G.S.R. 56.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Sashastra Seema Bal, Staff Car Drivers Group 'C' posts, Recruitment Rules, 2011, namely:—

1. (1) These rules may be called the Sashastra Seema Bal, Staff Car Drivers Group 'C' posts, Recruitment (Amendment) Rules 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Sashastra Seema Bal, Staff Car Drivers Group 'C' posts, Recruitment Rules, 2011,-

(I) for rule 2, the following rule shall be substituted, namely:-

"2. Number of posts, classification and level in the pay matrix.- The number of posts their classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules." ;

(II) in the Schedule,-

(a) against the post at serial number 1 relating to Staff Car Driver (Grade-I),-

(i) for the heading to column (4), the following heading shall be substituted, namely:-

" Level in the pay matrix";

(ii) for the entries under column (4), the following entry shall be substituted, namely:-

"Level 5";

(iii) in the entries under column (11),-

(A) against the heading "Promotion", for the words "with five years regular service in the grade", the words and figure " with five years regular service in level 4 in the pay matrix" shall be substituted;

(B) under the heading "Promotion", Note 2 and the entries relating thereto shall be omitted ;

(b) against serial number 2, relating to the post of Staff Car Driver (Grade-II) ,-

(i) for the heading to column (4), the following heading shall be substituted, namely:-

"Level in the pay matrix";

(ii) for the entries under column (4), the following entry shall be substituted, namely:-

"Level 4";

(iii) in the entries under column (11),-

(A) against the heading "Promotion", for the words " with eight years regular service in the grade", the words and figure "with eight years regular service in level 2 in the pay matrix" shall be substituted;

(B) under heading "Promotion", Note 2 and entries relating thereto shall be omitted;

(C) against the post at serial number 3, relating to Staff Car Driver (Ordinary Grade),-

(i) for the heading to column (4), the following heading shall be substituted, namely:-

"Level in the pay matrix";

(ii) for the entries under column (4), the following entry shall be substituted, namely:-

" Level 2".

1. (1) इन नियमों का संक्षिप्त नाम वित्त मंत्रालय, राजस्व िवभाग, कें %ीय उत्पाद शुल्क और सीमा शुल्क बोर्ड मुख्य लेखा अिधकारी (समूह 'क' पद) भर्ती (संशोधन) िनयम, 2018 है।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।

2. वित्त मंत्रालय, राजस्व िवभाग, कें %ीय उत्पाद शुल्क और सीमाशुल्क बोर्ड, मुख्य लेखा अिधकारी (समूह 'क' पद) भर्ती िनयम, 2013 (िजसे इसके पश्चात्, उक्त िनयम कहा गया है) में, िनयम 2 के स्थान पर, निम्नलिखित रखा जाएगा, अर्थातः-

(i) for the column heading, the following column heading shall be substituted, namely:-

"Level in pay matrix.";

(ii) for the entries, the following entries shall be substituted, namely:-

"Level 10 in the pay matrix (Rs. 5,6,100-1,77,500).";

(b) in column (11), under the heading "Promotion", for the words, figures and letters "pay band-2, Rs. 9300-34,800 plus grade pay of Rs. 4600", the words, figures, brackets and letters "level 7 in the pay matrix (Rs. 44,900-1,42,400)" shall be substituted.

1. (1) इन नियमों का संक्षिप्त नाम स्वास्थ्य और परिवार कल्याण मंत्रालय, स्वास्थ्य सेवा महािनदेशालय, राष्ट्रीय चिकित्सा पुस्तकालय भर्ती (संशोधन) नियम, 2017 है ।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

(2) स्वास्थ्य और परिवार कल्याण मंत्रालय, स्वास्थ्य सेवा महािनदेशालय, राष्ट्रीय चिकित्सा पुस्तकालय भर्ती नियम, 2016 (जिसे इसमें इसके पश्चात् मूल िनयम कहा गया है) के िनयम 2 के स्थान पर निम्निलिखत रखा जाएगा, अर्थात्:-

''2. पदों की संख्या, वर्गीकरण, वेतन मैट्रिक्स में स्तर –पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में स्तर या उससे संलग्न वेतनमान वे होंगे जो इन नियमों से उपाबD अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिEदष्ट हैं ।

3. मूल नियमों में, अनुसूची में,-

(क). निदेशक (पुस्तकालय) के पद से संबंधित _म संख्या 1 के सामने

(i) स्तंभ (4) में, शीर्ष और उससे संबंधित प्रविष्टियों के स्थान पर निम्नलिखित शीर्ष और प्रविष्टि रखी जाएगी, अर्थात्:-

(ii) स्तंभ (11) में

(अ) ''वेतन बैंड-3, 15,600-39,100 रू Lेड वेतन 7600/ रू. के साथ और ''वेतन बैंड-3, 15,600-39,100 सह Lेड वेतन 7600/ I. जहां वे आते हैं, शब्दों, अंकों, अक्षरों के स्थान पर ''वेतन मैट्रिक्स में स्तर-12 (78800-209200रू) शब्द, अंक और अक्षर रखे जायेंगे;

(आ) टिप्पण 3 का लोप किया जाएगा;

