सा.का.िन.सा.का.िन.सा.का.िन.सा.का.िन. 65656565....————राष्ट्रपति, संविधान के अनु(cid:24)छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते &ए, कें )ीय उत्पाद शुल्क अधीक्षक भर्ती िनयम, 1986 में संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-

1. (i) इन नियमों का संक्षिप्त नाम कें )ीय उत्पाद शुल्क अधीक्षक भर्ती (संशोधन) िनयम, 2018 है।

(ii) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

2. कें )ीय उत्पाद शुल्क अधीक्षक भर्ती िनयम, 1986 में :-

(I) नियम 2 के स्थान पर, निम्नलिखित िनयम रखा जाएगा, अर्थात्-

(II) अनुसूची में,

(क) स्तंभ (4) में,-

969 GI/2018 (495)496 THE GAZETTE OF INDIA : MARCH 3, 2018/PHALGUNA 12, 1939 [PART II—SEC. 3(i)] (i) स्तंभ शीर्ष के स्थान पर निम्नलिखित स्तंभ शीर्ष रखा जाएगा, अर्थात् :-

"वेतन मैट्रिक्स में स्तर"

(ii) प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात् : -

"वेतन मैट्रिक्स में स्तर-8 (47600-151100 O.)"

(ख) स्तंभ (12) में, प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात्:-

वेतन मैट्रिक्स (44900-142400 O.) में स्तर-7 में Rेणी में 8 वर्ष की नियमित सेवा वाले कें )ीय उत्पाद शुल्क निरीक्षक।

G.S.R. 65.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Superintendents of Central Excise Recruitment Rules, 1986, namely: - 1. (i) These rules may be called the Superintendents of Central Excise Recruitment (Amendment) Rules, 2018.

(ii) They shall come into force on the date of their publication in the Official Gazette.

2. In the Superintendents of Central Excise Recruitment Rules, 1986, - (I) for rule 2, the following rule shall be substituted, namely: -

"2. Number of post, classification and Level in the Pay Matrix.—The number of the said post, its classification and the Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.";

(II) in the Schedule, -

(a) in column (4), -

(i) for the column heading, the following column heading shall be substituted, namely:-

"Level in the Pay Matrix";

(ii) for the entry, the following entry shall be substituted, namely: -

"Level 8 in the Pay Matrix (Rs. 47600-151100)";

(b) in column (12), for the entry, the following entry shall be substituted, namely: -

"Inspector of Central Excise in Level 7 in the Pay Matrix (Rs. 44900-142400) with 8 years regular service in the grade."

सा.का.िन.सा.का.िन.सा.का.िन.सा.का.िन. 66666666....————संविधान के अनु(cid:24)छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते &ए राष्ट्रपति एतW्द्वारा प्रचार एवं जनसंपर्क निदेशालय, कें )ीय उत्पाद शुल्क एवं सीमा शुल्क, प्रबंधक (मु)णालय) भर्ती नियम, 2014 का संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-

1. (1) इन नियमों का संक्षिप्त नाम प्रचार एवं जनसंपर्क निदेशालय, कें )ीय उत्पाद शुल्क एवं सीमा शुल्क, प्रबंधक (मु)णालय) भर्ती (संशोधन) नियम, 2018 है।

(2) ये राजपत्र में अपने प्रकाशन की तारीख से लागू होंगे।

2. प्रचार एवं जनसंपर्क निदेशालय, कें )ीय उत्पाद शुल्क एवं सीमा शुल्क, प्रबंधक (मु)णालय) भर्ती नियम, 2014 में,- (क) नियम 2 के स्थान पर निम्नलिखित नियम को रखा जाएगा, अर्थात् :-

