काकाकाका....िनिनिनिन....आआआआ. 32. 32. 32. 32....————राष्ट्रपति, संिवधान के अनु(cid:15)छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते (cid:27)ए, रक्षा मंत्रालय, सेना कारखाना कैं टीन कर्मचारी (समूह 'ग') भत्र्ती िनयम, 2011 का संशोधन करने के िलए निम्नलिखित िनयम बनाते हैं, अर्थात् :-

1. संक्षिप्तसंक्षिप्तसंक्षिप्तसंक्षिप्त नामनामनामनाम औरऔरऔरऔर प्रारंभप्रारंभप्रारंभप्रारंभ :::: (1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, सेना कारखाना कैं टीन कर्मचारी (समूह 'ग') भत्र्ती संशोधन िनयम, 2018 है ।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. रक्षा मंत्रालय, सेना कारखाना कैं टीन कर्मचारी (समूह 'ग') भत्र्ती िनयम, 2011 में, : -

(1) िनयम-3 के स्थान पर निम्नलिखित िनयम रखा जाएगा, अर्थात् :

(2) रक्षा मंत्रालय, सेना कारखाना कैं टीन कर्मचारी (समूह 'ग') भत्र्ती िनयम, 2011 की अनुसूची में, -

(क) पर्यवेक्षकपर्यवेक्षकपर्यवेक्षकपर्यवेक्षक (cid:19)ेणी(cid:19)ेणी(cid:19)ेणी(cid:19)ेणी----2222 पद से संबंिधत 5म संख्या 1 के सामने,-

MINISTRY OF DEFENCE

New Delhi, the 10th May, 2018

S.R.O. 32.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Defence, Army Factory Canteens Employees (Group 'C') Recruitment Rules, 2011, namely:-

1. Short title and commencement:- (1) These rules may be called the Ministry of Defence, Army Factory Canteens Employees (Group 'C') Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Defence, Army Factory Canteens Employees (Group 'C') Recruitment Rules, 2011,- (1) for rule 3, the following rule shall be substituted, namely:-

"3. Number of posts, classification and level in the pay matrix.- The number of said posts, their classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said schedule." ;

(2) in the schedule to the Ministry of Defence, Army Factory Canteens Employees (Group 'C') Recruitment Rules, 2011.-

(a) against serial number 1, relating to the post of Supervisor Grade-II,-

(i) in column (4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely:-

(ii) in column (11),-

(A) for the words and figures "Pay Band-1, of Rs. 5200-20200 with Grade Pay of Rs. 1900, the words, figures and brackets "Level-2 (Rs. 19900 – 63200) in the Pay Matrix" shall be substituted.

(B) the Note 2 shall be omitted;

(b) against serial number 2, relating to the post of Supervisor Grade-III/Assistant

Supervisor Grade-I,-

(i) in column (4), for the entries, the following entries shall be substituted, namely:-

"Level-2

(Rs. 19900 - 63200 )";

(ii) in column (11), the Note shall be omitted;

(c) against serial number 3, relating to the post of Assistant Supervisor-cum-Cashier or

Clerk-cum-Cashier or Cashier or Assistant Supervisor Grade II or Accountant;-

(i) in column (4), for the entries, the following entries shall be substituted, namely:-

"Level-2

(Rs. 19900 - 63200 )";

(ii) in column (11), the Note shall be omitted;

(d) against serial number 4, relating to the post of Cook,-

(i) in column (4), for the entries, the following entries shall be substituted, namely:-

"Level-2

(Rs. 19900 - 63200 )";

(ii) in column (11), the Note and the entries relating thereto, shall be omitted;

(e) against serial No. 5, relating to the post of Multi-Tasking Staff of Army Factory Canteens

(erstwhile Gp 'D' posts ) of Kitchen Assistant or Tea and Coffee maker or Server or Bearer

Salesman or Vendor or Masalchi or Washerman or Boy or Safaiwala;-

(i) in column (4), for the entries, the following entries shall be substituted, namely:-

"Level-1

( Rs. 18000 - 56900 )";

(ii) in column (11), the Note and the entries relating thereto, shall be omitted;

