फा.सं.9-14/2011-यू.3 (ए).—जब(cid:9)क, क- L(cid:29)य सरकार को (cid:4)वYव(cid:4)वWयालय अनुदान आयोग (यूजीसी) अ(ध5नयम, 1956 क$ धारा 3 के तहत यूजीसी के परामश(cid:31) से, उHचतर /शEा संBथान को सम (cid:4)वYव(cid:4)वWयालय घो(cid:4)षत करने के /लए सशिPतकरण (cid:9)कया गया है।

2. और जब(cid:9)क, यूजीसी अ(ध5नयम, 1956 क$ धारा 3 के तहत क/लंगा सामािजक (cid:4)वkान संBथान (के आईएसएस), भुवनेYवर, ओlडशा को सम (cid:4)वYव(cid:4)वWयालय का दजा(cid:31) (नये वग(cid:31) के तहत) 9दान करने के /लए वष(cid:31) 2011 म- एक 9Bताव 9ाmत हुआ था।

3. और जब(cid:9)क यूजीसी (सम (cid:4)वYव(cid:4)वWयालय संBथान) (cid:4)व5नयम, 2010 के अनुसार आवेदन जांच और परामश(cid:31) के /लए यूजीसी को अDे(cid:4)षत (cid:9)कया गया था। इसी बीच, यूजीसी (सम (cid:4)वYव(cid:4)वWयालय संBथान) (cid:4)व5नयम, 2010 के अ5तFमण म- नया (cid:4)व5नयम अथा(cid:31)त यूजीसी (सम (cid:4)वYव(cid:4)वWयालय संBथान) (cid:4)व5नयम, 2016 लागू (cid:9)कया गया है।

4. और इसके अ5त(cid:20)रPत जब(cid:9)क, यूजीसी के परामश(cid:31) के अनुसार, यूजीसी (cid:4)व5नयम, 2016 के अनुसार मानव संसाधन (cid:4)वकास मं(cid:17)ालय को संBथान Wवारा एक अनुपूरक 9Bताव 9Bतुत (cid:9)कया गया था। अनुपूरक आवेदन को जांच और परामश(cid:31) के /लए यूजीसी को भी अDे(cid:4)षत (cid:9)कया गया था।

5. और जब(cid:9)क, यूजीसी Wवारा एक (cid:4)वशेषk /स /म5त का गठन यह /सफा(cid:20)रश देने हेतु (cid:9)क Pया क/लंगा सामािजक (cid:4)वkान संBथान (के आईएसएस), भुवनेYवर एक ऐसा संBथान है जो (cid:4)वशेष pप से /शEण और अनुसंधान पर मौजूदा संBथान@ Wवारा न पढ़ाए जाने वाले 'kान के उद(cid:29)यमान Eे(cid:17)@' पर फोकस करता है और इसके 9Bताव पर नए वग(cid:31) के तहत (cid:4)वचार (cid:9)कया जा सकता है। स/म5त ने सव(cid:31)स6म5त से /सफा(cid:20)रश क$ (cid:9)क क/लंगा सामािजक (cid:4)वkान संBथान (के आईएसएस), भुवनेYवर के सम (cid:4)वYव(cid:4)वWयालय का दजा(cid:31) 9दान करने के 9Bताव पर नए वग(cid:31) के तहत (cid:4)वचार (cid:9)कया जा सकता है।

6. और इसके अलावा जब(cid:9)क, जैसा 'यूजीसी (सम (cid:4)वYव(cid:4)वWयालय संBथान) (cid:4)व5नयम, 2016 के तहत अपेGEत है, यूजीसी ने संBथान म- उपल_ध अवसंरचना और अAय सु(cid:4)वधाओं के सXयापन हेतु और ऑन साइट 5नर(cid:29)Eण के /लए एक अAय (cid:4)वशेषk स/म5त ग(cid:27)ठत क$।

7. और जब(cid:9)क, यूजीसी (cid:4)वि ़ज(cid:27)टंग स/म5त क$ (cid:20)रपोट(cid:31) पर (cid:4)वचार (cid:9)कया गया था और यूजीसी Wवारा (cid:27)दनांक 28 माच(cid:31), 2017 को आयोिजत इसक$ 522वीं बैठक (मद सं. 2.04) म- अनुमो(cid:27)दत क$ गई।