""""2. पदों की संख्या2. पदों की संख्या2. पदों की संख्या2. पदों की संख्या,,,, वर्गीकरण और वेतन मैट्रिक्स में स्तरवर्गीकरण और वेतन मैट्रिक्स में स्तरवर्गीकरण और वेतन मैट्रिक्स में स्तरवर्गीकरण और वेतन मैट्रिक्स में स्तर....————उक्त पदों की संख्या, उनका वर्गीकरण तथा उनसे संलY वेतन मैट्रिक्स में उनके स्तर को इन नियमों से उपाबI अनुसूची के स्तंभ (2) से (4) में विनिGर्दष्ट किया गया है।"

(ख) अनुसूची में,-

(i) स्तंभ (4) में,-

(अ) शीर्ष के स्थान पर निम्नलिखित रखा जाएगा, अर्थात् :-

"वेतन मैट्रिक्स में स्तर"

(आ) प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि को रखा जाएगा, अर्थात् :-

"वेतन मैट्रिक्स में स्तर 7 (44900-142400 O.)"

(ii) कॉलम (11) में,-

(अ) 'प्रोन्नति' शीर्ष के अधीन, "वेतन-बैंड-1 (5200-20200 O.) और ^ेड वेतन 2800 Oपए" अक्षरों, कोष्ठकों, शब्दों और अंकों के स्थान पर "वेतन मैट्रिक्स में स्तर 5 (29200-92300 O.)" शब्दों, कोष्ठकों और अंकों को रखा जाएगा।

(आ) प्रतिनियुक्ति शीर्ष के अधीन, "वेतन बैंड-2 (9300-34800 O.) और ^ेड वेतन 4200 O." और "वेतन बैंड-1 (5200-20200 O.) और ^ेड वेतन 2800 O." शब्दों, अंकों और कोष्ठकों के स्थान पर cमशः "वेतन मैट्रिक्स में स्तर-6 (35400-112400 O.)" और "वेतन मैट्रिक्स में स्तर-5 (29200-92300 O.)" शब्दों, अंकों और कोष्ठकों को रखा जाएगा।

G.S.R. 66.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Directorate of Publicity and Public Relations, Central Excise and Customs, Manager (Press), Recruitment Rules, 2014, namely:-

1. (1) These rules may be called the Directorate of Publicity and Public Relations, Central Excise and Customs, Manager (Press), Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Directorate of Publicity and Public Relations, Central Excise and Customs, Manager (Press), Recruitment Rules, 2014, -

(a) for rule 2, the following shall be substituted:

"2. Number of post, classification, Level in the pay matrix.—The number of the post, its classification, Level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.";

(b) In the Schedule, -

(i) in column (4), -

(A) for the heading, the following shall be substituted, namely: -

(B) under the heading "Deputation", for the letters, words, figures and brackets "PB-2 (Rs.9300-34800/-) plus Grade Pay of Rs. 4200/-" and "PB-1 (Rs. 5200-20,200/-) plus Grade Pay of Rs. 2800)", the words, figures and brackets "Level-6 in the pay matrix (Rs. 35400-112400)" and "Level-5 in the pay matrix (Rs. 29200-92300)" respectively, shall be substituted.

Note: The principal rules were published in the Gazette of India dated the 7th January, 2014 vide G.S.R. 5(E) dated 6th January, 2014.

सा.का.िन.सा.का.िन.सा.का.िन.सा.का.िन. 67.67.67.67.———— राष्ट्रपति, संविधान के अनु(cid:24)छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते &ए कें )ीय उत्पाद शुल्क एवं सीमाशुल्क बोर्ड (संबI एवं अधीनस्थ कार्यालय) सहायक निदेशक (राजभाषा) (समूह 'क' राजपत्रित) भर्ती िनयम, 2015 में संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

1. (1) इन नियमों का संक्षिप्त नाम कें )ीय उत्पाद शुल्क एवं सीमा शुल्क बोर्ड (संबI एवं अधीनस्थ कार्यालय) सहायक िनदेशक (राजभाषा) (समूह 'क' राजपत्रित) भर्ती (संशोधन) नियम, 2018 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