1.1.1.1. संक्षिप्तसंक्षिप्तसंक्षिप्तसंक्षिप्त नामनामनामनाम औरऔरऔरऔर प्रारम्भप्रारम्भप्रारम्भप्रारम्भ :

(क) इन नियमों का संक्षिप्त नाम सेना (समूह 'ग' उJ Kेणी िलिपक और अवर Kेणी िलिपक पद) भत्र्ती (संशोधन) िनयम, 2018 है ।

(ख) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2.2.2.2. सेनासेनासेनासेना ((((समूहसमूहसमूहसमूह ''''गगगग' ' ' ' उ/उ/उ/उ/ (cid:19)ेणी(cid:19)ेणी(cid:19)ेणी(cid:19)ेणी िलिलिलिलिपकिपकिपकिपक औरऔरऔरऔर अवरअवरअवरअवर (cid:19)ेणी(cid:19)ेणी(cid:19)ेणी(cid:19)ेणी िलिपकिलिपकिलिपकिलिपक पदपदपदपद) ) ) ) भत्र्तीभत्र्तीभत्र्तीभत्र्ती िनयमिनयमिनयमिनयम, 2012 , 2012 , 2012 , 2012 मेंमेंमेंमें :

(क) िनयम 2 के स्थान पर, निम्नलिखित िनयम रखा जाएगा, अर्थात् :-

(ख) अनुसूची में :

(I) स्तंभ (4) में, स्तंभ शीर्षक के स्थान पर "वेतन मैट्रिक्स में स्तर" रखा जाएगा ।

(II) अवर Kेणी िलिपक पद के सामने :

(i) स्तंभ (4) में प्रविष्टियों के स्थान पर, प्रविष्टि , स्तर - 2 (19900-63200 >.) रखी जाएँगी ।

(ii) स्तंभ (10) में प्रविष्टियों के स्थान पर, निम्नलिखित प्रविष्टियाँ रखी जाएँगी :

(i) 85% अिधशेष / अनुकं पा आधार पर तैनाती स्टाफ का आमेलन कर और ऐसा न हो पाने पर सीधी भत्र्ती की जाएगी ।

(ii) 10% समूह 'ग' (गैर-औद्योगिक) कर्मचारियों की प्रोन्नति द्वारा जयेष्ठता-सह-उपयुक्तता के आधार पर की जाएगी जिन्होंने स्तर-1 (18000-56900 >.) के पद पर तीन वर्ष की िनयिमत सेवा की हो ।

(iii) 5% सीिमत िवभागीय प्रतियोगिता परीक्षा (एल.डी.सी.ई.) द्वारा समूह 'ग' (गैर- औद्योगिक) से, िजनके पास 12वR कक्षा या समतुल्य शैक्षणिक अर्हता हो और जिन्होंने स्तर-1 (18000-56900 >.) के पद पर तीन वर्ष की िनयिमत सेवा पूरी की हो और ऐसा न हो पाने पर प्रोन्नति द्वारा । परीक्षा के िलए पात्रता संबंधी अिधकतम आयु-सीमा 45 वर्ष (अजा/जजा के िलए 50 वर्ष) है ।

टिप्पणटिप्पणटिप्पणटिप्पण :::: यदि खंड ((((iii)))) के अन्तर्गत उपलब्ध रिक्तियों की संख्या की तुलना में, अिधक कर्मचारी परीक्षा में अर्हता प्राप्त करते हैं, तो आगामी वष0 में उत्पन्न होने वाली रिक्तियों को भरने के िलए इन अतिरिक्त कर्मचारियों के मामलों पर िवचार किया जाएगा ताकि पहली परीक्षा में अर्हता प्राप्त करने वाले कर्मचारियों के मामलों पर उन कर्मचारियों से पहले िवचार किया जाए जो बाद की परीक्षा में अर्हता प्राप्त करते हैं ।

(III) उJ Kेणी िलिपक पद के सामने :

(i) स्तंभ (4) में प्रविष्टियों के स्थान पर, प्रविष्टियाँ, स्तर -4 (25500-81100 >.) रखी जाएँगी ।

