़ सा.का.नि. 169.-राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, सशस्त्र सीमा बल, (मुद्रणालय) सेवा समूह 'ग' पद भर्ती नियम, 2010 का संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. (1) इन नियमों का संक्षिप्त नाम सशस्त्र बल, (मुद्रणालय) सेवा समूह 'ग'पद भर्ती (संशोधन) नियम, 2017 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त हाेंगे।

2. सशस्त्र सीमा बल, (मुद्रणालय) सेवा समूह 'ग' पद भर्ती नियम, 2010 में ,-

(I) नियम 3 के स्थान पर निम्नलिखित नियम रखा जाएगा, अर्थात्‌्‌ :-

"3. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.-उक्त पदों की संख्या, उनका वर्गीकरण और उससे संलग्न वेतन मैट्रिक्स में स्तर को इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट है।"

(क) की बोर्ड आपरेटर से संबंधित क्रम संख्या 1, पर पद के सामने ,-

(i) स्तंभ (4) के अधीन शीर्षक के स्थान पर निम्नलिखित शीर्षक रखा जाएगा, अर्थात्‌ :-

"वेतन मैट्रिक्स में स्तर";

(ii) स्तंभ (4) के अधीन की प्रविष्टयों के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात्‌ :-

स्तर - " 5" ;

(iii) स्तंभ (12) के अधीन की प्रविष्टियों में ,-

(अ) "प्रोन्नति" शीर्षक के सामने "ऐसा रीडर जिसने उस श्रेणी में पांच वर्ष नियमित सेवा की हो" शब्दों के स्थान पर "ऐसा रीडर जिसने वेतन मैट्रिक्स में स्तर -4 में पांच वर्ष नियमित सेवा की हो" शब्द रखे जाएंगे;

(आ) "प्रोन्नति" शीर्षक के अधीन टिप्पण-2 का लोप किया जाएगा;

(इ) "प्रतिनियुक्ति द्वारा" शीर्षक के अधीन मद (क) का उप मद (ii) के स्थान पर निम्नलिखित उप मद रखी जाएगी, अर्थात्‌ :-

"(ii) जिन्होंने वेतन मैट्रिक्स में स्तर 4 या समतुल्य में पांच वर्ष नियमित सेवा की हो, और की बोर्ड आपरेटर में नियुक्ति के लिए पात्र होंगे।";

(ई) "प्रतिनियुक्ति द्वारा" शीर्षक के अधीन टिप्पण 2 का लोप किया जाएगा;

(ख) मशीन आपरेटर श्रेणी-I से संबंधित क्रम संख्या 2, में पद के सामने ,-

(i) स्तंभ (4) के शीर्षक के स्थान पर निम्नलिखित शीर्षक रखा जाएगा, अर्थात्‌ :-

"वेतन मैट्रिक्स में स्तर";

(ii) स्तंभ (4) के अधीन की प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात्‌ :-

स्तर - "5";

(ii) स्तंभ (12) के अधीन प्रविष्टियों में,-

(अ) "प्रोन्नति" शीर्षक के सामने "ऐसा मशीन आपरेटर आफसेट जिसने उस श्रेणी में तेरह वर्ष नियमित सेवा की है" शब्दों और अंकों के स्थान पर "ऐसा मशीन आपरेटर आफसेट जिसने वेतन मैट्रिक्स में स्तर 2 में तेरह वर्ष नियमित सेवा की है" शब्द रखे जाएंगे;

(आ) "प्रोन्नति" शीर्षक के अधीन टिप्पण-2 का लोप किया जाएगा ;

(इ) "प्रतिनियुक्ति द्वारा" शीर्षक के अधीन मद (क) का उप मद (ii) के स्थान पर निम्नलिखित उप मद रखी जाएगी, अर्थात्‌ :-

"(ii) जिन्होंने वेतन मैट्रिक्स में स्तर 4 या समतुल्य में पांच वर्ष नियमित सेवा की है, और मशीन आपरेटर श्रेणी-I के पद पर नियुक्ति के लिए पात्र होंगे।";