2. कें )ीय उत्पाद शुल्क एवं सीमा शुल्क बोर्ड (संबI एवं अधीनस्थ कार्यालय) सहायक निदेशक (राजभाषा) (समूह 'क' राजपत्रित) भर्ती नियम, 2015 (िजसे इसके पeात्, उक्त िनयम कहा गया है) में, िनयम 2 के स्थान पर निम्नलिखित िनयम रखा जाएगा अर्थात्:-

"2. 2. 2. 2. पद की संख्यापद की संख्यापद की संख्यापद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तरवर्गीकरण और वेतन मैट्रिक्स में स्तरवर्गीकरण और वेतन मैट्रिक्स में स्तरवर्गीकरण और वेतन मैट्रिक्स में स्तर.—उक्त पद की संख्या,वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा, जो इन नियमों से उपाबI अनुसूची के स्तंभ(2)से स्तंभ (4) में विनिGर्दष्ट है।"

3. उक्त नियमों की अनुसूची में,[भाग II—खण्ड 3(i)] भारत का राजपत्रा : मार्च 3, 2018/पफाल्गुन 12, 1939 499 (क) स्तंभ (4) में,-

(i) स्तंभ शीर्षक के स्थान पर निम्नलिखित स्तंभ शीर्षक रखा जाएगा, अर्थात् :-

"वेतन मैट्रिक्स में स्तर"

(ii) प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएगी, अर्थात् -

"वेतन मैट्रिक्स में स्तर 10 (56100-177500 O.)";

(ख) स्तंभ (11) में-

(i) "प्रोन्नति" शीर्षक के अधीन "पे-बैंड-2 (9300-34800 O.) के ^ेड पे 4600 O." शब्दों, अंकों, कोष्ठकों और अक्षरों के स्थान पर "वेतन मैट्रिक्स में स्तर-7 (44900-1,42,400 O.)" शब्द, अंक, कोष्ठक और अक्षर रखे जाएंगे";

(ii) "प्रतिनियुक्ति (जिसमें लघु अवधि संविदा सम्मलित है)" शीर्षक के अधीन, मद (क) में;

(I) उप-मद (ii) में, "पे-बैंड-2 (9300-34800 O.) ^ेड पे 4800 O." शब्दों, अंकों, कोष्ठकों और अक्षरों के स्थान पर "वेतन मैट्रिक्स में स्तर- 8 (47,600-1,51,000 O.)" शब्द, अंकों, कोष्ठक और अक्षर शब्द रखे जाएंगे";

(II) मद (iii) में, "पे-बैंड-2 (9300-34800 O.), ^ेड पे 4600 O." शब्दों, अंको और अक्षरों के स्थान पर "वेतन मैट्रिक्स में स्तर-7 (44900-1,42,400 O.)" शब्द, अंक, कोष्ठक और अक्षर शब्द रखे जाएंगे।

G.S.R. 67.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Central Board of Excise and Customs (Attached and Subordinate Offices) Assistant Director (Official Language) (Group 'A' Gazetted) Recruitment Rules, 2015, namely: -

1. (1) These rules may be called the Central Board of Excise and Customs (Attached and Subordinate Offices) Assistant Director (Official Language) (Group 'A' Gazetted) Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Central Board of Excise and Customs (Attached and Subordinate Offices) Assistant Director (Official Language) (Group 'A' Gazetted) Recruitment Rules, 2015 (herein after referred to as the said rules), for rule 2, the following rule shall be substituted, namely: -

"2. Number of post, classification, level in the pay matrix.—The number of said post, classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule, annexed to these rules."

3. In the Schedule to the said rules, -

(a) in column (4), -

(i) for the column heading, the following column heading shall be substituted, namely: -

"Level in pay matrix.";

(ii) for the entries, the following entries shall be substituted, namely: -

"Level 10 in the pay matrix (Rs. 56,100-1,77,500).";

(b) in column (11), -

(i) under the heading "promotion", for the words, figures, brackets and letters "Pay Band-2 (Rs. 9300- 34,800) with grade pay of Rs. 4600", the words, figures, brackets and letters "level 7 in the pay matrix (Rs. 44,900-1,42,400)" shall be substituted;

(ii) under the heading "Deputation (including short-term contract)", in item (A), -

(I) in sub-item (ii), for the words, figures and letters "Pay Band-2, Rs. 9300-34,800 with grade pay of Rs. 4800", the words, figures, brackets and letters "level 8 in the pay matrix (Rs. 47,600-1,51,100)" shall be substituted;

(II) in sub-item (iii), for the words, figures and letters "Pay Band-2, Rs. 9300-34,800 with grade pay of Rs. 4600", the words, figures, brackets and letters "level 7 in the pay matrix (Rs. 44,900-1,42,400)" shall be substituted.