3. और आगे, जब(cid:9)क के AL सरकार, यूजीसी क$ सलाह पर, एततWवारा कोनेp लEमैया /शEा 95त;ठान, (cid:4)वजयवाड़ा, आंˆ 9देश को इस मं(cid:17)ालय क$ (cid:27)दनांक 11 जुलाई, 2017 क$ अ(धसूचना सं या 9-42/2006-यू3(ए) Wवारा और यूजीसी (सम (cid:4)वYव(cid:4)वWयालय संBथाएं) (cid:4)व5नयम, 2016 और समय-समय पर इसम- (cid:9)कए गए संशोधन@, य(cid:27)द कोई ह@, क$ शतv के अuयधीन और पांच वषv क$ अव(ध अथा(cid:31)त ् 20.02.2014 से 19.02.2019 तक के /लए सम (cid:4)वYव(cid:4)वWयालय के दजz को बढ़ाने /(cid:4)व5नय/मत करने हेतु अनुमोदन 9दान करती है। यह अ(धसूचना 5न6न/ल7खत अ5त(cid:20)रPत शतv के अuयधीन होगीः

4. और जब(cid:9)क कोनेp लEमैया /शEा 95त;ठान, (cid:4)वजयवाड़ा, गु ंटू र िजला, आंˆ 9देश ने अजीजनगर, मोइनाबाद रोड, रंगारेMडी िजला, तेलंगाना म- एक ऑफ-कJ पस स-टर खोलने हेतु (cid:27)दनांक 19 जून, 2017 को आवेदन 9Bतुत (cid:9)कया था।

5. और जब(cid:9)क, यूजीसी ने अपनी (cid:4)वशेषk स/म5त के साथ ह(cid:29) साथ अ7खल भारतीय तकनीक$ /शEा प(cid:20)रषद (एआईसीट(cid:29)ई) क$ (cid:4)वशेषk स/म5त क$ सहायता से आवेदन क$ जांच क$। दोन@ स/म5तय@ क$ (cid:20)रपोट(cid:31) को (cid:27)दनांक 04.09.2017 को आयोिजत इसक$ 525वीं बैठक (मद सं.2.01) म- आयोग के समE रखा गया था िजसम- 5न6न/ल7खत संक(cid:13)प /लए गए हJ:

No.F.9-14/2011-U.3 (A).—Whereas, the Central Government is empowered under Section 3 of the University Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher learning as a Deemed to be University;

2. And whereas, a proposal was received in the year 2011 for grant of Deemed to be University status (under de novo category) to Kalinga Institute of Social Sciences (KISS), Bhubaneswar, Odisha, under Section 3 of the UGC Act, 1956;

3. And whereas, the application was forwarded to UGC for examination and advice as per the UGC (Institutions Deemed to be Universities) Regulations, 2010. In the meanwhile, the new Regulations i.e. UGC (Institutions Deemed to be Universities) Regulations, 2016 have come into effect in supersession to UGC (Institutions Deemed to be Universities) Regulations, 2010.

4. And further whereas, as per the advice of UGC, a supplementary proposal was submitted by the Institute to the Ministry of Human Resource Development in accordance with UGC Regulations, 2016. The supplementary application was also forwarded to UGC for examination and advice.

5. And whereas, UGC constituted an Expert Committee to recommend whether Kalinga Institute of Social Sciences (KISS), Bhubaneswar is an Institution with the focus on teaching and research in unique and 'emerging areas of knowledge' not being perused by existing institutions and its proposal may be considered under de-novo category. The Committee unanimously recommended that the proposal of Kalinga Institute of Social Sciences (KISS), Bhubaneswar for grant of Deemed to be University status under de-novo category can be considered.

6. And further whereas, as required under the UGC (Institutions Deemed to be Universities) Regulations, 2016, UGC constituted another Expert Committee for on the site inspection for verification of infrastructure and other facilities available with the Institute.

7. And whereas, the report of UGC Visiting Committee was considered and approved by the UGC in its 522nd meeting (Item No.2.04) held on 28th March, 2017.