(ई) "प्रतिनियुक्ति द्वारा" शीर्षक के अधीन टिप्पण 2 का लोप किया जाएगा ;

(ग) आफसेट प्लेट मेकर से संबंधित क्रम संख्या 3, में पद के सामने ,-

(i) स्तंभ (4) के शीर्षक के स्थान पर निम्नलिखित शीर्षक रखा जाएगा, अर्थात्‌ :-

"वेतन मैट्रिक्स में स्तर";

(ii) स्तंभ (4) के अधीन की प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात्‌ :-

" स्तर -4" ;

(iii) स्तंभ (12) के अधीन प्रविष्टियों में,-

(अ) "प्रोन्नति" शीर्षक के सामने "ऐसा डार्करुम सहायक जिसने उस श्रेणी में आठ वर्ष की नियमित सेवा की है", शब्द "ऐसा डार्करुम सहायक जिसने वेतन मैट्रिक्स के स्तर 2 में आठ वर्ष नियमित सेवा की है" शब्द रखे जाएंगे;

(आ) "प्रोन्नति" शीर्षक के अधीन टिप्पण-2 का लोप किया जाएगा ;

(इ) "प्रतिनियुक्ति द्वारा" शीर्षक के अधीन मद (ख) के स्थान पर निम्नलिखित मद रखी जाएगी, अर्थात्‌ :-

"(ख) जिन्होंने वेतन मैट्रिक्स में स्तर 3 या समतुल्य में पांच वर्ष नियमित सेवा की है, और जो आफसेट प्लेट मेकर के पद पर नियुक्ति के लिए पात्र हैं।";

(ई) "प्रतिनियुक्ति द्वारा" शीर्षक के अधीन टिप्पण 2 का लोप किया जाएगा ;

(घ) रीडर से संबंधित, क्रम संख्या 4, में पद के सामने ,-

(i) स्तंभ (4) के शीर्षक के स्थान पर निम्नलिखित शीर्षक रखा जाएगा, अर्थात्‌ :-

"वेतन मैट्रिक्स में स्तर";

(ii) स्तंभ (4) के अधीन की प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात्‌ :-

"स्तर -4" ;

(डत्) डार्क रुम सहायक से संबंधित, क्रम संख्या 5, में पद के सामने ,-

(i) स्तंभ (4) के शीर्षक के स्थान पर निम्नलिखित शीर्षक रखा जाएगा, अर्थात्‌ :-

"वेतन मैट्रिक्स में स्तर";

(ii) स्तंभ (4) के अधीन की प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात्‌ :-

" स्तर -2" ;

(च) मशीन आपरेटर अफसेट से संबंधित, क्रम संख्या 6, में पद के सामने ,-

(i) स्तंभ (4) के शीर्षक के स्थान पर निम्नलिखित शीर्षक रखा जाएगा, अर्थात्‌ :-

"वेतन मैट्रिक्स में स्तर";

(ii) स्तंभ (4) के अधीन की प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात्‌ :-

"स्तर -2" ;

(iii) स्तंभ (12) के अधीन प्रविष्टियों में,-

(अ) "प्रोन्नति" शीर्षक के सामने "ऐसा परिचर जिसने उस श्रेणी में चार वर्ष की नियमित सेवा की हो ", शब्द और अंक "ऐसा परिचर जिसने वेतन मैट्रिक्स के स्तर 1 में चार वर्ष की नियमित सेवा की हो " शब्द रखे जाएंगे;

(आ) "प्रोन्नति" शीर्षक के अधीन टिप्पण-2 का लोप किया जाएगा ;

(इ) "प्रतिनियुक्ति द्वारा" शीर्षक के अधीन आने वाले, शब्द और अंकों के स्थान पर " पीबी-1 5200-20200 रु. धन ग्रेड वेतन 1900रु." शब्द और अंक " वेतन मैट्रिक्स में स्तर 2" रखे जाएंगे ;