सासासासा....का.का.का.का.िनिनिनिन. . . . 68686868....————राष्ट्रपति, संविधान के अनु(cid:24)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते &ए, और लेडी हाhडiग मेडिकल कॉलेज तथा Rीमती सुचेता कृ पलानी हॉस्पिटल, नई दिल्ली (समूह 'ग' पद भर्ती नियम, 1981 को, जहां तक उनका संबंध प्रयोगशाला सहायक के पदों से है, उन बातों के सिवाय अधिcांत करते &ए, जिन्हें ऐसे अधिcमण से पहले किया जा चुका है या करने का लोप किया गया है, स्वास्थ्य एवं परिवार कल्याण मंत्रालय के अंतर्गत लेडी हाhडiग मेडिकल कॉलेज तथा Rीमती सुचेता कृ पलानी हॉस्पिटल, नई दिल्ली में जूनियर मेडीकल लैबोरेटरी टेmोलॉजिस्ट के पद पर भर्ती की पIति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-

1111. . . . संक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभ....————(1) इन नियमों का संक्षिप्त नाम स्वास्थ्य एवं परिवार कल्याण मंत्रालय, लेडी हाhडiग मेडिकल कॉलेज तथा Rीमती सुचेता कृ पलानी हॉस्पिटल, नई दिल्ली, जूनियर मेडीकल लैबोरेटरी टेmोलॉजिस्ट (समूह 'ग' पद), भर्ती िनयम, 2017 है।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

3333.... भभभभर्ती की प*ति, आयुर्ती की प*ति, आयुर्ती की प*ति, आयुर्ती की प*ति, आयु----सीमा और अर्हताएं आदिसीमा और अर्हताएं आदिसीमा और अर्हताएं आदिसीमा और अर्हताएं आदि.—उक्त पद पर भर्ती की पIित, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिGर्दष्ट हैं |

4444.... निरर्हतानिरर्हतानिरर्हतानिरर्हता.—वह oक्ति-

(क) जिसने ऐसे oक्ति से, जिसका पति या जिसकी पpी जीवित है, विवाह किया है ; या

(ख) िजसने अपने पित या अपनी पpी के जीवित रहते &ए किसी oक्ति से विवाह किया है उक्त पद पर नियुक्ति का पात्र नहq होगा :

परन्तु यदि के न्)ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस oक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुsेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी oक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

5555.... शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति .—जहां के न्)ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबI करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के oक्तियों की बाबत्, आदेश द्वारा शिथिल कर सके गी ।

6666.... 6ावृत्ति6ावृत्ति6ावृत्ति6ावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहq डालेगी, जिनका के न्)ीय सरकार द्वारा इस संबंध में समय–समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगv, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के oक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 68.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Lady Hardinge Medical College and Smt. Sucheta Kriplani Hospital, New Delhi (Group 'C' posts) Recruitment Rules, 1981, in so far as they relate to the post of Laboratory Assistant except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Junior Medical Laboratory Technologist in the Lady Hardinge Medical College and Smt. Sucheta Kriplani Hospital, New Delhi, in the Ministry of Health and Family Welfare namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Health and Family Welfare, Lady Hardinge Medical College and Smt. Sucheta Kriplani Hospital, New Delhi, Junior Medical Laboratory Technologist (Group 'C' post) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, level in the pay matrix. —The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc. —The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.—No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of person in accordance with the orders issued by the Central Government from time to time in this regard.
