dk-fu-vk- 100.—संविधान के अनु(cid:13)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते ए, और रक्षा मंत्रालय, सश' बल मुख्यालय और अंतर सेवा संगठन (लेखा सहायक) भर्ती नियम, 2008 को, उन बातों के िसवाय अिध0ांत करते ए, जिन्हें ऐसे अधि0मण से पूर्व किया गया है, या करने का लोप किया गया है, रक्षा मंत्रालय, रक्षा मंत्रालय के एकीकृ त मुख्यालय (सेना, नौसेना, वायुसेना), रक्षा कर्मचारिवृ ंद मुख्यालय और अंतर सेवा संगठन में लेखा सहायक (ज्येष्ठ Cेणी) और लेखा सहायक (कनिष्ठ Cेणी) के पदों पर भर्ती की पFति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभ .— (1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, रक्षा मंत्रालय के एकीकृ त मुख्यालय (सेना, नौसेना, वायुसेना), रक्षा कर्मचारिवृ ंद मुख्यालय और अंतर सेवा संगठन (लेखा सहायक), समूह 'ग' पद भर्ती नियम, 2017 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

4. निरर्हतानिरर्हतानिरर्हतानिरर्हता .—वह Xक्ति –
(क) जिसने ऐसे Xक्ति से जिसका पति या िजसकी पYी जीवित है, विवाह किया है या विवाह की संविदा की है; या
(ख) िजसने अपने पित या अपनी पYी के जीवित रहते ए किसी Xक्ति से विवाह किया है या विवाह की संविदा की है,
उक्त पदों में से किसी पर नियुक्ति का पात्र नहZ होगा :
परन्तु यदि के न्[ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस Xक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु\ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Xक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....————जहां के न्[ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबF करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Xक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. .ावृत्ति.ावृत्ति.ावृत्ति.ावृत्ति .—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहZ डालेगी, जिनका के न्[ीय सरकार द्वारा इस संबंध में समय-समय पर िनकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों, अन्य पिछड़े वगb और अन्य विशेष प्रवर्ग के Xक्तियों के लिए उपबंध करना अपेक्षित है।

| प्रतिनियुक्ति/आमेलन प्रतिनियुक्ति/आमेलन : प्रतिनियुक्ति/आमेलन क े न्[ीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र प्रशासन के अधीन ऐसे अिधकारी- (क) (i) जिन्होंने मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किया आ है; या (ii) जिन्होंने वेतन मैट्रिक्स में स्तर-4 में नियमित आधार पर नियुक्ति के पjात् उस Cेणी में पाँच वर्ष सेवा की हो; और (ख) जो निम्नलिखित शैक्षिक अर्हताएँ और अनुभव रखते हों, अर्थात् :- आवश्यक :::: आवश्यक (i) उl माध्यमिक स्तर पर वाणिज्य एक विषय के रूप में के साथ किसी मान्यताप्राप्त विoविद्यालय से qातक और क े न्[ीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र प्रशासन के किसी संगठन या विभाग में लेखा तथा बजट कार्य में एक वर्ष का अनुभव; या (ii) सचिवालय प्रशिक्षण और प्रबंध संस्थान द्वारा संचालित 'रोकड़ और लेखा' पाr0म सफलतापूर्वक पूरा किया हो; या (iii) भारतीय लागत लेखा संस्थान या भारतीय चार्टर्ड अकाउटेंट संस्थान की इंटरमिडिएट परीक्षा या समतुल्य परीक्षा पास की हो; या (iv) कें [ीय सरकार के किसी संगठित लेखा विभाग द्वारा संचालित अधीनस्थ लेखा सेवा या समतुल्य परीक्षा पास की हो। वांछनीय वांछनीय : : : : वांछनीय वांछनीय (i) कम्पयूटर पर एमएस एक्सेल और एमएस वर्ड का कार्य \ान । (ii) रक्षा सेवाओं और रक्षा सेवा प्राwलनों तथा रक्षा उपापन निदxशिका (डीपीएम), में लागू आधारिक नियमों, साधारण वित्तीय नियमों का कार्य \ान, रक्षा मंत्रालय के सश' बल मुख्यालय और अंतर सेवा संगठन द्वारा अनुसरण किये जाने वाले नियमों और प्र0ियाओं का अभिदर्शन । भूतपूर्व सैनिकों के लिए प्रतिनियुक्ति प ु भूतपूर्व सैनिकों के लिए प्रतिनियुक्ति////पुन4र्नयोजन लिए प्रतिनियुक्ति प प न4र्नयोजन : : : : ु न4र्नयोजन ु कनिष्ठ कमिशन अधिकारी के स्तर तक के ऐसे सश' बल काfर्मकों के संबंध में विचार किया जाएगा जो एक वर्ष की अवधि के भीतर सेवानिवृत होने वाले हैं या रिजर्व मे स्थानांतरित किए जाने वाले हैं और जिन्होने सेना, नौसेना या वायु सेना लिपिक प्रशिक्षण (साधारण कर्तX लिपिक प्रशिक्षण) पूरा किया हो और जिनके पास लोक निधि लेखा और बजट आबंटन या लेखा कार्य में एक वर्ष का अनुभव हो और यदि ऐसे Xक्तियों का चयन हो जाता है, तो उन्हें उस तारीख तक प्रतिनियुक्ति के निबyधनों पर रखा जाएगा जिस तारीख से उन्हें सश' बल से निमु र् क्त किया जाना है; तत्पjात उन्हें प ुनfर्नयोजन पर बने रहने दिया जा सकता है । टिप्पण 1: यदि पद पर वास्तविक चयन किए जाने से पूर्व ऐसे पात्र अधिकारी सेवानिवृत हो जाते हैं या रिजर्व में टिप्पण 1: टिप्पण 1: स्थानांतरित कर दिये गये हैं तो उनकी नियुक्ति पुनfर्नयोजन के आधार पर की जाएगी । टिप्पण 2: पुनfर्नयोजन सिविल पद की बाबत अधिवाfर्षता की आयु तक दिया जाएगा । टिप्पण 2: टिप्पण 2: टिप्पण 2: टिप्पण 3: प्रतिनियुक्ति की अवधि, जिसके अंतर्गत के न्[ीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति टिप्पण 3: टिप्पण 3: टिप्पण 3: से ठीक पहले धारित किसी अन्य काडर बा{ पद पर प्रतिनियुक्ति, की अवधि है, साधारणतया तीन वर्ष से अधिक नहZ होगी। टिप्पण 4: प्रतिनियुक्ति पर नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से टिप्पण 4: टिप्पण 4: टिप्पण 4: अधिक नहZ होगी । |