(ई) "प्रतिनियुक्ति द्वारा" शीर्षक के अधीन टिप्पण 2 का लोप किया जाएगा ;

(छ) जिल्दसाज श्रेणी-II से संबंधित, क्रम संख्या 7, में पद के सामने ,-

(i) स्तंभ (4) के शीर्षक के अधीन निम्नलिखित शीर्षक रखा जाएगा, अर्थात्‌ :-

" वेतन मैट्रिक्स में स्तर ";

(ii) स्तंभ (4) के अधीन की प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात्‌ :-

" स्तर -2" ;

(ज) परिचर से संबंधित, क्रम संख्या 8, में पद के सामने ,-

(i) स्तंभ (4) के शीर्षक के अधीन निम्नलिखित शीर्षक रखा जाएगा, अर्थात्‌ :-

" वेतन मैट्रिक्स में स्तर";

(ii) स्तंभ (4) के अधीन की प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात्‌ :-

" स्तर -1" .

G.S.R. 169.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Sashastra Seema Bal ( Printing Press) Service, Group 'C' Posts Recruitment Rules 2010, namely:—

1. (1) These rules may be called the Sashastra Seema Bal ( Printing Press) Service, Group 'C' Posts Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Sashastra Seema Bal ( Printing Press) Service, Group 'C' Posts Recruitment Rules 2010,—

(I) for rule 3, the following rule should be substituted, namely:—

" 3. Number of post, classification and level in the pay matrix.— The number of posts, there classification and level in the pay matrix attached thereto shall be as specified in column (2) to (4) of the said Schedule.", (II) in the schedule,—

(a) against the post at serial number 1 relating to Key Board Operator ,—

(i) for the heading to column (4), the following heading shall be substituted, namely:—

" level in the pay matrix";

(ii) for the entries under column (4), the following entry shall be substituted, namely :—

"Level 5" ;

(iii) in the entries under column(12),—

(A) against the heading " Promotion", for the words " Reader with five years regular service in the grade", the words and figure " Reader with five years' regular service in level 4 in the pay matrix" shall be substituted;

(B) under the heading "Promotion", Note 2 shall be omitted;

(C) for sub—items (ii) of item (a), under the heading " By Deputation", the following sub—item shall be substituted, namely:—

"(ii) with five years' regular service in level-4 of the pay matrix or equivalent and eligible for appointment to the Key Board Operator.";

(D) under the heading "By deputation", Note 2 shall be omitted

(b) against the post at serial number 2, relating to Machine Operator Grade-I ,—

(i) for the heading to column(4), the following heading shall be substituted, namely:—

" level in the pay Matrix";

(ii) for the entries under column (4) the following entry shall be substituted, namely :—

" Level 5";

(iii) in the entries under column (12),—

(A) against the heading "Promotion", for the words "Machine Operator Offset with thirteen years regular service in the grade", the words and figure "Machine Operator Offset with thirteen years' regular service in level 2 in the pay matrix" shall be substituted;

(B) under the heading " Promotion", Note 2 shall be omitted;

(C) for sub-item (ii) of item (a), under the heading "By Deputation", the following sub-item shall be substituted, namely:—

"(ii) with five years' regular service level 4 in the pay matrix or equivalent and eligible for appointment to the post of Machine Operator Grade-I;";

(D) under the heading "By Deputation", Note 2 shall be omitted;

(c) against the post at serial number 3, relating to Offset Plate Maker ,—

(i) for the heading to column (4), the following heading shall be substituted, namely :—

" Level in the pay matrix";

(ii) for the entries under column (4), the following entry shall be substituted, namely :—

"Level 4" ;

(iii) in the entries under column (12),—

(A) against the heading "Promotion", for the words " Dark Room Assistant with eight years regular service in the grade" , the words " Dark Room Assistant with eight years' regular service in level 2 in the pay matrix" shall be substituted;

(B) under the heading "Promotion", Note 2 shall be omitted;

(C) for item (b) , under the heading "By Deputation", the following item shall be substituted, namely:—