8. And further whereas, keeping in view the report of UGC Expert Committee and clarifications from the Institute, the Ministry vide its letter No.9-14/2011-U3(A) dated 19th July, 2017 agreed the proposal in principle with the following conditions:

i. The Institute shall submit documentary proof in respect of de-linking of proposed Deemed to be University from the School being run by KISS.

ii. The Institute shall appoint required numbers of faculties for the seven proposed Departments as per UGC norms. iii. The Institute shall submit the details of total land allotted in the name of proposed KISS Deemed to be University as the land details earlier submitted by KISS was at variance with the land details given in the UGC Expert Committee Report.

iv. The Institute shall submit a report clarifying whether it is fully prepared to start the Courses proposed by it.

9. And whereas, the Institute submitted its compliance report for fulfilment of above conditions. Further, UGC was requested to look into the compliance report and clarify whether Kalinga Institute of Social Sciences (KISS), Bhubaneswar has fulfilled all the conditions for notification as Deemed to be University under de-novo category. UGC vide its letter No.35-1/2011 (CPP-I/DU) dated 2nd August, 2017 clarified that the Institute has fulfilled all the conditions as mentioned in this Ministry's letter No.9-14/2011-U3(A) dated 19th July, 2017.

10. Now, therefore, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government, on the advice of the UGC, hereby declare that Kalinga Institute of Social Sciences (KISS), Bhubaneswar, Odisha, shall be deemed to be a University for the purposes of the aforesaid Act for a provisional period of five years under de-novo category. The status of Deemed to be University shall be confirmed after five years based on the review report of UGC Expert Committee and the recommendation of the Commission. The Deemed to be University status to Kalinga Institute of Social Sciences (KISS), Bhubaneswar, Odisha is being granted for the following seven Departments:

i. Department of Tribal Culture, Philosophy and Eco-Spiritualism ii. Department of Indigenous Knowledge, Science and Technology iii. Department of Comparative Tribal Linguistics and Literature iv. Department of Tribal Heritage and Tribal Indology v. Department of Comparative Indic Studies and Tribal Science vi. Department of Tribal Resource Management vii. Department of Tribal Legal Studies and Tribal Rights

11. The declaration as made in Para 10 above is further subject to fulfilment of the conditions mentioned at Sr. No.5 of the endorsement to this notification;

2. And whereas, on the advice of the UGC, Tata Institute of Fundamental Research (TIFR), Mumbai, Maharashtra was declared as an as Institution Deemed to be University vide this Ministry's Notification No. F. 9-48/2001- U.3 dated 07.05.2002 along with the following three multi-campuses:-

i. National Centre for Radio physics, Pune ii. National Centre for Biological Sciences, Bangalore iii. Homi Bhaba Centre for Science Education, Mumbai

3. And whereas, the Institution Deemed to be University submitted a proposal dated 09.02.2017 to Ministry of Human Resource Development for establishment of an off-campus centre at Hyderabad with TIFR Centre for Interdisciplinary Sciences (TCIS), Hyderabad as a part of TIFR, Hyderabad;

4. And further whereas, the proposal has been examined by the UGC with the help of an Expert Committee in terms of the provisions of UGC (Institutions Deemed to be Universities) Regulations, 2016. The report of the UGC Expert Committee was approved by the Commission in its 523rd meeting (Item No.2.06) held on 7th June, 2017.

5. Now, therefore, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government, on the advice of the University Grants Commission (UGC), do hereby accord its approval to the Tata Institute of Fundamental Research (TIFR), Mumbai, Maharashtra to start an off-campus centre at Hyderabad with prospective effect with TIFR Centre for Interdisciplinary Sciences (TICS) as a part of TIFR, Hyderabad.

6. The declaration as made in Para 5 above is further subject to fulfilment of the conditions mentioned at Sr. No.5 of the endorsement to this notification and adherence to the conditions mentioned in the UGC (Institutions Deemed to be Universities) Regulations, 2016 and its amendments, if any, from time to time.

Patil Medical College, Hospital & Research Centre, Bijapur, Karnataka as deemed to be University in the name & style of 'BLDE University' for the provisional period of five years, with effect from the date on which the aforesaid Medical College disaffiliates itself from its affiliating University viz. Rajiv Gandhi University of Health Sciences, Karnataka, Bangalore. This was subject to condition that the status of deemed to be University shall be confirmed after the period of 5 years based on the inspection and assessment report of UGC's Expert Review Committee and the recommendations of the UGC thereon.

3. And whereas, UGC is in the process of reviewing the functioning of BLDE University (deemed to be University), Bijapur, Karnataka as required by this Ministry's Notification dated 29.02.2008.

