1. 1. 1. 1. संक्षिप्त नाम औरसंक्षिप्त नाम औरसंक्षिप्त नाम औरसंक्षिप्त नाम और प्रारम्भप्रारम्भप्रारम्भप्रारम्भ....————(1) (1) (1) (1) इन नियमों का नाम कृ षि मंत्रालय, कृ िष एवं सहकारिता विभाग, भारतीय मृदा एवं भू- उपयोग सव0क्षण,ज्येष्ठ फोटो7ाफिक सहायक, समूह 'ख' पद भर्ती (संशोधन) नियम 2017 है।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत होंगे ।

2. कृ षि मंत्रालय, कृ िष और सहकारिता विभाग, भारतीय मृदा एवं भू-उपयोग सव0क्षण, ज्येष्ठ फोटो7ाफिक सहायक, समूह 'ख' भर्ती िनयम, 2015 में -

6108 GI/2017 (1481)1482 THE GAZETTE OF INDIA : OCTOBER 21, 2017/ASVINA 29, 1939 [PART II—SEC. 3(i)] (1) नियम 2 में, दोनों स्थानों के "वेतन बैंड और 7ेड वेतन अथवा वेतनमान" शब्दों के स्थान पर दोनों जगह, जहां कहU वे आवे "वेतन मैट्रिक्स में स्तर" शब्द रखे जाएंगे।

(2) अनुसूची में -

(क) स्तंभ (4) में,

(i) शीर्षक के स्थान पर निम्नांकित शीर्षक रखा जाएगा, अर्थात्:

"वेतन मैट्रिक्स में स्तर"

(ii) स्तंभ (4) के अधीन प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी; अर्थात्

(ख) स्तंभ (11) के अधीन प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी;

(ii) जिन्होंने काडर मूल या िवभाग में स्तर-5 (29200-92300/- \.) में पदों पर िनयिमत आधार पर नियुक्ति के पश्चात् उस eेणी में 6 वर्ष नियमित सेवा की हो ;

(ख) जिनके पास प्रोन्नति के लिए निम्नलिखित शैक्षिक अर्हताएं और अनुभव हैं ;

1. (i) किसी मान्यता प्राप्त बोर्ड या संस्थान से मु^ण प्रोद्योगिकी में डिप्लोमा ;

(ii) किसी सरकारी स्थापन में कै मरा प्र'िया और फोटोलिथो7ाफी में 2 वर्ष का अनुभव;

2. (i) किसी मान्यता प्राप्त बोर्ड या संस्थान से मु^ण प्रोद्योगिकी में प्रमाण पत्र;

(ii) किसी सरकारी स्थापन में कै मरा प्र'िया और फोटोलिथो7ाफी में 3 वर्ष का अनुभव

वांछनीय :वांछनीय :वांछनीय :वांछनीय :

(i) एयर फोटो मोजेक तैयार करने का अनुभव ; और

(ii) नक्शानवीसी कार्य, मानचित्रों, आरेखों, चाटf से संबंधित फोटो7ाफी करने का अनुभव।

वेतन मैट्रिक्स में स्तर-5 (29200-92300 \.) में eेणी में 6 वर्ष की नियमित सेवा वाले विभागीय फोटो7ाफिक सहायक पर भी बाh iक्तियों के साथ विचार किया जाएगा और यदि उसका इस पद पर नियुक्ति के िलए चयन हो जाता है तो उसे प्रोन्नति द्वारा ही भरा )आ माना जाएगा।

टिप्पटिप्पटिप्पटिप्पणणणण 1111 :::: पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के िलए विचार किए जाने के पात्र नहU होंगे। इसी प्रकार प्रतिनियुक्त kयक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहU होंगे।

टिप्पटिप्पटिप्पटिप्पण ण ण ण 2222 :::: प्रतिनियुक्ति जिसके अंतर्गत अल्पकालिक संविदा भी है की अवधि, प्रतिनियुक्ति जिसके अंतर्गत अल्पकालिक संिवदा भी है की अवधि सिहत जिसके अंतर्गत कें ^ीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से[भाग II—खण्ड 3(i)] भारत का राजपत्रा : अक्तूबर 21, 2017/आश्विन 29, 1939 1483 ठीक पहले धारित किसी अन्य संवर्ग बाh पद पर प्रतिनियुक्ति की अवधि है साधारणतया तीन वर्ष से अधिक नहU होगी।

प्रतिनियुक्ति जिसके अंतर्गत अल्पकालिक संविदा भी है द्वारा नियुक्ति के िलए अिधकतम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहU होगी।