" (b) with five years' regular service in level 3 in the pay matrix or equivalent and eligible for appointment to the post of Offset Plate Maker;";

(D) under the heading " By Deputation", Note 2 shall be omitted;

(d) against the post at serial number 4, relating to Reader ,—

(i) for the heading to column (4), the following heading shall be substituted, namely :—

" Level in the pay matrix";

(ii) for the entries under column (4), the following entry shall be substituted, namely :—

"Level 4" ;

(e) against the post at serial number 5, relating to Dark Room Assistant ,—

(i) for the heading to column (4), the following heading shall be substituted, namely :—

" Level in the pay matrix";

(f) against the post at serial number 6, relating to Machine Operator Offset ,—

(C) for the letters, words and figures "PB-1 Rs.5200-20,000 plus Grade Pay Rs. 1900", occurring under the heading " By Deputation", the words and figure " level 2 in the pay matrix" shall be substituted;

(D) under the heading "By Deputation", Note 2 shall be omitted.

(g) against the post at serial number 7, relating to Binder Grade-II ,—

(i) for the heading to column (4), the following heading shall be substituted, namely:—

" Level in the pay matrix";

(ii) for the entries under column (4), the following entry shall be substituted, namely:—

"Level 2";

(h) against the post at serial number 8, relating to Attendant ,—

(i) for the heading to column (4), the following heading shall be substituted, namely:—

" Level in the pay matrix";

(ii) for the entries under column (4), the following entry shall be substituted, namely:—

"Level 1".

2. ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त हाेंगे।

3. सशस्त्र सीमा बल, समूह 'ग' (उच्च श्रेणी लिपिक, आशुलिपिक और अवर श्रेणी लिपिक) पद भर्ती नियम, 2010 में,- (क) नियम 3 के स्थान पर, निम्नलिखित नियम रखा जाएगा, अर्थात्‌ :-

"3. पदों की संख्या, वर्गीकरण, वेतन मैट्रिक्स में स्तर.- उक्त पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में स्तर वे होंगे, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट है।";

(ख) अनुसूची में,-

(i) क्रम संख्या 1 पर उच्च श्रेणी लिपिक से संबंधित पद के सामने,-

(अ) स्तंभ (4) के शीर्षक के स्थान पर निम्नलिखित शीर्षक रखा जाएगा, अर्थात्‌ :-

"वेतन मैट्रिक्स में स्तर";

(आ) स्तंभ (4) के अधीन प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात्‌ :-

" स्तर 4" ;

(ग) स्तंभ (12) में ,-

(I) " प्रोन्नति" शीर्षक के अधीन प्रविष्टि में, शब्दोें, अंकों और अक्षरों "वेतन बैंड -1, 5200-20200 रु. + ग्रेड वेतन 1900 रु." के स्थान पर निम्नलिखित रखा जाएगा, अर्थात्‌ :-

"वेतन मैट्रिक्स में स्तर 2",

(II) " प्रोन्नति" शीर्षक के अधीन टिप्पण 2, का लोप किया जाएगा;

(III) सीमित विभागीय प्रतियोगिता परीक्षा शीर्षक और उससे संबंधित प्रविष्टियों के स्थान पर निम्नलिखित रखा जाएगा, अर्थात्‌ :-

"सीमित विभागीय प्रतियोगिता परीक्षा : ऐसा अवर श्रेणी लिपिक जिसने वेतन मैट्रिक्स में स्तर 2 में तीन वर्ष नियमित सेवा की हो, सीमित विभागीय प्रतियोगिता परीक्षा के लिए पात्र होगा।";

(IV) "प्रतिनियुक्ति" शीर्षक के अधीन, मद संख्या (ii) और उससे संबंधित प्रविष्टियों के स्थान पर निम्नलिखित मद रखा जाएगा, अर्थात्‌ :-

"(ii) जिन्होंने वेतन मैट्रिक्स में स्तर 2 या समतुल्य में अवर श्रेणी लिपिक के रुप में आठ वर्ष की नियमित सेवा की हो।";