4. And further whereas, the Hon'ble Supreme Court of India vide its judgment Order dated 03.11.2017 in Civil Appeal Nos. 17869-17870/2017 (arising out of SLP(C) Nos.19807-19808/2012) filed by Orissa Lift Irrigation Corp. Ltd Versus Rabi Sankar Patro & Ors. and Civil Appeal Nos.17902-17905/2017 (arising out of SLP C Nos.35793-96/2012) titled as Vijay Kumar & Ors Vs. Kartar Singh & Ors held that UGC shall take appropriate steps for implementing Section 23 of the UGC Act and restraining Deemed to be Universities from using the word 'University' within one month from today.

5. And whereas, Section 23 of the UGC Act, 1956 says "no institution, whether a corporate body or not, other

than a University established or incorporated by or under a Central Act, a Provincial Act or a State Act shall be entitled to

have the word "University" associated with its name in any manner whatsoever. Provided that nothing in this section shall,

for a period of two years from the commencement of this Act, apply to an institution which, immediately before such

commencement, had the word "University" associated with its name".

6. Now, therefore, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Central Government, as per direction of Hon'ble Supreme Court, and on the advice of the UGC, do hereby change the name of "BLDE University" to "BLDE" by deleting the word 'University' from its name w.e.f. the issuance of this Notification. BLDE shall not use the word 'University' suffixed to its name but may mention the word "deemed to be university" within parenthesis suffixed thereto.

7. The other conditions mentioned in the earlier Notification dated 29.02.2008 shall continue to be adhered by BLDE.

And whereas, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government vide its Notification No.9-34/2007-U3(A) dated 22.07.2008, on the advice of UGC, had declared Christ College (Autonomous), Bangalore, Karnataka as deemed to be University in the name & style of 'Christ University' for the provisional period of five years, with effect from the date on which the aforesaid College disaffiliates itself from its affiliating University viz. Bangalore University. This was subject to condition that the status of deemed to be University shall be confirmed after the period of 5 years based on the inspection and assessment report of UGC's Expert Review Committee and the recommendations of the UGC thereon.

3. And whereas, UGC is in the process of reviewing the functioning of Christ University (deemed to be University), Bangalore, Karnataka as required by this Ministry's Notification dated 22.07.2008.

for a period of two years from the commencement of this Act, apply to an institution which, immediately before such

Uttarakhand Technical University and HNB Garhwal University. This was subject to condition that the status of deemed to be University shall be confirmed after the period of 5 years based on the inspection and assessment report of UGC's Expert Review Committee and the recommendations of the UGC thereon.

3. And whereas, UGC is in the process of reviewing the functioning of Graphic Era University (Deemed to be University), Dehradun, Uttarakhand as required in this Ministry's Notification dated 14.08.2008.

4. And further whereas, the Hon'ble Supreme Court of India vide its judgment Order dated 03.11.2017 in Civil Appeal Nos. 17869-17870/2017 (arising out of SLP(C) Nos.19807-19808/2012) filed by Orissa Lift Irrigation Corp. Bangalore University, Bangalore. This was subject to condition that the status of Deemed to be University shall be confirmed after the period of 5 years based on the inspection and assessment report of UGC's Expert Review Committee and the recommendations of the UGC thereon.

3. And whereas, UGC is in the process of reviewing the functioning of Jain University (Deemed to be University), Bangalore, Karnataka as required by this Ministry's Notification dated 19.12.2008.

2. And whereas, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government vide its Notification No.9-9/2003-U3 dated 28.05.2008, on the advice of UGC, had declared Jagadguru Sri Shivarathreeswara University (JSSU), Mysore, Karnataka consisting of (i) J.S.S. Medical College, Mysore; (ii) J.S.S. Dental College, Mysore; (iii) J.S.S. College of Pharmacy, Mysore; and J.S.S. College of Pharmacy, Ooty (Tamil Nadu) as "deemed to be University", provisionally for a period of five years, with effect from the date on which the aforesaid colleges disaffiliate themselves from their affiliating University viz. Rajiv Gandhi University of Health Sciences, Bangalore and the Tamil Nadu Dr. M.G.R. Medical University, Chennai. This declaration was further to condition that the status of deemed to be University shall be confirmed after the period of 5 years based on the inspection and assessment report of UGC's Expert Review Committee and the recommendations of the UGC thereon. It was made clear that J.S.S. College of Pharmacy, Ooty shall function as an Off- Campus Centre of the JSSU.

