(क) जिसने ऐसे Tयक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या विवाह की संविदा की है; या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते (cid:28)ए किसी Tयक्ति से विवाह किया है या विवाह की संविदा की है;

उक्त पद पर नियुक्ति का पात्र नहV होगा:

परन्तु यदि के न्Wीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस Tयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुXेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Tयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

5. शिथिल करने की शक्ति:शिथिल करने की शक्ति:शिथिल करने की शक्ति:शिथिल करने की शक्ति:————जहां के न्Wीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब: करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Tयक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।

G.S.R. 260.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Group 'C' posts, National Fire Service College, Nagpur Recruitment Rules, 1981, in so far as they relate to the post of Library Attendant, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Library Attendant in the National Fire Service College, Nagpur, namely:-

1. Short title and commencement.—(1) These rules may be called the National Fire Service College, Nagpur, Library Attendant (Group `C` posts) Recruitment Rules, 2017.

(2)They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.—The number of the said post, its classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit and qualification, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person.-

(a) Who has entered into or contracted a marriage with a person having spouse living, or

(b) Who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may by order, for reason to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. —Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for candidates belonging to the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex- Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 261.—In exercise of powers conferred by the proviso to article 309 of the Constitution and in supersession of the National Fire Service College, Nagpur (Accountant and Librarian) Recruitment Rules, 1978 insofar as they relate to the post of Accountant except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Accountant in the National Fire Service College, Nagpur under the Ministry of Home Affairs, namely:—

1. Short title and commencement.—(1) These rules may be called the National Fire Service College, Nagpur (Accountant post) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

सासासासा....काकाकाका....निनिनिनि.... 262262262262....----राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हएु, सशस्त्र सीमा बल (पैरा-मेडिक कर्मचारिवृंद) अयोधक समूह 'ग' पद भर्ती नियम 2011 का संशोधन करने के लिए निम्नलिखित नियम बनाते है, अर्थात्‌ः-

1. (1) इन नियमों का संक्षिप्त नाम सशस्त्र सीमा बल (पैरा-मेडिक कर्मचारीवृंद) अयोधक समूह 'ग' पद भर्ती (संशोधन) नियम, 2017 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. सशस्त्र सीमा बल (पैरा-मेडिक कर्मचारीवृंद) अयोधक समूह 'ग' पद भर्ती नियम, 2011 (जिसे इसमें इसके पश्चात उक्त नियम कहा गया है) में, नियम 3 के स्थान पर निम्नलिखित नियम रखा जाएगा, अर्थात्‌ :- "3 पद-संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तरः पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट है ।

3. उक्त नियम में, अनुसूची में-

(क) सहायक फील्ड आफिसर (मेडिक) के पद से संबंधित क्रमांक संख्या 1 के सामने-

(अ) स्तंभ (4) में, स्तंभ शीर्षक और उससे संबंधित प्रविष्टियों के स्थान पर निम्नलिखित रखा जाएगा, अर्थात्‌ः-

(आ) स्तंभ (11) में, उपशीर्षक "प्रोन्नति" के आधीन टिप्पण 2 का लोप किया जाएगा ।

(ख) ज्योष्ठ फील्ड सहायक (मेडिक) के पद से संबंधित क्रमांक संख्या 2 के सामने, स्तंभ (4) के अधीन प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएगी, अर्थात्‌ः- "स्तर-3 (21700-69100/ रु.")

(ग) भेषजज्ञ के पद से संबधित क्रमांक संख्या 3 के सामने स्तंभ (4) के अधीन प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात्‌ः- "स्तर-5 (29200-92300/रु.)"

घ) प्रयोगशाला तकनीकी के पद से संबधित क्रमांक संख्या 4 के सामने, स्तंभ (4) के अधीन प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात्‌ः- "स्तर-5 (29200-92300/ रु.)"

ड़) रेडियोग्राफर के पद से संबधित क्रमांक संख्या 5 के सामन,े स्तंभ (4) के अधीन प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात्‌ः- "स्तर-5 (29200-92300/-रु.)"

च) नर्सिग सहायक के पद से संबधित क्रमांक संख्या 6 के सामने, स्तंभ (4) के अधीन प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात्‌ः- "स्तर-1 (18000-56900/ रु.)"

G.S.R. 262.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Sashastra Seema Bal (Para-Medical Staff) Non-Combatised Group 'C' Posts Recruitment Rules, 2011, namely :—

1. (1) These rules may be called the Sashastra Seema Bal (Para-Medical Staff) Non-Combatised Group 'C' Posts Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Sashastra Seema Bal (Para-Medical Staff) Non-Combatised Group 'C' Posts Recruitment Rules, 2011(hereinafter referred to as the said rules), for rule 3, the following rule shall be substituted, namely:—

"3. Number of posts, classification and level in the pay matrix.- The number of posts, their classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.".