(V) "प्रतिनियुक्ति" शीर्षक के अधीन, टिप्पण 3 का लोप किया जाएगा;

(ii) क्रम संख्या 2 पर आशुलिपिक से संबंधित पद के सामने,-

(अ) स्तंभ (4) के शीर्षक के स्थान पर निम्नलिखित शीर्षक रखा जाएगा, अर्थात्‌ :-

" वेतन मैट्रिक्स में स्तर ";

(आ) स्तंभ (4) के अधीन प्रविष्टियों के स्थान पर, निम्नलिखित प्रविष्टि रखा जाएगा, अर्थात्‌ :-

" स्तर 4" ;

(iii) क्रम संख्या 3 पर अवर श्रेणी लिपिक से संबंधित पद के सामने,-

(अ) स्तंभ (4) के शीर्षक के स्थान पर निम्नलिखित शीर्षक रखा जाएगा, अर्थात्‌ :-

" वेतन मैट्रिक्स में स्तर ";

(आ) स्तंभ (4) के अधीन प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात्‌ :-

" स्तर 2"।

(IV) under the heading "Deputation" for item (ii) and the entries relating thereto, the following item shall be substituted, namely :—

"(ii) with eight years' regular service as Lower Division Clerk or equivalent in Level 2 in the pay matrix.";

(V) in the entries under heading "Deputation", Note 3 shall be omitted.

2. पद-संख्या, वर्गीकरण और वेतन मैटि्रक्स में स्तर :ÑÑÑÑ उक्त पद की संख्या, उसका वर्गीकरण और वेतन मैटि्रक्स में स्तर वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिट हैं ।

3. भर्ती की पद्धति, आयु सीमा, अर्हताएं आदि - उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिर्दिट है ।

4. निरर्हता - वह व्यक्ति--

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित हैं, विवाह किया है, या विवाह की संविदा की है ;

या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति - जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके, तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति - इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेा प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

G.S.R. 174.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Water Commission, Editor (Hindi-Bhagirath) Recruitment Rules, 2003, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Editor (Hindi-Bhagirath) in the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Water Commission, namely:—

1. Short title and commencement- (1) These rules may be called the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Water Commission, Editor (Hindi – Bhagirath), Group 'A' Post, Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.– The number of said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc.– The method of recruitment to the said post, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.- No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.- Nothing in these rules shall affect reservation, relaxation of age limit, and other concessions required to be provided for Scheduled Castes, Scheduled Tribes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1. (1) इन नियमों का संक्षिप्त नाम राष्ट्रीय परीक्षण शाला, मुख्यालय और क्षेत्रीय कार्यालय (समूह 'ग' पद ) भर्ती (संशोधन) नियम, 2017 है।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।

2. राष्ट्रीय परीक्षण शाला, मुख्यालय और क्षेत्रीय कार्यालय (समूह 'ग' पद ) भर्ती नियम, 2015 (जिसे इसके पश्चात् उक्त िनयम कहा गया है) के िनयम 2 के स्थान पर निम्निलिखत िनयम रखा जाएगा, अर्थात:-

"2. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर - पदों की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाब' अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिaदष्ट हैं।"

3. उक्त नियमों की अनुसूची में, -

(क) स्तम्भ (4) में शीर्षक के स्थान पर निम्नलिखित शीर्षक रखा जाएगा, अर्थात्:-

"वेतन मैट्रिक्स में स्तर";

(ख) (cid:25)म संख्या 1 पर आपरेटर (साधारण kेणी) से सम्बन्धित पद के सामने,-

(i) स्तम्भ (4) में दी गई प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात्:-

"वेतन मैट्रिक्स में स्तर-2 (19,900-63,200 fपये)";

(ii) स्तम्भ (11) में शब्दों, अंकों और अक्षरों —"वेतन बैंड-1, 5200-20200 fपये + 1ेड वेतन 1800 fपये" के स्थान पर - "वेतन मैट्रिक्स में स्तर-1(18,000-56,900 fपये)" शब्द, अंक, कोष्ठक और अक्षर रखे जाएंगे।