(ii) स्तंभ (11) में, टिप्पण-1 और टिप्पण-2 और उनसे संबंिधत प्रविष्टियों के स्थान पर, निम्नलिखित टिप्पण एवं प्रविष्टियाँ रखी जाएँगी :

टिप्पणटिप्पणटिप्पणटिप्पण :::: "जहाँ ऐसे कनिष्ठ 4क्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है, प्रोन्नति के िलए िवचार किया जा रहा हो, वहाँ उनके ज्येष्ठ 4क्तियों के संबंध में भी िवचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक या पात्रता सेवा (अपेक्षित अर्हक या पात्रता सेवा के आधे से अिधक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ 4क्तियों सिहत, जिन्होंने ऐसी अर्हक या पात्रता सेवा) पहले ही पूरी कर ली है, अगली उ<तर स्तर में प्रोन्नति के िलए अपनी परिवीक्षा की अविध सफलतापूर्वक पूरी कर ली हो । "

S.R.O. 33.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules further to amend the Army Group 'C' (Upper Division Clerks and Lower Division Clerks ) Recruitment Rules, 2012, namely:-

1. Short title and commencement:- (1) These rules may be called the Army Group 'C' (Upper Division Clerks and Lower Division Clerks ) Recruitment( Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Army Group 'C' (Upper Division Clerks and Lower Division Clerks ) Recruitment Rules, 2012,

(A) for Rule 2, the following rule shall be substituted, namely :-

" 2. Number of posts, classification and Level in Pay Matrix.- The number of said posts, their classification and the Level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule aforesaid";

(B) in the schedule,-

(a) for the heading [column (4)], the heading "Level in the Pay Matrix" shall be substituted.

(b) Against the post of Lower Division Clerk,-

(i) in column (4),- for the entries, the entries "Level 2 (Rs. 19990 – 63200)" shall be substituted.

(ii) in column (10), for the entries, the following entries shall be substituted, namely :-

" (i) 85% by absorption of surplus or compassionate posting failing which by direct recruitment.

(ii) 10% by promotion from Group 'C' (Non-industrial) employees who have three years regular service in the post of Level-1 (Rs. 18000- 56900) on seniority-cum-fitness basis;

(iii) 5% through Limited Departmental Competitive Exam (LDCE) from Group 'C' (Non-industrial) employees who possess 12th Class pass or equivalent qualification and have rendered three years of regular service in the post of Level-1(Rs. 18000-56900), failing which by promotion. The maximum age limit for eligibility for Limited Departmental Competitive Exam (LDCE) is 45 years. ( 50 years for Scheduled Castes and Scheduled Tribes).

Note: If more of such employees than the number of vacancies available under clause (iii) qualified at the examination, such excess number of employees shall be considered for filling the vacancies arising in the subsequent years so that the employees qualifying at an earlier examination are considered before those who qualify at a later examination. " (C) against the post of Upper Division Clerk,-

(i) in column (4), for the entries, the entries " Level-4 (Rs.25500- 81100)" shall be substituted.

(ii) in column (11), for Note 1 and Note 2 and the entries relating thereto, the following Note and entries shall be substituted, namely

"Note – where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying/eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying/eligibility service."

1. (1) इन नियमों का संक्षिप्त नाम आयुध और आयुध उपस्कर कारखाना, सिविलियन मोटर Wाइवर (विशेष Kेणी) समूह 'ख' अराजपत्रित, सिविलियन मोटर Wाइवर (Kेणी-1), सिविलियन मोटर Wाइवर (Kेणी-2), और सिविलियन मोटर Wाइवर (साधारण Kेणी) समूह 'ग' पद भर्ती, (संशोधन) िनयम, 2018 है ।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. आयुध और आयुध उपस्कर कारखाना, सिविलियन मोटर Wाइवर (विशेष Kेणी) समूह 'ख' अराजपत्रित, िसिविलयन मोटर Wाइवर (Kेणी-1), सिविलियन मोटर Wाइवर (Kेणी-2), और सिविलियन मोटर Wाइवर (साधारण Kेणी) समूह 'ग' पद भर्ती नियम, 2014 में,-