4. And whereas, Section 23 of the UGC Act, 1956 says "no institution, whether a corporate body or not, other

than a University established or incorporated by or under a Central Act, a Provincial Act or a State Act shall be entitled to

have the word "University" associated with its name in any manner whatsoever: Provided that nothing in this section shall,

for a period of two years from the commencement of this Act, apply to an institution which, immediately before such

commencement, had the word "University" associated with its name".

have the word "University" associated with its name in any manner whatsoever: Provided that nothing in this section shall,

for a period of two years from the commencement of this Act, apply to an institution which, immediately before such

Now, therefore, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Central Government, as per direction of Hon'ble Supreme Court, and on the advice of the UGC, do hereby change the name of "Lingaya's University", Faridabad, Haryana to "Lingaya's Vidyapeeth" by replacing the word 'University' with 'Vidyapeeth' w.e.f. the issuance of this Notification. "Lingaya's Vidyapeeth" shall not use the word 'University' suffixed to its name but may mention the word "deemed to be university" within parenthesis suffixed thereto.

Maharshi Dayanand University, Rohtak, Haryana. This was subject to condition that the status of Deemed to be University shall be confirmed after the period of 5 years based on the inspection and assessment report of UGC's Expert Review Committee and the recommendations of the UGC thereon.

3. And whereas, UGC is in the process of reviewing the functioning of Manav Rachna International University (Deemed to be University), Faridabad as required by this Ministry's Notification dated 21.10.2008.

And further whereas, the Hon'ble Supreme Court of India vide its judgment Order dated 03.11.2017 in Civil Appeal Nos. 17869-17870/2017 (arising out of SLP(C) Nos.19807-19808/2012) filed by Orissa Lift Irrigation Corp. Ltd Versus Rabi Sankar Patro & Ors. and Civil Appeal Nos.17902-17905/2017 (arising out of SLP C Nos.35793-96/2012) titled as Vijay Kumar & Ors Vs. Kartar Singh & Ors held that UGC shall take appropriate steps for implementing Section 23 of the UGC Act and restraining deemed to be Universities from using the word 'University' within one month from today.

3. And whereas, UGC is in the process of reviewing the functioning of Nehru Gram Bharati Vishwavidyalaya (Deemed to be University) as required by this Ministry's Notification dated 27.06.2008.

B. Shetty Memorial Institute of Dental Sciences, Deralakatte, Mangalore as "deemed to be University", with effect from the date on which the aforesaid Dental Institute disaffiliates itself from its affiliating University viz. Rajiv Gandhi University of Health Sciences, Karnataka, Bangalore. This declaration was further subject to fulfillment of following conditions:

i. The corpus fund of Rs. 5 Crore created by the promoting Trust, viz. Nitte Education Trust by way of Fixed Bank Deposits of Rs. 2.50 Crore each should be transferred and invested in the name of 'Nitte University Trust'. The corpus fund should be irrevocable in nature. The fixed deposits should not be liquidated without prior consent of the UGC.

ii. The Memorandum of Association (MoA) and Rules of 'Nitte University' should be in accordance and in line with the model Memorandum of Association (MoA) & Rules prescribed by the UGC, and is certified so by the UGC.

No. F.9-2/2003-U3(A).—Whereas, the Central Government is empowered under Section 3 of the University Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher learning as deemed to be University.

2. And whereas, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government vide its Notification No.9-2/2003-U3 dated 13.06.2007, on the advice of UGC, had declared Santosh University, Ghaziabad, Uttar Pradesh consisting of Santosh Medical College, Ghaziabad; and Santosh Dental College, Ghaziabad as "deemed to be University", subject to review after one year by an Expert Committee of the UGC to assess its performance and also to verify its compliance with respect to rectification of the deficiencies pointed out in the reports of the UGC's Expert Committees that visited and physically inspected them. This was further subject to condition that this declaration shall come into effect after the conditions stipulated as below have been complied with by it under intimation to this Ministry and the UGC:

i. In the interest of future of students, members of faculty, employees and for maintaining the standards of higher education, all the moveable and immovable assets of both the Santosh Medical College, Ghaziabad and Santosh Dental College, Ghaziabad are to be legally transferred and vested with the Trust / Society formed to manage the Santosh University and registered as such; and

ii. The Santosh Medical College, Ghaziabad and Santosh Dental College, Ghaziabad are to be disaffiliated from their affiliating University viz. Chaudhary Charan Singh University, Meerut, Uttar Pradesh.