(ग) (cid:25)म संख्या 2 पर इलैक्ट्रिक वेल्डर से सम्बन्धित पद के सामने,-

(i) स्तम्भ (4) में दी गई प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात्:-

"वेतन मैट्रिक्स में स्तर-2 (19,900-63,200 fपये)";

(ii) स्तम्भ (11) में शब्दों, अंकों और अक्षरों —"वेतन बैंड-1, 5200-20200 fपये + 1ेड वेतन 1800 fपये" के स्थान पर - "वेतन मैट्रिक्स में स्तर-1(18,000-56,900 fपये)" शब्द, अंक, कोष्ठक और अक्षर रखे जाएंगे।

(घ) (cid:25)म संख्या 3 पर प्रयोगशाला सहायक से सम्बन्धित पद के सामने,-

(i) स्तम्भ (4) में दी गई प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात्:-

"वेतन मैट्रिक्स में स्तर-3 (21,700 - 69,100 fपये)";

(ii) स्तम्भ (11) में शब्दों, अंकों और अक्षरों —"वेतन बैंड-1, 5200-20200 fपये + 1ेड वेतन 1800 fपये" के स्थान पर - "वेतन मैट्रिक्स में स्तर-1(18,000-56,900 fपये)" शब्द, अंक, कोष्ठक और अक्षर रखे जाएंगे।

(ड़) (cid:25)म संख्या 4 पर अनुरक्षण पर्यवेक्षक (मैके निकल/सिविल/इंजीनियoरग/इलैक्ट्रिक्ल/वर्क शॉप/गैर विध्वंसक) से सम्बन्धित पद के सामने,-

(i) स्तम्भ (4) में दी गई प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात्:-

"वेतन मैट्रिक्स में स्तर-5 (29,200 – 92,300 fपये)";

(च) (cid:25)म संख्या 5 पर बिजली चाजर्मैन से सम्बन्धित पद के सामने,-

(i) स्तम्भ (4) में दी गई प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात्:-

"वेतन मैट्रिक्स में स्तर-5 (29,200 – 92,300 fपये)";

G.S.R. 176.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the National Test House, Headquarters and Regional Offices (Group 'C' posts), Recruitment Rules, 2015, namely:—

1. (1). These rules may be called the National Test House, Headquarters and Regional Offices (Group 'C' posts), Recruitment (Amendment) Rules, 2017.

(2) These rules shall come into force on the date of their publication in the Official Gazette.

2. In the National Test House, Headquarters and Regional Offices (Group 'C' posts), Recruitment Rules, 2015 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:—

"2. Number of posts, classification and level in pay matrix, — The number of posts, their classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.".

3. In the Schedule to the said rules, —

(a) in column (4), for the heading, the following heading shall be substituted, namely:—

" Level in Pay matrix'' ;

(b) against serial number 1, relating to the post of Operator (Ordinary Grade), —

(i) In column (4), for the entries, the following entries shall be substituted, namely :—

"Level-2 in the pay matrix (Rs.19,900-63,200)" ;

(ii) in column (11), for the words and figures and letters " the Pay Band-1, Rs.5200-20200 plus grade pay of Rs.1800", the words, figures, bracket and letters "level-1 in the pay matrix (Rs.18000-56900)"shall be substituted ;

परन्तु यदि के (cid:14)ीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह ऐसे vक्ति और िववाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनुtेय है और ऐसा करने के िलए अन्य आधार हैं तो वह किसी vक्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी ।

6666.... 1ावृत्ति1ावृत्ति1ावृत्ति1ावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहL डालेगी, िजनका के (cid:14)ीय सरकार द्वारा इस संबंध में समय-समय पर िनकाले गए आदेशों के अनुसार अनुसूिचत जातियों, अनुसूिचत जनजातियों, भूतपूर्व सैनिकों, अन्य िपछड़े वगx और अन्य िवशेष प्रवर्ग के vक्तियों के िलए उपबंध करना अपेक्षित है ।