3. In the said rules, in the Schedule,—

(a) against serial number 1 relating to the post of Assistant Field Officer (Medic),-

(A) in column (4), for the column heading and the entries relating thereto, the following shall be substituted, namely:—

(B) in column (11), under sub-heading "Promotion", Note 2 shall be omitted;

(b) against serial number 2 relating to the post of Senior Field Assistant (Medic), for the entries under column (4), the following entries shall be substituted, namely:—

" Level- 3 (Rs. 21700-69100/)";

(c) against serial number 3 relating to the post of Pharmacist, for the entries under column (4), the following entries shall be substituted, namely:-

" Level-5 (Rs. 29200-92300/)";

(d) against serial number 4 relating to the post of Laboratory Technician , for the entries under column (4), the following entries shall be substituted, namely:—

4.भर्ती की पद्धति, आयु-भर्ती की पद्धति, आयु-भर्ती की पद्धति, आयु-भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदिसीमा, अर्हताएं आदिसीमा, अर्हताएं आदिसीमा, अर्हताएं आदि....----भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिर्दिष्ट हैं।

5....निरर्हतानिरर्हतानिरर्हतानिरर्हता....----वह व्यक्ति-वह व्यक्ति-वह व्यक्ति-वह व्यक्ति-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित हैं, विवाह किया है या विवाह की संविदा की है; या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है;

उक्त पद पर नियुक्ति का पात्र नहीं होगा।

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी।

6. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....----जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

7. व्यावृव्यिावृव्यिावृव्यिावृत्ति....----इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडे वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

G.S.R. 263.___In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Cabinet Secretariat (National Security Council Secretariat) Group 'B' (Gazetted) Re Recruitment Rules, 2001, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the Group 'B' (Gazetted) post in the National Security Council Secretariat, namely:—

1. Short title and commencement.—(1) These rules may be called the National Security Council Secretariat, Group 'B' (Gazetted) Service, Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.___These rules shall apply to the posts specified in column (1) of the Schedule annexed to the rules.

3. Name of post, number of posts, its classification and Level in pay matrix. __The name, number of the said posts, their classification and the Level in Pay Matrix attached thereto shall be as specified in column (1) to (4) of the Schedule annexed to these rules.

4. Method of recruitment, age-limit, qualifications, etc.___The method of recruitment to the said posts, age limit, educational qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of said Schedule.

5. Disqualification. ___No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by orders, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Schedules Castes, the Scheduled Tribes, the Other Backward Classes, Ex-serviceman and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

(ii) जिन्होंने वेतन मैट्रिक्स-2ः 19900-63200 रु. में या समतुल्य में अवर श्रेणी लिपिक की श्रेणी में आठ वर्ष नियमित सेवा की है ।

टिप्पणः-टिप्पणः-टिप्पणः-टिप्पणः-प्रतिनियुक्ति की अवधि जिसके अंतर्गत उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्‌य पद पर प्रतिनियुक्ति की अवधि है, आठ वर्ष से अधिक नहीं होगी ।

आमेलनः-आमेलनः-आमेलनः-आमेलनः-केन्द्रीय सरकार या राज्य सरकार से प्रतिनियुक्ति पर राष्ट्रीय सुरक्षा परिषद्‌ सचिवालय में कार्यरत ऐसे पदधारी जिन्होंने उच्च श्रेणी लिपिक की श्रेणी में पांच वर्ष सेवा की है।

पुनर्नियोजनः-पुनर्नियोजनः-पुनर्नियोजनः-पुनर्नियोजनः- सशस्त्र बल कार्मिकों के लिएः-सशस्त्र बल कार्मिकों के लिएः-सशस्त्र बल कार्मिकों के लिएः-सशस्त्र बल कार्मिकों के लिएः-सशस्त्र बल के ऐसे हवलदार/लिपिक या ऊपर की पंक्ति के कार्मिकों पर भी विचार किया जाएगा जो एक वर्ष की अवधि के भीतर सेवानिवृत्त होने वाले हैं या रिजर्व में स्थानांतरित किए जाने वाले हैं और जिनके पास अपेक्षित अनुभव और विहित अर्हताएं हैं । यदि ऐसे अधिकारियों का चयन हो जाता है तो ऐसे अधिकारियों को उस तारीख तक प्रतिनियुक्ति के निबंधनों पर रखा जाएगा जिस तारीख से उन्हें सशस्त्र बल से निर्मुक्त किया जाना है; तत्पश्चात उन्हें पुनर्नियोजन के निबंधनों पर बने रहने दिया जाएगा। यदि ऐसे पात्र अधिकारी उस पद पर वास्तविक चयन से पूर्व सेवानिवृत हो जाता है या रिजर्व में स्थानांतरित कर दिया जाता है तो उनकी नियुक्ति पुनर्नियोजन के आधार पर की जाएगी (सिविल पदों के प्रतिनिर्देश से अधिवर्षिता की तारीख तक पुनर्नियोजन)।

