सा.का.िन.सा.का.िन.सा.का.िन.सा.का.िन. 151151151151....————राष्ट्रपति, संिवधान के अनु(cid:15)छेद 148 के खंड (5) द्वारा प्रदत्त शक्तियों का प्रयोग करते (cid:27)ए, और भारतीय लेखा परीक्षा और लेखा िवभाग (ज्येष्ठ अनुवादक) भर्ती िनयम, 2004 को, उन बातों के िसवाय अधि'ांत करते (cid:27)ए, जिन्हें ऐसे अधि'मण से पूर्व किया गया है, या करने का लोप किया गया है, भारत के नियंत्रक महालेखा परीक्षक से परामर्श के पश्चात भारतीय लेखा परीक्षा और लेखा िवभाग में ज्येष्ठ अनुवादक के पद पर भर्ती की प6ति का िविनयमन करने के िलए निम्नलिखित िनयम बनाते हैं, अर्थात्:—

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

उक्त पद पर नियुक्ति का पात्र नहL होगाः
परन्तु यदि भारत के नियंत्रक महालेखा परीक्षक को यह समाधान हो जाता है कि ऐसा िववाह ऐसे Iक्ति और िववाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनुMेय है और ऐसा करने के िलए अन्य आधार है तो वह किसी Iक्ति को इस िनयम के प्रवर्तन से छू ट दे सके गा।

| प्रोन्नति: ऐसे कनिष्ठ अनुवादकों में से जिन्होंने वेतन मैट्रिक्स में स्तर-6 के उस Uेणी में पांच वर्ष तक की नियमित सेवा की है और जिन्होंने प्रोन्नति: प्रोन्नति: प्रोन्नति: क ें Pीय अनुवाद ब्यूरो, राजभाषा विभाग, गृह मंत्रालय द्वारा संचालित पांच दिन का सफलतापूर्वक प्रशिक्षण पूर्ण किया हो I टिप्पण: जहां ऐसे कनिष्ठ Iक्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनके ज्येष्ठ Iक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने ॔ अपने ऐसे कनिष्ठ Iक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूर्ण कर ली है, अगली उcतर Uेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधी सफलतापूर्वक पूरी कर ली हो I प्रतिनियुक्ति (जिसमें अल्पकालिक संविदा भी हैं): क े न्Pीय सरकार या राज्य सरकारों या संघ राज्यक्षेत्रों या विश् वविद्यालयों या मान्यताप्राप्त अनुसंधान संस्थाओं या पब्लिक सेक्टर उप'मों या अर्धसरकारी या कानूनी या स्वशासी संगठनों के ऐसे अधिकारी— (क) (i) जिन्होंने मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किया आ है; या (ii) जिन्होंने वेतन मैट्रिक्स मे स्तर-6 में नियमित आधार पर नियुक्ति के पश् चात उस Uेणी में पांच वर्ष सेवा की हो; और (ख) जो निम्नलिखित शैक्षिक योग्यता व अन्य योग्यता रखते हों:— आवश्यक: किसी मान्यता प्राप्त िवश् वविद्यालय से हिन्दी और अंjेजी में मास्टर डिjी तथा डिjी स्तर पर अंjेजी / हिन्दी, अनिवार्य/ वैकल्पिक विषय क े lप में या परीक्षा के माध्यम के lप में रहा हो; या किसी मान्यता प्राप्त िवश् वविद्यालय से अंjेजी और हिन्दी अनिवार्य या वैकल्पिक विषय के lप में या डिjी स्तर पर परीक्षा के माध्यम के lप में रहा हो; या किसी मान्यता प्राप्त िवश् वविद्यालय से हिन्दी और अंjेजी से भिन्न किसी विषय में मास्टर डिjी, साथ ही डिjी स्तर पर हिन्दी और अंjेजी अनिवार्य या वैकल्पिक विषय के lप में परीक्षा का माध्यम रहा हो; या किसी मान्यता प्राप्त िवश् वविद्यालय से हिन्दी या अंjेजी से भिन्न किसी भी विषय में मास्टर डिjी, साथ ही डिjी स्तर पर अंjेजी और हिन्दी अनिवार्य या वैकल्पिक विषय के lप में परीक्षा का माध्यम रहा हो; या किसी मान्यता प्राप्त िवश् वविद्यालय से हिन्दी या अंjेजी से भिन्न किसी भी विषय में मास्टर डिjी, साथ ही डिjी स्तर पर अंjेजी और हिन् दी अनिवार्य या वैकल्पिक विषय के lप में रहा हो या दोनों में से कोई एक परीक्षा मे माध्यम के रूप मे और दूसरा अनिवार्य या व ैकल्पिक विषय के lप में रहा हो; और हिन्दी से अंjेजी में और अंjेजी से हिन्दी में अनुवाद कार्य का मान्यता प्राप्त डिप्लोमा या प्रमाणपत्र पाo'म अथवा के न्Pीय या राज्य सरकार के कार्यालयों मे, जिसके अंतर्गत जिसमें भारत सरकार के उप'म भी सम्मिलित है, में हिंदी से अंjेजी और अंjेजी से हिंदी में अनुवाद कार्य का तीन वर्ष का अनुभव I टिप्पण 1111- पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने टिप्पण क े पात्र नहL होंगे। इसी प्रकार प्रतिनियुक्त Iक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहL होंगे I टिप्पण टिप्पण 2222---- प्रतिनियुक्ति की अवधि, (जिसमें अल्पकालीन संविदा भी है) जिसके अंतर्गत के न्Pीय सरकार के उसी या किसी अन्य संगठन या टिप्पण टिप्पण विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाहय पद पर प्रतिनियुक्ति की अवधि (जिसमें अल्पकालीन संविदा भी है) साधारणतया तीन वर्ष से अधिक नहL होगी I प्रतिनियुक्ति द्वारा नियुक्ति (जिसमें अल्पकालीन संविदा भी है) के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहL होगी I |