कनिष्ठ कमिशन अधिकारी के स्तर तक के ऐसे सश' बल काfर्मकों के संबंध में विचार किया जाएगा जो एक वर्ष की अवधि के भीतर सेवानिवृत होने वाले हैं या रिजर्व में स्थानांतरित किए जाने वाले हैं और जिन्होने सेना, नौसेना या वायु सेना लिपिक प्रशिक्षण (साधारण कर्तX लिपिक प्रशिक्षण) पूरा किया हो और जिनके पास लोक निधि लेखा और बजट आबंटन या लेखा कार्य में एक वर्ष का अनुभव हो और यदि ऐसे Xक्तियों का चयन हो जाता है, तो उन्हें उस तारीख तक प्रतिनियुक्ति के निबyधनों पर रखा जाएगा जिस तारीख से उन्हें सश' बल से निमु र्क्त किया जाना है; तत्पjात उन्हें पुनfर्नयोजन पर बने रहने दिया जा सकता है ।

MINISTRY OF DEFENCE
New Delhi, the 13th December, 2017
S.R.O. 100.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Defence, Armed Forces Headquarters and Inter Service Organisations (Accounts Assistants) Recruitment Rules, 2008, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Accounts Assistant (Senior Grade) and Accounts Assistant (Junior Grade) in the Integrated Headquarters of the Ministry of Defence (Army, Navy, Air), Defence Staff Headquarters and Inter Service Organisations, Ministry of Defence namely:-
1. Short title and commencement.—(1) These rules may be called the Ministry of Defence, Integrated Headquarters of the Ministry of Defence (Army, Navy, Air), Defence Staff Headquarters and Inter Service Organisations (Accounts Assistant) Group 'C' post Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and Level in the Pay Matrix.—The number of posts, their classification and Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the above said Schedule.
3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment to the said posts, age- limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

S.R.O. 101.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Defence, the Defence Services Staff College, Wellington, Joint Director (Coordination) (Group 'A' post) Recruitment Rules, 2016, namely: -
1. (1) These rules may be called the Ministry of Defence, the Defence Services Staff College, Wellington, Joint Director(Coordination) (Group 'A' post) Recruitment (Amendment) Rules, 2017.
(2) These rules shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Defence, the Defence Services Staff College, Wellington, Joint Director (Coordination) (Group 'A' post) Recruitment Rules, 2016 ,-
(a) for rule 2, the following rule shall be substituted, namely :-
"2. Number of posts, classification and level in pay matrix. —The number of said post, its classification and the Level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules." ;
(b) in the schedule ,-
(i) in column (4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely :-