(iv) अंग्रेजी में 30 शब्द प्रतिमिनट या हिंदी में 25 शब्द प्रतिमिनट की टंकण की गति; और

(v) किसी मान्यताप्राप्त संस्था से कम्प्यूटर उपयोजन में डिप्लोमा या प्रमाणपत्र या चयन समिति द्वारा संचालित परीक्षण के माध्यम से निर्णित किया जाने वाला कम्प्यूटर पर वर्ड, एक्सल, पावर पोइंट, आदि का ज्ञान ।

किसी मान्यताप्राप्त संगठन या संस्था से आशुलिपि या टंकण में तीन वर्ष का अनुभव ।

प्रतिनियुक्ति या पुनर्नियोजन---- सशस्त्र बल के ऐसे हवलदार/निजी सहायक या ऊपर की पंक्ति के कार्मिकों पर भी प्रतिनियुक्ति व्यक्तियों के साथ विचार किया जाएगा जो एक वर्ष की अवधि के भीतर सेवानिवृत होने वाले हैं या रिजर्व में स्थानांतरित किए जाने वाले हैं और जिनके पास अपेक्षित अनुभव और विहित अर्हता है। यदि ऐसे अधिकारियों का चयन हो जाता है तो ऐसे अधिकारियों को उस तारीख तक प्रतिनियुक्ति के निबंधनों पर रखा जाएगा जिस तारीख से उन्हें सशस्त्र बल से निर्मुक्त किया जाना है; तत्पश्चात उन्हें पुनर्नियोजन के निबंधनों पर बने रहने दिया जा सकता है। यदि ऐसे पात्र अधिकारी उस पद पर वास्तविक चयन से पूर्व सेवानिवृत हो जाता है या रिजर्व में स्थानांतरित कर दिया जाता है तो उसकी नियुक्ति पुनर्नियोजन के आधार पर की जाएगी (सिविल पदों के प्रतिनिर्देश से अधिवर्षिता की आयु तक पुनर्नियोजन) ।

G.S.R. 265.___In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the National Security Council Secretariat (Group 'D' Services) Recruitment Rules, 2003 and the National Security Council Secretariat Group 'C' posts (Recruitment) Rules 2005, except our respects things done or omitted to be done before such supersession, the president hereby makes the following rules regulating the method of recruitment to the Group 'C' posts in the National Security Council Secretariat, namely:-

1. Short title and commencement.—(1) These rules may be called the National Security Council Secretariat, Group 'C' Posts, Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.___ These rules shall apply to the posts specified in column (1) of the Schedule annexed to the rules.

3. Name of post, number of posts, its classification and Level in pay matrix.__The name, number of the said posts, their classification and the Level in Pay Matrix attached thereto shall be as specified in column (1) to (4) of said Schedule.

4. Method of recruitment, age limit, qualifications, etc.___The method of recruitment to the said posts, age limit, educational qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of said Schedule.

5. Disqualification. ___ No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by orders, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-serviceman and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

2. जल संसाधन मंत्रालय, फरpा बैराज परियोजना, समूह 'ग' पद भर्ती नियम, 2012 में,

(I) नियम 2 के स्थान पर, निम्नलिखित नियम रखा जाएगा, अर्थात्:-

G.S.R. 266.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Water Resources, Farakka Barrage Project, Group 'C' Posts Recruitment Rules, 2012, namely:—

1. (1) These rules may be called the Ministry of Water Resources, Farakka Barrage Project, Group 'C' Posts Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Water Resources, Farakka Barrage Project, Group 'C' Posts Recruitment Rules, 2012,- (I) for rule 2, the following rule shall be substituted, namely:-

"2. Number of posts, classification and Level in Pay Matrix.—The number of said posts, its classification and Level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule.";

(II) in the Schedule,-

(a) against serial number 1 relating to the post of Pharmacist (Entry Grade),-

(ख) जिसने अपने पति या अपनी प}ी के जीवित रहते %ए किसी |क्ति से विवाह किया है, या संविदा की है। उक्त पद पर नियुक्ति का पात्र नहX होगा:

परंतु यदि के न्Yीय सरकार को यह समाधान हो जाता है कि ऐसा विवाह उस |क्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुZेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी |क्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

5.5.5.5. शिथिल करने की शक्ति.शिथिल करने की शक्ति.शिथिल करने की शक्ति.शिथिल करने की शक्ति.————जहां के न्Yीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबA करके , इन नियमों के किन्हX उपबंधों को किसी वर्ग या प्रवर्ग के |क्तियों की बाबत् आदेश द्वारा शिथिल कर सके गी।

6.6.6.6. Cावृत्ति.Cावृत्ति.Cावृत्ति.Cावृत्ति.————इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहX डालेगी, जिनका के न्Yीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूिचत जनजातियों, अन्य पिछड़े वग_, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के |क्तियों के लिए उपबंध करना अपेक्षित है।

पोषक प्रवर्ग के ऐसे विभागीय अधिकारी जो प्रोन्नति की सीधी पंक्ति में है, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहX होंगे। इसी प्रकार प्रतिनियुक्त |क्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहX होंगे।

प्रतिनियुक्ति की अवधि, जिसके अंतर्गत के न्Yीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाk पद पर प्रतिनियुक्ति की अवधि साधारणतया 3 वर्ष से अधिक नहX होगी।

प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है) द्वारा नियुक्ति के लिए अधिकतम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहX होगी।

1. Short title and commencement.—(1) These rules may be called the Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Cooperation and Farmers Welfare, Directorate of Extension, Technical Assistant (Agriculture), Recruitment Rules, 2017.

2. Number of post, classification and level of pay in the Pay Matrix.—The number of post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and other qualification, etc.—The method of recruitment, age-limit, qualification and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,

(a) who has entered into or contracted a marriage with a person having a spouse living, or (b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to Relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

उक्त पद पर नियुक्ति के लिए पात्र नहX होगा:

परन्तु यदि के न्Yीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Wयक्ति और िववाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुZेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Wयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

G.S.R. 269.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the National Test House, Calcutta, (Library and Information Assistant) Recruitment Rules, 1996, except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Library and Information Assistant in the National Test House, Ministry of Consumer Affairs, Food and Public Distribution, Department of Consumer Affairs, namely :—

1. Short title and commencement.—(1) These rules may be called the National Test House, (Library and Information Assistant) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. राष्ट्रीय परीक्षण शाला, कोलकाता और इसके क्षेत्रीय कार्यालय, वैZानिक अधिकारी भर्ती नियम, 2016 की अनुसूची में, स्तंभ (11) में प्रतिनियुक्ति (अल्पकालिक संविदा) शीर्षक के तहत वैZानिक अधिकारी (भौतिक सिविल) के पद संबंधी 6म संख्या 5 में मद (ख) के लिए, निम्निलिखत मद रखा जाएगा, अर्थात्:—

(ख) निम्नलिखित अर्हताएं और अनुभव रखते हो, अर्थात्:—

(i) किसी मान्यताप्राप्त विश्वविद्यालय या संस्थान से भौतिक शास्त्र में स्नातकोत्तर डिxी या रसायन शास्त्र में स्नातकोत्तर डिxी या कै मिकल इंजीनियरी में डिxी या कै मिकल तकनीकी में डिxी, या िसिवल इंजीनियरी में डिxी; और

(ii) सिविल इंजीनियरी सामxी के परीक्षण और मूल्यांकन में एक वर्ष का अनुभव या सिविल इंजीनियरी सामxी, गैर विध्वंसक परीक्षण और विश्लेषण के क्षेत्र में अनुसंधान और विकास में एक वर्ष का अनुभव।

G.S.R. 271.—In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules to amend the National Test House, Kolkata and its Regional Offices, Scientific Officers Recruitment Rules, 2016, namely:—

1. Short title and commencement.—(1) These rules may be called the National Test House, Kolkata and its Regional Offices, Scientific Officers Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the National Test House, Kolkata and its Regional Offices, Scientific Officers Recruitment Rules, 2016, in the Schedule, against serial number 5, relating to the post of Scientific Officer (Physical Civil), in column (11), under heading Deputation (including short term contract), for item (b), the following item shall be substituted, namely :—

"(b) Possessing the following qualifications and experience, namely:—

(i) Master's degree in Physics or Master's degree in Chemistry or Degree in Chemical Engineering or Degree in Chemical Technology or Degree in Civil Engineering from a recognised University or Institute; and

(ii) one year's experience in the testing and evaluation of Civil Engineering material or one year's experience in Research and Development in the field of testing and evaluation of Civil Engineering materials, non-destructive Testing and analysis of structures."