G.S.R. 151.—In exercise of the powers conferred by clause (5) of article 148 of the Constitution and in supersession of the Indian Audit and Accounts Department (Senior Translator) Recruitment Rules, 2004, except as respects things done or omitted to be done before such supersession, the President, after consultation with the Comptroller and Auditor General of India, hereby makes the following rules to regulate the method of recruitment in the field offices of Indian Audit and Accounts Department to the post of Senior Translator, namely:—
1. Short title and commencement.—(1) These rules may be called the Indian Audit and Accounts Department (Senior Translator) Recruitment Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix.—The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit and qualifications, etc.—The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person,—
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Comptroller and Auditor General of India may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Comptroller and Auditor General of India is of the opinion that it is necessary or expedient so to do, he may, by order, and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Government of India from time to time in this regard as applicable to persons employed in the Indian Audit and Accounts Department.

| Promotion: From amongst Junior Translators in level 6 in the pay matrix with five years regular service in the grade, who have successfully completed the training of five days conducted by the Central Translation Bureau, Department of Official Language, Ministry of Home Affairs. Note : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying /eligibility service. Deputation (including short term contract): Officers under the Central or State Governments or UTs or Universities or recognised Research Institutes or Public Sector Undertakings or Semi-Government or Statutory or Autonomous Organisations :— (a) (i) holding analogous posts on regular basis in the parent cadre or department; Or (ii) with five years regular service in the grade rendered after appointment thereto on regular basis in level 6 in the pay matrix; and (b) possessing the educational qualifications and other qualifications as under: |
Essential:
Master's degree of a recognised University in Hindi with English as a compulsory or elective subject or as the medium of examination at the degree level;
OR
Master's Degree of a recognised University in English with Hindi as a compulsory or elective subject or as the medium of examination at the degree level;
OR
Master's Degree of a recognised University in any subject other than Hindi or English, with Hindi medium and English as a compulsory or elective subject or as the medium of a examination at the degree level;
OR
Master's degree of a recognised University in any subject other than Hindi or English, with English medium and Hindi as a compulsory or elective subject or as the medium of a examination at the degree level;
OR
Master's degree of a recognised University in any subject other than Hindi or English, with Hindi and English as compulsory or elective subject or either of the two as a medium of examination and the other as a compulsory or elective subject at the degree level;
AND
Recognised Diploma or Certificate course in translation from Hindi to English and vice versa or three years' experience of translation work from Hindi to English and vice versa in a Central or State Government office, including Government of India Undertaking.
Note 1: The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion.
Note 2: Period of deputation (including short term contract) including the period of deputation (including short term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed three years.
The Maximum age limit for appointment by deputation (including short term contract) shall not be exceeding fifty six years as on the closing date of receipt of applications.

G.S.R. 152 .—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in the supersession of the Lal Bahadhur Shastri National Academy of Administration (Office Establishment Group 'C' and 'D' posts) Recruitment Rules, 2000, in so far as they relate to the post of Offset Machineman, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Offset Machineman in the Lal Bahadur Shastri National Academy of Administration, Mussoorie, Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, namely:-

Short title and commencement.— (1) These rules may be called the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Lal Bahadur Shastri National Academy of Administration, Mussoorie, Offset Machineman, Group 'C' Post, Recruitment Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix.— The number of post, its classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit and qualifications, etc. —The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualifications. — No person, —
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. — Where the Central Government is of the opinion that it is necessary or expedient so to do and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. — Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the ex-Service persons and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 153.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Multi-Tasking Staff in the Ministry of Science and Technology, Department of Science and Technology, Survey of India, namely:-
1. Short title and commencement.– (1) These rules may be called the Survey of India, Multi-Tasking Staff (Group 'C' ) Recruitment Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Initial Constitution.– (1) The personnel holding the posts of Khalasi/Daffadar, Guard, Mali, Safaiwala, Daftary, Jemadar, Map Store Keeper, Book Binder, Head Book Binder, Packer, Assistant Head Packer, Head Packer, Compounder, Map Mounter in the Survey of India under Department of Science and Technology before commencement of these rules on regular basis shall be deemed to have been appointed in accordance with the provisions of these rules.
(2) The regular continuous service of personnel referred above immediately before the commencement of these rules shall count for the purpose of period of probation, seniority, qualifying service of promotion, confirmation and pension in the service.
3. Number of post, classification, level in pay matrix.– The number of post, its classification, level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
4. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification.– No person, –
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving.– Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

उक्त पद पर नियुक्ति का पात्र नहL होगा :

G.S.R. 154.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Water Resources, Central Water and Power Research Station, Pune, Auxiliary Technical Services Draftsman Grade-III, Recruitment Rules, 2010, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Draftsman Grade-III in the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Water and Power Research Station, Pune, namely:-
1. Short title and commencement.- (1) These rules may be called the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Water and Power Research Station, Pune, Auxiliary Technical Services, Draftsman Grade-III, Group 'C' Post, Recruitment Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix.— The number of said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications, etc. - The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification. - No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post :
882 THE GAZETTE OF INDIA : MAY 26, 2018/JYAISTHA 5, 1940 [PART II—SEC. 3(i)]Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Casts, the Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1 : The qualifications are relaxable at the discretion of the Central Government, for reasons to be recorded in writing, in the case of candidates otherwise well qualified. Note 2 : The qualification regarding experience is relaxable at the discretion of the Central Government for reasons to be recorded in writing in the case of candidates belonging to the Scheduled Caste or Scheduled Tribes, if at any stage of selection the Central Government is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them. |