(1) िनयम 3 के स्थान पर, निम्नलिखित नियम रखा जाएगा, अर्थात:-

"3. पदों की संख्या, वर्गीकरण, वेतन मैट्रिक्स में स्तर.- पदों की संख्या, उसका वर्गीकरण और उससे संलZ वेतन मैट्रिक्स में स्तर वह होगा, जो इन नियमों में उक्त अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिMदष्ट है ।"

(2) उक्त नियम की अनुसूची में,-

(क) सिविलियन मोटर Wाइवर (विशेष Kेणी) के पद से संबंधित 5म संख्या1 के सामने,-

(i) स्तंभ (4) में, स्तंभ शीर्ष और उससे संबंधित प्रविष्टियों के स्थान पर निम्नलिखित स्तंभ शीर्ष और उससे संबंधित प्रविष्टियां रखी जाएंगी, अर्थात :-

(ii) स्तंभ (11) में, "वेतन बैंड-1, 5200-20200 >.+ Cेड वेतन 2800/- >पए" में शब्दों, अंकों और अक्षरों के स्थान पर "वेतन मैट्रिक्स में स्तर 5 (29200-92300 >पए)" शब्द, अंक और अक्षर रखे जाएंगे;

(ख) सिविलियन मोटर Wाइवर Kेणी-1 के पद से संबंधित 5म संख्या 2 के समाने,-

(i) स्तंभ (4) में, प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात :-

" स्तर-5

(29200-92300 >.)";

(ii) स्तंभ (11) में, "वेतन बैंड-1, 5200-20200 >. + Cेड वेतन 2400/- >पए" में शब्दों, अंकों और अक्षरों के स्थान पर "वेतन मैट्रिक्स में स्तर 4 (25500-81100 >पए)" शब्द, अंक और अक्षर रखे जाएंगे;

(ग) सिविलियन मोटर डाइवर Kेणी 2 के पद से संबंधित 5म संख्या 3 के सामने,-

(i) स्तंभ (4) में, प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी अर्थात :-

" स्तर-4

(25500-81100 >.)";

(ii) स्तंभ (11) में, "वेतन बैंड-1, 5200-20200 >पए जमा Cेड वेतन 1900/-" में शब्दों, अंकों और अक्षरों के स्थान पर "वेतन मैट्रिक्स में स्तर 2 (19900-63200 >पए)" शब्द, अंक और अक्षर रखे जाएंगे ;

(घ) िसिविलयन मोटर Wाइवर (साधारण Kेणी) के पद से संबंधित 5म संख्या 4 के समाने,-

(i) स्तंभ (4) में, प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात :-

" स्तर-2

(19900-63200 >.)";

(ii) स्तंभ (6) में, विद्यमान प्रविष्टियों के स्थान पर निम्नलिखित रखा जाएगा ;

"18 वर्ष और 27 वर्ष के बीच । (के न्\ीय सरकार द्वारा जारी किए गए अनुदेशों या आदेशों के अनुसार विभागीय सेवकों के लिए अधिकतम आयु सीमा में 40 वर्ष तक शिथिलता की जा सकती है)

1. (1) These rules may be called the Ordnance and Ordnance Equipment Factories Civilian Motor Driver (Special Grade) Group 'B' Non-Gazetted, Civilian Motor Driver (Grade - I), Civilian Motor Driver (Grade – II) and Civilian Motor Driver (Ordinary Grade) Group 'C' Posts, Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ordnance and Ordnance Equipment Factories Civilian Motor Driver (Special Grade) Group 'B' Non- Gazetted, Civilian Motor Driver (Grade - I), Civilian Motor Driver (Grade – II) and Civilian Motor Driver (Ordinary Grade) Group 'C' Posts, Recruitment Rules, 2014, -

(1) for rule 3, the following rule shall be substituted, namely :-

"3. Number of posts, classification and level in the pay matrix. - The number of the said posts, their classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule." ;

(2) in the Schedule, -

(a) against serial number 1, relating to the post of Civilian Motor Driver (Special Grade),-

(i) in column (4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely :-

(ii) in column (11), for the words, letters and figures " the Pay Band-1, Rs.5200-20200 plus Grade Pay of Rs. 2800", the words, letters, figures and brackets "level 5 (Rs.29200-92300) in the pay matrix" shall be substituted;