(ख) वरिष्ठ पुस्तकालय और सूचना अधिकारी के पद से संबंधित _म संख्या 2 के सामने,-

(i) स्तंभ (4) में, उससे संबंधित प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी,, अर्थात्:-

(ii) स्तंभ (11) में,

(अ) ''वेतन बैंड-3, 15,600-39,100 रू Lेड वेतन 6600/ रू के साथ और ''वेतन बैंड-3, 15,600-39,100 सह Lेड वेतन 6600/ रू जहां वे आते हैं शब्दों, अंकों, अक्षरों के स्थान पर 'वेतन मैट्रिक्स में स्तर-11 (67700-208700रू) शब्द, अंक और अक्षर रखे जायेंगे;

(आ) टिप्पण 3 का लोप किया जाएगा;

(ग) पुस्तकालय और सूचना अिधकारी के पद से संबंधित _म संख्या 3 के सामने,-

(i) स्तंभ (4) में, उससे संबंधित प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी,, अर्थात्:-

(ii) स्तंभ (11) में,

(अ) '(वेतन बैंड-2, 9300-34800 रू के साथ और Lेड वेतन 4600 रू) शब्दों, अंकों, अक्षरों के स्थान पर ''वेतन मैट्रिक्स में स्तर-7 (44900-142400रू) शब्द, अंक और अक्षर रखे जायेंगे;

(आ) टिप्पण 2 का लोप किया जाएगा;

(घ) सहायक पुस्तकालय और सूचना अधिकारी के पद से संबंधित _म संख्या 4 के सामने,-

(i) स्तंभ (4) में, उससे संबंधित प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात्:-

(ii) स्तंभ (11) में,

(अ) प्रोन्नति शीर्ष के अधीन-

(1) ''(वेतन बैंड-2, 9300-34800 I. Lेड वेतन 4200 I. के साथ शब्दों, अंकों, अक्षरों के स्थान पर ''वेतन मैट्रिक्स में स्तर-6 (35400-112400रू) शब्द, अंक और अक्षर रखे जायेंगे;

(2) टिप्पण 2 का लोप किया जाएगा;

(आ) प्रतिनियुक्ति (अल्पकालिक संविदा सहित)/आमेलन शीर्ष के अधीन-

(1) ''(वेतन बैंड-2, 9300-34800 I. Lेड वेतन 4200 रू के साथ शब्दों, अंकों, अक्षरों के स्थान पर ''वेतन मैट्रिक्स में स्तर-6 (35400-112400रू) शब्द, अंक और अक्षर रखे जायेंगे;

(2) टिप्पण 2 का लोप किया जाएगा;

(2) ''टिप्पण 3'' और ''टिप्पण4'' को _मश: ''टिप्प्ण 2'' और ''टिप्पण 3'' के रूप में पुन: संख्यांकित किया जायेगा; (ड.) पुस्तकालय और सूचना सहायक के पद से संबंधित _म संख्या 5 के सामने,-

(i) स्तंभ (4) में, उससे संबंधित प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात्:-

(ii) स्तंभ (11) में,

(अ) प्रोन्नति शीर्ष के अधीन-

(1) ''(वेतन बैंड-1, 5200-20200 रू Lेड वेतन 1900 रू के साथ शब्दों, अंकों, अक्षरों के स्थान पर ''वेतन मैट्रिक्स में स्तर-2 (19900-63200रू) शब्द, अंक और अक्षर रखे जायेंगे;

G.S.R 58.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to further amend the Ministry of Health and Family Welfare, Directorate General of Health Services, National Medical Library, Recruitment Rules, 2016, namely:-

1. Short title and commencement. — (1) These rules may be called the Ministry of Health and Family Welfare, Directorate General of Health Services, National Medical Library, Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Health and Family Welfare, Directorate General of Health Services, National Medical Library, Recruitment Rules, 2016 (herein after referred to as principle rules), for rule 2, the following rule shall be substituted, namely:-

"2. Number of posts, classification and level in pay matrix or pay scale.— The number of posts, their classification and the level in the pay matrix or pay scale attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules".

3. In the principal rules, in the Schedule,—

(a) against serial number 1, relating to the post of Director (Library), -

(i) in column (4), for the heading and the entries relating thereto, the following heading and entries shall be substituted, namely:—

(ii) in column (11), —

(A) for the words, figures and letters "pay band 3, Rs. 15600-39100/- with grade pay of Rs. 7600/-" and "pay band-3 Rs. 15600-39100/- plus grade pay Rs. 7600/- ", wherever they occur, the words, figures, brackets and letters "level-12 in the pay matrix (Rs.78800-209200) " shall be substituted;

(B) Note 3 shall be omitted;

(b) against serial number 2, relating to the post of Senior Library and Information Officer, -

(i) in column (4), for the entries relating thereto, the following entries shall be substituted, namely:—

(ii) in column (11), —

(A) for the words, figures and letters "pay band-3, Rs. 15600-39100/- with grade pay of Rs. 6600/-" and "Pay Band-3, Grade Pay of Rs. 6600", wherever they occur, the words, figures, brackets, and letters " level- 11 in the pay matrix (Rs.67700-208700) " shall be substituted;