3. And whereas, UGC is in the process of reviewing the functioning of Santosh University (Deemed to be University), Ghaziabad as required by this Ministry's Notification dated 13.06.2007.

And whereas, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government vide its Notification No.9-12/2001-U3 dated 06.05.2002, on the advice of UGC, had declared Symbiosis International Education Centre, Pune consisting of (i) Symbiosis Institute of Computer Studies & Research; (ii) Symbiosis Institute of Business Management; and (iii) Symbiosis Society's Law college as "deemed to be University", with effect from the date of issuance of this Notification.

3. And further whereas, on the recommendation of the UGC, the Central Government vide its Notification No. 9-12/2006-U3(A) dated 10.11.2006 included the following ten institutions under the ambit of Symbiosis International Education Centre (deemed to be University), Pune:

i. Symbiosis Centre for Management & Human Resource Development

ii. Symbiosis Institute of International Business

iii. Symbiosis Institute of Telecom Management

iv. Symbiosis Institute of Management Studies

ix. Symbiosis Institute of Health Sciences

x. Symbiosis Institute of Design

4. And whereas, the name of 'Symbiosis International Educational Centre' was changed to 'Symbiosis International University' vide this Ministry's Notification No. 9-11/2008-U3(A) dated 25.03.2008.

5. And further whereas, on the recommendation of the UGC, the Central Government vide its Notification No. 10- 6/2007-U3(A) dated 16.04.2008 approved that 'Symbiosis Institute of Management', Bangalore shall be an Off-Campus Centre of 'Symbiosis International University' (deemed to be University), subject to condition that the Institute shall maintain the student intake capacity of 150 in respect of the course of MBA proposed to be offered in the functional and sectoral areas like, Marketing, Information Technology, Finance, Operational Management, Human Resource Management, etc.

No.F.10-3/2017-U.3(A).—Whereas, the Central Government is empowered under Section 3 of the University Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an institution of higher learning as a deemed-to-be- university.

2. And whereas, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government vide its Notification No.9-42/2006-U3(A) dated 20.02.2009, on the advice of UGC, had declared 'Koneru Lakshmaiah Education Foundation' Vijayawada, Andhra Pradesh as an "Institution Deemed to be University", for the purposes of the aforesaid Act, provisionally for a period of five years, subject to the following conditions:

i. Koneru Lakshmaiah Education Foundation shall comprise 'Koneru Lakshmaiah College of Engineering', Greenfields, Kunchanapalli Post, Vaddeswaram, Guntur District, Andhra Pradesh, as its constituent teaching unit;

ii. Koneru Lakshmaiah Education Foundation shall become an 'Institution Deemed to be University' with effect from the date of disaffiliation of Koneru Lakshmaiah College of Engineering from its affiliating University, viz. Acharya Nagarjuna University, Nagarjuna Nagar, Guntur District, Andhra Pradesh;

iii. The declaration as made above shall cover only those academic courses that are conducted hitherto by the said Koneru Lakshmaiah College of Engineering under affiliation to the Acharya Nagarjuna University and those courses that it may start in future as per the norms of the relevant Statutory Council(s) concerned (such as the AICTE, etc.) and the UGC;

iv. Koneru Lakshmaiah Education Foundation shall admit students to the approved academic courses / programmes of Koneru Lakshmaiah College of Engineering, under its ambit, only with effect from the next academic year, i.e. 2009-10;

v. The status of 'Deemed to be University' conferred on Koneru Lakshmaiah Education Foundation shall be reviewed after a period of five years;

vi. Koneru Lakshmaiah Education Foundation shall maintain the standards and norms as are specified by the All India Council for Technical Education (AICTE) and the UGC from time to time.

