का. नि. आ. 53.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, एतदद्वारा रक्षा मंत्रालय (पंचर) भर्ती नियम, 2011 का संशोधन के लिए निम्नलिखित नियम बनाते हैं अर्थात् :—
1. संक्षिप्त नाम और प्रारंभ :—
(1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय (पंचर) भर्ती (संशोधन) नियम, 2017 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. रक्षा मंत्रालय (पंचर) भर्ती नियम, 2011 में :—
(1) नियम 2 में, शब्दों ''वेतन बैंड तथा ग्रेड वेतन या वेतनमान'' के स्थान पर दोनों जगह, जहां भी वे विद्यमान हों, ''वेतन मैट्रिक्स में स्तर'' शब्द रखे जाएंगे ।
(2) अनुसूची में :—
(क) स्तंभ (4) में,—

(i) शीर्षक के स्थान पर, निम्नलिखित शीर्षक रखा जाएगा, अर्थात् :—
''वेतन मैट्रिक्स में स्तर''
(ii) प्रविष्टियों के स्थान पर, निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात् :—
''वेतन मैट्रिक्स में स्तर 2 (19900-63200 रुपए)''
(ख) स्तंभ (9) में, मद (क) के अधीन प्रविष्टियों के स्थान पर, निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात :—
''वेतन मैट्रिक्स में स्तर -1 (18000-56900 रुपए) पाने वाले रक्षा मंत्रालय के कर्मचारियों की बाबत आयु-सीमा शिथिल करके 45 वर्ष की जा सकती है ;
(ग) स्तंभ (11), मद (ख) के अधीन प्रविष्टियों के स्थान पर, निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात् :—
''50 प्रतिशत वेतन मैट्रिक्स में स्तर – 1 (18000-56900 रुपए) पाने वाले रक्षा मंत्रालय सचिवालय के ऐसे कर्मचारियों से जो स्तंभ (8) और (9) के अधीन वर्णित मानदंड पूरा करते हों, जिसके न हो सकने पर सीधी भर्ती द्वारा '' ;
(घ) स्तंभ (12) के अधीन प्रविष्टियों के स्थान पर, निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात्:—
''वेतन मैट्रिक्स में स्तर – 1 (18000-56900 रुपए) पाने वाले रक्षा मंत्रालय सचिवालय के कर्मचारियों से प्रोन्नति द्वारा जिन्होंने तीन वर्ष नियमित सेवा की है ।

MINISTRY OF DEFENCE
New Delhi, the 21st June, 2017
S.R.O. 53.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Defence (Puncher) Recruitment Rules, 2011, namely:—
1. Short title and commencement.—(1) These rules may be called the Ministry of Defence (Puncher) Recruitment (Amendment) Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Defence (Puncher) Recruitment Rules, 2011,—
(1) In rule 2, for the words "pay band and grade pay or pay scale" at both the places where they occur, the words "level in the pay matrix" shall be substituted;
(2) In the schedule,—
(a) in column (4), - (i) for the heading, the following heading shall be substituted, namely:—
"Level in the pay matrix" ;

297 (ii) for the entries, the following entries shall be substituted, namely:—
"Level 2 in the pay matrix (Rs 19900 - Rs 63200)";
(b) in column (9), for the entries under item (a), the following entries shall be substituted, namely:—
"Age-limit relaxable up to forty five years in respect of employees of the Ministry of Defence drawing pay in level 1 in the pay matrix (Rs 18000 - 56900)";
(c) In column (11), for the entries under item (b), the following entries shall be substituted, namely:—
"50% by promotion amongst the employees of the Ministry of Defence Secretariat drawing pay in level 1 in the pay matrix (Rs. 18000 - 56900) who fulfill the criteria under column (8) and (9) failing which by direct recruitment.";
(d) for the entries under column (12), the following entries shall be substituted, namely:—
"By promotion from employees of the Ministry of Defence Secretariat drawing pay in level 1 in Pay Matrix of Rs 18000 – 56900 with three years regular service."