G.S.R. 177.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Monitoring Organisation, Ministry of Communications (Junior Hindi Translator) Recruitment Rules, 1984, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules, regulating the method of recruitment to the post of Junior Translator in the Wireless Monitoring Organisation, Ministry of Communications, Department of Telecommunications, namely:—

1. Short title and commencement.—(1) These rules may be called the Ministry of Communications, Department of Telecommunications, Wireless Monitoring Organisation, Junior Translator, (Group 'B' post), Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.— The number of post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4)of the Schedule annexed to these rules.

3. Method of Recruitment, age-limit, educational qualifications, etc..- The method of recruitment, age-limit, educational qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualifications.— No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living ; or

(b) who having a spouse living, has entered into or contracted a marriage with any other person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds, for so doing, exempt any person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservations, relaxation of age - limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(ख) स्तंभ (11) में, उपशीर्षक 'प्रोन्नित' के अधीन,शब्दों "ऐसे सहायक (िविध)" से प्रारंभ और अंत में उस kेणी में "दो वर्ष की िनयिमत सेवा की है, " शब्दों के स्थान पर निम्नलिखित रखा जाएगा, अर्थात् --

"ऐसे सहायक िविध जिन्होंने वेतन मैट्रिक्स 47000-151100 f. के स्तर -8 में उस kेणी में दो वर्ष की िनयिमत सेवा की है ।"

(क) स्तंभ (4) में,--

(अ) शीर्षक के स्थान पर निम्नलिखित शीर्षक रखा जाएगा, अर्थात् --

"वेतन मेट्रिक्स में स्तर या वेतनमान" ;

(आ) विद्यमान प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात् --

G.S.R. 178.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Law and Justice, Legislative Department, (Group 'B' posts) Recruitment Rules, 2013, namely:-

1. (1) These rules may be called the Ministry of Law and Justice, Legislative Department, (Group 'B' posts) Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Law and Justice, Legislative Department (Group 'B' posts) Recruitment Rules, 2013 (hereinafter referred to as the said rules), for rule 3, the following rule shall be substituted, namely:-

"3. Number of posts, classification, level in the pay matrix or pay scale.– The number of posts, their classification, level in the pay matrix or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.".

3. In the said rules, in the Schedule, –

(i) in serial number 1, against the post of 'Superintendent (legal)', –

(a) in column (4),–

A. for the heading, the following heading shall be substituted, namely:–

"Level in the pay matrix or pay scale.";

B. for the existing entries, the following entries shall be substituted, namely:–

"Level 8 in the pay matrix ` 47600 - 151100.";

(b) in column (11), under the sub-heading 'Promotion', for the words starting with " Assistant (Legal) in the" and ending with the words "service in the Grade.", the following shall be substituted, namely:–

"Assistant (Legal) in level 7 in the pay matrix ` 44900 - 142400 with two years' regular service in the grade";

(ii) in serial number 2, against the post of 'Confidential Superintendent',–

(a) in column (4),–

A. for the heading, the following heading shall be substituted, namely:–

1. (1) इन नियमों का संक्षिप्त नाम िविध और न्याय मंत्रालय, िवधायी िवभाग, अधीक्षक (मु(cid:14)ण) और सहायक (मु(cid:14)ण), समूह 'ख' पद भर्ती (संशोधन) िनयम, 2017 है ।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. िविध और न्याय मंत्रालय, िवधायी िवभाग, अधीक्षक (मु(cid:14)ण) और सहायक (मु(cid:14)ण), समूह 'ख' पद भर्ती िनयम, 2014 (िजसे इसमें इसके प_ात् उक्त िनयम कहा गया है) के िनयम 3 के स्थान पर निम्नलिखित िनयम रखा जाएगा, अर्थात् :-