(b) against serial number 2, relating to the post of Civilian Motor Driver Grade-I,-

(i) in column (4), for the entries, the following entries shall be substituted, namely :-

"Level- 5

(Rs. 29200-92300)";

(ii) in column (11), for the words, letters and figures " the Pay Band-1, Rs.5200-20200 plus Grade Pay of Rs. 2400", the words, letters, figures and brackets "level 4 (Rs.25500-81100) in the pay matrix" shall be substituted;

(d) against serial number 4, relating to the post of Civilian Motor Driver Grade (Ordinary Grade),- (i) in column (4), for the entries, the following entries shall be substituted, namely :-

(ii) in column (6), for existing entries, following shall be substituted ;

"Between 18 years and 27 years. (The upper age-limit is relaxable for departmental candidate upto 40 years in accordance with the instructions or orders issued by the Central Government).

Note: The crucial date for determining the age limit shall be the closing date for receipt of applications from candidates in India (and not the closing date prescribed for those in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Ladakh division of Jammu and Kashmir State, Lahual and Spiti district and Pangi sub division of Chamba district of Himachal Pradesh, Andaman and Nicobar Islands or Lakshadweep).";

2. रक्षा मंत्रालय, रक्षा अनुसंधान तथा विकास संगठन, भंडारसंबंधी समूह'क' तथा'ख' पद भर्ती नियम, 2012 की अनुसूची में भंडार अधिकारी पद के सामने लिए स्तंभ (13) में, विद्यमान प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात्:-

1. (1) Short title and commencement.- These rules may be called the Ministry of Defence, Defence Research and Development Organisation, Stores Group 'A' and 'B' posts, Recruitment (Second Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Schedule to the Ministry of Defence, Defence Research and Development Organisation, Stores Group 'A' and 'B' posts, Recruitment Rules, 2012, against the post of Stores Officer, in column (13), for the existing entries, the following entries shall be inserted, namely:-

"Consultation, with Union Public Service Commission not necessary".

1. संक्षिप्त नाम और प्रांरभः- (1) इन नियमों का संक्षिप्त नाम रक्षा अनुसंधान और विकास संगठन तकनीकी कॉडर भर्ती (संशोधन) िनयम, 2018 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. रक्षा अनुसंधान और विकास संगठन, तकनीकी कॉडर भर्ती नियम, 2000 की अनुसूची - II में 5म सं. 1 के पद के सामने स्तंभ (4) के 5म सं. 4 के पद के लिए पूर्व के लिए निम्नलिखित प्रतिस्थापित किया जाएगा, अर्थात् :-

अनिवार्यअनिवार्यअनिवार्यअनिवार्य

(i) मान्यता प्राप्त बोर्ड या संस्थान से दसवR कक्षा उत्तीर्ण अथवा समकक्ष; और

(ii) वांछित क्षेत्र में किसी मान्यता प्राप्त औद्योगिक प्रशिक्षण संस्थान से प्रमाणपत्र; अथवा यदि औद्योगिक प्रशिक्षण संस्थान उस क्षेत्र में प्रमाणपत्र प्रदान नहR करते हैं तो वांछित क्षेत्र में किसी मान्यता प्राप्त संस्थान से कम-से-कम एक वर्ष की अवधि का प्रमाणपत्र; अथवा वांछित क्षेत्र में राष्ट्रीय wवसाय प्रमाणपत्र; अथवा वांछित क्षेत्र में राष्ट्रीय शिक्षुता प्रमाणपत्र ।

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Defence Research and Development Organisation Technical Cadre Recruitment Rules, 2000, in Schedule II, against the post at serial number 1, in column (4), for the earlier, the following shall be substituted, namely :-

Essential

(i) Xth Class pass or equivalent from a recognised Board or Institute; and

(ii) Certificate from a recognised Industrial Training Institute in the required discipline; or Certificate of minimum one year duration from a recognized Institution in the required discipline if the Industrial Training Institutes do not award Certificate in that discipline; or National Trade Certificate in the required discipline; or National Apprenticeship Certificate in the required discipline.
