medal and consequently carries with it the special allowance admissible under Rule 5, with effect from 07/02/2016.

Statement of service for which the decoration has been awarded
On 12/09/1992, an information was received that dreaded terrorist Khajan Singh, S/o Wassan Singh, resident of village Sattowali self styled Lt.Genl. of KCF was taking shelter in a farm house in village Villa-Vaju in area Longianwali and Bholewal. A search operation was launched in the area at about 0500 hrs with one platoon each of B/80 and E/80 under the command of Shri Mukhram Yadav, Asstt. Commandant and the local police. At about 1100 hrs, when these parties, searching various farm houses in the area, reached near the farm house of one Mangal Singh of village Longianwali, they came under heavy fire from one sugarcane field. The personnel of unit undaunted from heavy volume of fire immediately took position and returned fire. Amidst this heavy exchange of fire, Ct/GD Rajesh Shukla noticed one terrorist trying to escape from one sugarcane field to another. Unmindful of his own safety, Ct Rajesh Shukla displayed chivalry of highest order and rushed to cover the terrorist from the front to stop him from escaping. He was followed by Ct Randhir Singh. When the terrorist noticed Ct Rajesh Shukla rushing to cover him from the front, he fired a burst with his AK- 47 rifle. Ct Rajesh Shukla received four bullet injuries in his stomach. Despite being injured seriously with blood gushing out of the wounds, Ct Rajesh Shukla did not loose his composure and within a split of second fired back at the terrorist who was also injured, and fell down. While Ct Randhir Singh rushed to cover Ct Rajesh Shukla, he was also fired upon by another terrorist who was hiding some where in the sugarcane field. Not caring about the agony caused by the bullet injuries and blood which had smeared their bodies, Ct Rajesh Shukla and Ct Randhir Singh succeeded in covering the terrorists, who then entered into the house of one Smt. Mahinder Kaur in village Sattowali by crawling through the sugarcane field. Ct Rajesh Shukla and Ct Randhir Singh did not loose their trail and followed them to the house. In the meantime, remaining force personnel also reached there and put a cordon around the house. The terrorists had taken position in a room inside the house where they had already constructed a bunker. Grenades were then lobbed inside the room by making hole in the roof. The movement grenades started exploding, one terrorist tried to come out from the door of the room and he was killed in the firing. When there was no response to the firing from inside the house, it was then searched. The dead body of one terrorist was found there. One AK-47 rifle with 40 live rounds, one stick bomb and lot of empty cartridges were found from the room. The dead terrorist was recognized as Khajan Singh, S/O Wassan Singh of Village Sattowali, Lt. Genl of KCF group who was responsible for many killings in the area including security force personnel.
Ct Rajesh Shukla and Ct Randhir Singh acted in the most courageous manner, exhibiting chivalry, exceptional presence of mind, bravery, tenacity selfless devotion to duty without caring for their lives for the cause of annihilating the terrorists. But for their gallant efforts, the most wanted and notorious terrorists would have certainly managed to escape.

Statement of service for which the decoration has been awarded
On 25/10/2015, at around 20:20 hrs, the Company Commander Shri Vinay Kumar, AC received information about the large gathering of maoists near a Nala and engaged in digging of the newly constructed Maraiguda-Gollapalli Road.
Three teams of F/217 were formed under command Shri Vinay Kumar, AC Defiant to potential threat of being ambushed by the established enemy, arduous terrain and ripping the darkness of the night, troops stealthily advanced towards the Nala which was surrounded with thick bushes and big trees. While approaching the target area troops observed some suspicious voices and movements near the Nala. Acting on the developments, troops got alerted for possible enemy presence and attack.
As the positions of maoists were not clear, the look-outs were sent to scan the area ahead and locate them. Displaying peerless bravery, CT/GD Ranjit Tiwari and CT/GD Ashok Kumar Jat took an intrepid forward move to cross the Nala to clear the area and locate the maoists, while the rest of the party took positions near Nala. While the duo brave hearts were fearlessly crossing the Nala, the maoists, positioned behind the bushes/trees, started indiscriminate fire on them. It was a well planned and gruesome ambush of the maoists. In this awful situation where death was flying in the form of bullets all around, the duo brave hearts were left with no cover from bullets. Holding their nerves and ground in critical situation, they retaliated bravely with their full capacity. Following continuous retaliation and adopting fire and move tactics, the duo fell back to join the troops.
To break the gruesome ambush of the maoists, a dared counter attack was then planned by crossing the Nala. As per plan, ASI/GD Gurmej Singh along with CT/GD Ashok Kumar Jat and CT/GD Sudhir Kumar were entrusted the task to engage the maoists from left flank while another team under command Vinay Kumar AC, CT/GD Ranjit Kumar Tiwari and others would launch the counter attack on maoists from front. But contrary to the expectations, the team advancing-to cover the left flank was heavily fired upon by the maoists. Due to the heavy fire of the maoists, the small team advancing from the left got caught in the killing zone and was left with minimal cover. Sensing the gravity of the situation, the team at left flank took positions behind minimal cover available and stood the ground firmly. Amidst heavy shower of bullets, the men inside the killing zone launched a ferocious counter attack on the well-fortified enemy.
During the fierce encounter, a stray bullet pierced through the chest of CT/GD Ashok Kumar and the blood began to ooze out of his body. But without caring for the profuse loss of blood, CT/GD Ashok Kumar kept firing at the maoists till he lost his consciousness. Meanwhile, CT/GD Sudhir Kumar who was also fearlessly fighting with the maoists also sustained a splinter injury. Despite of the fatal injury, CT/GD Sudhir Kumar held the ground firmly and kept the maoist at bay who were by the time had started to encircle the troops. In the do or die situation, where the maoists due to their numerical supremacy and tactical positions were raining havoc at the troops, a bold, courageous and let what may come decision was the need of time. Apprehending the fact, Sh. Vinay Kumar, AC and CT/GD Ranjit Kumar Tiwari displayed utter disregard to their lives as they advanced ahead towards the trapped team and blatantly attacked the maoists from flanks. Team leader, Sh Vinay Kumar, AC led his team from the front and directed CT/GD Ranjit Kumar to fire from UBGL on maoists. In the midst of flying bullets, CT/GD Ranjit Kumar without wasting any of the precious time fired precise and accurate grenades at the maoists positions. The accurate fire of UBGL inflicted injuries on the maoists which broke their moral and courage. As the troops made a further advance adopting sensible fire and move tactics while exhibiting conspicuous bravery troops the maoists began to flee deeper in the darkness, By showing extraordinary courage, tactical acumen and ferocious counter offensive action troops succeeded in breaking the ambush of maoists and thereby succeeded in the mission of saving the road from getting damaged. It was the gallant act of Sh. Vinay Kumar, AC, CT/GD Ranjeet Kumar Tiwari, CT/GD Ashok Kumar Jat and CT/GD Sudhir Kumar, who launched a concerted and fierce attack on the maoists forcing them to flee from their well established and pre-occupied positions. Both the injured were evacuated from the battlefield but CT/GD Ashok Kumar Jat succumbed to his injuries and sacrificed his life on the altar of duty. After the encounter huge quantity of Arms/Ammunition and other equipments were recovered from the site.