3. And further whereas, the Central Government vide Notification No. 9-42/2006-U3(A)Vol.2 dated 11th July, 2017, on the advice of the UGC, extended/regularized the status of Deemed to be University of 'Koneru Lakshmaiah Education Foundation' Vijayawada, Andhra Pradesh for another period of five years i.e. from 20.02.2014 to 19.02.2019 subject to terms & conditions of this Ministry's Notification No.9-42/2006-U3(A) dated 20.02.2009 and the UGC (Institutions Deemed to be Universities) Regulations, 2016 and its amendments, if any, from time to time. This notification is further subject to following conditions:

i. Koneru Lakshmaiah Education Foundation shall replace the word 'University' with "Deemed to be University" wherever it is being used and make other necessary amendments, whatever required, as per the UGC (Institutions Deemed to be Universities) Regulations, 2016.

ii. Koneru Lakshmaiah Education Foundation shall rectify all the deficiencies pointed out and suggestions given by the UGC Expert Committee and shall submit compliance report along with documentary proof to UGC within a period of 6 months.

iii. Koneru Lakshmaiah Education Foundation shall admit students to the approved academic courses / programmes of Koneru Lakshmaiah College of Engineering, under its ambit or any other Courses which are approved by Statutory Council(s) concerned and UGC, wherever required. It shall not admit students in B. Pharm, BFA and BBA-LLB courses and other such courses without approval of the UGC and Statutory Councils concerned.

iv. The status of Deemed to be University shall be further extended, on the advice of UGC and also after fulfillment of the above conditions.

4. And whereas, Koneru Lakshamaiah Education Foundation, Vijayawada, Guntur District, Andhra Pradesh submitted an application on 19th June, 2017 for starting of an Off-Campus Centre at Aziznagar, Moinabad Road, Rangareddy district, Telangana.

5. And whereas, UGC examined the application with the help of its Expert Committee as well as Expert Committee of All India Council for Technical Education (AICTE). The reports of the both Committees were placed before the Commission in its 525th meeting (Item No.2.01) held on 04.09.2017 in which the following has been resolved:

"The Commission resolved that the proposal submitted by Koneru Lakshmaiah Education Foundation (Deemed

to be University), Vaddeswaram, Guntur District, Andhra Pradesh for starting an Off-Campus Centre at Hyderabad be

approved subject to submission of the compliance report as per the suggestions given by UGC/AICTE visiting Committee."

6. And further whereas, the reports of both Committees were examined in the Ministry as per the UGC (Institutions Deemed to be Universities) Regulations, 2016 and certain clarifications / information were sought from the UGC. Accordingly, UGC sent a one member Committee to Koneru Lakshamaiah Education Foundation, Vijayawada, Guntur District, Andhra Pradesh to verify the points raised by the Ministry. The report of one member Committee was placed before the Commission in 527th meeting (Item No. 3.01) held on 22.12.2017 wherein the Commission considered the report of the Committee and approved the verification report.

7. Now, therefore, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government, on the advice of the UGC, do hereby permit Koneru Lakshmaiah Education Foundation, Vijayawada, Andhra Pradesh for starting an Off-Campus Centre at Aziznagar, Moinabad Road, Rangareddy district, Telangana, with prospective date for the following courses:

i. Computer Science and Engineering ii. Electronics and Communication Engineering iii. Electronics and Computer Engineering iv. Master of Business Application

8. The declaration as made in Para 7 above is further subject to review of the Campus by UGC biennially for six years and subsequently after five years as prescribed under the UGC (Institutions Deemed to be Universities) Regulations, 2016, as amended from time to time. The said permission is further subject to fulfilment of the conditions mentioned at Sr. No.5 of the endorsement to this Notification;

No. F.9-1/99-U3(A)Vol.2.—Whereas, the Central Government is empowered under Section 3 of the University Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher learning as deemed to be University.

2. And whereas, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government vide its Notification No.9-9/99-U.3 dated 21.08.2001, on the advice of UGC, had declared International Institute of Information Technology, Hyderabad as an Institution deemed to be University", for the purpose of aforesaid Act with immediate effect subject to review after five years.

3. And whereas, UGC reviewed the functioning of the Deemed to be University with the help of its Expert Committee. The report of the Committee was placed before the Commission in its 524th meeting held on 24.08.2017 in which following resolution was passed:

"After having considered the recommendations of the UGC Expert Committee, the Commission approved the

proposal. It was also decided to forward it to MHRD for further necessary action. Further, it was decided to direct the

Institute to align its MoAs etc. in accordance with UGC Regulations, 2016 within one year."