G.S.R. 334.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Agriculture, Department of Agriculture and Cooperation, Soil and Land Use Survey of India, Senior Photographic Assistant, Group 'B' Post Recruitment Rules, 2015, namely:-

1. Short title & Commencement.—(1) These rules may be called the Ministry of Agriculture, Department of Agriculture and Cooperation, Soil and Land Use Survey of India, Senior Photographic Assistant, Group 'B' Post Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Agriculture, Department of Agriculture and Cooperation, Soil and Land Use Survey of India, Senior Photographic Assistant, Group 'B' Post Recruitment Rules, 2015,-

(1) in rule 2, for the words, "pay band and grade pay or pay scale" in both the places when they occur, the words "level in the pay matrix" shall be substituted;

(2) in the Schedule,

(a) in column (4),-

(i) for the heading, the following heading shall be substituted namely:-

"Level in the pay matrix";

(ii) for the entries under column (4), the following entries shall be substituted namely:-

"Level 6 (Rs. 35400-112400) in the pay matrix";

(b) for the entries under column(11) the following entries shall be substituted;

"Composite method: [Deputation (including short term contract) plus promotion]

Deputation (including short term contract)

Officers under Central Government or State Governments or Union Territory Administrations or Pubic Sector Undertakings or Universities or recognized research Institutions or semi Government or autonomous bodies or statutory organizations:

(A) (i) holding analogous post on regular basis in the parent cadre or department; or (iii) with six years' service in the grade rendered after appointment thereto on a regular basis in posts in level 5 (Rs. 29200-92300) in the pay matrix or equivalent in the parent cadre or department; or

(B) possessing the following educational qualifications and experience namely:-

Essential:

1. (i) Diploma in Printing Technology from a recognised Board or institute;

         (ii)    two  years' experience in process camera and photo-lithography in any Government
                 establishment;
2.       (i)     Certificate in Printing Technology from a recognized Board or institute.
         (ii)    three years' experience in process camera and photo-lithograhpy in any Government
                 establishment.

Desirable:

(i) experience in preparation of air photo mosaic; and

(ii) Experience in handling cartographic works photography of: maps, diagrams, charts.

The departmental Photographic Assistant in level 5 (Rs. 29200-92300) in the pay matrix with six years' regular service in the grade will also be considered along with the outsiders and in case he or she is selected for appointment to the post, the same shall be deemed to have been filled by promotion.

Note 1 : The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.

Note 2 : Period of deputation (including short-term contract) including period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organization or Department of the Central Government shall ordinarily not exceed three years. The maximum age limit for appointment by deputation (including short term contract) shall be not exceeding 56 years as on closing date of receipt of applications)".

2. पदोन्नित के बाद, डॉ. के बंगा\राजन पदोन्नति की तिथि से अथवा के न्^ीय िसिवल सेवा (संशोिधत वेतन) िनयम, 2016 और इस संबंध में सरकार द्वारा जारी किए गए निद0शों के अनुसार अगली वाtषक वृuि की तारीख से संशोधित वेतन संरचना में वेतन निर्धारण के लिए विकल्प देने के लिए पात्र हैं। इस तरह का विकल्प पदोन्नति की तिथि से एक माह के भीतर देना होगा।

3. तैनाती का आदेश, जहां आवश्यक होगा, स्वास्थ्य सेवा महानिदेशालय द्वारा जारी किया जाएगा।

G.S.R. 335.—On the recommendations of the Departmental Promotion Committee meeting held in the Union Public Service Commission on 14th September, 2017 for the panel year 2017-18, the President is pleased to promote Dr. K. Bangarurajan, a regular Deputy Drugs Controller (I), Central Drugs Standard Control Organisation, Directorate General of Health Services to the post of Joint Drugs Controller (India) in the same Organisation, in the revised pay structure Level-13 (Rs. 1,23, 100–2, 15,900) in the Pay Matrix [(PB-4 (Rs. 37400-67000 + GP Rs. 8700) (pre-revised)] (Group 'A', Gazetted, Non-Ministerial) plus usual admissible allowances in a regular temporary capacity under promotion quota.

2. The date of promotion of Dr. K. Bangarurajan will be with effect from the fore-noon of 11th October, 2017 i.e. the date on which the competent authority has approved the acceptance of the recommendations of the DPC.