"3. पदों की संख्या, वर्गीकरण, वेतन म्ट्रिक्स में स्तर या वेतनमान - उyत पदों की संख्या, उनका वर्गीकरण और वेतन मेट्रिक्स में स्तर या वेतनमान वह होंगे, जो इन नियमों से उपाब' अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिaदष्ट हैं ।"

3. उक्त नियमों की अनुसूची में,-

(i) (cid:25)म संख्या 1 में, अधीक्षक (मु(cid:14)ण) के पद के सामने —

(क) स्तंभ (4) में,-

(अ) शीर्षक के स्थान पर निम्नलिखित शीर्षक रखा जाएगा, अर्थात् :-

"वेतन मैट्रिक्स में स्तर या वेतनमान ";

(आ) विद्यमान प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात्:-

"वेतन मैट्रिक्स 44900-142400 f. में स्तर 7, ";

(ख) स्तंभ (11) में, उपशीर्षक "प्रोन्नति" के अधीन-

(क) नियम 2 के स्थान पर निम्नलिखित नियम रखा जाएगा, अर्थात्‌्‌ :-

"2. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.-पद की संख्या, इसका वर्गीकरण और इससे संबंधित वेतन मैट्रिक्स में स्तर को इन नियमों से संबद्ध अनुसूची के कालम (2) से स्तंभ (4) में उल्लेख अनुसार होंगे" (ख) अनुसूची में,-

(i) स्तंभ (4) में,-

(क) स्तंभ शीर्षक के स्थान पर निम्नलिखित स्तंभ शीर्षक रखा जाएगा, अर्थात्‌ :-

" वेतन मैट्रिक्स में स्तर ";

(ख) प्रविष्टि के स्थान पर "वेतन मैट्रिक्स में स्तर 4" निम्नलिखित प्रविष्टि रखी जाएगी।

(ii) स्तंभ (11) में,-[भाग II—खण्ड 3(i)] भारत का राजपत्रा : मई 13, 2017/वैशाख 23, 1939 819 (क) उपशीर्षक्र प्रोन्नति के अन्तर्गत शब्दों और अंकों "ग्रेड वेतन रु. 1900'' के स्थान पर वेतन मैट्रिक्स में स्तर-2 शब्दों और अंकों को रखा जाएगा ।

(ख) उपशीर्षक्र विभागीय प्रोन्नति द्वारा के अन्तर्गत शब्दों और अंकों "ग्रेड वेतन रु. 1900'' के स्थान पर वेतन मैट्रक्स में स्तर-2 शब्दों और अंकों को रखा जाएगा ।

G.S.R. 181.— In exercise of the power conferred by the proviso to article 309 of the constitution, the president herby makes the following rules to amend the Minisrty of Commerce, Directorate General of Supplies and Dispasals, Regional Offices Supplies and Inspection officers Upper Division Clerk Recruitment Rules, 2015, namely:—

1. (1) These rules may be called the Ministry of Commerce, Directorate Genral of Supplies and Disposals, Regional Offices Supplies and Inspection Offices Upper Division Clerk Recruitment (Amendment) Rules, 2017.

(2) These rules shall be come into force on the date of their publication in the official Gazette.

2. in the ministry of Commerce, Directorate General of Suplies and Disposal, Regional Offices Supplies and inspection Offices Upper Division clerk Recruitment Rules, 2015,—

(a) for Rule 2, the following rule shall be substituted, namely:—

"2. Number of post, classification and level in pay matrix:—The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns(2) to (4) of the schedule annexed to these rules."

(a) In the schedule:—

(i) In column(4),—

(a) for the column heading the following column heading shall be substituted, namely:—"Level in pay Matrix";

(b) for the entry, the following entry shall be substituted, "Level-4 in the pay matrix" (i) In column (11),—

(A) Under the sub-heading 'promotion',for the words and figures "Grade pay of Rs. 1900", the words and figures "Level-2 in the pay Matrix" shall be substituted.

(B) Under the sub-heading 'By Departmental Examination', for the words and figures "Grade pay of Rs.1900" , the words and figures "Level-2 in the pay Matrix" shall be substituted.