4. Now, therefore, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Central Government, on the advice of the UGC, do hereby extend / regularize deemed to be University status to 'International Institute of Information Technology', Hyderabad from 21.08.2006 onwards subject to condition that the Institution shall amend its MoA / Rules in accordance with UGC (Institutions Deemed to be Universities) Regulations, 2016, as amended from time to time.

5. The all other conditions mentioned in the earlier Notification dated 21.08.2001 shall continue to be adhered by "International Institute of Information Technology", Hyderabad.

And whereas, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government vide its Notification No.9-39/2001-U.3 dated 11.01.2003, on the advice of UGC, had declared Dr. D Y Patil Vidyapeeth, Pimpri, Pune comprising Padmashree Dr. D. Y. Patil Medical College, Hospital & Research Centre, Pimpri, Pune as an Institution Deemed to be University subject to the following conditions:

i. It shall adhere to the guidelines / instructions issued by UGC from time to time as applicable to Deemed Universities.

ii. The Deemed to be University status is granted only in respect of Padmashree Dr. D. Y. Patil Medical College, Hospital & Research Centre, Pimpri, Pune and the proposal in respect of any other institutions of Dr. D Y Patil Vidyapeeth, Pimpri, Pune is not approved by the Government of India. This position will be clarified by Dr. D Y Patil Vidyapeeth, Pimpri, Pune in all its circular, advertisements, prospectus, etc.

3. And further whereas, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Central Government vide Notification No.9-39/2001-U.3 dated 20.09.2006 brought following three Institutions under the ambit of Dr. D Y Patil Vidyapeeth (Deemed to be University), Pimpri, Pune:

i. Dr. D. Y. Patil Dental College & Hospital, Pimpri, Pune (Maharashtra); ii. Padmashree Dr. D. Y. Patil College of Nursing, Pimpri, Pune (Maharashtra); iii. Padmashree Dr. D. Y. Patil College of Physiotherapy, Pimpri, Pune (Maharashtra)

4. And whereas, the Deemed to be University submitted an application on 29.03.2017 for inclusion of Dr. D. Y. Patil College of Ayurved and Research Centre, Pimpri, Pune & Dr. D. Y. Patil Homoeopathic Medical College & Research Centre, Pimpri, Pune under the ambit of Dr. D. Y. Patil Vidyapeeth (Deemed to be University), Pune, Maharashtra. The application was forwarded to UGC for examination in accordance with the UGC (Institutions Deemed to be Universities) Regulations, 2016 and tendering its advice to the Ministry.

5. And whereas, UGC examined the application with the help of its Expert Committee consisting of a nominee from Central Council of Indian Medicine and Central Council for Homoeopathy. The report of the UGC Expert Committee was placed before the Commission in its 527th meeting (Item No.2.02) held on 22.12.2017 in which following resolution was passed:

"Considered and approved with the condition, that the suggestions by the visiting Expert Committee, if any,

will be addressed within a period of 6 months and the compliance report would be submitted alongwith the documentary

proof to UGC."

6. And further whereas, UGC vide its letter No.30-1/2017 (CPP-I/DU) dated 20th January, 2018 has informed the Deemed to be University has complied with the suggestions as pointed out by the UGC visiting Expert Committee.

7. Now, therefore, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government, on the advice of the UGC, hereby accord its approval for inclusion of the following two Institutions under the ambit of Dr. D Y Patil Vidyapeeth (Deemed to be University), Pimpri, Pune as Constituent Institutions of the Deemed to be University with effect from the date of disaffiliation from their affiliating University i.e. Maharashtra University of Health Sciences, Nasik:

a) Dr. D. Y. Patil College of Ayurved and Research Centre, Pimpri, Pune; and b) Dr. D. Y. Patil Homoeopathic Medical College & Research Centre, Pimpri, Pune

8. The said permission is further subject to fulfilment of the conditions mentioned at Sr. No.8 of the endorsement to this Notification;

5. And whereas, Section 23 of the UGC Act, 1956 says "no institution, whether a corporate body or not, other

than a University established or incorporated by or under a Central Act, a Provincial Act or a State Act shall be entitled to

have the word "University" associated with its name in any manner whatsoever. Provided that nothing in this section shall,

for a period of two years from the commencement of this Act, apply to an institution which, immediately before such

commencement, had the word "University" associated with its name".