3. On promotion, Dr. K. Bangarurajan is entitled to opt for fixation of pay in the revised pay structure from the date of promotion or the date of next annual increment in accordance with the Central Civil Services (Revised Pay) Rules, 2016 and instructions issued by the Government in this regard. Such option must be exercised within one month from date of promotion.

4. The orders of posting, if necessary, will be issued by the Directorate General of Health Services.

G.S.R. 338.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Urban Development (which is now known as "Ministry of Housing and Urban Affairs"), Town and Country Planning Organisation, Chief Planner Group 'A' Gazetted (Non- Ministerial) Recruitment Rules, 2011, namely:–

1. (1) These rules may be called the Ministry of Housing and Urban Affairs, Town and Country Planning Organisation, Chief Planner Group 'A' Gazetted (Non-Ministerial) Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Urban Development (which is now known as "Ministry of Housing and Urban Affairs"), Town and Country Planning Organisation, Chief Planner Group 'A' Gazetted (Non-Ministerial) Recruitment Rules, 2011 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:-

"2. Number of post, classification and level in the pay matrix.–The number of said post, its classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules."

3. In the said rules, in the Schedule,-

(a) in column (4),-

(i) for the heading, the following heading shall be substituted, namely:-

"Level in the pay matrix.";

(ii) for the existing entry, the following entry shall be substituted, namely:-

"Level-14 (`144200-218200/-).";

(b) in column (11), under sub-heading "Deputation (including short term contract) or Promotion",-

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Ministry of Urban Development (which is now known as "Ministry of Housing and Urban Affairs"), Town and Country Planning Organisation, Associate Architect (Group 'A' post) Recruitment Rules, 2012 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:-

G.S.R. 344.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Water Resources, River Development and Ganga Rejuvenation, Departmental Canteen (Manager Grade-II) Group `B' Recruitment Rules, 2015, namely:-

1. (1) These rules may be called the Ministry of Water Resources, River Development and Ganga Rejuvenation, Departmental Canteen (Manager Grade-II), Group `B', Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Water Resources, River Development and Ganga Rejuvenation, Departmental Canteen (Manager Grade-II), Group `B' Recruitment Rules, 2015 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:-

"2. Number of post, classification and level in pay matrix .—The number of said post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules".

3. "In the Schedule to the said rules,--

(a) in column (4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely:-

"Level in pay matrix

Level 6 (Rs. 35400-112400) in the pay matrix.";

(1) These rules may be called the Ministry of Water Resources, River Development and Ganga Rejuvenation, Departmental Canteen Group `C' Post (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Water Resources, River Development and Ganga Rejuvenation, Departmental Canteen Group `C' Post Recruitment Rules, 2014,

(a) for rule 2, the following rule shall be substituted, namely:-

परंतु यदि के न्^ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे iक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु~ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी iक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति.—जहां के न्^ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहाँ वह उसके िलए जो कारण है, उन्हें लेखबu करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के iक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।

G.S.R. 346.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Ground Water Board, Technical Operator (Mechanical) Recruitment Rules, 1990, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Technical Operator (Mechanical) in the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Ground Water Board, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Ground Water Board, Technical Operator (Mechanical), Group 'C' Post Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.—The number of said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Ex-servicemen, and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

4.4.4.4. निरर्हतानिरर्हतानिरर्हतानिरर्हता - वह iक्ति –

(क) जिसने ऐसे iक्ति से जिसका पति या जिसकी प}ी जीवित है, विवाह किया है, या विवाह की संविदा की है;

या

(ख) जिसने अपने पति या अपनी प}ी के जीवित रहते )ए किसी iक्ति से विवाह किया है, या विवाह की संविदा की है;

उक्त पद पर नियुक्ति का पात्र नहU होगा:

परंतु यदि के न्^ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस iक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु~ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी iक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

5.5.5.5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति .—जहां के न्^ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहाँ वह उसके िलए जो कारण है उन्हें लेखबu करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के iक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।

G.S.R. 347.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Water Resources, the Central Ground Water Board, Slotting Machine Operator, Group 'C' post Recruitment Rules, 2009, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Slotting Machine Operator (Highly Skilled Grade-I) and Slotting Machine Operator (Highly Skilled Grade-II), Group 'C' posts in the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Ground Water Board, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Ground Water Board, Slotting Machine Operator(Highly Skilled Grade- I) and Slotting Machine Operator (Highly Skilled Grade-II), Group 'C' Posts Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the official Gazette.

2. Number of post, classification and Level in Pay Matrix.—The number of the said post, its classification and Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, ag- limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualifications.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
